III. Additions to the Agenda [00:04:02]: The agenda was approved by consensus with

out additions [00:04:24]. IV. Consideration of approval of the January Meeting Summary [00:04:30]: The

January summary was only sent out for review the day before the meeting so it was decided to consider approval either at the end of the meeting or next month.

V. Clallam County's Ecosystem Valuation Experience [00:06:00]: Cathy Lear gave a

PowerPoint presentation on the county's intentions and its focus for an ecosystem services valuation, and the lessons learned in the context of the Shoreline Master

Program update. This lead to an extended discussion about the enormous value of water, timber and salmon resources in WRIA 20 in the context of ecosystem services valuation.

VI. NPCLE Updates [00:32:45]:

• Washington Coast Sustainable Salmon Partnership (WCSSP) Update [00:32:50]:

o The last WCSSP Board of Directors meeting since NPCLE has

met was on 01/28/14. The next meeting will be on 01/25/14 in Aberdeen. No agenda is out yet. At the January meeting we had updates on the Council of Regions and the new incarnation of the Lead Entity Advisory Group's evolution into the Washington Salmon Coalition. All coast region projects were funded as expected. We also reviewed the WCSSP role in the WCMAC and the final project list submittal to the Washington Coast Restoration Initiative.

o Miles then reviewed the status of funding status of PCSRF and the State funding- we should expect the same funding level from SRFB as last year. However, the $10 million WCRI effort for Capitol funding is in jeopardy because the State Senate is considering not passing a Capitol budget at all.

o Finally Miles reviewed progress on the WCSSP Plan implementation which is moving along again after meeting in December.

• Update on SRFB [00:46:05]:

o We then reviewed the preliminary SRFB Round 15 Schedule.

There were not any changes to the 1st Draft, other than needing to wait to find out when our Technical Review Panel visit will actually be scheduled (probably May 21st).

o Next we discussed pending legislation that could be affecting salmon restoration efforts [00:51:10]. A new bill HB 2251 is being considered for support funding to local governments and private land owners for culvert inventories and repairs relative to the Washington State & Treaty Tribe "Culvert Case." Katie added that the scope of the bill may conflict with the injunction under that case. The bill is still being modified but is moving along like it might pass. There is also an invasive species bill HB 2458, and HB 2346 which is an internal WDFW fish barrier removal prioritization effort. Next month we should have the outcomes on this as the legislative session is scheduled to end by the second week of March.

o Update on USFS Stewardship Funding [01:01:20]: The

proposed stewardship funding from the Sitkum USFS timber sale should be in the neighborhood of up to $500,000. Funding for implementation should be available in 2015 or 2016. Phil DeCillis identified a draft list of four projects from the Calawah Focal Watershed List (& NPCLE Strategy list) that would fit the bill to submit now and this was reviewed by the Technical

Committee with the recommendation the Citizen Committee approve the list to be submitted to Dean Millet at USFS. Phil DeCillis noted that a Sol Duc sale might be coming up too and we need to make sure we are notified when sales are happening and to press them to provide Stewardship funding.

DECISION: Cathy Lear moves (2nd Phil DeCillis) to forward the list of four Calawah Basin projects forward for submittal by Miles as the WCSSP representative to the USFS for consideration for funding under the USFS Stewardship program [Passed by consensus].

• Lake Ozette Sockeye Steering Committee [01:12:50]: The December 4th

meeting agenda was reviewed in January. The next meeting is scheduled for March 27th.

VII. Review and discussion on edits to the 2014 Restoration Strategy [01:14:20].

• The spreadsheet of the current project list with its proposed changes for 2014 was reviewed. The Pacific Coast Salmon Coalition list is still being finalized but includes a USFS Calawah project on the list other potential projects identified include a potential Rayonier project in the Quillayute Basin. Mike Hagen mentioned a potential acquisition on the Hoh that just came up, and the Quileute Tribe and Clallam County are developing a strategy to deal with the Lower Bogachiel assessment. The Makah are expected to bring forward Bear Creek as a likely project, and there could be others from them depending on how the Washington Coast Restoration Initiative comes out.

This lead to an extensive discussion on the need for a reach analysis of the lower Bogachiel along the lines that Wendy Marsh has undertaken on the Hoh. • It was decided to have the Technical Committee review the list again in

March along with the next iteration of Section II of the strategy. Between now and then project descriptions will be finalized and sent to the group for edits well ahead of the next meeting. Also included will be the draft RFP for this next round (same as appendix A).

VIII. Next was a check-in on West End Natural Resource News Articles [01:35:00]. Last

month it was suggested that an article on PCSC internships focusing on recently completed projects, maybe an update on DiDSON or recent projects from Makah. Katie suggested maybe something on the Lower Bogachiel situation as a way of soliciting good ideas and educating on SRFB process in general. Miles suggested he could write up something on the WCSSP regional plan.

