Extensions
a. 10-183 – Chadron State College – LEED Certification of the Rangeland Center (Pages 7-4 Thru 7-5)
This grant is funding the LEED certified portion of the Rangeland Arena at Chadron State College.
The project is drawing to a close. The extension will allow funds to remain available until the
construction is completed and reporting requirements completed.
Staff recommends approval of a one-year extension to June 30, 2016.
Possible Action: a motion to approve, modify and approve or deny the modification request.
b. 11-108 – Nebraska Academy of Sciences – Nebraska Environmental Public Information and
Education Mini-Grant Program (Pages 7-6 Thru 7-9)
Timing of PIE mini-grants requires extensions to leave the grant open through the award, funding
and reporting. The last award of funds from11-108 were awarded April of 2014. Reports for those
projects are due July 2015. The extension will allow funds to remain available until reporting is
completed and final reimbursements are made
Staff recommends approval of a six-month extension to December 31, 2015.
Possible Action: a motion to approve, modify and approve or deny the modification request.
c. 11-173 – High Plains WMA – North Platte River Invasive Species Control (Pages 7-10 Thru 7-11)
High Plains has closed the previous North Platte River grant 09-125 and are now using funds from
this grant for continuation of work with landowners for treatment of invasive species. The extension
will allow funds to remain available as this project proceeds.
Staff recommends approval of a one-year extension to June 30, 2016.
Possible Action: a motion to approve, modify and approve or deny the modification request.
d. 12-128 – Nebraska Forest Service – Creating a Forestry Demonstration/Education Center (Pages 7-
12 Thru 7-13)
Development of the demonstration forest on Horning Farm is progressing. Weather has delayed site
preparation and planting and some projects require extended periods to complete. This extension
will allow funds to remain available as this project proceeds.
Staff recommends approval of a one-year extension to June 30, 2016.
Possible Action: a motion to approve, modify and approve or deny the modification request.
e. 12-134 – Sandhills Task Force – Sandhills Native Ecosystem Project (Pages 7-14 Thru 7-15)
All funds in this grant have been obligated but some work will not be completed before the grant
expiration. This extension will allow funds to remain available as this project proceeds.
Staff recommends approval of a one-year extension to June 30, 2016.
Possible Action: a motion to approve, modify and approve or deny the modification request.

f. 12-126 – Omaha - Spring Lake Park Pond Restoration, Phase 4 (Pages 7-16 Thru 7-17)
Wet conditions at Spring Lake Park in 2014 and 2015 delayed construction. NET funded work is
continuing and expected to be complete later this fall. This extension will allow funds to remain
available as this project proceeds and will allow for the overall project completion to be included in
reporting.
Staff recommends approval of a one-year extension to June 30, 2016.
Possible Action: a motion to approve, modify and approve or deny the modification request.
g. 12-167 – Board of Regents, University of Nebraska - Impact of Tillage Practices on Corn and
Soybean Transpiration, Crop Water Productivity, Nutrient Dynamics, and Groundwater Recharge
(Pages 7-18 Thru 7-19)
Staff turnover at the University has delayed this project. This extension will allow funds to remain
available for the data analyses, journal articles and completion of the final report.
Staff recommends approval of a one-year extension to June 30, 2016.
Possible Action: a motion to approve, modify and approve or deny the modification request.
h. 12-173 – Lincoln – Haymarket Arena Recycling and Composting Program (Pages 7-20 Thru 7-26)
The Haymarket recycling and composting equipment is in place and is being used at all Pinnacle
Bank Arena events. This extension will allow funds to remain available as the City and their
partners continue the education and outreach portion of the project.
Staff recommends approval of a six-month extension to December 31, 2015.
Possible Action: a motion to approve, modify and approve or deny the modification request.
i. 12-190 – Board of Regents, University of Nebraska - Integrated Anaerobic Digestion With Algae
Bioenergy and Green Aquaculture (Pages 7-27 Thru 7-31)
Construction of the algae raceway system is complete and operating on a small scale. This extension
will allow funds to remain available as the system is fine-tuned and fully operational.
Staff recommends approval of a six- month extension to December 31, 2015.
Possible Action: a motion to approve, modify and approve or deny the modification request.
Modifications
a. 10-161 – PrairieLand RC&D Council – Shell Creek Watershed Improvement Project, Phase (Pages
7-32 Thru 7-34)
PrairieLand RC&D Council is disbanding. Lower Platte North NRD has been a long-term partner in
the Shell Creek Watershed project and continues to work in the watershed. Lower Platte North NRD
is interested in taking over this grant. The Lower Platte North NRD Projects Committee has
recommended the NRD take over the project at their July 2nd
meeting. That recommendation will be
presented at the Lower Platte North NRD Board meeting on July 13th
.
Staff recommends approval to change the project sponsor of this grant from PrairieLand RC&D to
Lower Platte North NRD if the NRD formally accepts the arrangement to take sponsorship of the
grant.
Possible Action: a motion to approve, modify and approve or deny the modification request.

