AIRPORT SAFETY FOCUS

I used to watch Airline and thought ‘I really want to work at the Airport’ but as I was 17 at the time, there wasn’t a lot available as you have to be 18 to work shifts. However, the Airport were taking on Cadets (2 in the Terminal and 1 on the Airfield) so I applied for one of the positions.

I made it through the interviews and was offered a position in an area I preferred. I was torn as the TV show focused on the Terminal activity, but I was advised by HR that my driving license would be a benefit on the Airfield. My Dad’s friend worked for Globeground baggage handling at the time and promised me I wouldn’t regret joining the Airfield Team and how right he was, cheers Simmo!! I did 9 months learning the ropes and then an opportunity came in the form of 7 new ASCO positions, one of which I was lucky enough to get with great support from the Team (I genuinely couldn’t have done it without them) and the rest, as they say, is history! 15 years later, I’m fulfilling my dream of being an ADM, onwards and upwards.

INTRODUCING KAT SEACOMBE – AIRFIELD OPS ADM

On the night of the 12th February 2019, work will take place to install LED signs that will display your speed, on North Road between T1 Service Yard and the T1 Bus Transfer point junction. This will then be followed by the installation of the CCTV speed camera on 13/14th February.

Due to the work that will be taking place to install the signs and cameras, North Road will be closed overnight on the 12th February from the T1 Service

Road and the T1 Bus Transfer point junction. You will, however, be able to access the T1 Service Road from the North Road Security end and the T1 Bus transfer and Engineering parking will be accessible from the IDLEX end of North Road.

In response to the closure, signage will be in place to forewarn road users to this temporary change of access.

10 MINUTES WITH DANNY McCABE, MAN-TP TRIALS DELIVERY MANAGER

Danny McCabe is one of three MAN TP Trials Delivery Managers, overseeing different remits of the new Pier. Danny brings with him a wealth of experience from his previous role as Customer Service Duty Manager, including key operational knowledge of the terminals to feed into the design and trial stages.

This covers processes which are required and how they interlink with existing operations including MAG departments and third-party operations which are essential for the terminal’s daily operations. Furthermore, lessons learnt can be considered to help improve facilities and processes.

Danny is responsible for the boarding journey, fire and contingency measures, alongside colleague Layna Gray overseeing Apron, passenger boarding bridges and car parks, and Gemma Garton managing trials for Aircraft turnaround and head of stand road.

To help provide some insight into the operational readiness work that is underpinning

MAN TP, Danny explained the trial process and some of the current learning outcomes as MAG prepare to open the Pier to guests…..

The trial process is designed to ensure that a clear brief is provided to all stakeholders outlining what is being trialled and what the outcome should be. A key part of the pre-trial preparation is agreeing objectives and critical success period criteria which the trial managers will build the planned trials around and ensure that the relevant stakeholders understand prior to taking part in the trial. The trial process is a loop cycle, intended to be repeated until all aspects have worked successfully which includes processes being clear, our people understanding and reacting as required, assets and arrangements working as they should, and the end result being reached with no issues.

Danny provided the example trial of how respond emergency services would respond to the pier whilst there is currently no connection to T2. This included test scenarios asking the Manchester Fire and Rescue services

MERRY MULTI-STOREY & A HAPPY NEW PIER!PIER 1, AIRCRAFT STANDS AND T2 MSCP WEST OPENING IN APRIL 2019

ORATConstruction works are progressing at pace as we prepare to open Pier 1, its aircraft stands and Multi-Storey Car Park West in April 2019.

To ensure the seamless opening of the new facilities, systems and processes we are undertaking ORAT (Operations readiness, activation and transition) activity.

ORAT is best practice worldwide and ensures that the people are trained and familiarised correctly on new processes and systems ahead of opening.

FAMILIARISATION

TRIALSTrials test and evidence that the facilities, processes, people and systems work together to create a safe and secure environment.

Around 45 trials will be held before the Pier, airside facilities and MSCP opens.

Types of trials include:

• Departures trials

• Arrivals trials

• Airbridge trials

• Stand trials

Familiarisation ensures that people working on the pier are familiar with the geography of the new facilities.

We will be familiarising approximately 3,500 people through tours of the new facility.

