Public Comment Period Ms. Donna Sayegh, Portsmouth Citizen, addressed TTAC regarding several agenda items. Mr. Frank Papcin, Virginia Beach Citizen, addressed TTAC regarding transportation issues. Submitted Public Comments There were no submitted public comments in the agenda packet. Comments and Updates from State and Federal Agencies and the Military Ms. Dawn Odom reported that VDOT is holding a Local Programs Workshop on April 14, 2016 at the Chesapeake Conference Center beginning at 9:00 a.m. She noted the Spring SYIP Public Hearing will be held on May 12, 2016 in the Regional Building Boardroom. There were no comments from DRPT. There were no comments from FHWA. Mr. Jeff Florin reported the VPA will be submitting a FASTLANE application for the Hampton Roads Western Freight Gateway. He expressed his gratitude to both HRTPO and VDOT staff who have worked on the modeling for this application. He noted that the VPA’s Channel Deepening Study is approximately 30% complete. There were no comments from the Navy. Approval of Agenda Chair Robert Gey asked for additions or deletions to the TTAC Agenda. Mr. Eric Stringfield Moved to approve the Agenda as written; seconded by Mr. Florin. The Motion Carried. Summary Minutes Chair Gey reported that the TTAC summary minutes from the March 2, 2016 meeting were included in the April 6, 2016 TTAC Agenda Packet. Chair Gey asked for any additions or corrections to the minutes. Hearing none, Mr. John Yorks Moved to approve the minutes as written; seconded by Ms. Thelma Drake. The Motion Carried.

Sea Level Rise and Storm Surge Impacts to Roadways in Hampton Roads: Final Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, reported that the draft report of Sea Level Rise and Storm Surge Impacts to Roadways in Hampton Roads was presented to TTAC at its January 6, 2016 meeting and underwent public review from January 6, 2016 through January 29, 2016. She noted that all public and stakeholder comments have been reviewed by HRTPO staff and incorporated into the final report. Mr. Jeff Raliski Moved to recommend HRTPO Board approval of the final report; seconded by Mr. Keith Cannady. The Motion Carried. FY 2017 Transportation Alternatives Program: Funding Reallocation Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, reported that during its March meeting, the TTAC recommended HRTPO Board approval of four selected Transportation Alternatives Program (TAP) projects and associated funding allocations for FY 2017. The HRTPO Board approved the TTAC-recommended projects and allocations during its meeting on March 17, 2016. However, in a letter dated March 24, 2016, VDOT Local Assistance Division (LAD) notified the HRTPO that one of the approved TAP projects will receive funding from another source, thereby freeing up the FY 2017 TAP funds allocated to the project. The affected project is:

TAP# 16065 Pine Chapel Rd Pedestrian/Bicycle Trail in Hampton (UPC 87010) FY 2017 TAP Allocation: $254,536 (HRTPO) and $254,536 (CTB Member)

Mr. Kimbrel indicated that the Hampton Roads District CTB member has informed VDOT and HRTPO staff that he is reallocating the funds he initially allocated to the affected project to another project outside of the HRTPO area. Therefore, the amount of FY 2017 TAP funds available for allocation to another HRTPO TAP project is $254,536. Mr. Kimbrel noted that VDOT LAD notified all Virginia Metropolitan Planning Organizations (MPOs) of revised FY 2017 TAP funding on March 25th, and as a result of this revision, the HRTPO received an additional $239,827 to allocate to a project within the HRTPO area. With a total of $494,363 in FY 2017 TAP funds available, the HRTPO staff recommended allocating this amount to the next highest ranking project in need of funding – TAP# 16027, Providence Road Sidewalk in Virginia Beach. The project had a TAP request of $638,168, so this allocation would leave a balance of $143,805 to fully fund the project. Mr. Brian Solis Moved to recommend HRTPO Board approval of TAP Project 16027, Providence Road Sidewalk in Virginia Beach, with an allocation of $494,363 in available FY 2017 TAP funds, and noted that the majority of TPS members were in attendance and confirmed this action; seconded by Ms. Drake. The Motion Carried.

House Bill 2 Update Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, reported that during the CTB Workshop on March 15, 2016, the Office of the Secretary of Transportation presented two versions of a revised HB2 Funding Scenario. The revised scenarios addressed the following issues:

