COURSE DESCRIPTION

Surveyscurrenttrendsandhistoricalevolutionsoftheoriesandpracticesinhumanitarianemergenciesfornaturalandman-madedisasters.Itdevelopsrealworldmanagerialskillstoeffectivelyorganizelogisticsandassetsinlocal,nationalandinternationaltimesofdisaster.Itpromotesunderstandingandcasestudiesincoordinatinghumanitarianactorstoensurecoherentresponsesandefficientlymobilizingresourcesforalleviatinghumansufferingindisastersandemergencies.Itemphasizesthecodeofethicsforhumanitarianresponsesadvocatingtherightsofpeopleinneed.Itpromotesbestpracticesinpreparednessandpreventionforsustainablesolutions.

PROGRAM OVERVIEW

RefugeeFocus:Thecourseanditsexperientiallearningcomponentsfocusonunderstandingmanagerialandpolicyissuesrelatedtorefugeeservice.Theworkofrefugeesandforcedmigrationingeneralengagesmanynongovernmentalorganizationsandcivilsocietyorganizationsworldwide.TheworkofinternationalorganizationssuchastheUnitedNationsRefugeeAgencyisoftendoneinpartnershipwithNGOs.Understandingthenatureofsuchcross-sectorpartnerships,alongwiththeexplorationofthehumanitarian,legalandadministrativecomplexitiesofrefugeeworkarecentraltothisAGIandimportanttothestudyofNGOs.Inaddition,thepartnershipandexamplesofinternationalworksofJesuitsRefugeeServices(JRS)willallowstudentstoimmersethemselvesinsomeofthemostcentralvaluesandinspiringpracticesoftheJesuitcommunity.Studentswillexperiencehowthehumandignityandsocialjusticeparadigmsplayaroleintheleadershipandmanagementofworldwideprojectsforhumanitarianassistance.Specifically,studentswillwitnessthecentralrolethatNGOsplayinservicedelivery,internationalcoordination,globalpolicyandadvocacy.TheywilllearntheJSRvaluesofaccompaniment,serviceandadvocacyinthecontextofNGOscapacitydevelopment.

InternationalOrganizationsFocus:Thecoursereviewsorganizationalaspectsonhumanitarianemergencymanagementasrelatedtonongovernmentalorganizations(NGOs)andintergovernmentalorganizations(IGOs).Thesecondandconnectedfocusofthiscourseexaminesrealworldinternational(comparative)policiesandmanagerialinternationalandcross-sectorbestpracticesforemergencymanagementacrosssectors.Nonprofitorganizations(NPOs/NGOs)aswellascommunitybasedandgrassrootsorganizations(CBOs/GROs)playavitalroleincooperationwithpublicandinter-governmentalagenciesinchargeofhumanitarianemergencyresponses.Theyarealsovitalfor



enhancingandguaranteeingthesocialvalueaddedprivatesectorinitiativesandsocialenterprisesolutionsforhumanemergenciesresponses.Theoverallpurposeofthiscourseistohelpstudentsdevelopaglobalmindsetandinternationalcapacitytoworkandpartnerwithinternational,intercultural,inter-organizationalandcross-sectorprogramsandprojects.

RomeissomuchmorethantheRomanRuins,theseatofItaliangovernmentandtheVatican.ItisawindowtotheworldofrefugeesinItalyandEurope.ItisaglobalcityfacinganinfluxofimmigrantsfromAfrica,theMiddleEastandAsia.ManyrefugeesarealsofromthelatestandongoingcrisisinSyria.Italy’slongcoastalbordersaredifficulttocontrolandthepro-immigrantsocialpolicieshelpturnitintothe“CorridortoEurope”.TheCityofRome,isthesecondstopafterIslandofLampedusa,theprimetransitpointforimmigrants.ItiscurrentlyreceivingforcedmigrantsfromtheHornofAfricaandtheMENARegionparticularlyfromtheongoingcrisesinLibyaandSyria.RomeisalsotheplaceofCentroAstalli,oneofthesheltersandrefugeeserviceplacesofJRSItalyandthefirstplacevisitedbyPopeFrancisafterhiselection.TheVaticaninRomeisalsotheinternationalheadquartersofJesuitRefugeeServices(JRS-int)aninternationalorganizationthatbestembodiestheJesuitvaluesofservice,accompaniment,advocacyandsocialjustice.RomeisalsoaninternationalcityhostingnumerousinternationalorganizationssuchastheFoodandAgriculturalOrganization(FAO),WorldFoodProgram(WFP),InternationalFundforAgriculturalDevelopment(IFAD),andtheInternationalDevelopmentLawOrganizations(IDLO)amongothers.

