ForewordMany people go missing during armed conflict and some never come back; they remain unaccounted for even years after the conflict has ended. Not knowing if their relative is dead or alive, families search and wait, hoping against hope, unable to find an emotional closure because of the uncertainty of the fate of their loved one. The emotional and psychological suffering is severe. As per the ICRC study of 2008, the ultimate need of the families was the need for an answer on the whereabouts of the missing relatives to bring closure to the ambiguity. Despite the ICRC’s efforts on clarifying the fate of their missing relatives during and after the armed conflict, over 1300 people still remain unaccounted for in relation to the ten-year long armed conflict that ended in 2006 in Nepal.
In 2010, the ICRC launched an accompaniment programme (Hateymalo) to address the multifaceted needs of the families that came to completion in 2016 benefitting over 1200 families. In the course of the implementation of the Hateymalo, the families expressed the desire to remember and recognise their loved ones and undertook initiatives to build commemorative memorials. Besides the construction of the memorials, the families also performed prayer ceremonies and wrote poems. The exposure visits of the families to different Hateymalo districts played an important role in sharing experiences regarding the process of commemoration.
This photo book 'Commemorating the Missing' presents efforts of the families of the missing in Nepal to commemorate their loved ones. Fifty-nine commemorative memorials such as water wells, pillars, gates, waiting places, and temples were constructed in the name of missing persons in 39 districts. Apart from keeping the positive memory of missing persons alive, such initiatives also provided recognition to the families. The fact that the memorial structures have public utility and benefit all community members also brought them one step closer to being reintegrated and supported by their communities. Since they are unable to undertake the proper final rites, creating commemorative spaces enabled them to collectively share their feeling of loss while also building awareness of and solidarity for their plight.

Landscapes of Memory and Remembering the Disappeared in Nepal
Introduction
The conflict in Nepal (1996-2006) resulted in more than 1300 cases of enforced disappearances and missing. National Network of Families of the Disappeared and Missing Nepal (NEFAD) demands that every case is resolved in accordance with the needs and desires of the families.
From Individual Suffering to Collective Activism
Many families suffered because of the disappearances during the conflict, however there were no voices or associations to represent independently or to advance the families' demands and campaign on their behalf for truth, justice and memory. In the aftermath of the conflict (2006 onwards), families themselves began to form Family Associations (FAs) and networks across Nepal to speak out for their needs and rights. Individual family activists and FAs in some districts have worked to extend their network, built contacts and increased solidarity through mobilization and the launching of various campaigns in villages, districts, geographical regions to bring all families together to have a national voice.
NEFAD was founded in 2009 to support families of those whose loved ones disappeared either on account of the actions of the State or Maoist forces, and to help families advocate for their rights to truth, memory and justice. NEFAD represents all those affected by conflict and disappearance, regardless of ethnicity, social background or political affiliation.
Since the 2006 comprehensive peace agreement, families of the disappeared have waited for answers about their loved ones. It has however remained difficult to hold perpetrators accountable. NEFAD – the only organization of, by, and for victims of disappearances - brings the agenda of families to the national level and demands both accountability and the creation of sustainable support measures for families. The Government of Nepal has not made a serious commitment to investigate disappearances despite establishing a commission, with no policy of exhumation, memorialization and comprehensive reparation to the families. A majority of families face poverty and suffer from social and economic inequalities. Women are particularly affected.

From Memory to Action
NEFAD itself is becoming a symbol of the fight against injustice and memorial works in Nepal for the families and relatives of the disappeared and missing. The process of framing memory must seek to bring people together and not to divide them. The memorial sites (e.g. those built by the Hateymalo accompaniment programme) become places for dialogue and the reunion of the families and communities. The families are affected by a number of factors: the legal and political, cultural and religious, moral and social issues, and the ways in which collective memory is constructed and narratives emerge. The way families and communities define their relationship to the past is also closely linked to their belief system and approaches to life and death, right and wrong, good and evil, and innocence and culpability. Divergent values, misconceptions, stigmas and alienation still exist in local communities around families of the missing.
Memorialization in Nepal is an age old concept, as a means of honouring, recognizing and remembering someone. The families, both individually and collectively, in our communities have begun to focus on ways to address the past, placing at its centre the emotional and moral needs of victims of disappearance.
NEFAD has been engaging across Nepal with the families and their associations on advocacy, building a family movement and leadership, as well as local memory initiatives and various campaigns, while partnering and coordinating with the Nepal Red Cross Society (NCRS) and the International Committee of the Red Cross (ICRC) for family support and policy lobbying, most broadly in the Hateymalo programme that has covered more that 90 percent of the families of missing from the conflict. This has increased the level of solidarity and willingness to join the family campaign, contributing to the rebuilding of relationships between previously divided communities, providing spaces for families to be recognized and reintegrated into society. In the absence of human remains, memorial works can provide spaces for mourning and reflection and contribute to long term healing. The range of local commemoration and memory events have advanced truth-telling and the establishment of the historical record by the families, through the process of memorialization, and helped to promote constructive dialogue, discussion and debate from local to national level.

