Synopsis of Hain Developments:

1. Due to the fact that CAROL? was away on leave during the first half ofApril, there were only three meetings during the month.. However, those threewere quite productive. CABOLT provided two reports on Eastern W/T operations andsupplied further details on his 1,1fS double-agent operation. CABOLT again visitedthe C 3 home, but matters were arranged so that the conversation could becoruined to operational matters. CABOLT did talk some about hinoalf and aboutthe possibility that he mg be offered a two-grade promotion to take a job withCAVATA. He does not particularly want to leave Munich and be does not seem toointerested in the position which CAVATA has offered him, so as things now standhe will probably remain in UR present job in Munich. We gave CAB3LT theMONOCLE and LEMSCARA operations and a clean WS lead for his eaplpit4ion.

le Danube Shipping Traffic: In compliance with ECRT4..5758, 18 March 1958,we began to explore with CAROL? the REDSKIN opportunities afforded by theRegensburg port. .CABOLT provided some information and promised more. (SeeContact Report #165.)

5. Soviet Ice Hockey Team: Cant mentioned an incident involving anattempt by an emigre to distribute propagandt materiel to members or a Soviethooker teen which visited Oermisch. The incedent resulted in charges beingplaced against a Osman who allowed himself to become involved in an illegalsearch of the mime o s hotel room. (See Contact Reports 165 and 166.)

6. Oswald KAWALLA: This topic was discussed throughout the month. MOLTprovided infornation on the recruitment of UAW. by the T:S and promised acopy of a complete statement by WALLe l e wife.

7. penile CHMOVSKIYI CABOLT gave us some information on the bed:whichORATKOVAIY received through the mail and added that there is some speculationthat the bomb was sent by SHURA-100. In talking about this matter, CABO=revealed that he believes that SUBA-100 is controlled by num. (See ContactReport /167.)

8. WA Operations: CABOLT submitted tone specific material on this problem.(The items were forwarded as References II, C and 3.)

9. CABOLT I e Plans: Concerning his own future, etwou said that he has beenoffered a good promotion to take over the CAVATA school. His local superiorsare now trying to ret him a one-grade promotion to keep him in Munich. Forvarious reasons, CABOLT would prefer to stay where he is. (See Contact Report#168.)

10. Police Officials: During one conversation, CABOLT provided Antherpersonality information on various Munich and Bavarian police official, and onthe changes soon to take place in GLUM and the Bavarian LKA. (Sea ContactReport 11680

Peter MAUR: At the end of the month, CABOLT gave us informationon the beginning of an operation run by the UdB to kidnap TLAEAR, a formerYugoelav IS captain, who defected and has been living in Bavaria. This operationwas taken over by ODOPAL, who claimed to have had contact to TLAKAR. (SecContact Reports 168 and 169.)

12. MONOCLE: Per instructions in DIRe17082, CABO= was briefed on ourknowledge of AEHONOCLE and was encouraged to study available material and devisea method of coping with AEMONOCIS. CABOLi promised that he would see what hisoffice could do. We also gave CABOLT the AEVASCARA operation and a lead on anHfS agent living in 2wiesel who did not appear readily exploitable by KUBARK.(See Contact Report /168.)
