The State Department of Public Health has been asked by the National

Foundation for Infantile Paralysis to·prepare plans for the possible •:

use of the Salk Polio Vaccine in first and second graders in Idaho

this spring. Whether the vaccine is used or not depends on the evaluation

of the 1954 field trial-of this vaccine. This evaluation being made by

Dr. Francis at the University of Michigan,will not be released until

About April 1. If the vaccine is to be used before the close of the

school, and before the polie season begins, it will be necessary that

detailed plans and arrangements for the administration of Vaccine be

made now. The National Foundation has contracted to purchase sufficient

vaccine to vaccinate the first and second grade pupils of Idaho on the

assumption that the vaccine is sufficiently effective and will be

licensed by the Laboratory of Biologics Control of the National Institute

of Health.

Because of the magnitude of the task, the responsibility for successful

completion of this program must be placed on the county level. We would

assume that you, as County Health Officer, and the Board of Commissioners,

as the County Board of Health, would wish to assume responsibility in

your county. The County Chapters of the National Foundation for Infantile

Paralysis will organize to assist you with this program. Your County

Chairman, Mr. James R. Freeman, has been instructed to contact you and

work with you to see that every eligible child is given the opportunity

to receive this vaccine.

Administrative procedures for the giving of the vaccine will be as si0ple

as possible and will not require extensive record keeping.

The vaccine will be administered on the same dosage schedule as was followed

in the 1954 field trial, namely 1 cc. of vaccine in each of three doses given

intramuscularly - the second inoculation one week after the first, and the

third inoculation four weeks after the second:

The Department of Public Health has.been given the responsibility for the

distribution of this vaccine. Meetings will be held with the representatives

of the State Medical Society, the State Education Department, and with

representatives of the National Foundation, as that advice and assistance

may be offered you. The Department of Public Health will be able to provide

supplies and personnel on a limited basis on request.

It is suggested that you, in cooperation with your County Chapter Chairman,

call a local Planning Committee meeting to discuss the various problems

that' might confront you. · We suggest that this meeting be held within the

next. two weeks, and that problems may be presented at a.State Planning

Committee meeting.which will be held on Monday, March 7, at a 12:30 p. m.

luncheon meeting in the Elks' Lodge in Boise. Some of-the things to be

discussed at that meeting will be organization of the community organ-

ization within the schools, organization of vaccination clinics, parental

request forms, vaccination records, etc. We urge your attendance at this

statewide planning session.

We are attaching a list of materials which will be sent to you, as the

program progresses.

We would appreciate your returning the enclosed postcard.

IN THE MATTER OF ARMY BUILDING:FOR U. S. NATIONAL GUARD:

/ Norman H. Lyon, Administration Assistant of the 145th Engineer Group of the

Idaho U. S. National Guard, Clifford J. Roth, Administration Assistant of the 116th

Engineer Battalion of the State of Idaho U. S. National Guard, met with the Board and

requested financial aid for construction of a National Guard Armory in Idaho Falls,

Bonneville County, with joint participation by the City of Idaho Falls 5%, Bonneville

County 5%, State of, Idaho 15% and Federal Government 75%. They requested a tentative

meeting for June 6th, 1955, with the Bonneville County Board of Commissioners, City of

Idaho Falls officials and a representative of the Adjutant General's Office of the

State of Idaho U. S. National Guard. The Board agreed to attend the meeting.

" A PETITION TO THE COUNTY COMMISSIONERS

There is a movement on to oil the South end of the Hitt road from the Yelow

Stone Highway, North to the oiled road running West from Ucon.

We undersigned tax payers petitions the county commissioners to continue on

two miles North to the county line between Bonneville and Jefferson.

Our reasons, are; the bridges have been widened. It is a mail route. A school

bus route. Challange and Kraft use it as a milk route. There are 21 school and pre-

school children on this stretch of road at the present time. And the amount of produce

and livestock are as follows:"( Follows a list of producers and the amount and kind of

The petitioners requested oil surfacing on the continuation of the Hitt Road

at the intersection of Hitt Road and Ucon West, running. two miles North to the Bonneville-

Jefferson County Line Road. The Board advised the delegation they would request the

Federal Secondary System of Highways. i

Bonneville County execute a Quit Claim Deed to certain real estate situated

in the county of San Juan State of Utah, to-wit:

The West One-Half (W•) of the Northwest Quarter ( NW*) of Section

14, and the East One-Half (E3) of the Northeast Quarter ( NE*) of

Section 15, Township 35 S., Range 25 East, Salt Lake Meridian

for the reason that the certain contract for the sala of the above described

real estate, between one E. J. Brown and Doctor B.J. Allen.and Mary J. Allen,

his wife, was, by the wording thereof, ambiguous, and appeared to be a

contract between the above-named parties as Seller and the County of Bonneville

as Purchaser to the said real estate, whereas, in fact, the County of Bonneville

was never a party to the said contract and .has no .interest therein, and the said

Continental Oil Company has requested that Bonneville County quit claim to the

said E. J. Brown to clear any possible cloud on .the title to the said real estate;

NOW THEREFORE, on motion of Clifford Scoresby, and seconded by Thomas Weeks, it

is hereby unanimously resolved that the County of Bonneville execute the re-

quested Quit Claim Deed to the said premises to E. J. Brown.