b. 12-185 – Ducks Unlimited –North Platte River Wetlands Conservation (Pages 7-35 Thru 7-38)
The project work on the Watchhorn Tract will not be completed due to permitting issues from prior
to DU’s restoration plans. DU is requesting to proceed with restoration work on the Anest tract to
meet restoration and improvement objectives of the grant. The Anest tract is within the same stretch
of the North Platte River. Purchase of the property was not completed at the time of this grant
application. DU now holds title to the tract and is requesting to include this project work under 12-
185.
Staff recommends approval to change the project location to meet restoration objectives in the North
Platte River.
Possible Action: a motion to approve, modify and approve or deny the modification request.
c. 13-179 – PrairieLand RC&D Council – Continuous No-till and Soil Health Education (Pages 7-39
Thru 7-41)
PrairieLand RC&D Council is disbanding. Northeast Nebraska RC&D is interested in taking over
sponsorship of this grant until it is completed. Letters are attached from both parties requesting the
change in sponsor.
Staff recommends approval to change the project sponsor of this grant from PrairieLand RC&D to
Northeast Nebraska RC&D.
Possible Action: a motion to approve, modify and approve or deny the modification request.
Board Authority: Title 137, chapter 9, Section 010. If a grantee wished to modify a project other than one covered by section 006 above,
the grantee must submit a proposed amendment to the grant agreement including a revised line-item budget. The
proposed amendment must be submitted to the Executive Director at least 30 days prior to the requested changes with n
explanation of need. The Executive Director will then either approve or deny the proposal and inform the grantee in
writing of his or her decision.
Nebraska Statute 81-15-175 (4). The board may commit funds to multiyear projects, subject to available funds and
appropriations. No commitment shall exceed three years without formal action by the board to renew the grant
contract. Multiyear commitments may be exempt from the rating process except for the initial application and requests to renew the
commitment.

I have a total of five grants which have reporting date deadlines of 7/21/15 for a total of $14490.00. All of the operating expenses have been paid for year three of 11-108. The Academy would like an extension through 12/31/15 to close out the 11-108 grant. I hope to be finished with 11-108 and submit a report by the end of July.
It looks like there will be $5669.17 in unspent funds for the mini-grants and another $1113.65 unspent in operating funds for a total returned to the grant of $6782.82. This amount will be finalized after I receive the last five grant reports. Once I receive the last five reports we can reconcile our accounts. I have attached my summary sheet for your files. I don't break out my operating expenses into the individual budget lines but I could do that before we do our reconciliation.

Progress has continued at a steady pace creating and developing the demonstration forest on the Horning Fmm. However, site prep and planting have been running behind the original schednle due in part to delays in weather. Many ofthe activities require multiple year entries in order to complete a particular aspect of the project. For example, the Walnut enriclnnent project requires activities such as selective thinning to be completed in year one, followed by site prep in year two and planting in year 3. When one component is delayed, it creates a lag in the activities in subsequent years. One additional item has created delays in the completing this project on time. The Prope!ty Manager position for the Homing Fmm has been vacant this year, creating a void in staffing. This has resulted in delays in the project. The interview process has continued and an offer has been made to a candidate for this position.

The factors that lead to that extension were primarily associated with pel1nitting related issues that lead to a delay in the bidding and subsequent statt of construction. At that time, it was anticipated that 12 months would provide adequate time to construct the items on the project that are eligible for grant funds. Wet conditions in the park in both 2014 and early in 2015 resulted in poor conditions for construction, and final grading is behind the anticipated schedule. Work through the end of May 2015, has left just under $150,000 unspent on this grant. Our CUlTent construction schedule anticipates that these funds will be expended in the3,d Quarter of2015.

The grant included hoth equipment and educational aspects. The grant term has previously been extended to June 30, 2015.
This grant has already proven its great wOlth in promoting recycling to thousands of attendees from across Nebraska at many numerous events at the Pinnacle Bank Arena. The equipment and educational activities under the "Experience a Green Arena" theme has already become a central and expected feature ofthe operations of the arena, and is generating both quantitative results as well as significantly shifted social nOlIDS.
Nevertheless, as ofJune 30, 2015, there remains approximately $9,906 remaining oflhe original grant. This letter is to request an additional extension of the expiration date ofthe grant until December 31, 2015. The reasons for this request are as follows.
1. As of today, we have completed the purchasing and installation of 60 specially designed plastic interior "recycle/trash" receptacles, 20 higher-end, metal "recycle/trash" receptacles, several hundred receptacles for both waste and recycling, aud two large-scale compactors for use in the recycling and composting activity in the Pinnacle Bank Arena. All of tbis equipment is now installed and in use in the Arena.