Updates to the congestion score for several new location facilities Updates to the cost for several projects Projects that were initially recommended based primarily on the lack of an

environmental impact Mr. Kimbrel stated that Version 1 of the revised funding scenario used the same four-step process used in the original funding scenario to produce a recommended list of projects and funding allocations. He indicated there is no change in the projects and funding recommended for the HRTPO area. He noted that Version 2 of the revised funding scenario eliminated Step 3 of the original funding scenario. He indicated that one of the previously-recommended projects in the HRTPO area – Indian River Road Phase VII-A in Virginia Beach – is dropped from the recommended project list in Version 2. Ms. Dawn Odom stated that the list of HB2 recommended projects and allocations will more than likely not be included in the draft FY 2017 – FY 2022 Six Year Improvement Program (SYIP) which will be discussed at the May 12, 2016 public meeting. She noted that Secretary Aubrey Layne will be in attendance at the May 12th meeting. 2040 Long-Range Transportation Plan: Funding Plan Report and Project Information Guide Ms. Dale Stith, HRTPO Principal Transportation Planner, reported that at its March 17, 2016 meeting, the HRTPO Board approved the Draft Fiscally-Constrained List of Projects outlining project priorities for the 2040 Long-Range Transportation Plan (LRTP). She stated that for the past four and a half years, HRTPO staff, in partnership with regional stakeholders, has been updating the LRTP to the horizon year of 2040. Under Federal law, LRTPs must be “fiscally-constrained,” meaning that there must be sufficient funding to cover the costs of the projects contained in the plan. Through various Federal, State, Regional, and Local transportation revenues, the Hampton Roads region is forecasted to receive approximately $13 billion in transportation funds between now and 2040. The draft list of projects for the 2040 LRTP identifies $12.8 billion of critical transportation investments.

Ms. Stith indicated that as part of the compendium of reports that comprise the Hampton Roads 2040 Long-Range Transportation Plan, HRTPO staff has produced additional products to aid in the review of the Draft Fiscally-Constrained List of Projects. She summarized the 2040 Long-Range Transportation Plan: Funding Plan Report which documents the fiscal-constraint process, specifically identifying the transportation revenues that will reasonably be available to help preserve our transportation system and support additional investments over the next twenty years in order to keep people and goods moving as efficiently as possible. Ms. Theresa Jones, HRTPO Transportation Engineer II, outlined the 2040 Long-Range Transportation Plan: Project Information Guide which provides summarized information for each project on the Draft list. This report is designed to serve as a guiding tool to help monitor the implementation of the 2040 LRTP, as well as serve as an information guide for public use. Finally Mr. Leo Pineda, II, HRTPO Transportation Planner, explained the interactive online map visualizing the projects and studies included in the Draft list of projects. Ms. Stith indicated that the draft reports and map will be available for public review and comment on the HRTPO website after the April TTAC meeting. The deadline for comments is Friday, April 15, 2016. Freight Provisions of the FAST Act Mr. Keith Nichols, HRTPO Principal Transportation Engineer, reported that on December 4, 2015, the Fixing America’s Surface Transportation (FAST) Act was signed into law. He stated that the FAST Act includes several provisions to improve the condition and performance of the national freight network and to support investment in freight-related surface transportation projects such as:

The National Freight Strategic Plan The Multimodal Freight Network Dedicated Funding Sources

o Formula-based National Highway Freight Program ($6.2 billion over five years)

o FASTLANE grant-based program ($4.5 billion over five years)

Hampton Roads Crossing Study: SEIS Update Mr. Scott Smizik, VDOT Project Manager, reported that VDOT, in coordination with the Federal Highway Administration (FHWA), has initiated the preparation of a Supplemental Environmental Impact Statement (SEIS) for the Hampton Roads Crossing Study (HRCS) Final Environmental Impact Statement (FEIS).

Mr. Smizik stated the HRCS-SEIS will address the following needs:

Accommodate travel demand Improve transit access Increase regional accessibility Address geometric deficiencies Enhance emergency evacuation capability Improve strategic military connectivity Increase access to port facilities

He reviewed the various Agency/Locality Coordination meetings and briefings to date and a timeline regarding VDOT’s public outreach on the study. Mr. Smizik summarized Alternatives A–D and noted that the alternatives could be implemented in Operationally Independent Sections (OIS) through individual Records of Decisions (RODs). He then discussed the process which will be used for identifying the preferred alternative and noted the CTB will make the final determination. Mr. Smizik stated VDOT plans to publish the Draft SEIS for public review in August 2016 with the Final SEIS published in the Spring or Summer of 2017 and the first ROD in Summer of 2017. Virginia Capital Trail Extension Ad-hoc Subcommittee Dr. Rob Case, HRTPO Principal Transportation Engineer, reported that in advance of the development of a Regional Active Transportation Plan proposed in the draft FY 2017 Unified Planning Work Program, HRTPO staff proposes establishing a TTAC Subcommittee of interested TTAC members and/or their designees to discuss extending the Virginia Capital Trail southeastward from its current Jamestown terminus. Dr. Case asked for a show of hands of those TTAC members who are interested in serving on the Subcommittee. He also received suggestions of other individuals who may have an interest in the Subcommittee. Three-Month Tentative Schedule Chair Gey outlined the Three-Month Tentative Schedule in the Agenda Packet. For Your Information Dr. Camelia Ravanbakht highlighted Item B regarding the Highway Safety Improvement Program and Safety Performance Management Measures. She noted that localities will be required to establish targets in August 2017 for calendar year 2018. Chair Gey reviewed the remaining items in the For Your Information section of the Agenda Packet.