commemorating the International Day of the Disappeared (August 30) for many years by sending out solidarity messages and memory post cards to the families across Nepal, which has been powerful and emotional.
In 2012, NEFAD launched the ‘INVISIBLE NO MORE’ campaign, and used photographs, and personal effects of the disappeared in a MEMORY BOX to link these initiatives to the family campaign. In later years, NEFAD also organised a Family-Walk to Bhairabnath (the Army Barrack in the capital where the mass disappearance occurred), a Memory Walk in district headquarters and commemorated the international Day of the Disappeared both at the individual and collective level. NEFAD has also linked memory to the arts and theatre for wider civic engagement and public education to send messages to the new generation about Nepal’s violent past and disappearances. To continue the construction of local memory and family activism, NEFAD has launched a quilting initiative with the wives of the disappeared in the mid-western region, where the former Hateymalo members continue to come together to share their stories and produce a memory quilt to remember their lost husbands. This process will be continued and extended throughout the nation.
NEFAD is committed to recording a history of the disappeared and the families as oral history, as a part its long term “Truth, Memory and Justice” Campaign. It will continue to collect and document oral narratives, establish places of memory and remember the disappeared through various memory activities and initiatives.

Introduction
In 2010, the ICRC launched an accompaniment programme called Hateymalo. While providing psychosocial support to the families of missing persons, the ICRC in collaboration with national non-governmental organisations (NGOs) and the Nepal Red Cross Society (NRCS) delivered psychological, economic, legal, administrative and sociocultural support to them. With support groups being at the core of its multifaceted interventions, the programme helped families to cope with their specific problems and rebuild social and community bonds. The Hateymalo which was implemented in 46 districts of the 75 districts of Nepal came to an end in 2016 benefitting more than 90% of the families of the missing (FoMs) and was carried out in five phases. The totals number of the missing persons stands at 1334 as of July 2016.
The Hateymalo programme reflects the ICRC’s philosophy of accompaniment and was built upon long-standing approaches to psychosocial work that uses both peer support and para-professionals from FoMs and the wider community. The programme mobilized Nepali psychologists, counsellors, and para-professionals. The approach respected and nurtured community-driven, bottom-up, and culturally relevant practices, instead of directly replicating the Western approach of Mental Health and Psychosocial Support (MHPSS). Networking with local actors - both governmental and nongovernmental - sensitizing them to the needs of FoMs, and linking FoMs to the resources available through referrals were the approaches adopted.
The resource mobilisation process was, in particular, relevant to helping FoMs meet their needs. The selection and capacity-building of grassroots organisations and district chapters of the NRCS were also appropriate and relevant: these local bodies provided FoMs with speedy support and sustained the learning of benefactors from a variety of sectors.
By making support groups, a core component of its multi-faceted interventions, the Hateymalo was designed to help FoMs to cope with the emotional and psychological challenges of having a loved one missing. Simultaneously, it also aimed to discover new connections and resources to enable FoMs to move ahead in life. In addition, the programme emphasised on building solidarity networks of other local service providers and mobilizing them to provide FoMs with assistance; primarily the economic, legal, and administrative.
Core interventions
Through support groups, FoMs received emotional, social and cultural, economic, legal, administrative, therapeutic support and advice about their right to know. The accompaniers functioned as key persons

Pilot Phase
The ICRC launched the pilot phase of its Hateymalo Accompaniment Programme in Bardiya district in August 2010. The programme covered 267 Families of Missing persons (FoM). By the end of the pilot phase in June 2012, the families of missing persons had conducted two worships ceremony, constructed 6 waiting places, 1 monument, 5 water pumps and 1 temple and organised tree plantation programme in the memory of their loved ones.

First Expansion
The programme expanded, for the first time, to nine additional districts namely: Dang, Banke, Kapilvastu, Rupandehi, Nawalparasi, Chitwan, Kathmandu, Bhaktapur and Lalitpur in March 2011. The first expansion covered 326 additional families. Families of missing residing in these nine districts accomplished 9 worships ceremony and constructed 6 waiting places, 1 monument and 1 memorial gate, also organised tree plantation before the completion of the programme in June 2013.

Second Expansion
In November 2011, the Hateymalo Accompaniment Programme expanded to six more districts. The expansion facilitated access to 121 Families of Missing residing in Jhapa, Morang, Sunsari, Kaski, Tanahu and Lamjung districts. Families of Missing constructed 4 waiting places, 1 monument and 1 memorial gate during the programme implementation period. The programme was concluded in September 2014.

Third Expansion
The third expansion of the Hateymalo began in March 2013 and delivered services to 256 families living in Kailali, Kanchanpur, Surkhet, Gorkha, Dhading, Nuwakot, Rasuwa, Mahottari, Dhanusha, Siraha and Saptari districts. The relatives of missing persons carried out three worships ceremony and constructed 10 resting places, 1 monument, 1 memorial gate and 1 water supply memorial project. The programme was phased out in September 2015.

Fourth Expansion
One and a half year of support from Hateymalo Accompaniment Programme was provided to 325 Families of Missing from Achham, Baitadi, Jumla, Kalikot, Dailekh, Jajarkot, Salyan, Rolpa, Rukum, Baglung, Myadi, Parbat, Syangja, Kabhre, Sindhupalchok, Ramechhap, Sindhuli, Rautahat and Makwanpur districts since May 2014. By the end of the programme in March 2016, families of missing persons accomplished one worship ceremony and constructed 12 resting places, 4 monuments and 1 water supply memorial project.
