Changes at House of Gathering

You may notice some changes over time at the House of Gathering. We’ve been taking measures listening to both staff and community about the safety of all at the entrance of the building. We ask that you please respect the request to check in at Front Desk prior to heading to the back offices. This way we make sure the person you are seeking is available and there are no interruptions in workflow or another meeting with another community member or a stakeholder. Additionally the doors are locked so you do need to have Front Desk ring you into either side of the building. We changed the transparency of the door because too many people are looking inside and waiting for someone to allow them back. We ask you to wait out front and that Vanessa or Dora to allow you in the back area. What happened to open door Fridays? This isn’t a policy but certainly could still be accommodated. Community members are encouraged to book appointments with staff or councillors to allow for sufficient time and preparedness for office visits during the week. For Fridays, we still ask you check in at Front Desk to be allowed in the back office. Be the Change Project – Internal Changes Back in September 2015 a Governance Needs Assessment took place amongst staff and council. The results were covered in three main areas: Governance, Administration and Community Planning. This assessment led us to funding for our Comprehensive Community Plan and Planner conducting meaningful community engagement informing the plan. In September 2016 we began to focus on the two other aspects of the assessment leading us to more funding in 2017.

From the staff meetings that took place, we worked on a proposal to create the changes that need to be worked on. After a successful funding application, we are now tying up our project titled “Be the Change Phase 1” as our staff have job descriptions reviewed, and our administration team is working on renaming and filing our documents in a more efficient way. Reconciliation Hupačasatḥ is working on building a better government to government relationship with the City of Port Alberni. Last week all levels of government joined together in a Walk for Reconciliation to address the on-going racism issues we face as Nuu chah nulth people living in the Alberni Valley. Often we all experience this during the summer season when fishing is happening in the Somass River / Alberni Inlet. Reconciliation and racism are two separate issues but are related. Racism impedes reconciliation efforts in our community. This issue first came to light when there was a consideration to change street names in January at Port Alberni City Council. After consultation with our community members that live on Indian Avenue, we heard there was no desire to change the name. Reconciliation will be an on-going process between governments. Presently a memorandum of understanding has been drafted between the City and HFN, in consideration of a relationship building process. Additionally, a Reconciliation Committee is being formed to begin the work that needs to be done to build a strong relationship and allow for opportunities for partnerships that benefit our membership and the citizens of Port Alberni.

RCMP Town Hall Meeting – Opioid Crisis and Fentanyl We’ve been hearing from community members that they would like to learn more about safety in our community and fentanyl. We encourage our community members to attend this town hall tonight at 7:00pm at the Best Western Barclay Hotel The Officer in Charge of the Port Alberni RCMP, Inspector Brian Hunter, is hosting a Town Hall meeting on Crimes and Drugs. The Detachment's management team and subject matter experts will be present to share an overview of policing in the Alberni Valley including discussions about police resources, crime statistics, drugs and the detachment's Strategic Plan. Everyone in the community is invited to attend. "A dominant concern in our community is Fentanyl. Fentanyl has taken far too many lives and we need to talk about it", stated Inspector Hunter. There will be an in depth presentation on Fentanyl which will include statistics, debunking myths about Fentanyl and safety measures. The evening will end with an open question period to raise concerns, offer suggestions and meet with the police officers. "I am most interested in hearing from the community. I want to listen to any concerns or thoughts the community may have, ensuring that our Strategic Plan is meeting the needs of our community", stated Inspector Hunter.

Learning the Language We offered six spaces for community members to take the course LING 181 through the University of Victoria. We offered a stipend of $500 to pay for the course. All interested persons are required to pay $147.50 as the remainder and to hold their spot. All spaces are filled at the moment but we are taking names to put on the wait-list. Please connect with Jolleen to be put on the list! Comprehensive Community Planning Please see the attachment that outlines our process and where we are at right now. Chumus and Chat: Health and Wellness On Thursday, March. 30th, 2017, the Comprehensive Community Planning (CCP) team hosted the 5th Chumus and Chat from 5:30 -8:30 pm at the House of Gathering. We had over 40 community members participate in the activities, share dinner and chumus and win prizes. Purpose of Chumus and Chat: We wanted to hear your stories, thoughts and ideas to explore different health and wellness topics, such as, programs and services, community and cultural events, and advocacy areas. Fisheries Notice: Oyster Commercial License

PORT ALBERNI- Hupacasath First Nation holds a commercial oyster license for the West Coast Vancouver Island license area. The intention of this notice is to identify a member who would be the Primary Harvester for this license. The Primary Harvester would be responsible for all aspects of operating the license. This includes; harvesting and transporting product, identifying licensed buyers, hailing out and in when harvesting and accurate and timely reporting of catch using the harvest logbook. The commercial oyster season is currently open with the first opening scheduled to close May 31st and will reopen September 15th- November 15th. Hupacasath First Nation’s Fisheries Escapement and Biological Testing Division is seeking Technicians for the 2017 Season. The successful applicants will work primarily as a member of the Stamp Falls/Sproat River Escapement Crew. Other positions in the fishery department may also be hired from pool of qualified applicants generated from this posting so ensure you apply if you have interest.

Essential Functions: Review video/generate estimates from camera footage. Will be responsible for collecting bio-samples from fish ladders several times per week as directed by

program manager. Bio-Sampling catch. This may include taking scale sample, DNA, lengths and sex determination.

Handling of fish will be essential. Clean and conduct maintenance on cameras and tunnels weekly, Will be required to work varying shifts with flexibility to cover multiple shifts when necessary. Distribution of Food Social and Ceremonial (FSC) fish to elders and community members. Bio-Sampling catch. This may include taking scale sample, DNA, lengths and sex determination.

Handling of fish will be essential. Accurate data collection from sampled fish.

Other Responsibilities:

Will need to work weekend and holiday shifts as needed. Work in adverse weather conditions. May be required to participate in Escapement Snorkel Surveys. Participate in monitoring of FSC and EO fisheries. Duties may include issuing landing slips and bio-

sampling the catch. Other duties as assigned

Knowledge Skills & Abilities:

Species identification of salmon Experience working as part of the Stamp Falls/Sproat River Escapement Crew. Physical ability to perform duties as required. (ie. heavy lifting of fish from fishway) Ability to work with people Ability to work with electronic data systems such as computers and tablets
