Minutes of the 26th State Level Sanctioning Committee (SLSC) meeting of RKVY held on

02.02.2019 at 11.45 A.M. in the 3rd Floor Conference Hall of Secretariat under the

Chairmanship of Chief Secretary, Odisha

1. The 26th State Level Sanctioning Committee (SLSC) meeting of RKVY was held at 11.45

A.M. on 02.02.2019 under the Chairmanship of Chief Secretary, Odisha in the 3"1 Floor

Conference Hall of Secretariat at 11.45 A.M. The list of participants is placed at Annexure-1.

2. At the outset, Principal Secretary, Department of Agriculture & Farmers' Empowerment

welcomed the Chief Secretary-cum-Chairman, SLSC, Joint Director RKVY ,DAC & FW,

and other representatives from DAHD & F, Got as well as other members present in the

meeting. He made a brief introduction on holding of the SLSC meeting under RKVY.

3. Initiating the discussion, agenda wise power point presentation was made by the Additional

Secretary, Agriculture & FE as below:

4. Confirmation of minutes of the last meeting of SLSC held on 20.07.2018

The minute of the meeting of 25th SLSC held on 20.07.2018 was circulated to all the members

vide Agriculture Department letter No. 14454/Ag. Dt. 27.07.2018 The SLSC confirmed the

minute of the meeting of 25th SLSC.

5. Physical status of the projects from 2007-08 to 2018-19

1. Under RKVY, about 730 projects have been implemented from 2007-08 to 2018-19

out of which 468 projects have been completed and uploaded in RDMIS. Chief

Secretary and Chairman, SLSC directed the implementing agencies to complete the on-

going projects and submit the completion details of the projects immediately.

6. Financial progress under RKVY

1. Complete Utilization Certificates for fund received during 2007-08 to 2015-16 have

been submitted to GoI and the accounts have been squared up for these years.

2. The financial position of 2017-18 and 2018-19 was reviewed by the Committee. For

the year 2017-18,100% UC has been submitted to GOI and for the year 2018-19, 68%

UC has been submitted to GOI till date.

7. De-sanctioning of projects

1. The projects of OSAM Board, OLM, CDB, Director of Agriculture, Director of

Horticulture and OSSC were proposed by SLPSC for de-sanctioning. Total 8 projects

were proposed for de-sanctioning before SLSC for certain reasons and the committee

approved the de-sanctioning proposal.

8. Discussion on new project proposals:

The following 28 new project proposals recommended by SLPSC were thoroughly discussed

in the meeting with reference to the comments/ observations of GoI and the decisions were taken as

follows.

Agriculture

1. Popularization of agricultural machinery/ implements in the state with the cost of Rs.

2485.00 lakh.

1. The above project was discussed by the Committee with reference to the

comments/observations of GoI. & the Committee sanctioned the project.

2. Development and promotion of high yielding, climate resilient chickpea cultivars suited

to local growing conditions of the target districts of Odisha with the cost of Rs. 270.49

lakh.

1. The project was explained by DA &FP which is an extension proposal for the project

already being implemented in 4 districts. The committee discussed the project with

reference to the comments of GoI and sanctioned the same.

3. Phytosanitary laboratory for issue of phytosanitary certificate by issuing authority in

Odisha with the cost of Rs. 201.48 lakh.

1. The project was discussed and sanctioned by the committee with reference to the

comments of GoI.

4. Pest surveillance through light trap for crop protection in Odisha with the cost of Rs.

943.79 lakh.

1. The above project was discussed by the Committee with reference to the observations

of GoI and it was sanctioned by SLSC with the reduced numbers and with a suggestion

that proper training should be given to VAWs/progressive farmers for its operation.

5. Strengthening Up of Biological Control Laboratories with the cost of Rs. 305.70 lakh.

1. DA &FP explained the project briefly before SLSC and it was discussed by the

committee and approved with a suggestion that the additional manpower required for

operating the lab should be carefully selected following due procedure.

6. Implementation of Waste Management and Generation of Organic Compost under

Swachh Bharat Abhiyan with the cost of Rs. 5905.20 lakh.

1. DA & FP stated that this project has been piloted under PKVY successfully. It was

discussed and sanctioned by the Committee with reference to the GoI observation. The

SLSC suggested that keeping the proposed number of clusters constant, number of

village may be increased in subsequent years after review of the performance of 2018-

19.

7. Training cum campaign on safe use of pesticides in Odisha with the cost of Rs. 730.00

lakh.