LEARNING OUTCOMES

Thegoalofthisprogramistoprovidestudentswithexperientiallearningandinternationalprofessionalexposuretohelpenrich,inspireandengagestudentsintheirnonprofitcareertrajectory.Specifically,thegoalisforstudentstoacquireappropriateattitudes,managerialskills,partnershipcapacities,andinter-culturalcompetenciestoenterthefieldofhumanitarianemergenciesingeneralandforcedmigrations,inparticular.Bytheendofthiscourse/programstudentsshouldbeableto:

LO1:Interculturalcommunication:Demonstrateculturalsensitivity,empathyandappreciationofculturaldifferences.Thisincludescultural,ethnic,racial,politicalandinstitutionaldiversityaspectsencounteredthroughoutthereadingsandexperientialcomponentsofthecourse.

LO2:Cross-countrycomparison:Recognizesimilaritiesandcontextspecificelementsinmanagerial,leadershipandpolicypracticesacrosscountries,acrosssectors,acrossorganizationaltypes,andacrossdiversepolitical,socialandeconomicsystems.

• Analyzetheinternational,inter-governmental,cross-sector,cross-culturalandmultidisciplinaryelementsinNGOmanagement.

• CompareandcontrastnationalpoliciesandpracticesregardingforcedmigrationaffectinginternationalNGOsandnationalNPOsprogramming.

• DevelopawarenessofimmigrationpolicyissuesandsolutionsthroughcomparativepolicyanalysesofEuropeanandAmericanimmigrationpolicies.

• Recognizethemanagerial,organizationalandinternationalfactorsbehindrefugee,forcedmigrationandmodernslaveryemergenciesofourtime.

IGNATIAN PEDAGOGY PARADIGM (IPP) ThiscourseandtheAGIProgramarebasedontheIgnatianPedagogicalParadigm(IPP)addressingthecontext(who),experience(what),reflection(why/how),action(whatnext),andevaluation(howwell).ThecriticalreflectionsexpressedduringtheimmersionvisitswillbeimportanttocollectivelydiscerntheRomanexperience(e.g.observationsandperspectivesofspeakers),reflectingontheirmeaning(e.g.inrelationtoadministrative,policyandinterculturalchallenges)andinvitationstoact(e.g.providingcollaborativeopportunitieswithotherJesuituniversitiesandNPOsintheBayArea).TheexperientiallearningcomponentofthisAGIwillpayparticularattentiontounderstandingthecomplexity,trends,andanomaliesinhumanmigrationinitssocial,economic,politicalandenvironmentalaspects.Therefore,throughouttheAGIProgram,includingthepreandpostactivities,thefiveelementsofIgnatianpedagogywillplayacentralpartofthewrittenreflectionsandcollectivesharingasagroup.ReadmoreabouttheIPPathttp://www.sjweb.info/documents/education/pedagogy_en.pdf

ANDRAGOGY MODEL Theelementof‘andragogy’(learningbyadults)intheJesuittraditionwillalsobeinstrumentalinlinkingelementssuchasteaching,learning,service,andjusticewithprofessionalservicesandlong-terminstitutionalpartnerships.Inotherwords,studentswillnotsimply‘experience’theprogramforthemselves(consumerlearners)butbecomeconscioussubjectsforpositivetransformations(engagedlearners).ThisAGIProgramexposesstudentstothecomplexrealityofrefugeeserviceandglobalhumantraffickingthroughtheexamplesofinternationalorganizationssuchasJesuitRefugeeService.TheimmersionintotherealityofItalyisinstrumentaltohelpingstudentstorecognizetheglobaldimensionsoftheseissues,comparethesameordifferentadministrativepractices,anddevelopconnectionswithSanFranciscoandotherUSbasedorganizationsengagedinsimilaractivities.ThepurposeoftheimmersionandstudyistogiveSOMstudentsexposuretothevaluesandchallengesofinternationalhumanitarianassistance.Throughcarefullyplannedreadings,assignments,presentationsandactivities,studentswillgainfamiliarityandenhancetheircapacitytoeffectivelyengagewithdiversecommunities,organizationsandinstitutions.InlinewiththevalueofJesuitcollaborationandservicelearning,studentsareabletoparticipateinactivitiesandproduceassignmentsbenefitingtheworkofJesuitRefugeeServices.
