TIE basic law under which the College of Engineering was established was included in an act by the territorial legisla ture entitled "An Act to Locate and Estab- lish the University of Oklahoma ." The act stated, "The college department of arts shall embrace courses of instruction in mathe- matics, physical and natural sciences with their application to the industrial arts, such as agriculture, mechanics, engineer- ing, mining and metallurgy, manufactur- ing, architecture and such branches in- cluded in the College of Letters as shall be necessary to proper fitness of pupils in the scientific and practical courses of their chosen pursuits ." Another section pro- vided : "Such professional or other colleges or department as are now or may be ad- ded thereto or connected herewith and the board of regents are hereby author- ized to establish such professional or other colleges or departments when in their judgment they may deem it proper ." Naturally, basic courses in English, mathematics and chemistry were listed in the first catalogue in 1892 . A course in surveying was also listed but it did not appear again until 1899-1900 with a de- scription as follows : Mathematics II-Sur- veying : Textbook and lectures . Ample field work arranged . Required in the scientific course . Two hours, taught by Professor Elder . In the 1901-02 catalogue this heading is found "Courses Introductory to Work in Engineering," under which is the fol- lowing statement : "Full courses are not yet offered nor degrees granted along the lines of civil, mechanical, electrical or sanitary engineering, nevertheless by prop- er choice of courses already scheduled here in subjects of mathematics, survey- ing, physics, graphics, chemistry, geology, mineralogy, French and German students may find full equivalents of the courses provided in the first two years at the best scientific and technical schools in the east ." In this same catalogue 1901-02 under the head of Professional Courses, Civil Engineering is listed as a four-year course, and a course in mining engineering is outlined . Physics was to be given for the first time that year . "A professor of physics has not been chosen .' Jansky, A . B., B . S., was employed as professor of physics and elec- trical engineering and as head of the School of Applied Science with H . M . MacPherson as instructor in mechanical engineering . Courses in drawing were outlined, in- cluding elementary work, perspective, machine design, kinematic drawing, steam engine design, power plant design, electri- cal machinery design and structural de- sign . Also courses in shop work in wood, forge, foundry and metal were outlined . Four-year curricula in mechanical, electri- cal and civil engineering were set up . The University bulletin of 1906-07 con- tains the first list published of the differ- ent schools, including the School of Ap- plied Science with the School of Mines mentioned as a separate division . Pro- fessor Jansky developed more compre- hensive curricula in civil, electrical, and mechanical engineering so divided as to make it possible according to the science of the times to give instructions as to the needs required and as teachers were avail- able . Professor S. W . Reaves had re- placed Professor Elder in the department of mathematics, which still gave the in- struction in surveying, mechanics of en- gineering and descriptive geometry . In 1906-07 J . H. Felgar became in- structor in mechanical engineering to re- place Mr . MacPherson . Clarence Storm became assistant in drawing . During the year 1905-06 rather extensive equipment was added for forge, foundry, wood working and machine shops . Some of the machines were installed and used during that year by Mr . MacPherson . Frank Flood, a carpenter and builder, taught the wood work . This equipment was fully installed and ready for use for 1906-07 . The shop work together with the work in electrical engineering, me- chanical drawing, and testing of engineer- ing materials was carried on in two frame buildings which stood in the space north- west of the present Women's building . Along with such work as was demanded in mechanical engineering and testing of materials, Mr . Felgar taught the forge, foundry and machine shop work, carry- ing a campus schedule of thirty clock hours . Mr . Flood continued with the wood work . Work in elementary college physics had been given during one or two years previous to 1905, but this year Professor Jansky outlined a curriculum in physics consisting of one year of general physics with laboratory, electricity and magnetic measurements with laboratory throughout one year, together with courses in mathe- trnatical theory of electricity and magne- tism, theory of light and theory of heat . Naturally, basic courses in English,mathematics and chemistry were listed inthe first catalogue in 1892 . A course insurveying was also listed but it did notappear again until 1899-1900 with a de-scription as follows : Mathematics II-Sur-veying : Textbook and lectures . Amplefield work arranged . Required in thescientific course . Two hours, taught byProfessor Elder.