1. As there is a need for this kind of awareness training for safe use of pesticides among

farmers as well as field level officials, the committee sanctioned the project with

reference to the Go' comments that it will be supported as per ATMA norms.

Horticulture

1. Additional project proposal for modernization and expansion of spices processing unit

of Kandhamal Apex Spices Association for Marketing (KASAM) with the cost of Rs.

100.00 lakh.

1. The above project was discussed by the Committee with reference to the

comments/observations of GoI. & the Committee approved the project with a

suggestion that the Director, Horticulture should conduct a meeting to review the

performance of KASAM and make the release accordingly.

2. Development of Kuanr farm of Banspal block, Keonjhar, Odisha with the cost of Rs.

118.69 lakh.

1. The Committee with reference to the comments/observations of Gol approved the

proposal for development of planting material of litchi and mango inside the nursery of

Kuanr farm with a cost of Rs. 118.69 lakh.

3. Pest Surveillance of Fruits and Vegetables crops through Light Trap in Odisha with the

cost of Rs. 751.47 lakh

1. The above project was discussed by the Committee with reference to the

Comments/observations of GoI. & the Committee approved the project with the

modified numbers as given by GoI.

Spring City Group Of Companies (PPP Mode)

1. Intensive potato cultivation in Odisha-A step towards attaining self-sufficiency with

good quality potato production with the cost of Rs. 9183.62 lakh.

1. Since it's an innovative project on Kharif potato cultivation, it was appreciated by the

committee. The SLSC discussed on the project proposal with reference to observations

of Gol and sanctioned the project with a suggestion to Director, Horticulture to verify

the credential of the company as well as their existing on-farm activity prior to making

the MoU and release the fund. Further, the Committee noted that the infrastructures /

assets developed under the project should be owned by Government.

OUAT

1. Infrastructure for the Capacity Building of Farmers at Orissa University of Agriculture

& Technology with the cost of Rs. 2720.00 lakh.

1. The project was discussed by the SLSC committee with reference to the comments of

GoI and sanctioned the same.

Director, AH &VS

1. Establishment of Semi Commercial Layer Units through Women Self Help Groups in

Odisha with the cost of Rs. 4760.00 lakh.

1. The SLSC discussed on above project proposal & sanctioned the project but the

committee wants some quantitative data on the project output as well as the

implementation. The Concerned team from the directorate should comply accordingly

as earlier as possible.

2. Establishment of Modular Operation Theatre with a cost of Rs. 1804.00 lakh.

1. The above project was discussed by the Committee with reference to the

Comments/observations of GoI. & the Committee sanctioned the project.

3. Female calf-Rearing Scheme for Genetic Up-gradation of cattle with the cost of Rs.

5826.80 lakh

1. The SLSC discussed about the project proposal with reference to the comments

received by GoI and it was not approved/sanctioned .

OPOLFED

1. Establishment of OPOLFED retail outlets for marketing of poultry products with the

cost of Rs. 520.00 lakh (PPP Mode).

1. The above project was discussed by SLSC with reference to the

comments/observations of GoI . However, the Committee decided not to support the

project since OPOLFED is a commercial profit making institution and the project was

not directly linked to the beneficiaries' cause.

2. OPOLFED Poultry Food on Wheel for Marketing of Egg and Chicken Food with the

cost of Rs. 150.00 lakh

1. The SLSC discussed and decided not to support the project with a comment that

OPOLFED is a profit making corporation and it should implement these kind of

projects by hiring the services of private agencies / corporates.

OPDC

1. Establishment of One stop aqua shop with multipurpose Go-down and flake ice

machine at Rahma, Jagatsinghpur with the cost of Rs.107.5 lakh

1. The above project was discussed by the SLSC with reference to the

Comments/observations of GoI. and the Committee approved the project.

2. Demonstration of 'In-pond Raceway System' on pilot basis at Fish Seed Hatchery

Project for quality fingerling production with the cost of Rs. 55.00 lakh

1. As it is an innovative technology of producing quality fingerling, the Committee

appreciated the project and approved it with reference to the comments of GoI .

3. Establishment of Mini Fish Feed Manufacturing Plant at FSHP, OPDC with the cost of

Rs. 166.25 lakh

1. Since there a need of fish feed plants in the proposed districts, the SLSC sanctioned the

project with reference to the comments/observations of GoI.

OMFED

1. Modern Dairy Parlour, Refrigerated Van, Deep Freezer & Marketing through e-Cart

with the cost of Rs.310.00 lakh

1. . The committee decided not to support the proposal.

