    SCHEDULE OF FEES AND CHARGES

    Connection Fee - for establishment of service.Each customer is entitled to one freeconnection per twelve month period. $10.00

    After Hours Connection FeeFor connection between 4 p.m. and 8 a.m.Monday - Friday; and Saturday, Sundayand Holidays. $40.00

    Large Commercial, with Demand Metering

    Power Factor Adjustment:Customers on this schedule should maintain unity power factor asnearly as practical. If the power factor falls below 95%lagging, the customer will take corrective steps to return thepower factor to 95% or higher. All customer installations ofpower factor corrective equipment shall be subject to theapproval of the Company. If the average power factor is lessthan 95% lagging, the billing demand charge will be increased by

    one percent (1%) for each percent or fraction thereof that theaverage power factor is less than ninety-five percent (95%)lagging.

    The formula for determining average power factor is as follows:

    Special Provisions:

    a. Seasonal ServiceSeasonal customers, purchasing all power requirements fromthe Company may, upon 30 days written notice to theCompany, have their minimum monthly charge reduced orwaived for a period of not more than 6 months consecutivelyin the winter (November 1st to April 30th) of each year.If the service is entirely disconnected, the minimummonthly charge will be waived. If the service is to bereduced, the minimum monthly charge will be for thecapacity the customer contracts to take during this period.

    Special Provisions (Continued):

    b. Standby ServiceWhenever service is supplied for standby, the minimumcharge shall not be less than $1.26 per KVA of installedtransformer capacity or connected load. Electric energysold under this provision shall be billed at the appli-cable rate in addition to the standby charge. The term

    under this provision shall not be less than one year.

    c. The customer charge shall be billed per billing period orany fraction thereof.

    d. The customer is responsible for the cost of primary meter-ing equipment and installation.

    Large Commercial - Interruptible Electric Heat

    Applicable to:

    For customers approved under this schedule prior to May 14, 2001this schedule will be effective year round. For customersapproved under this schedule after May 14, 2001 this schedulewill be effective for only the months of May through October.That is, there will be no energy available under this schedulefor

    customers approved after May 14, 2001 during the months ofNovember thru April.

    Large government buildings, schools, hospitals or commercialbuildings for space heating where the customer has a Companyapproved alternative heating system. Minimum connected electricheating load is 100 KW. This service will be available only inlocations where the company has the distribution capability tocarry the load. Electric fans, pumps or associated equipmentused in the distribution of heat shall be wired separately fromthe controlled service.

    Character of Service:

    Interruptible - alternating current 60 cycles, 12,470 volts,three phase. Interruptible load will be connected to anelectrical service separate from firm power service for lightingand other uses. Customer will provide an appropriate electricinterrupting device giving the Company remote control of theinterruptible heat load. The load will be interrupted by theCompany when electric energy is not available from the SnettishamHydroelectric Project. Electric energy from Snettisham willbe considered not to be available (1) when it cannot be generatedor delivered, for whatever reason, to meet the full demand at

    Company substations or (2) surplus energy as determined by theowner of the Snettisham project is not available.

    d. In the event the customer wants to have a street lightfixture changed to a larger size or otherwise modified thecustomer will pay for the cost of the change in advance.

    e. In underground subdivisions and other areas where existingoverhead poles with secondary circuits are not available,

    the Company will install and maintain its standard lightfixtures on poles or standards which have been installed bythe customer and for which appropriate wiring has beeninstalled by the customer. Maintenance by the Company islimited to the fixture, including bulbs, lenses and photocells. Any maintenance required on the pole or standard isthe responsibility of the customer.

    f. The Company will replace bulbs, lenses and photo cells andlight fixtures installed and owned by the City and Boroughof Juneau at various City boat harbors within the Company'sservice territory. The City and Borough of Juneau will be

    responsible for maintenance of the wiring and standardsinstalled on floats in these boat harbors.

    g. The Company will not maintain non-standard street lightsinstalled by others and charged for on the basis of meteredusage.

    Applicable to:This service rider is applicable to service for residential orcommercial purposes under the following limitations:

    1. The hot water tank and control equipment shall be suitablefor the service and acceptable to the Company.

    2. The size of the tank shall be 40 gallons or more.3. The total wattage of heating elements should not be less

    than 30 watts per gallon, or more than 150 watts per gallonof tank capacity. Elements must be permanently installedwithin water heater unless otherwise authorized.

    4. Heating elements will be controlled by the Company's loadcontrol switching equipment.

    5. Electrical circuits connected to the controlled servicemust be permanently wired in accordance with the Company'sspecifications.

    Applicable to:

    This Schedule is a permanent rate and available to all customersCustomers with an approved, permanently connected, deferred loadsuch as thermal heat storage or electric hot water heaters sized82 gallons or larger. The Company will consider other types ofload which can be deferred on this rate. Electric service underthis rate shall be metered with a dual register meter and all

    service during off-peak hours will be billed under this rate.All service during on-peak hours will be billed under standardrates. Service under this rate schedule shall be covered under special contract between AELP and the customer. The agreementshall have a term of 12 months.     For large controlled loads, the customer supplied controllableload interrupting device may, with AELP's approval, be locatedinside the building adjacent to the customer's main disconnects.The number of meters per customer will be limited to two, ageneral use meter plus one additional meter for Rate X5 energy.

    Special Provisions:

    1. This rate is experimental and therefore subject to re-evaluation one year from the effective date below. Thisrate is also limited to those customers enrolled prior toFebruary 16, 1998.

    2. The Company shall not be liable for loss or damage causedby interruption of service. The Company will not beresponsible for turning on the customer's alternative

    heating system during control periods.

    3. Prior to interruption of service, customers will be givenadequate notice through the local media, except duringemergencies.

    4. Customers receiving electric service under this scheduleare subject to disconnection given a past due accountbalance. A notice will be provided the customer at least 3working days prior to the scheduled date of disconnection.

    5. The Company shall cover all costs associated with the

    installation of the electrical contractor and separatemeter not to exceed $1,200.00.

    Emergency Fuel Cost Rate Adjustment

    In the event of a failure of the Snettisham hydroelectric project or transmission lines extendingfor a period of ten days or longer, an emergency fuel adjustment may be included in the Cost oPower Adjustment rate, beginning 14 days after the emergency occurs and remaining in effecuntil energy is again available to the Juneau area from Snettisham and the monthly billing cyclehas made a full revolution. The COPA rate shall be recalculated every 30 days until the balancinaccount has been reduced to less than $50,000 and greater than (50,000).

    For example, assume Snettisham energy is cut off March 10th, and is expected to be unavailablfor several weeks. The COPA rate would be calculated as follows and be effective with billing
