In addition to this State Bank of Pakistan has launched a pilot project namely Launching
of Pilot Project for On Farm & Off-Farm Sector & Group Based lending in 54 Agriculture
Intensive Districts of the Country. Eight Districts of Khyber Pakhtunkhwa are enrolled in the list
which are Abbotabad, DIKhan, Haripur, Kohat, Mansehra, Nowshera, Swabi and Chitral from
current Rabi season to upcoming Kharif season (October 2011 to September, 2012)
Under 16 participatory banks including ZTBL have assigned specific target to their
respective region/branches and made concerned Branch Manager/region responsible for
achievement.
The loan will be disbursed under one window operation to facilitate farming community
in terms of improving close liaison and harmony among bankers, revenue, officials, farmers and
other stakeholders. Day for One Window Operation twice in a month on fortnightly basis. Day to
be mutually decided by the stakeholder.
ISSUES/BOTTLENECKS
Cumbersome procedure Un-awareness of beneficiaries/borrowers High mark up rates Ineligibility of tenants for agricultural loans. Lethargic procedure of revenue record as obligatory for provision of FARDs
with loan papers.
Insufficient / inadequate bank branches in rural areas. Inadequate/Untrained Agriculture Credit Staff with banks. Insecure loan due to natural calamity obstacles financial institutions for
extending loans.
No crop insurance scheme in existence.
