OVERVIEW

The 2010 Commonwealth Games are the nineteenth edition of the Commonwealth Games, and the ninth to be held under that name. The Games are scheduled to be held in Delhi, India between 3 October and 14 October 2010, inclusive of the Opening and Closing Ceremonies. The games will be the largest multi-sport event conducted to date in India. It will also be the first time the Commonwealth Games will be held in India and the second time the event has been held in Asia (after 1998 in Kuala Lumpur, Malaysia).

There are 17 disciplines planned for the 2010 Commonwealth Games:

It is expected that 9000 athletes and officials from 71 Commonwealth Games Associations (CGA) will attend the Games.

IGI Airport Overview

Indira Gandhi International Airport is an airport located in Delhi, India. Named after former Prime Minister of India Shrimati Indira Gandhi, it is the busiest airport in India and South Asia, handling the largest amount of traffic movements and passengers on the subcontinent.

The airport serves as the primary civilian aviation hub for the National Capital Region of India. The airport was previously operated by the Indian Air Force and was a part of the Palam Airport until its management was transferred to the International Airport Authority of India in April, 1972. In May 2006, the management of the airport was passed over to a joint venture, known as Delhi International Airport Limited (DIAL) and led by GMR Group, which will also have the responsibility for the airport's ongoing expansion and modernisation.

In 2007, Indira Gandhi International Airport handled 23 million passengers and the planned expansion program will increase its capacity to handle 100 million passengers by 2030. The new Terminal 3 building, currently under construction and expected to cost US$1.94 billion will handle 37 million passengers annually before the start of the 2010 Commonwealth Games. In September 2008, the airport inaugurated a 4.43 kilometre-long runway.

International Tourists during CWG

Besides above, approximately 50,000 international tourists are expected to come to India for Commonwealth Games.

CWG Airport Operations

Commonwealth Games Airport Operations will be from September 1 – October 20, 2010.

Airport Operations Plan was circulated to all OC‘s Functional Areas (FAs) and concerned agencies i.e. MHA, MoCA, MEA, BCAS, AAI, CISF, DIAL, MIAL etc. in May – June 2010. The updated copy of Airport Operation Plan has been formalized after incorporating necessary inputs from various OC FAs and outside agencies.

A Task Force Committee of Ministry of Civil Aviation has been established to overview & facilitates the progress and arrangements for CWFMs at the airport.

NVP (Non Validated Pass) will be sent in advance to all 71 CGAs by Accreditation Functional Area (FA).

All the borders in India will accept NVP as a multiple entry visa when accompanied by valid passport for India between Sept. 3 to Nov 13, 2010 as per NVP notification issued by the Ministry of Home Affairs.

Single custom notification has been issued by Central Board of Excise & Customs (CBEC) of Ministry of Finance for providing priority custom clearances to Commonwealth Games Family Members (CGFMs) for Games related equipment, accessories, medical supplies, broadcasting equipments and other team related imports including Arms and Ammunition (As per SOP issued by MHA) for sporting disciplines.

24x7 support of various Agencies (Sept -Oct, 2010)

DIAL / MIAL: All necessary airport assistance to OC / CGFMs.

AIRINDIA /AIRLINES: All necessary / priority support to OC / CGFMs.

MHA / AFRRO: TLF / visa on arrival, etc

CUSTOMS: Customs facilitation to CGFMs for their sports equipment, supplies including arms and ammunition.

MoCA / AAI: Reserved Lounges, necessary permissions, etc.

Arrival of Athletes, delegates, officials & VIPs.

Protocol team will receive athletes / officials / members of CGFMs/ VIPs at aerobridge and escort them to dedicated Immigration counters.

Protocol team along with MEA officials will cater VVIP movement.

Dedicated immigration counters.

Athletes/ officials/ delegates will be facilitated by Protocol team for priority immigration clearance at dedicated counters (ten).