MARKFED

1. Construction of specialized storage facilities for oil seeds and pulses with the cost of Rs.

541.51 lakh.

1. The SLSC dropped the project as per the comments received by GoI that the state may

seek funds from NCDC or any other scheme.

_ DIRECTOR. SERICULTURE

1. Development of Tasar sericulture: Post harvest component with the Cost of Rs. 292.94375 lakhs.

1. Although the comments from Central Sericulture Board ( CSB) were not received till 2

nd February' 2019, the SLSC committee sanctioned the project based on its merit with

suggestion to Nodal Department to get the confirmation from CSB & GoI.

2. (In the meantime CSB has sent the confirmation to support the project vide CSB letter

no 92 dt.25.01.2019. As per the CSB letter, 'The project proposal for strengthening of

infrastructure in post cocoon Tasar sector in Odisha at a total outlay of Rs. 228.778

lakh merits consideration and hence recommended.' The Director Sericulture may

revise the DPR as per the comment of CSB and submit the DPR to Nodal Department

for release of fund.)

WATER RESOURCES DEPARTMENT

1. The following three projects of WRD for field channel works were not approved by the

SLSC with reference to the comments/observations of GoI to receive the funds from

MNREGA.

1. ERM of field channel works in Ayacut area of Kuanria Medium Irrigation Project (Phase-II) in Daspalla & Nuagaon block of Nayagarh dist. With the

cost of Rs.615.30 lakh

2. On- Farm Development Works In SUINI MIP In Kalahandi District with

the cost of Rs. 382.20 lakh

3. On- Farm Development Works In Behera MIP In Kalahandi District with the Cost of Rs.700.00 lakhs

OPELIP

1. Supplementing livelihood options for PVTGs through water harvesting and field based cropping in OPELIP areas with the cost of Rs. 1588.70 lakh

1. The above project was discussed by SLSC and was sanctioned with reference to the

comments/observations of GoI. It suggested the PD, OPELIP to resubmit the DPR

deleting the components which cannot be supported by RKVY as per the observation

of GoI. The DPR may be revised and re-submit to the Nodal Department for sanction.

Sub Scheme

Director, All &VS

1. Establishment and strengthening of veterinary hospitals and dispensaries with the cost

of Rs. 300.00 lakh.

1. . The SLSC sanctioned the action plan as per the approval of Department of AHD & F,

GoI which has suggested the Director, AH &VS to ensure that there would not be any

duplication with any other scheme.

9. ISSUES

The following issues are placed before SLSC for approval and it was discussed & approved

by the Committee.

1. Development of State RKVY Portal

1. The physical and financial progress is being monitored by the Nodal Department

manually, which creates lots of inconvenience in project monitoring and generating

the accurate data base. In order to keep a real time track on the implementation and

utilization of the released fund, there is need to develop one portal by hiring a

Private firm through EoI.

2. Geo tagging of RKVY assets/infrastructures & Video documentation of success

stories .

1. As GoI is pressing hard for geo tagging of RKVY assets, it is suggested to hire

agencies from the 2% administrative cost who will do geo-tagging as well as video

documentation of the projects at field level.

3. Extension of project period

1. The proposal of ICRISAT for extension of project period for groundnut project up to

2020-21 with revised action plan without changing the project cost and project

outcome was discussed and recommended by SLPSC.

2. The proposal for extension of project period under Pigeonpea project of ICRISAT up

to 2019-20 for utilization of the unspent amount Rs 82.56 lakhs was recommended by

SLPSC.

3. The proposal of CIMMYT for extension of project period for Stress Resilient Maize

up to 2018-19 without changing the_project cost and project outcome was discussed

and recommended by SLPSC.

4. The diversion of funds from the component bore well to contingency head under the

project "Rejuvenation and molecular characterization of farmers varieties", was

discussed and recommended by SLPSC, as the bore well has already been installed by

the DDA, Khurdha from other sources.

10. APPROVAL OF STATE EXTENSION WORK PLAN (SEWP) 2019-20

As per the instruction of GoI, the State Extension Work Plan( SEWP) for 2019-20 needs to be

approved in the SLSC under the chairmanship of Chief Secretary for which the State Nodal Officer,

State Extension Reform presented the SEWP under Extension Reform Scheme for the year 2019-20

to the tune of Rs Rs.15061.602 lakh before the SLSC. After thorough discussion the SLSC

approved the said Action Plan for implementation during 2019-20 in the state. The Director,

IMAGE was suggested to submit the said Action Plan to Gol for approval at their end.