In the 1901-02 catalogue this headingis found "Courses Introductory to Workin Engineering," under which is the fol-lowing statement : "Full courses are notyet offered nor degrees granted along thelines of civil, mechanical, electrical orsanitary engineering, nevertheless by prop-er choice of courses already scheduledhere in subjects of mathematics, survey-ing, physics, graphics, chemistry, geology,mineralogy, French and German studentsmay find full equivalents of the coursesprovided in the first two years at thebest scientific and technical schools in theeast ."

In this same catalogue 1901-02 underthe head of Professional Courses, CivilEngineering is listed as a four-year course,and a course in mining engineering isoutlined . Physics was to be given forthe first time that year . "A professor ofphysics has not been chosen .'

In 1907 G. A. Hool came to the Uni-versity as instructor in civil engineering .The record of work done in 1907-08 andthe announcements for 1908-09 show thecurricula in civil, electrical and mechani-cal engineering, each completely outlinedand headed by an instructor especiallytrained in his field: Mr. Jansky in elec-trical engineering, Mr . Felgar in mechan-ical engineering and Mr . Hool in civilengineering . Dr . DeBarr taught chem-istry and Professor Reaves mathematics .The first Board of Regents after state-

hood appointed Dr. Arthur Grant Evans,D. D., president of the University . Thefaculty that carried on the work of theSchool of Applied Science consisted of Dr.DeBarr, professor of chemistry ; Mr. Fel-gar, in charge of the School of AppliedScience, Mr . Hool, civil engineering pro-fessor ; Mr . Reaves, professor of mathe-matics ; Mr . Gould, professor of geologyand head of the School of Mines; GuyY. Williams, instructor in chemistry; Mr .Jones, professor of physics; Mr . Bozell,instructor of electrical engineering; Mr .Dwight, instructor in drawing.During the year 1908-09 the Univer-

sity was reorganized . Up until then allcourses were approved, and regulations inregard to entrance and graduation, andrecommendation for graduation, weremade by a general faculty . The differ-ent schools, each presided over by a pro-fessor called the "head," were under thejurisdiction of this general faculty.. Thereorganization took the form of separateschools and colleges . Those having morethan one outlined curriculum were calledcolleges . Each of these schools or col-leges had a separate faculty with powerto determine the entrance requirements,the courses to be taken and the require-ments to be satisfied before a student couldbe recommended to the Board of Regentsto receive a degree . All other regulationsremained with the president and his ad-visory council of deans, known as theAdministrative Council . J. H. Felgarwas elected dean of the College of En-gineering, which consisted of the follow-ing schools: School of Civil Engineering,G. A. Hool, director ; School of Mechan-ical Engineering, J. H. Felgar, director ;School of Mines, Dr . D. W. Ohern, direc-tor; School of Electrical Engineering, H.V. Bozell, director . The School of Mines, aseparate division before 1909-10, now be-came a part of the College of Engineering .The faculty of the College of Engineer-

ing consisted of those giving instructionin the technical work and those givinginstruction in other work required of stu-dents in the College of Engineering . Thiswork was largely listed in the College of

Arts and Sciences, which provided closeto forty per cent of the work required .

In 1913, all work in testing of mater-ials was placed in a department of me-chanics since it was fundamental train-ing needed by all students of engineeringirrespective of their chosen specialty. Mr .Dwight was placed in charge of the de-partment . This department has been con-tinued until the present time . In 1916Mr . Dwight resigned and H . l.. Whitte-more was employed in his place . In 1917-18 Mr. Whittemore was on leave becauseof the World War and Associate Profes-sor James C . Davis took his place . AsMr . Whittemore did not return after thewar, Mr . Davis continued as head untilhis death in 1936 . Professor RichardVernon James has been in charge of thedepartment since then .Knowing that drawing was one of the

