IntroductionIndian Railways with 63,221 route kms of network, 1.42 Million employees, 440 BTKms and

615 BPKms of traffic is one of the largest rail networks of the world. The freight and passenger traffic

on Indian Railways has been growing at average rate of 9.4% and 7.4% respectively during the last

two years; the revenue has grown even faster. This is in sharp contrast to the historical trend rates of

growth at 3-4% per annum. The sharp upturn in the performance has come about as a result of a

conscious strategy to recapture the predominant position of railways in the transport sector. The

carefully crafted strategy of reform has been built around generation of capacity through optimization

of the existing infrastructure and assets and differentiated approach to the social and commercial

segments of the traffic. On the supply side, increase in axle load from 20.3 to 22.9 tonnes, reduction in

turnround time from 7 to 5 days has generated the necessary incremental freight-loading capacity.

It has been planned to construct a new Dedicated Freight Corridor (DFC), initially covering

about 2700 route kms equivalent to over 5000 of Track kms at an approximate Cost of Rs. 22,000

crores, linking the ports of western Indian and the ports and mines of Eastern India to Delhi and

Punjab. The construction of this corridor will be implemented through an SPV being created for the

purpose through a mix of Engineering Procurement and Construction (EPC) and PPP methods.

Railway freight can be used by logistics and other related sectors for effective and low cost

transportation of parcels, cargo, etc. Railway freight can be used in two ways, viz.

1. Parcel express

2. Passenger trains

We will be concentrating on the second category.

Transportation through these passenger trains is done by use of SLR’s. Each SLR has

capacity of 4 tonnes. Two SLR’s at the rear and two SLR’s are attached in the first half of the train.

Also guard cabins attached at the rear which are used for courier parcel delivery.

So all in all on an average, an average a normal passenger train carries 17 tons of carriage

space for freight purpose.

Initial system

Prior to liberalization this space in trains was leased to the private players on day to day basis

as per the demand. So if some logistics company needs to use this space they had to enter into a

contract as per which they could use the freight space available in the train as and when they require.

They were not bound to have a monthly or yearly leased space.

Even though this policy resulted to be profitable to the private players as they could control

their charges on rail freight according to their demand and not worry about any overheads. On the

other hand this resulted into huge losses to the railways. This system couldn’t ensure fixed income

and certainty about the business.

Pre-liberalization these policies stayed into effect even though the losses were huge. This

could be attributed to socialist policies and philosophy of the supposed democratic country and

political pressure. It took a ground breaking budget on the part of Dr. Manmohan Singh, the then

Finance minister under the leadership of Mr. P.V.Narsimharao to bring along the changes to the

system and continuous modification to those policies has resulted in huge profits for railways under

Lalu Prasad Yadav, railway minister in 2007-08.

Current system

Post liberalization, the following changes were effected in the leasing policy by the railways in

passenger trains.

1. Spaces were leased in the trains for 3 year term.

2. Any default on the bidder’s part would lead to cancellation of the lease.

3. Any wrong doings on bidder’s part like overloading would result in huge losses.

4. Increase in infrastructure for railway freight.

5. Axle load was increased from20.3 tonnes to 22.9 tonnes and later to 25

tonnes on select routes.

6. Wagon turn around time was brought down from 7 days to 5 days

7. Tariff was rationalised around the principle of elasticity of demand.

8. Tariff for cement & steel which faced threat from road sector was reduced.

9. Freight discounts were allowed for loading in empty flow direction & in

IR has been a success story, however, IR needs to be alive to the fact that its freight traffic

stands on a narrow base of a few commodities. The traffic is also concentrated on certain high-density

routes; in particular, the routes connecting the four metropolitan cities of the country which constitute

16% of the network but carry more than 50% of the traffic. Diversification of freight traffic to a larger

range of commodities and easing capacity constraints on high-density trunk routes, therefore,

constitute the most significant challenge for IR in the years ahead

Categories of trains

According to the new policies, the space in trains was divided in 3 categories viz.

1. R scale ( Rajdhani express)

2. P scale ( Okhapuri express)

3. S scale ( Passenger trains)

R scale lease costs 4 times that of S scale and twice that of P scale. This cost is speculator and

only represents a general trend of the cost that the auctions finally yield.

Process of leasing

The process of leasing space in railways is as follows:

1. The lease hopefuls will first pay up the earnest money as per their requirements.

Following table shows the details of the same:

2. Then bidding of the lease takes place contended by these players.

3. The lease is awarded for a period of 3 years and is bound by contract between the

railways and the leasing party.

4. The party not winning any bid will be getting back its earnest money without any

deduction and the earnest money of the ones who have been awarded with a lease will be

taken as deposit. In addition to this amount, lease of 3 days in advance will also have to

be deposited with the railways.

5. In case if any party is not able to pay the lease as per schedule then as penalty is the

deposit of the lease holder.

6. The lease of these players is then re-auctioned. This auction takes place every three

months.