A special arrangement has been made for those who are not in possession of NVP / valid visa for India. They will be given TLF (Temporary Landing Facility) subject to giving advance information of 72 hrs to OC CWG before their arrival.

Baggage Collection

The CGFMs baggage will be segregated manually as well as with the help of special Games Baggage Tags.

Protocol and Transportation team will assist in baggage collection.

Arms and ammunition brought in by shooting teams as a personal baggage will be cleared by Customs on arrival for its transportation to the respective shooting range.

Representatives of National Rifle Association of India (NRAI) will facilitate necessary clearance of arms/ammunition and its further transportation to armory at shooting range.

Delhi Police will provide police escort up to shooting range/armoury.

CWG Accreditation Centre

Accreditation Centre will be available for accreditation process from Sept. 1-Oct 13, 2010.

Protocol team along with Accreditation team will ensure smooth validation of their accreditation cards .There will be 20 accreditation counters.

CWG VIP Lounge

After immigration clearances, the delegates will be escorted by Protocol team up to VIP Lounge / Athletes Assembly Area.

Light refreshments will be served.

During waiting period, the NVP will be validated.

The Ceremonial Lounge will be available for the VVIPs as per Games Protocol.

04 Dedicated Customs Desks will be available for all CGFMs for custom formalities.

Arms and Ammunition of shooting participants will be cleared on priority involving NRAI, OC, Customs.

Mishandled baggage

Airport Team (Protocol, Transportation, Coordination) will handle issues related to loss / damaged baggage with concern airlines

CWG Multi Agency Control Room (24x7)

Control Room will operate from 01st Sep to 20th Oct, 2010

The Control Room will also have the representatives of OC, DIAL, AAI, MEA, MHA, Delhi Police, CISF to tackle any emergent situation on the spot.

Briefings will be held as required on daily operations.

CWG Security Control Room

Security Control Room consisting of Delhi Police, CISF, Delhi Traffic Police & OC Security FA representatives will ensure safety of athletes, officials, visitors & VIPs and also tackle security & traffic issues at the airport.

CWG Space for Media

Space for Media outside Terminal 3.

Media will not be permitted inside the terminal building.

Outside Broadcasting Vans (OB Vans) will not be permitted in and around Media Holding Area.

Non-commercial branding inside and outside terminal building will be displayed at prominent locations.

Airport Passes for Staff to be deployed at IGI Airport

OC will coordinate with BCAS and arrange temporary airport passes for OC staff / volunteers deployed during Games period.

Parking Space for Cars, Buses

A dedicated and secured vehicle parking area for Buses/Cars/Luggage Vans will be provided opposite Haj Terminal. To accommodate 100 Cars, 50 Luggage Vans and 50 Tourists Buses at a time during Games period i.e. from September 01 - October 20, 2010.

Drivers Rest Room with Toilet

A suitable space will be provided near the dedicated parking area as a rest place for DTC bus drivers.

Catering

Tea, Coffee & Light Refreshment will be served to CGFMs on arrivals.

Breakfast, Lunch, dinner & tea/coffee from 1st September to 20th October 2010 will be provided for OC staff / volunteers and representatives of MHA/ BoI, MEA, BCAS, Customs, CISF, DIAL, etc. who will be posted at Control Centre for airport duties during Games.

Coordination & Govt. Relations

CGR Team will ensure overall coordination for Airport operations at IGI Airport.

CGR Team will work in close coordination with regulatory agencies like Immigration, Customs, BCAS, CISF, Delhi Police, Airlines, DIAL, AAI etc for speedy and seamless process of athletes, officials and Games family at the airport.

CGA Relations

Establishing and maintaining relations with the CGFs and CGAs of all participating nations and provide timely communication for the efficient conduct of the games.

Ensuring provision of all required services including accreditation, accommodation, transport etc, to games family members.

Image & Look

Ensuring entire branding at both inside and outside areas of airport.

Medical and Doping Control

Doping Control Team will ensure guidelines and standards set by World Anti Doping Agency (WADA) are in compliance with the Federation Medical Commission directives.

