Commonly Used Terminology
• High‐GWP refrigerant – those with a global warming potential greater than or equal to 150.
• ODS – Ozone Depleting Substance
• Refrigeration systems• System size
• Small – more than 50 lbs., but less than 200 lbs.• Medium – 200 lbs. or more, but less than 2,000 lbs.• Large – 2,000 lbs. or more
• Facility size• Based on single largest refrigeration system on site
3
Commonly Used Terminology
• ALD – Automatic Leak Detection system
• Facility type• Refrigeration Facility – facility that uses refrigeration systems (most common facility type)
• Refrigerant Distributor/Wholesaler – sells refrigerant• Refrigerant Reclaimer – receives and reprocesses or disposes of used refrigerant
4
RMP Program OverviewApplicability
• Facility with a refrigeration system • Stationary, non‐residential • More than 50‐lbs of a high‐GWP refrigerant or an ODS
refrigerant• Excludes comfort cooling, ammonia systems
• Distributors, Wholesalers, Reclaimers
• Any person who installs, services, or repairs a high‐GWP gas refrigeration or a/c system
7
RMP Overview Phase‐In Schedule
8
In effect for all Facilities
Due Annually By March 1
- Periodic leak inspections or ALD - Prompt leak repairs - On-site recordkeeping - Required service practices
- Large and Medium facilities (≥200 lbs.)report and pay fee
- Distributors, wholesalers, reclaimers report- Small facilities update registration
information
R3 OverviewService Records Data Entry WorkflowLarge and Medium facilities
• Enter Service Records• Required for all Large and Medium facilities• Leak inspections, leak repairs, other maintenance• ALD audits, calibrations, repairs, etc.
• Batch upload data from refrigerant management software
• Enter at any time
10
R3 OverviewAnnual Reporting WorkflowLarge and Medium facilitiesDistributors/WholesalersReclaimers
11
After January 1, but No later than March 1 (leak inspections can be entered throughout the year)
R3 OverviewUser Reports
• Useful reports can be printed from the R3• Facility and system leak rates• Refrigerant losses• Facility and system leak repair history• Inspections by enforcement agencies
• Refrigerant loss means $$$ loss
13
R3 OverviewCommon Mistakes and Solutions
• Service records not entered • Required leak inspections
• Annual for Small systems at medium and large facilities• Every 3 months for Medium systems ~ every 90 days• When additional refrigerant added
• Leak repairs• ALD servicing• Other maintenance affecting refrigerant• If service records and leak inspections are not reported your facility may not be in compliance and could incur fines.
14
R3 OverviewCommon Mistakes and Solutions
• Incorrect refrigerant usage on the Annual Report• Report the annual summary of refrigerant purchased, used, and disposed.
• Invoice not created and/or sent with payment• Print and send a copy of the invoice along with the check to ARB at the address on the invoice

U.S.EPA Rule 608 Amendments
• Amendments to the EPA refrigerant rule take effect on January 1, 2017
• Some of the major provisions changed include:
45
Provision Rule 608 ‐ Old Rule 608 Amendments ‐ New
Refrigerants affected ODS (CFCs and HCFCs) onlyODS and substitutes (CFCs, HCFCs, HFCs)
Leak rate threshold35% for commercial refrig and IPR, 15% for A/C
30% for IPR, 20% for commercial refrigeration, 10% for A/C
Periodic leak inspections Not required If exceed leak rate threshold
Chronic leaks No provisionFile report if leak more than 125% in calendar year
Computer roomsA/C for climate control to protect equipment including computer rooms
A/C is for comfort cooling only, computer rooms are refrigeration
Possible RMP Amendments
• ARB is considering amending the RMP regulation
• Some of the provisions being considered include:
46
Provision RMP Possible RMP Amendment
Chronic leaks No provisionRetire component or system if multiple large leaks per year
Technician responsibilitiesNo requirement other than required service practices
‐ Verify facility registration, ‐ Provide facility with records equivalent to R3 recrodkeeping, ‐ Retain records of service provided to facilities
Computer roomsA/C for climate control to protect equipment including computer rooms
A/C is for comfort cooling only, computer rooms are refrigeration
Reporting for Small facilitiesOne‐time registration only, no reporting required
Registration and abbreviated annual report
Global HFC Phasedown
• October 15, 2016• Montreal Protocol amended to include phasedown schedule for HFCs
• 2019 ‐ first step reduces consumption and production of HFCs by 10% below 2011‐2013 baseline
• 2036 ‐ last step reduces consumption and production of HFCs by 85% below 2011‐2013 baseline
47
Year Percent allocation
2019 90%
2024 60%
2029 30%
2036 15%
Includes many refrigerants commonly used today such as;• R‐404A• R‐507A• R‐410A• R‐407 series
Short Lived Climate Pollutant Plan
• SB 1383 – 40% HFC reduction target• SLCP plan proposed to meet target
• Proposed measures:• HFC phase‐down (recently adopted globally)• New system refrigerant prohibitions• Sales ban of high‐GWP refrigerants• Incentive program to assist funding low‐GWP alternatives
• Start dates remain to be determined

Low‐GWP options• Ammonia (low‐charge now available)
– Direct or secondary loop
• Carbon Dioxide (CO2)– Combine with new technologies to increase
efficiency
• Hydrocarbons– Smaller equipment or large equipment with
safety precautions
• Hydrofluoro‐olefins (HFOs)– Drop‐in replacements for many gases in testing