IX. Finally we discussed the planned up-coming Rainfest: Ocean & River Fair in its full-

blown potential [01:40:30]. Later in the day this was significantly modified by the NPC MRC in the meeting following this. It turns out the Rainfest will not require as much participation from NPCLE as originally envisioned. Natural resources participation is being scaled back to just the Film Festival in relation to the Beach Clean-up. A traditional barbecue will be potentially planned later in the year -stay tuned.

X. Next Agenda: The next agenda will finalize the project list and descriptions and approve the Request for Proposal (Appendix A) it can be released, and approval of the new Draft edition of the Strategy can be put out for public review.

Stewardship Funding Considerations

1. It will take 2-3 years before implementation (with the exception of some road repairs that might be undertaken in preparation for the timber sale).

2. The funding will be in the $150 to $500 K range (1-2 projects).

3. We need to identify the projects now and let them wait for the timber sale amount (2 years), but at that point it could also be used as a match for a more expensive project supplemented by SRFB or some other source.

1) Removal of culvert on unnamed tributary to NF Sitkum located on FS road 2900-105; while the NF Sitkum is resident fish habitat, failure of culvert will deliver to anadromous habitat, which is located within @0.5 miles of tributary. Project costs should be well within funds generated by stewardship.

2) Replacement of aging culverts on FS 2922 road. PCSC is replacing a large culvert on unnamed tributary with SRFB funds. There were a number of aging culverts up road of this site that are associated with this tributary . It would make sense to identify and replace culverts on this tributary to prevent and protect downstream investment. Tributary drains directly into NF Calawah anadromous habitat. Scope of work could be made to fit funds available from Stewardship.

3) Decommission FS 2952 road. This road will be forgotten since it is in the upper Sitkum River and accessed by roads in the Sol Duc watershed. It drains into the upper Sitkum watershed, just above anadromous habitat, but with a high delivery potential. Scope of work is unknown but may well fall within funds available from Stewardship. Several previous failures from this road have ended up in the Sitkum.

4) FS 2900 road, aging culverts. A number of large deteriorating culverts(5?) in the upper Sitkum along the FS 2900 road. Most of the culverts have deep fills, and are within 200-300 feet of the Sitkum River and deliver directly to anadromous fish habitat. In the same vicinity about 5 years ago, one of the tributaries had an upslope failure, which took out the culvert on the 2900 road. Sediment generated from this failure was seen as far downstream as HWY101. These maybe expensive replacements, but they are prioritized on order of condition, and one replacement may fall within funds generated by stewardship sale.

RCW 77.85.050

Habitat project lists.

(1)(a) Counties, cities, and tribal governments must jointly designate, by resolution or by letters of support, the area for which a habitat project list is to be developed and the lead entity that is to be responsible for submitting the habitat project list. No project included on a habitat project list shall be considered mandatory in nature and no private landowner may be forced or coerced into participation in any respect. The lead entity may be a county, city, conservation district, special district, tribal government, regional recovery organization, or other entity.

(b) The lead entity shall establish a committee that consists of representative interests of counties, cities, conservation districts, tribes, environmental groups, business interests, landowners, citizens, volunteer groups, regional fish enhancement groups, and other habitat interests. The purpose of the committee is to provide a citizen-based evaluation of the projects proposed to promote salmon habitat.

(c) The committee shall compile a list of habitat projects, establish priorities for individual projects, define the sequence for project implementation, and submit these activities as the habitat project list. The committee shall also identify potential federal, state, local, and private funding sources.

(2) The area covered by the habitat project list must be based, at a minimum, on a WRIA, combination of WRIAs, or any other area as agreed to by the counties, cities, and tribes in resolutions or in letters of support meeting the requirements of this subsection. Preference will be given to projects in an area that contain a salmon species that is listed or proposed for listing under the federal endangered species act.

(3) The lead entity shall submit the habitat project list to the salmon recovery funding board in accordance with procedures adopted by the board.

(4) The recreation and conservation office shall administer funding to support the functions of lead entities.

2.0 Lead entity components:

The Initiating Governments are counties, cities, and tribal entities within the geographic area. In WRIA 20 there are six. They include: Clallam County, Jefferson County, the City of Forks, the Makah Tribe, the Quileute Tribe, and the Hoh Tribe. The initiating governments (hereinafter, sometimes, “IGs”) are responsible for seeking formation of the lead entity from the State of Washington, establishing the lead entity geographic area, selecting the contracting agent for the lead entity, making business recommendations to the contracting agent (e.g., hiring a coordinator, approving a budget or budgets, and approving major expenditures), establishing committees, and approving bylaws and ground rules for operations. ….

The Citizen Committee is the component of the lead entity responsible for final prioritization of the habitat project list based upon recommendations from the technical committee, its own evaluation of community support, and policy considerations (e.g., weighing geographic balance). Its membership is consistent with Chapter 77.85.050(b) RCW and to the degree possible, reflects interests identified in the statute. ….