The familiarisation tours will be broken into different categories:

• First responders to emergencies, asset management and IT

• Health & Safety critical e.g. TDM, CSDM, SDM, Border Force

• Health and safety and operational priority e.g. CSAs, Handling Agents, Airline management, OCS

• General Familiarisation e.g. airline crew

In addition, from February there will be a digital familiarisation product available for colleagues to view the new facilities ahead of opening.

to respond to a potential incident as per their current process. As part of the trial, stakeholders are monitoring response time, checking alarms and assets work as designed, access/egress routes are adequate, correct equipment is available, wayfinding is clear and any other issues that may arise which prevent achieving the desired outcome. From the trial, feedback will be provided by all stakeholders involved and the trial manager will produce information capturing what went well and what requires improvement. This will help to build a re-trial and key information will be fed back through working groups and to the trial review board.

As of 25th January 2019, Laing O’Rourke handed the new Pier over to Manchester Airport. With just over nine weeks until MAG open the new facilities, MAG are continuing with the ORAT (operational readiness, activation and transition) programme, which will estimate carrying out around 45 trials and familiarising over 3,000 people.

To support the pier handover, the Manchester Health and Safety team have been working closely with the MAN TP delivery team ensuring that health and safety requirements are met and all reasonably practicable steps have been taken to guarantee the safety of our colleagues and guests. This includes involvement with ORAT trials, assistance with creating suitable and sufficient risk assessments and providing advice at the design stage.

In advance of the 25th January, the official pier handover date from Laing O’Rourke to MAG, the Manchester Health and Safety

team along with stakeholders including MAG Engineering, Utilities, Assets, and Facilities Management undertook a walk round of arrivals and departure levels. The purpose of the walk round was to identify any concerns around infrastructure and design which needed to be formally captured, feedback and addressed. By including a range of stakeholders, it enabled the feedback from varied perspectives and experiences, with each area considering how their teams would be able to safely conduct work in the areas and reviewing how this may affect the guest experience.

Moving into 2019, Manchester Airport will experience significant changes as Team Manchester prepare to accept the handover of Manchester Transformation Programme projects such as the New Pier, Multi Storey car park and aircraft stands, alongside continuing supporting business as usual.

To ensure the success of these ventures, Health and Safety has been of paramount importance during the construction phase and whilst preparing for operational readiness, and as a team we are preparing for a busy 2019 with primary focus on ensuring the safety of all our colleagues, guests and third parties.

PIER 1 HANDED OVER TO MANCHESTER AIRPORT

On Friday 25th January, we reached a landmark on our £1bn Transformation Programme. Laing O’Rourke handed the new Pier over to Manchester Airport. This is the first of the new facilities to be completed through MAN-TP.

To ensure the seamless opening of the new facilities, we will be completing a comprehensive ORAT (operational readiness, activation and transition) programme, which will see us carry out around 45 trials and familiarising over 3,000 people.

During this period, general access is not permitted on the Pier. Only those on a Trial, Familiarisation Tour, with a Control of Works permit or with previously agreed dispensation will be granted access.

The following principles will apply to anyone with approval to access the pier:

ACCESS – Access to the pier will be via Gate A5 (Stand 105).

– High visibility clothing will be required – Access is only available via the airfield – buses will be provided for authorised access.

– Please note the only toilets in use will be those near Gate A8 on L20 Departures, and L00 Pier Ramp.

FIRE STRATEGYIn the event of an evacuation (red

and white flashing lights and audible “immediate evacuation of this area – please leave using the nearest exit”) please make your way to the muster point at Stand 105 at Level 0.

Safety is at the core of everything we do here at Manchester Airport and through discussions with the Ground Handling Community at the bi-monthly ASSG (Airfield Safety Strategy Group) meeting, it has been decided that a trial of new airside operator armbands will be implemented.

As described in IN 03-2019, the new orange armbands will be provided to new airside operators during their company’s induction period. The trial has the intention of improving the levels of safety related communication and support, not only to the new team members, but for the community as a whole.

Mark was nominated for this award due to his diligence and collaborative working style, when he raised concerns with Airfield Operations about revised paint markings for an equipment bay boundary and its proximity to parked aircraft on stand.

Well Done Mark for taking the correct preventative measure in what could have resulted in a serious safety incident!

Manchester Airport’s Airfield Operations, Airside Security, Engineering and RFFS (Rescue & Fire Fighting Services) used their airside operating vehicles to continue support and embrace the collaborative WE ARE SAFETY approach to airside safety at Manchester Airport.

Team leader, Ben Moore, from dnata has been nominated by MA Airfield Operations ASCO Ann-Marie Casey for a silver Safety Award.

Ben saw a ULD fall off a baggage trailer onto a taxiway crossing point on taxiway Lima and immediately alerted Ann-Marie who was near b. His quick actions allowed for ATC to have sufficient time to hold the inbound traffic while the bag was removed and prevented a potentially serious incident occurring.
