Dear Colleagues,

The 48 MVA furnace at Therubali, TCP-3 should be operating at full load

by the time you read this. We have directed huge resources for

upgradation of facilities at Therubali. Need to put our best efforts now to

realize true potential company wide, as we are short of Ferro Chrome

production targets by far, year till date. This, along with quick stabilization

of 120 MW power plant is of great importance now.

Our business environment remains challenging, both domestically and

internationally. There is promise of strong economic expansion

domestically, but global issues – weak growth in Europe, concerns over

slowdown in China affect almost every business. Irrespective of how fast

the turnaround happens, only the most agile will emerge winners. In

other words, a tighter focus on our core business and corporate affairs

capabilities assume great importance now.

We have completed the midterm review in line with the new PMS, and a

higher level of engagement by employees was heartening. Our HR

priority in challenging times is not to minimize costs for the time being,

but to make the organization stronger and ready for future growth – by

showing the longterm vision, by listening to employees and by identifying

top potentials for development programs.

With best wishes,

OPINION

Knowledge Societies and Sustainable Development

Dr. Indrajit Banerjee

UNESCO has been at the heart of international thinking about the impact of the changing information and communication landscape. As the United Nations' specialized agency for education, science, culture and communication, it focused attention in the 1980s and 1990s on the potential for new technology to advance development and enhance the rights of people around the world. One of the Organization's overarching objectives was to build inclusive knowledge societies through among others information and communication technologies.

By Knowledge Societies, UNESCO means societies in which people have the capabilities not just to acquire information but also to transform it into knowledge and understanding, which empowers them to enhance their livelihoods and contribute to their social and economic development. New technologies have created new opportunities for the creation, preservation, dissemination and use of information, but it is human activity that enables information to be transformed into knowledge and knowledge to add value to human experience and development. UNESCO's focus is on this human dimension of information and communication. It is rooted in the framework of human rights established by the Universal Declaration of 1948 and its implementing Covenants, and in the need for all to have the opportunity to access information and to express ideas and interests in an open and inclusive environment that fosters and benefits from diversity of opinion.

UNESCO works with governments, its 195 Member States and eight Associate Members and other major stakeholders to build Knowledge Societies that are inclusive, equitable, open and participatory. Such societies rest on four key principles that are central to all UNESCO's work which are:

1. freedom of expression,

2. quality education for all,

3. universal access to information and knowledge, and

4. respect for cultural and linguistic diversity.

?The first, the principle of freedom of expression, should apply to both historical, contemporary and new forms of media, including the Internet. Our insistence on the plural form of Knowledge Societies rests on the conviction that there is no single uniform model, dictated by technology or market relations, to which all societies must conform. The nature of

Association for Media and Communication Research (IAMCR) and of the Association for Education in Journalism and Mass Communication (AEJMC). He has authored several books and numerous articles in his field of competence.

Dr. Indrajit Banerjee

Dr Indrajit Banerjee is Director, Information Society Division, Communication & Information Sector UNESCO since 10th August 2010.

Born in 1964, Dr Banerjee obtained a Bachelor of Arts degree in Arts and Sciences (1985) from the Sri Aurobindo International Centre of Education, Pondicherry (India), and a Master of Arts degree in French (1988) from the JNU, New Delhi (India). He obtained Ph.Ds in Communication and in Didactics from the Université de la Sorbonne Nouvelle, Paris (France). From 1995 to 1996, Mr Banerjee pursued a Post-Doctoral Research Fellowship in Communication and Media at the Université du Québec, Montreal (Canada).

Dr Banerjee was Adjunct Faculty at the University of Ottawa (Canada) from 1996 to 1997. In 1998, he became Associate Professor at the School of Communication and Information, first at the University Science Malaysia and, from 2001 to 2009, at the Nanyang Technological University. Between 2004 and 2009, Mr Banerjee also served as Secretary-General of the Asian Media Information and Communication Centre (AMIC) in Singapore. In July 2009, Mr Banerjee was appointed Chief of Information and Communication Technology in the Education, Science and Culture Section of the Communication and Information Sector of UNESCO.

Dr Banerjee is a member of the International Communication Association (ICA), the International

Knowledge Societies should be conceived as plural, variable and open to choice, and freedom of expression is inseparable from this vision.

?The second principle, access to quality education for all, is essential for building and developing the necessary skills, capabilities and capacities essential for effectively analyzing, using, creating and disseminating knowledge. Knowledge in turn is central to processes of development, progress and social cohesions in all societies. Access to education is a basic right enshrined in the Universal Declaration of Human Rights.

?The third principle concerns respect for cultural and linguistic diversity. Languages and culture embody human knowledge and experiences which have developed over time in response to a range of environmental contexts and influences. This tapestry of expressions, enriched with meanings founded in cultural and linguistic pluralism, provides a rich base of content and is a record of our human heritage that links our past and present. This is essential for giving meaning to human existence and also for the creation and production of new knowledge.

?Lastly, the fourth principle, universal access to information and knowledge, especially information in the public domain, is a prerequisite for broader participation in development processes. This provides the means for communities to tap into human knowledge to use, remix, create and innovate.

The Report to United Nations Secretary-General, Realizing the Future We Want for All, produced by the UN Task Team on Post-2015, calls for overcoming the 'knowledge challenge': “Limited access to knowledge hampers progress towards inclusive growth and employment creation, technological progress for sustainable development and health improvements. […] Greater knowledge-sharing will be critical to induce the transformative changes needed to achieve food, nutrition and energy security in sustainable ways and to contain the threat of climate change.”

A new global public space is emerging for creating and sharing knowledge, thanks to new information and communication technologies that are broadening participation. Many traditional barriers before the development of science and technology are dropping away. At the same time, new ones are rising. The world features deep divides -- between and inside countries. Challenges stand at three levels:

1. First, divides in terms of access and participation in creating and sharing knowledge;

2. Second, the challenge of translating 'information' into 'knowledge, which means people are able to put information into action, and give a meaning to it to participate in societies in ways that draw on shared values;

3. Lastly, the need for stronger supportive environments and thus for enhanced policy-making.

What is the future of knowledge societies, what is the way forward?

The use of technologies, rather than technologies themselves, can create knowledge and positively transform societies, economies and our private lives. To make good use of technologies, skills, relevant content and more generally a supportive environment, combining leadership, planning and action are required.

In renewing its vision of knowledge societies, UNESCO, with other intergovernmental, State and private sector actors will play a role, alongside citizens and civil society organizations, in establishing the way information resources, including media content, are produced and applied within societies. It is essential to ensure that all stakeholders are held accountable for their strategies and actions. If information asymmetries are not addressed, enhanced participation will have relatively little impact.

If UNESCO's vision of knowledge societies acknowledges that these societies are neither uniform, nor always beneficial for citizens and consumers, then our work programme is likely to provide exemplary insight into the feasibility of participation in the information commons, alongside the commercial development of innovative information and media products. In renewing its vision, UNESCO calls for continuous evaluation of the opportunities and risks of knowledge societies, and for principles, enabling policies, and programmes that will help to accelerate inclusive knowledge societies that contribute to peace and sustainable development.

The world is changing, under the influence of new technologies. Our task is to harness this power for the benefit of all, to make sure no one is left behind, that human rights are respected and all societies prosper.

The most important way to do this, is to focus our attention on enhancing learning opportunities, on facilitating the exchange of information, on increasing access to linguistically and culturally diverse content and on empowering people through the use of

stnew technologies and thus to building the inclusive and equitable knowledge societies we need for the 21 century.
