SUBJECT: ELECTION OF THE 2016 EXECUTIVE COMMITTEE SUMMARY Nominating Committee As directed in the bylaws of the Alameda County Arts Commission, each year a three-person Nominating Committee is established. The Nominating Committee encourages Members of the Arts Commission to express interest in participating on the Arts Commission’s Executive Committee and then presents a slate of members to the full Commission. At the Arts Commission meeting on Wednesday, November 4, ACAC Vice-Chairperson David Judson appointed the three-member Nominating Committee comprised of Barbara Hedani-Morishita, Eric Murphy and Cathy O’Dea. Formation of the Slate of Nominees Arts Commissioners who are interested in participating on the Executive Committee were invited to submit a statement of interest to Rachel Osajima by the deadline of Friday, November 20. The Nominating Committee’s recommendation of the slate of nominees for the 2016 Executive Committee was reviewed by the Executive Committee. The Nominating Committee will present their recommendation to the Members of the Alameda County Arts Commission on December 9. At this meeting, the Members of the Arts Commission shall vote to elect the 2016 Executive Committee. Role of the ACAC Executive Committee Executive Committee members hold their positions for one calendar year, January through December. There is a limit of two successive terms an individual may hold the position of Chair, Vice-Chair or Secretary. There are no terms limits for individuals who hold the positions of Community Representative or County Representative. The Arts Commission bylaws do not restrict the number of individuals who can concurrently hold the positions of Community Representative or County Representative. The Executive Committee meets on a monthly basis on the last day Wednesday of the month prior to the following ACAC’s regular monthly meeting. The major responsibilities of the Executive Committee include the review of on-going Commission and staff matters, program and committee activities, and recommended voting items. Additionally, the Executive Committee reviews and approves the meeting agenda before it is distributed to the Members of the Arts Commission. SUBJECT: APPROVAL OF THE CHERRYLAND FIRE STATION (STATION 23), FINAL DESIGN

BY ARTIST DAVID BURKE SUMMARY On February 18, 2015, the Artist Selection Committee for the Cherryland Fire Station recommended artist David Burke (Oakland) receive a design-only contract for the public art project. The Selection Committee’s recommendation was approved by the PAAC on February 26, 2015 and by the Members of the Alameda County Arts Commission on March 11, 2015. The Alameda County Board of Supervisors awarded a public art design contract in the amount of $13,800 for the Cherryland Fire Station to David Burke on July 21, 2015. Burke’s contract includes a design development phase. He presented his overall concept and initial proposal for the artwork to the PAAC on July 30, 2015. During that meeting, the PAAC discussed the design and the feedback from the Artist Selection Committee and Project Team. For the next two months Burke worked on the redesign. During October and November, Arts Commission Director Rachel Osajima met with the Fire Chief, Fire Department Public Information Officer, and representatives from Station 23 (including 2 firefighters who served on the Artist Selection Committee), to review the revisions to the design. All individuals expressed their support for the revised design. At the December 3 PAAC meeting, Burke presented his revised design. The design was approved as presented and recommended approval by the Members of the Alameda County Arts Commission. The final design must be approved by the Members of the Alameda County Arts Commission. Following the final design approval, Burke and the Arts Commission Staff will begin working with the decorative tile fabricator to obtain samples, review samples, and make adjustments and revisions to the selected mosaic. During the sampling and fabrication process, the PAAC will receive updates and provide feedback. DESIGN FEEDBACK Burke was asked to consider and address the following comments by the Artist Selection Committee and the Project Team:

1. Artist shall continue working on sky colors to address concerns about associations to smoke, burnt material and a somber mood. Artist shall consider the available tile mosaic palette and consider ways to create more complex colors and color transitions. Artist shall investigate whether lighter colors can help accomplish this goal.

2. Artist shall move any detailed imagery away from the edges of the design, in particular, the street light and side walk need to be moved. This will ensure that if the built environment is slightly smaller than expected, the imagery will not be cut off or crowded.

3. Artist shall consider the scale of the fire house. The top of the fire house image may be too close to the top of the wall and ceiling. Artist shall consider the viewer’s experience and ensure that the viewer at the floor level can clearly see and experience the image. Any adjustments to Item 2 above may require an adjustment to the scale of the fire house image.

4. Artist shall consider if the fire house needs a stronger sense of a ground / foundation; does the fact that the image is directly above the windows to the app bay impact this.

5. Artist shall develop the neighborhood image. There are concerns that the trees and vegetation are too dark and that this part of the design is too high contrast. Artist shall consider if details can be added to the imagery to make it more inviting and welcoming. Artist shall keep in mind that this is the only imagery that is at the viewer’s eye level and should have some visual interest for the viewer; this area is very important.

6. Artist shall consider adjusting the colors of the houses and adjacent areas to create a more inviting and natural palette.

7. Artist shall address the bright light area (i.e. the hot spot) in center of mural. Artist shall consider how this translates to the mosaic material.

8. Artist shall work on the cherry blossom imagery with the goal of making the imagery more identifiable and representative of the traditional five-petal cherry blossom. Artist shall consider how the cherry blossom imagery can look more inviting to the general viewer.

9. Artist shall make revisions to the design so that the flag’s shape and colors do not look tattered or incomplete.

10. Artist shall add more complexity to the greenery; this shall be addressed in the choice of the mosaic colors and other adjustments to the imagery.

11. Artist shall ensure that any revisions to the design retain the spatial openness of the current design.

12. Artist shall choose mosaic colors that complement the greys in the interior palette. Additionally, Burke was asked by the PAAC to address whether or not the scene depicted is a nighttime or daytime scene.