fundamental modes of expression of theengineering profession and having the vis-ion of developing engineering at the Uni-versity, Mr . Elder, the first mathematicsteacher of the University, outlined in1901 a course in graphics called GraphicsI-Fundamental Principles of the Graph-ic Science, and another course, Graphicsil-Descriptive Geometry . These courseswere taught by Mr . Elder and carried asGraphics until 1905 when Mr . Reaves,who followed Mr . Elder, taught descrip-tive geometry as Mathematics XVII .When Mr . Jansky came as the head of theSchool of Applied Sciences, graphics be-came mechanical drawing and a full listof courses was outlined including elemen-tary mechanical drawing, descriptive ge-ometry, machine design, and the designcourses for the mechanical, electrical andcivil engineering departments . ClarenceStorm assisted Mr . Jansky in the drawingdepartment . In 1908 Mr . Dwight tookcharge of the general drawing and re-lieved the mathematics department of theresponsibility of teaching descriptive ge-otnetry . In 1912 the design courses weretransferred to the different departments .

In 1917 David Logan had charge ofthe drawing. In 1919 Assistant ProfessorF. C. Miller was added to the drawing de-partment. 1n 1920 Assistant ProfessorTom Sorey had charge . In 1923 Assist-ant Professor G. R. Maxson, who hadcome to the University in 1919, was madehead of the department of mechanicaldrawing. He still has charge today, asassociate professor of engineering drawing.The names of the School of Civil En-

gineering and School of Electrical Engi-neering remained the same throughoutthe years . In 1910 the name of the Schoolof Mines became the School of MiningGeology, with Professor Charles HenryTaylor as director . A School of Chemi-cal Engineering was added, with Dr . Ed-win DeBarr as director . In 1916 a Schoolof Engineering Geology was introduced,with the head of the department of ge-

ology in charge . In 1918 Dr . W. R. Leewas made director, followed in 1919 byDr . J. B. Umpleby. In 1924 Dr. V. E .Monnett became director and continues tobe . In 1922 the name of the school waschanged to Engineering Geology.

In 1918 a curriculum in manual train-ing was organized, with the head of thedepartment of mechanical engineering incharge, to satisfy the requirements for acertificate to teach manual training inhigh schools . This was done at the re-quest of the School of Education of theUniversity .

In 1924 a School of Engineering Physicswas organized with Dr . Homer L. Dodgeas director . The purpose of this schoolis to prepare students to enter the fieldof research, in the electrical industry par-ticularly, and to engage in research infundamental processes in any industry .

A curriculum in architectural engineer-ing was organized in 1924-25 with thenotation that the College of Engineeringwas now equipped to give the first twoyears of this course . The courses were car-ried in the department of drawing. TomSorey taught these courses . In 1927 coursesin architectural engineering were out-lined as such, and Harold (7imeno wasemployed as assistant professor of archi-tectural engineering . In 1929 Joseph E.Smay was employed as professor of arch-itectural engineering and director of theSchool of Architectural Engineering . Healso outlined a curriculum in architectureand the name was changed to the Schoolof Architecture and a fifth year was addedin architecture to conform to the stand-ards in architectural training. Servicecurricula were developed, such as land-scape architecture, and city planning .The demand for training for the pe-

troleum industry was emphasized afterthe World War. The University firstmet the demand for specialized work byintroducing a curriculum in petroleumtechnology in the School of Chemical En-gineering. Courses in petroleum and gastechnology were introduced and taughtin 1919 by Professor Fred Ward Padgett.

In 1924 the School of Petroleum En-gineering was organized with ProfessorH. C . George as director, with curricu-lum in petroleum engineering and oilfield management . In 1926 the curri-culum in petroleum technology in chem-ical engineering was transferred to theSchool of Petroleum Engineering andnamed refinery engineering, and Mr . Pad-gett was transferred to the department ofpetroleum engineering and made profes-sor of petroleum engineering . The oil

field management option was dropped in1932 . Mr. George resigned in 1933 andProfessor W. H . Carson was placed incharge as acting director and became di-rector in 1937 .

