D. Memorandum of Agreement with Endure Athletics Foundation

Endure Athletics is a non-profit organization that provides homeless (ATLAS) children and youth a fee-free safe, structured, and encouraging environment to participate in fitness, literacy, mentorship, and academic assistance. Their mission is to enrich the lives of these children through after school programming, school break events, and a 9-week summer camp. The vision is to end childhood homelessness by breaking the cycle of generational poverty through relationships and mentorships. Building relationships has a powerful positive effect on each child’s personal, emotional, and academic wellbeing. Endure provides transportation, enabling children who would not otherwise be able to participate to do so. This is an authorized activity under the McKinney-Vento sub grant, and this expenditure has been approved by the State Coordinator for Homeless Education.

Board of Education Policy 4.201 states in part, “A listing of courses offered for credit in grades 9-12 will be approved annually by the Board.” Recommend Approval --- motion to approve the list of courses for credit in Rutherford County Schools grades 9-12 for 2017-2018 as presented.

10. WORK ETHIC DISTINCTION (TAB 3)

The CTE Instruction Department is requesting approval for the Rutherford County Work Ethic Distinction to be added to the list of approved honors and distinctions available to high school seniors meeting the minimum qualifications prior to graduation. This distinction was unveiled and presented to Board Members during the January 26, 2017, board meeting. Recommend Approval --- motion for Rutherford County Board of Education to grant approval for the Rutherford County Work Ethic Distinction to be added to the list of approved honors and distinctions available to high school seniors meeting the minimum qualifications prior to graduation.

11. SCHOOL MEAL PRICES FOR 2017-2018 SCHOOL YEAR

In accordance with the Healthy, Hunger-Free Kids Act of 2010, we are now required to increase lunch prices until the weighted average of lunch prices meets or exceeds $2.52. This year our weighted average was $2.41. After the proposed increase our weighted average will be around 2.64. (Last year we had to have a $0.25 increase to meet the weighted average.) Propose to increase school lunch prices to meet HHFKA of 2010 to the following for the 2017-2018 schoolyear:

Elementary $2.50 Middle and High Schools to $2.75

With this change, we will also be required to increase Teacher and Visitor prices to the following:

Current Teacher price is $3.25 New Teacher price will need to include highest paid meal price ($2.75) plus reimbursement rate for paid meals ($0.36) plus USDA Commodity

Entitlement reimbursement rate ($0.35) which equals $3.46. This would require teacher prices to be set at $3.50. Visitor prices would be set at $3.75. The $5.00 Holiday Meal does not have to be increased since it’s viewed as an a la cart sale.

Recap of proposed price increase: Elementary $2.50 Middle $2.75 High $2.75 Teacher $3.50 Visitor $3.75

Recommend Approval --- motion to set the school lunch prices for the 2017-2018 school year at $2.50 for elementary schools, $2.75 for middle and high schools, $3.50 for teachers, and $3.75 for adults.

12. SCHOOL BELL TIMES (TAB 4)

The recommended bell times for the school year 2017-2018 are presented. The bell times for Blackman Middle will change to 8:00 A.M. and 3:00 P.M. Currently they are 8:15 A.M. and 3:15 P.M. This change should improve traffic flow in this complex of schools. Rock Springs Elementary will change to 7:30 A.M. and 2:30 P.M. Currently they are 7:45 A.M. and 2:45 P.M. Rock Springs Middle will change to 8:00 A.M. and 3:00 P.M. Currently they are 8:15 A.M. and 3:15 P.M. This will put us in line with our other middle and elementary schools in that area and give us better utilization of our buses.

Rocky Fork Middle’s bell times will be 8:00 A.M. and 3:00 P.M. Recommend Approval --- motion to approve the school bell times for the school year 2017-2018 as presented.

Three Time State Wrestling Champion, Nick Boykin, Riverdale High School Coach Jason Baird introduced Nick Boykin, a senior at Riverdale High School, who was honored for winning his third state wrestling title and for going undefeated this season. Nick had 140 consecutive wins, which broke the previous state record of 132. His overall high school record was 179-4.

In addition, Nick is going to Colorado Springs, Colorado, to train with the U.S. Olympic wrestling team.

Stewarts Creek High School – ACT Instruction & Intervention Dr. Harrell, Stewarts Creek High School principal, and Mr. Todd Harris, coach of ACT Leadership Team at Stewarts Creek High, shared strategies on improving ACT scores at Stewarts Creek High. They also stated they celebrate the continuing successes of their ACT Instruction and Intervention programs. Through an intentional master plan, they see unprecedented growth in ACT scores. The current graduating class has achieved an average above 21. Their plan incorporates increased rigor and challenging classes, ACT specific classes and ACT workshops (before and during school). Moving forward they expect to see continued growth in ACT scores which then have a by-product of better scholarships for the students. Dr. Harrell honored three students; Bernice Leveque, Mit Patel, and Gavin White, who are totally involved in the Stewarts Creek ACT program.

8. PROPOSED RUTHERFORD COUNTY SCHOOLS 2017-2018 ACADEMIC

CALENDAR CHANGE Proposed change for election date May 1, 2018. Motion made by Mr. Blair, seconded by Mr. Holladay, to approve the Rutherford County Schools 2017 – 2018 Academic Calendar as presented.  Vote: All Yes

9. FUNDING FOR THE NEXT RUTHERFORD COUNTY SCHOOLS BUILDING PROJECTS

Motion made by Mr. Holladay, seconded by Mr. Estes, to forward the following to the next Health and Education Subcommittee (February 28, 2017) for the Commission funding approval process: Oakland Middle School Annex to open in 2018 for a cost of $13,472,200. Siegel High School Addition to open in 2018 for a cost of $6,060,000. Design Fee for LaVergne Middle School Addition $350,000. Design Fee for Roy Waldron Elementary School $350,000. Thus bringing the total request to be forwarded to $20,232,200.00.

