Call to Order and Roll Call Executive Bruce Dammeier, Chair, called the meeting of the Operations Committee to order at 9:32 am. Approval of Vouchers dated November 9, 2017 through January 10, 2018 in the Amount of $1,672,089.33 Consent Agenda–Action: It was moved and seconded (Tolbert/Lambert) to approve the minutes of the Operations Committee meeting December 7, 2017 and the vouchers dated November 9, 2017 through January 10, 2018 in the amount of $1,672,089.33. The motion was unanimous. 4a. Information Item–Draft Supplemental Biennial Budget and Work Program FY2018-2019 Diana Lauderbach provided the committee with a briefing on the draft Supplemental FY 2018-2019 Budget and Work Program. There were no new additional revenues or expenditures overall. Some staff time and resources were redistributed due to organizational changes and staff turnover. Ms. Lauderbach reviewed budget tables 1-8 with the committee. The draft budget is a steady-state budget with no overall change in revenues and expenditures since the last amendment in October 2017. The Draft Supplemental Biennial Budget will go to the PSRC policy boards and committees as an information item in February. They will have the opportunity to provide comments through March. At the next Operation Committee meeting, the committee will be asked to recommend the Executive Board approve the draft supplemental budget and forward to the General Assembly for adoption. 4b. Information Item–Grant Status Report Ms. Lauderbach reviewed the other standard information items/financial reports with the committee. Patty Mosure provided an overview of the grant status reports. INFORMATION ITEM February 15, 2018 To: Operations Committee From: Josh Brown, Executive Director Subject: Association of Washington Cities Eco-nomic Center Project BACKGROUND The Association of Washington Cities Center for Quality Communities is planning a project to develop an “Eco-nomic” Center and grow the green economy in Washington state. The first step in this effort is to undertake an analysis of four key economic sectors impacted by a changing climate: energy, water, agriculture and forestry, and building materials. The project will bring key public, private and academic institutions together as an advisory group to focus on this work. PSRC was invited to participate in this project and PSRC officers were briefed by Everett City Councilmember Paul Roberts on the proposed scope of work. Our officers agreed that PSRC should participate and contribute $5,000 to support the project. A few PSRC members have also committed funds to this project, including King County, Seattle, Arlington, Everett and Marysville. The scope of work for this project is attached. INFORMATION ITEM February 15, 2018 To: Operations Committee From: Josh Brown, Executive Director Subject: Fiscal Year 2017 Audit Results for Puget Sound Regional Council DISCUSSION PSRC and the Central Puget Sound Economic Development District (PSEDD) have completed work on the Fiscal Year 2017 Financial and Single Audit. The Washington State Auditor’s Office shared results at an exit conference on February 7, 2018. The Fiscal Year 2017 audit included a clean audit report, for both entities, with no findings or management letters. Fiscal Year 2017 was the sixth year in a row that PSRC and CPSEDD received a clean audit report. PSRC staff will share additional information with the committee at its February meeting. Information on the draft supplemental budget will be given to the Transportation Policy Board, Growth Management Policy Board, Economic Development Board, Regional Staff Committee, and Executive Board to review throughout February. Any comments are due to the Operations Committee by March 9. Next month, the Operations Committee will be asked to recommend approval of the budget by the Executive Board, and the Executive Board will be asked to recommend the budget for adoption by the General Assembly to be held May 2018.