WHEREAS, The Board of County Commissioners of Bonneville County, Idaho, has

heretofore, in good faith, attempted to negotiate for and purchase the lands and

premises hereinafter described for highway purposes and has been unable to make any

agreement with Roy H. Bennett the owner of said premises for the purchase thereof.

AND, WHEREAS, said lands are necessary and are required for the construction of. - - .-

a public highway, to-wit: The Bonneville County S-6704(1 ) and will be for the use,

benefit, convenience and safety of the general public, and to facilitate the move-

ment of traffic.

AND, WHEREAS, said highway has been located and surveyed in a manner compatible

with greatest public good and least public inJury, and the use to which said premises

is to be put lS a public use;

AND, WHEREAS, it is the duty and obligation of Bonneville Countyto secure the lands

and premises hereinafter described, and to be used for such purposes, by purchase,

condemnation or otherwise.

NOW, THEREFORE, BE IT HEREBY RESOLVED that the lands and premises hereinafter

described be acquired by eminent domain proceedings therefore to be instituted by

and in the name of Bonneville County, Idaho, and that the Prosecuting Attorney of

Bonneville County be, and he lS hereby ordered and directed to institute all proper

and necessary suits or actions for the condemnation of said premises, as provided by

law, as counsel for the county.

The premises so ordered to be condemned for such purposes are situated in

Bonneville County, Idaho, and are particularly described as follows, to-wit:

"An irregular parcel of land as shown on the official plat of the Bonneville

County S -6704(1 ) road survey on file in the office of the Department of Public

Works of the State of Idaho, described as follows, to-wit:

Beginnin• at a point south 50 feet along the west line of the southeast

quarter ( SE*) of Section 7, T. 1N, R. 38 E.B.M. and East 25 feet from the

northwest corner of the southeast quarter ( SE*) of said Section 7 and

running thence South 386.6 feet to a point on a curve with a radius of

384.3 feet and a tangent that bears North, thence to the right along said

curve 605.9 feet, thence N. 890401 W. 386.6 feet to the point of beginning

containing 0.739 acres.

Beginning at the northwest corner of Section 29, T. 2 N., R. 38 E.B. M. and

running thence South along the West line of said Section 29 2609.9 feet to the

to the danger of damage to Highway No. 26, approximately one mile east of the Swah

Valley Bridge on 'the Snake River, due to washing-out and flooding of the highway

from the meandering of Snake River and to present Eis findings to the Board on August

4 BE IT KNOWN That we, the undersigned members of the' Board of County

Commissioners, County of Bonneville, State of Idaho, a municipal

corporation organized and existing under the laws of said State, in

regular meeting convened this 15th day of August, 1955, do hereby

affirm that:WHEREAS, the said County of Bonneville is authorized and empowered

to sponsor flood control work within the boundaries of the County

of Bonneville, State of Idaho; and

WHEREAS, we wish to express our unqualified approval and concurrence

with the Lower Swan Valley Location, Snake River, Idaho, Emergency

Flood Control Project, which comes within the provisions of the Flood

Control Act of 1936 and acts amendatory thereof and supplementary

thereto, for the benefit of our County so as to protect public lands

and utilities in the vicinity of said Lower Swan Valley Location,

Snake River, Idaho, Emergency Flood Control Project, from being

damaged or destroyed. by erosion or flood;

NOW, THEREFORE, be it resolved that the County Commissioners of

Bonneville County, State of Idaho, will:

a. Provide, without cost to the United States,. all lands,

easements, and rights-of-way necessary for the construction of the

project;b. ·Hold and save the United States free from damages due to the

construction works; and

c. Maintain and operate all the works after completion, in accord-

ance with regulations prescribed by the Secretary of the Army;

That this Resolution shall be incorporated in the minutes of this

meeting, and a copy of the same be sent to the Department of the Army

at an early date.

easements of rights-of-way required for the said project, and that the assurer grants··

described, extending in an East-West direction through the Idaho Falls Municipal Airport

Whereas, the City of Idaho Falls, a municipal corporation, has petitioned that

said road be closed and abolished so that said road will not interfere with proper use