In the belief that there is the possibilityof training a student for an engineeringcareer without choosing a special field,the curriculum in general engineering wasoutlined in 1933 with Professor James C.Davis as acting director . After ProfessorDavis' death in 1936, Professor RichardVernon James became acting director .The engineering shops have always been

considered as an essential element in en-gineering training. Being willing to workwith the hands is part of the basic philos-ophy of the engineer . Sufficient coursesin wood working and metal working havealways been included in the engineeringcurriculum . The shops started at theUniversity with very satisfactory equip-inent but it became outmoded in time .William Aitkenhead was our first fulltime instructor in shops. In 1914 he wassucceeded by E. S. Davis, whose death oc-curred in 1922 . He was followed byMac Cameron and T. K. Davis. In 1936Dr . William Allen Hardin was employedas instructor and supervisor of the shops.He had developed a complete course inindustrial education. In 1931 ProfessorW. H . Carson, director of the School ofMechanical Engineering, was given super-vision of manual training and shop work .Through his efforts, special appropriationswere obtained for the shops. In 1937and 1938 complete new equipment wasinstalled in the wood and metal shops.Included also is welding equipment.A word must be said about the basic

school without which the special schoolsand departments would not exist.G. A. Hool was the first professor of

civil engineering, coming in 1907 . Hestayed two years and in 1909 ProfessorF. W. Chappell took charge of the civilengineering course . In 1911 ProfessorJames I. Tucker was employed . In 1918and 1919 while Mr . Tucker was on leave,Professor R. C. Terrell taught civil en-gineering courses. In 1920 Professor J. F.Brookes became director . As part of itsservice program the school includes cur-ricula in municipal, structural and trans-portation engineering .

In 1910 the School of Chemical En-gineering was organized with Dr . EdwinDeBarr as director . In 1919 the curricu-lum options of metallurgical chemistry,petroleum technology, and sanitary chem-istry were outlined . In 1923 Dr . Guy Y.Williams became director . In September,1938 Dr . R. L. Huntington became di-rector of the School of Chemical Engi-neering, and the professional work in re-finery engineering in the School of Pe-troleum Engineering was transferred tothe School of Chemical Engineering .

physics and electrical engineering and headof the School of Applied Science taughtthe first course in electrical engineeringand reoutlined the curriculum . He taughtthis work until September, 1908 whenProfessor Felgar in charge of the Schoolof Applied Science recommended Mr . H .V. Bozell as instructor of electrical en-gineering and he was employed by theBoard of Regents. The next year Mr .Bozell was made director of the Schoolof Electrical Engineering . He continuedas director and professor until September,1916, when L. W. Morrow became actingdirector and continued as director untilSeptember, 1918, when he left on leaveand F. G. Tappan, who came in 1917 asassociate professor became acting director.In 1919 Mr . Tappan became director andcontinues as such .

J . H. Felgar was employed as instruc-tor in mechanical engineering and amongother subjects taught the first courses inmechanical engineering . In 1910 he wasassisted by Associate Professor H. B .Dwight . In 1913 he was assisted by As-sistant Professor William Aitkenhead .Professor W. J. Wohlenberg came in 1915as assistant professor of mechanical en-gineering. He was followed by ProfessorL. C . Lichty in 1916. Mr . Lichty wasgranted a sabbatical years leave of ab-sence in 1923 and Professor B. G. Helm-rich, who was added to the departmentin 1918, was in charge . In 1925 DeanJ. H. Felgar withdrew as director andProfessor Helmrich was advanced to di-rector . In 1928 Professor W. H. Carsonwas made director as Professor Helmrichhad resigned .In 1929 an aeronautical option was in-

troduced . In 1933, on account of the suc-cess of the Gas Measurement Short Courseand the demand of the gas industry, aSchool of Natural Gas Engineering wasorganized.

After serving as dean of the College ofEngineering for twenty-eight years, Dr.J. H. Felgar resigned in the summer of1937, and was appointed dean emeritusand professor of engineering .William H. Carson was advanced to

the position of dean, and also is now di-rector of the Schools of Mechanical andPetroleum Engineering .

In the beginning, the engineering classesand laboratories occupied temporary framebuildings which stood near where theWomen's Building is now. In 1910 theEngineering Laboratory Building waserected . It was originally 160 by 38 feetbut has been enlarged from year to year .The College of Engineering moved in-

to the present Engineering Building inJanuary, 1925 . The Petroleum Engineer-ing Laboratory was built in 1929 . Nearit is a brick building 30 feet square knownas the experimental lubricating oil plant.Some equipment is installed in the openbecause of lack of building space.