Vote: All Yes

Mr. Holladay shared that the LaVergne Mayor and LaVergne City Administrator has requested a meeting with Mr. Odom and other staff members to review and discuss concerns of overcrowding in the LaVergne schools.

10. INSURANCE UPDATE

Mr. Sandvig gave an update on the Insurance Committee meeting and provided a document, Total Health Insight by CIGNA, which recapped county-wide medical expenditures for the last two fiscal years. Mr. Sandvig stated that we are still running a deficit, but our cost per employee per month has dropped 0.8% since last fiscal year-to-date.

11. DIRECTOR’S UPDATE

Mr. Odom gave the Board the current enrollment count. Mr. Odom informed the Board that he and Mike Snell, Transportation Director, are serving on a State Department Transportation Committee.

12. TENNESSEE LEGISLATIVE NETWORK (TLN) UPDATE

Mrs. Moore, the Board’s TLN Representative, gave the Board a brief update on the Bills before the legislators. A total of one hundred and eighty two bills have been filed. She wanted to mention the TSBA Day-on-the-Hill. There was an opportunity to meet with legislators. There were six (6) bills that address vouchers and one bill that addresses charter schools. She stated she was pleased to report a bill changing the ratio of students to school nurses. That would be a change to 1 for 750 students. Mrs. Moore stated that she needs to do more investigating on a bill on election laws. The bill would make school board election partisan instead of non-partisan. She needs to look at this one.

13. FEDERAL RELATIONS NETWORK (FRN) UPDATE

Mr. Holladay, the Board’s FRN Representative, did not have a report at the present time.

14. GENERAL DISCUSSION BY BOARD MEMBERS

Mr. Young asked about the school board’s inventory of land report. Mr. Jordan announced that Bus Contract Committee meetings are underway. At the Board Work Session on Tuesday, February 21, 2017, the Chairman appointed Mrs. Lisa Moore to serve on a committee to study the salary structure for employees.

Digitec was board approved on October 20, 2016 to provide the Onboarding Software and Maintenance for our Human Resource Department to work with our current document software Docuphase. Digitec was acquired by Dex Imaging, and they declined to take on the Onboarding Software and Maintenance project. Dex Imaging has agreed to finish out our existing contract for the Maintenance of Docuphase until August 1, 2017. Therefore we had to bid out the Onboarding Software and Maintenance for Docuphase Software (RFP #17-01) and we have it listed under the March 9, 2017 consent agenda for approval.

Academy to Support, Sustain, and Induct Successful Teachers (ASSIST) Contracts Rutherford County Schools will again provide two (2) days of training for ASSIST (Academy to Support, Sustain, and Induct Successful Teachers) for approximately 150 new teachers (with 0-3 years experience) hired to our system for the 2017-2018 school year. This year’s ASSIST program is scheduled for July 20-21, 2017. Topics include teaching and parent involvement strategies, classroom management, first days of school strategies, and other topics of concern for new teachers as well as information about curriculum standards and instruction. The two-day training consists of small group/large group rotations to various seminars and hands-on training sessions. Contract fees will be covered with Title II funds. Title II funds will be used at the rates listed below in the recommendations for approval. Approve the contract with Staff Development for Educators (SDE) (Melissa Dickson) to provide one (1) presenter to work with all participants for two (2) days of training, July 20-21, 2017, for $9,800.00, which covers all consultant fees and travel expenses associated with the training to be paid with Title II funds. RESOLUTION OF THE RUTHERFORD COUNTY BOARD OF EDUCATION IN OPPOSITION TO SCHOOL VOUCHERS

WHEREAS, the Legislature for the State of Tennessee has resumed session and a number of paid lobbyists and private for profit companies are seeking to have the State of Tennessee adopt a voucher program by which public school funds are diverted to private companies and private interests; and

WHEREAS, many of these lobbyists and private companies and organizations are out of state companies and organizations spending significant sums of money to advance their agenda through a voucher program; and

WHEREAS, the public education system of Tennessee is best managed by Tennesseans for which it serves and not by out of state companies and organizations; and

WHEREAS, voucher programs hurt public education by taking dollars that would otherwise go into the public school system and giving those dollars to private interests; and

WHEREAS, every public school system in Tennessee has costs to maintain a free public school system and any funds taken from the public school system for private vouchers are not likely to be replaced by the State; and

WHEREAS, school vouchers likely will lead to tax increases as local governments would need to increase property taxes to pay for the lost revenue from the State going to private voucher programs; and

WHEREAS, a loss of tax dollars will reduce funding available for academic programs and teaching staff at public schools; and

WHEREAS, school vouchers send public dollars to private schools creating a two-tier school system not open to all students; and

WHEREAS, studies of voucher programs in Indiana, Louisiana, and Ohio have shown that students enrolled in private schools through vouchers perform academically worse than they performed in public schools and the New York Times has reported such problems; and

WHEREAS, studies have shown that students attending private school through vouchers in Indiana and Ohio score lower on reading and math tests compared to similar students in public schools;

WHEREAS, voucher programs do not fix lower performing schools, but undermine such schools’ ability to improve and perform better;

NOW, THEREFORE, be it resolved unanimously by all of the Board Members of this ____ day of ________________, 2017 that the Rutherford County Board of Education:

The Rutherford County Board of Education opposes legislation establishing school vouchers in Tennessee as school vouchers hurt the free public education system, divert limited State education dollars to private interests, and have been shown to hurt the academic progress of students.
