November 18, 2019 Meeting of the Local Coordinating Board (LCB) for the Transportation Disadvantaged Meeting is in Meeting Room 1 at the Cocoa Library – Catherine Schweinsberg Rood Library Thank you for volunteering your time. Transportation disadvantaged transportation has a very broad definition. We are an advisory board, we listen to the resident that have a concern about transportation and see how we can improve that. Announced that this would be Mr. Rocky Randels last meeting chairing the Local Coordinating Board. We have appreciated the last few years as Chairman. He has done a great service to this Board. We currently have vacancies for board members and we you invite to apply. Highlighted Items from 11/18/19 CTC Report
o Hurricane Dorian o Intelligent Transportation System status. Selected ETA working on negotiating
contract. Hoping to start rolling out different modules this spring. Robert Wise – Noticed that there were several modifications to the RFP. Did we add a requirement for a voice interface to the be automated? Terry Jordan – modification to the RFP was when the vendor had questions and it is clarification and we send out an amendment. We may consider that as a later. Robert Wise – Are you saying that this will definitely be added to the system. Terry Jordan – I cannot say that at this time. Robert Wise – Can you have a voice interface so you can call in and talk with the system. Terry – I do not know that it is offered, I can check on it. Rocky Randels – Thank you Robert. Perhaps you can get with Terry for a one on one.
o Annual Route Changes o Riders Guide for Special Services o Mobility Week o Not listed on report – On November 2nd, we received a Space Coast Daily
Humanitarian Award for work during the Hurricane, Senior Day at the Fair and Volunteers In Motion.
o On January 11, 2020, Volunteer In Motion’s Lori Hamilton will be receiving an award. o Senior Day at the Fair o Summary of Route Changes o On Page 23 you will see a lengthy Letter – Grants are very important to us, we are
very assertive about seeking grants, recently one from the Transportation Disadvantaged Commission, Innovation Grant. We did not get selected, they were looking for more regional transportation and for employment. We received notice that the Transportation Disadvantaged Commission is considering changing the formula which will reduce our funding. I sent a letter to David Darm making a case for us over on Space Coast Area Transit.
o Rocky Randels – Highlighted some of the areas that Mr. Nelson and his team has completed. The County will benefit from all this stuff.
REPORTS – TRANSPORTATION PLANNING GRANT REPORT, Scott Nelson No questions. REPORTS – SPACE COAST AREA TRANSIT TRANSPORTATION DISADVANTAGED PERFORMANCE REPORT CARD, Scott Nelson Linda Howard – Barefoot Bay/Palm Bay does that go to Indian River Co. Scott Nelson – Those are to South Brevard and up to Palm Bay.

REPORTS – VOLUNTEERS IN MOTION, Scott Nelson Lori Hamilton, Program Coordinator was unavailable today. Volunteers In Motion is for those individuals who need more help and can’t get into the appointment themselves.
NEW BUSINESS - APPROVAL OF ANNUAL BY-LAWS, Scott Nelson Staff does not have any changes to the current By-Laws. Motion to approve the annual by-laws by Felicia Wilson and seconded by Jennifer Cleveland. Motion passed unanimously. NEW BUSINESS - APPROVAL OF GRIEVANCE PROCEDURES, Scott Nelson Rocky Randels – Have the grievance procedures ever been used. Cathy Lively – Once, Linda Howard served at the Board on the time. Linda Howard – Discussed the only time it was done. The client met with Grievance Committee and they were satisfied. Motion to approve the grievance procedures by Linda Howard and seconded by Camille Tate. Motion passed unanimously. NEW BUSINESS - APPROVAL OF THE ANNUAL OPERATING REPORT, Karen Petters Summary of presentation slides:
• What is the annual operating report • Florida Statute • TD Commission • Based on State Fiscal year not the County Fiscal Year • Transportation Operators • Passenger Trip Information • Trips by Funding Sources
o Linda Howard – Is the reduction in Paratransit Trips, why? Scott – We do not know, Carmen would be able to answer.
• Reason for the Trip • Trip Information
o Passenger No-Shows – Jennifer Cleveland, discussed how a no show reflects. Scott Nelson clarified that this is the contract routes and how they operate. Transit Services does not have a real no-show problem like other agencies.
• Vehicle Information • Chargeable Accidents
o Linda Howard, 2017/2018 compared to 2018/19. Karen Petters – the numbers are not equal due to the difference between the County and State fiscal years.