Airport Medical Unit’s will provide first aid/emergency stabilization before shifting to the designated hospital.

Media & Press Relations

Maintain a close coordination with media personnel for smooth and orderly

media coverage at the airport.

Protocol

Protocol team will receive the participating CGFMs at the aerobridge and assist /escort them up to CWG VIP Lounge on arrival and departure.

Protocol team will coordinate with nodal officer of MEA to conduct VVIP movements from Ceremonial Lounge.

Security

.

Security FA will coordinate with all relevant security agencies to deliver effective, professional, friendly and helpful security for Games participants and visitors at the airport.

Sports (NRAI)

SOP regarding arrival of sportspersons with weapons and ammunition Arrival

Team will be brought to customs area along with arms ammunition for clearance.

Deceleration of arms and ammunition at custom counter .

Custom will match the sl. no. of the weapons and quantity /caliber of ammunition.

After confirming the sl. no. and quantity with the certificate of arms / license/ permit

/official document to carry arms.

Customs will issue copies of certificate, - four copies – custom one copy – Team , two copy – NRAI , one copy - OC

Additional copies of the above will be to security (Delhi police/ CISF)

Arms ammunition cleared by customs will be loaded in a vehicle provided by OC which can be locked (truck) . The truck will be escorted by Delhi Police up to Tugklakabad shooting range and in case of Kadarpur Delhi Police escort will be provided up to Delhi border . After Delhi boarder Haryana police will take over this will be co-ordinate d by Delhi police. NRAI official will accompany the convoy up to the range and get the weapons deposited and come back to airport.

Official representative of the team will also accompany the weapons for depositing them in Tuglakabad / Kadarpur range. After depositing weapons official representative will go to the place of stay.

Departure The weapons / un-used ammunition will be sent to airport under the escort of NRAI and Delhi police security, along with team representative. At departure weapons will be x-rayed by DIAL and handed over to airlines under supervision of NRAI / CISF/Customs. After clearance by Customs, the weapons / un-used ammunition will be handed over to airlines in presence of the passenger. Proper account and utilization certificate of arms and ammunition will be maintained by NRAI

Technology

IT FA will provide technological infrastructure, equipment, software systems to OC Control Rooms, CWG VIP Lounges & Athlete Seating Areas in both International &

Domestic arrival & departure at the airport.

IT FA will also assist in setting up telecommunication services, telephony services

and equipment, mobile telephones, data /internet communications, personal

handheld radios in various areas of OC units at the airport.

To support accreditation system and the software and equipment required for

accreditation process in Assembly Areas at the airport.

Transport

Transport FA will provide punctual and safe transport services to Games Family, VIPs, athletes, team officials from airport to venue on arrival & venue to airport on departure during Games time.

Transport FA will be in constant touch with Protocol FA for escorting CGFMs from baggage claim area / CWG VIP Lounge / Athlete Seating Area up to the car / bus boarding point.

Workforce

Workforce FA will provide volunteers to be attached with various FAs at the airport as per their requirement.

Workforce FA will organise training for volunteers for various functions at the airport like Courtesy & Behaviour, Protocol duty, Immigration clearance, Baggage rules, Transportation arrangements etc.

AIRPORT OPERATION COORDINATION

Communication

OC Venue Commander will be responsible for day to day functioning of the Airport Operations from CWG Control Room which will be supported by a dedicated team from Protocol, Transport, Coordination, Security, Catering, Accreditation, Technology, Sport, CGA Relations, Medical and Doping, Workforce, Media Relations FAs and Volunteers.

OC Venue Commander will respond to and resolve issues in consultation with executive team consisting of Govt. Agencies (like MHA, MoCA, MEA, BCAS, AAI, CISF etc). In addition, daily briefings will be conducted for each day’s activity and keep all concerned officials of Control Room informed of key issues. He will also be responsible for taking on the spot decision along with his executive team.

OC Venue Commander will be responsible for communicating and implementing executive team decision.