3. In just the past six months, the "Experience a Green Arena" campaign has: a. Been the focus of the entire promotional efforts during both University of
Nebraska-Lincoln men's and women's basketball games, with videos, public service announcements, social media activity, signage throughout the facility describing the waste diversion and recycling activities in the arena, and special appearances and promotions.
b. Been featured on a national webinar sponsored by the Green Sports Alliance (a national network of stadiums and arenas, both professional and co lIege), entitled "The Power of Collaboration: Public Private Partnerships for a Greener Good" presented to the Green Sports Alliance, April 22, 2015 (presentation attached).
c. Been promoted during all events at the arena, including sold-out performances by country, rock, and Disney.
4. The partners in this venture have completed a 2015-2016 work plan (attached), in which thcre will be a continuation of the "Experience a Green Arena" recycling and composting educational promotions and educational program focused on attaining a 50% to 65% waste diversion rate, including through food composting pilots and expanded efforts (the kitchen waste at the Arena is already being collected and composted by Prairieland Dairy). If this grant period is extended, we will use remaining NET funds for elements of this educational campaign through December, 2015.
a. The educational and promotional partnership, involving Jacht Ad Lab, EpochLAB, SMG, IMG, the City of Lincoln, and the University of NebraskaLincoln Athletic Department, will continue with a special focus on web-based and social media applications and morc public awareness of the PBA's waste diversion, energy use, and water conservation efforts through regular online postings/dashboards ..
b. This plan also includes continuing to use NET funds with the UNL Jacht Ad Lab student marketing fiml to create new marketing and promotional materials; payment towards the EpochLAB consulting film to provide both project management and event-focused educational activities;
5. After these last educational elements of this grant are completed in the last half of2015, this grant will be completed in full.

Work Plan
"Experience a Green Al'ena" July 1, 2015 - June 30, 2016 (rev, 6/30/15)
Goal: Continue to co11aboratively insure the Pinnacle Bank Arena (PBA) "is operated as one of the most environmentally sensitive civic facilities in the country through sustainable practices"
Objectives:
• Continue, support, and build upon HExperience a Green Arena~' promotional, educational, and accountability campaign introduced in 2014
• Recycle at least 50% of all recyclables from events in Pinnacle Bank Arena on at least a monthly basis, with 65% the goal by June, 2016
• Enlarge pilot program for food waste compost collections
• Lower energy use by 20% over energy use in 2013-2014, and continue "Energy Reduction Plan"
• Promote water conservation elements of Pinnacle Bank Arena and potential water reuse
• Complete initial steps towards EPA Energy Star, "Waste Wise," and "WaterWise" certifications in anticipated recognition of its high perfOIming, efficient operations
• Participate in national "Green Sports Alliance" to enable accomplishments to be nationally highlighted and provide access to resources
• Seek recognition by Big Ten of Pinnacle Bank Arena's sustainability accomplishments

We are wtiting to request an extension for our grant 12-190-2-Integrated Anaerobic
Digestion with Algae Bioenergy and Grecn Aquaculture. This project has been a large
undertaking requiring the coordination of multiple departments and numerous individuals at the
University of Nebraska-Lincoln. While we have made great strides toward completion of this
project, the site is still not completely operational. By granting us a 6-month extension we would
be able to operate the facility for the remainder of this summer to detetmine areas that may need
further improvement and identify the highest priority items to be purchased with the remaining
funds . We would then have an open house this fall to showcase this new facility to organizations
that funded construction, current collaborators, and potential future collaborators.
The algae raceway system is completed and in place at the University of Nebraska's
Agricultural Research and Development Center. Algae is currently being grown in small batches
within the greenhouse in order to scale up to production within the larger raceway system. The
anaerobic digester pilot plant is nearing completion. A manure handling system, including pre
digestion settling tanks and post-digestion effluent tanks are in place. The digester itselfhas also
been set into place; however, some work remains to make it fully operational. An extension of
this grant would allow us to handle futiher changes that may be needed as we begin to operate
the entire system.
We have approximately $30,000 left in this account. We would like to use approximately
$20,000 to finalize the heating and methane measuting components on the digester. The
remaining $10,000 would be set aside to cover any facilities labor required as we find
components that need adjustment over time while the unit is operating.

I see no problem with our Board moving to accept the grant and my plans are to present this at our Projects Committee meeting for a recommendation on July 2"d followed by full Board approva l on July 13. I w ill send a letter after the Board takes formal action.

I've attached a letter I got from Melissa Foreman from the Shell Creek Watershed Improvement Group requesting that 10-161 be transferred to Lower Platte North NRD.
Since the grant sponsor is PrairieLand RCD, I do think the request needs to come from Prairie Land RCD. I also am going to need a letter from Lower Platte North NRD saying they want to take the project.
Do you want to leave PrairieLand RCD as the project sponsor until 10-161 expires December 31,2015 and then if there are funds remaining, transfer to Lower Platte North NRD or do you want to request we change the grant sponsor to Lower Platte North NRD now? The Ducks Unlimited Anest tract was purchased in part with NET funds through the completed grant 11-205, but other than new fencing infrastructure and tree removal, restoration of 487-acres of this tract including 130-acres of wet meadow and ephemeral wetland habitat, has not been completed, Many small , ditches drain the numerous ephemeral wetlands on the property, and we would plug those ditches to allow the wetlands to once again hold water. Despite encompassing a larger acreage, the restoration of this project will be less expensive than the Watchorn Siougb project since less dirt work will be involved, and unlike the private Watchorn Slough project, this property is open to the public and will continue to be open to the public upon Platte River Basin Envirorunents taking over ownership in the future, Additionally, this is sti ll a working land since grazing is utilized as a grassland management technique,