Motion to approve the Annual Operating Report by Camille Tate and seconded by Felicia Wilson. Motion passed unanimously. NEW BUSINESS - APPROVAL OF THE 2020 MEETING DATE CALENDAR Motion to approve the 2020 Meeting Date Calendar by Robert Wise and seconded by Felicia Wilson. Motion passed unanimously. NEW BUSINESS - SPACE COAST TPO PUBLIC PARTICIPATION PLAN, Abby Hemmingway Stress it is for Public Participation progress.
o SCTPO has posted its public participation plan for public review. o The PPP is a blueprint for action to involve and engage the public transportation planning.
The PPP provides a guide for public access to and involvement with the SCTPO planning process.
o All SCTPO planning work products, as well as major amendments to adopted plans and programs.
Everyone has her card, contact her for any comments, now is the time to make any major changes. Last chance is on December 12th. NEW BUSINESS - MEMBER JENNIFER CLEVELAND REQUEST FOR DISCUSSION Jennifer Cleveland wanted to bring these concerns back to the Board since she did not get the opportunity to have a discussion about them at the last meeting. Discussion ensued between members and staff regarding Ms. Cleveland’s concerns. What improves have been made, what improvement can be made and how to measure the improvements. Carmen Baez, Customer Service Manager, was not present at the meeting. It was decided to bring it back to the next meeting to allow Carmen Baez and opportunity to present to the Board how they will show the changes and track the improvements.

This report is a highlight of activities since the last meeting. -Federal Transit Administration Comprehensive Review (Triennial Review) site visit- Dec. 2-3. -211 Stars Awards Luncheon at the Center for Collaboration, Rockledge- Dec. 5. -County Commission Elves for Elders gift pickup and transport- Dec. 9. -Spoke at Autism & Related Disabilities Town Hall Symposium in Rockledge- Dec. 17. -Delivery of first new Freightliner 30’ bus- Dec. 30. paratransit buses. (Subsequently discussed it and are preparing grant application.) - Feb. 14. Tourism and Transit Summit. Opportunity to highlight Space Coast Area Transit
transportation services, and need for more transportation for people with visual impairments and other disabilities.
- Feb. 15. Spoke at Volunteers in Motion Appreciation Luncheon to commend them for their service to seniors and disabled people.
- Feb. 18. Met with Assistant County Attorney Melissa Powers to finalize her training presentation on American’s with Disabilities Act (ADA) requirements to our scheduler-customer service representatives.
- Feb. 21. County Fiscal Year (FY) 19-20 Budget Workshop. Made presentation on transportation needs. Board passed motion to support addition of two paratransit routes costing $300,000/year.
- Feb. 26. Met with Attorney Diana Figueroa in Melbourne. She is a friend of Jennifer Cleveland. She and Jennifer have applied for positions on Local Coordinating Board (LCB).
- Feb. 28 & Mar. 5. At Quarterly Employee Meetings I recognized two dispatchers and a driver who was disciplined earlier, reading warm compliment letter from an elderly client.
- Feb. & Mar. Received multiple compliments on Customer Service reps for their helpfulness. We are making progress!
- Mar. 7. Met with a Customer Service rep. and Supervisor Carmen Baez in disciplinary meeting for reps’ unacceptable treatment of a driver on the radio.
- Mar. 14. ADA Training in Cocoa by Melissa Powers, Assistant County Attorney, for all Customer Service reps and some Operations personnel.

CTD Board Meeting previewed possible changes to grant formula that could lower funding for Brevard County disabled transportation. I subsequently sent letter to describe our need and request to keep current grant formula.

We were present and involved at each of the meetings and events listed above. There were also a few additional events and meetings such as vision fairs, senior fairs, etc. We also do travel training on request, and work with Project Search. We are working on requested revisions to the Rider’s Guide. We have ordered new Paratransit and Fixed Route buses, which are all wheelchair accessible. Our staff is working with representatives of the County and municipalities to improve bus stop accessibility and to install more bus shelters. OLD BUSINESS TITLE: Report on Customer Service Improvement DISCUSSION: Board Member Jennifer Cleveland presented to the Board several concerns she had regarding the level and accuracy of service being provided to the public with regard to Space Coast Area Transit’s Customer Service Department. Carmen Baez, Space Coast Area Transit’s Customer Service Manager, was not in attendance at the meeting. Board members and staff had a lengthy discussion about her concerns, what they feel are the main issues and the actions that Space Coast Area Transit is working towards in addressing the concerns. Since Carmen Baez was not in attendance, it was determined that she would come to the next Local Coordinating Board meeting to report on the improvements that have occurred, how she will be measuring the improvements and what future plans her department will be making. ITEM IV. NEW BUSINESS TITLE: Membership Application Process DISCUSSION: The Local Coordinating Board (LCB) has several seats that are confirmed by the Space Coast Transportation Planning Office (SCTPO) and that have term limits. We have two seats that are currently vacant. Persons over Sixty Representing the Elderly of the County – Member Citizen Advocate – Alternate The process for our organization is to advertise and publicize the openings. If we receive more than one applicant for a seat, a committee made up of one representative from the LCB, a staff member from the TPO and one staff member from Space Coast Area Transit will make a recommendation to the SCTPO. The SCTPO will then certify the membership at their following meeting. Once that occurs, the newly selected members will serve for three years. REQUESTED ACTION: Select a representative for the membership committee, if it becomes necessary to hold a committee meeting.
