The plant is due to come on- stream in early 2014. As yet, it is unclear whether AkzoNobel will participate in a financial joint venture to build and operate the TiO 2 plant. The company was established in 2006 when Agrofert bought a plant at Tongling (385 km west of Shanghai) that had been built by Anhui Xinda. The plant was then converted to employ Precheza’s sulfate-route technology. Originally, Precheza had planned to double capacity at Tongling to 40,000 tonnes/y, but evidently this aspiration has not yet been realised. (See ‘Focus on Pigments’, Jun 2006, 3). Within China, there are two other plants – one at Lanzhou (Gansu province), the other at Jinan (Shandong province) – that were originally designed by Precheza and commissioned during the 1990s. Precheza had no financial stake in either of the plant operating companies. Both plants have subsequently been expanded, apparently without any further assistance from Precheza. Meanwhile, Precheza is currently stepping up the capacity of its plant at Prerov (Czech Republic) from 50,000 tonnes/y to 62,000 tonnes/y. The first joint venture, owned 55% by DaSteel and 45% by Baosteel, will invest Rmb 120 M in the establish- ment of a 150,000 tonnes/y coking oil plant, due on-stream in the second half of 2012. The second joint venture, owned 55% by Baosteel and 45% by DaSteel, will invest Rmb 100 M in the establishment of a 40,000 tonnes/y carbon black plant. No on-stream date was given for the carbon black project. Both plants will be built at Dazhou in Sichuan province (230 km northeast of Chongqing). The carbon black plant operating company will be known as Baohua Carbon Black (Dazhou) Co. Its management will report directly to Suzhou Baohua Carbon Black (a wholly-owned subsidiary within the Baosteel group) and Daxing Energy (a wholly-owned subsidiary of DaSteel). Suzhou Baohua already operates an 80,000 tonnes/y carbon black plant at Suzhou (Jiangsu province, about 100 km west of Shanghai), producing 16 different grades of carbon black marketed under the Baoma brandname. Construction work on an expansion, doubling capacity to 160,000 tonnes/y has already begun, but the target completion date has not been revealed.