Scheduling of these trains

Some goods trains are run as pre-scheduled or timetabled services. The majority of

goods trains, however, are run as requirements arise. The process of arranging for a goods

train to run is known as ordering a goods train. Ordering a goods train involves the issuance

of written advice to the yard or station and loco shed that a certain train will run, starting from

the station or yard at a certain time and running to a certain schedule. The written advice is

known as the Train Notice. The train notice is normally issued at least 3 hours before the

advertised departure of the train, so that the rake can be marshalled and the locomotives

prepared for the trip. Once the train departs, it is under the control of the section controllers

until it reaches the next goods yard (where the next section controller picks it up). Apart from

coordinating with station staff for through running on the main or loop lines, normally goods

trains run without attention from station staff.

Other details of the contract

1. Railway has a fixed set of allowable things to be transported using this space.

2. They are not concerned about the loading or the offloading of the respective material

transported.

3. Frequent inspections of the loaded material are carried out by the authorities.

4. The space is from starting to end destination. Space in a train can’t be leased for

intermediate stations.

5. The leased rates will increase or decrease as per the rating of the respective train. This

rating of the train is done on the basis of the percent usage of the train. This is done every

3 months too.

6. Each train is a separate product and the cost for its leasing can’t be compared.

7. The highest bid will be determined on the basis of total annual value of contract (amount

offered by the tenderer x number of days). The tenderer whose annual value of contract is

highest among the participants shall be treated as highest bidder. It is upto the leaseholder

to indicate number of days on which he wants to operate service.

8. There will not any ‘escalation’ element in the ‘reserve price’ for taking care of future

budgetary increase in parcel rates.

9. To utilize the capacity of trains which are running at present with composition of 13-14

coaches and where room for attaching 7 to 10 VPs is available, the following matrix of

the bulk discount may be given:-

The above ‘Bulk Discount’ shall be applicable in case of leasing of a block of more than

3 Parcel Vans by the same train, between specific originating–destination points, operated

by a single leaseholder. Free time for loading and unloading of parcels in leased Parcel

Van:

10. Three hours free time from the time at which the vehicle is placed in position for loading

or unloading, may be allowed for loading or unloading of parcels in case of leased Parcel

vans at originating and destination stations

11. It should be noted that the cost of lease is different from the cost for luggage’s or single

trip fares for transportation of goods.

Policies for overloading1. The leaseholder shall load parcels in each coaching vehicles viz. Parcel Vans, Brakevans and

Assistant Guard’s cabin upto the permissible carrying capacity of that vehicle notified by the

railway administration. It is the responsibility of the leaseholder to ensure that parcels are

loaded in the vehicle upto the permissible carrying capacity. There would not be any penalty,

in case of variation in number of packages loaded in vehicle vis-à-vis shown in the ‘Manifest’

so long as the overall weight of the parcels remains within the permissible carrying capacity

of vehicle. In case overloading is detected in any vehicle beyond permissible carrying

capacity of that vehicle, charges/ penalty punitive charges shall be recovered from leaseholder

as under:-

2. Weight of each individual package is not required to be checked. Only the total weight of the

consignments loaded in the vehicle would be checked. In case of SLR, weight of the

consignments should be checked for each 4 tonne compartment separately, and it must be

within the permissible limit for each compartment. Under-loading in one 4 tonne

compartment will not mean that the other 4 compartment can be over loaded.

3. If weight of parcels exceeds the permissible carrying capacity of any coaching

vehicle viz. Parcel Vans, Brakevans and Assistant Guard’s cabin, Charges/Punitive charges

shall be recovered from the consignor/ leaseholder as follows (i) Normal lumpsum leased

freight for weight in excess of permissible carrying capacity of vehicle + (ii) punitive charges

equivalent to six times the freight at Scale – R for entire excess weight from origin to

destination irrespective of the point where such over loading was detected + (iii) a penalty of

Rs. 5000/- per vehicle.

4. In case weight of parcels in a vehicle is found to be overloaded by more than 5% of the leased

capacity or 1 tonne whichever is less then the excess weight would be off loaded at the point

of detection and lease holder will have to take delivery of this part consignment on ‘as is

where basis is’ basis. Railway will not be held responsible for any damage, deterioration or

loss to the excess consignment due to off loading parcels.

5. In case leased consignments are detained by railway authorities for weighment purpose, no

wharfage would be charged.

6. Division where such excess weight is detected would communicate to the lease allotting

division/railway, which in turn will take necessary action like termination of lease,

cancellation of registration etc.

7. The weight of individual packets carried in Assistant Guard’s Cabin should not exceed 25

kgs. In case of detection of weight of any package more than 25 Kgs.

In addition to this above, a penalty of Rs. 5000/- per Assistant Guard’s Cabin shall be

also recovered. In addition to the above penalty, Railway may terminate the lease contract and

cancel the registration of leaseholder in case of 4th (fourth) default for loading of heavy

packages having weight of more than 25 kgs. in leased AGC. Excess weight found in the

entire lot of packages in Assistant Guard’s Cabin (AGC) should be treated as one default.

8. In case a package is found to be excess weight by more than 10 Kgs, then the particular

packet would be off loaded at the point of detection and lease holder will have to take

delivery of this part consignment on a “as is where is” basis. Railway will not be held

responsible for damage, deterioration or loss to the over/excess weight package on account of

off loading. The packages found excess weight upto 10 kgs. shall be allowed to be carried in

Assistant Guard’s Cabin of the same train.
