Mr. Wojcik moved to approve the minutes of September 16, 2016. Mr. Bilderback seconded the motion. The motion carried unanimously. Mr. Wojcik moved to appoint Ian Lochridge as Chair. Mr. Kappers seconded the motion. The motion carried unanimously. Mr. Campion moved to appoint Mr. Bilderback as Vice-Chair. Mr. Wojcik seconded the motion. The motion carried unanimously. Mr. Lochridge then assumed the Chair position for the rest of the meeting. B. AGENDA ITEMS: 1. Amend 2017 - 2020 Transportation Improvement Program Transit Capital

Projects

Mr. Pesch explained that the purpose of action by resolution is to include three transit projects into the first year (2017) of the current ROCOG TIP. MnDOT District 6 and MnDOT Central Office have initiated this action and the Statewide (S)TIP will be amended as well. The projects are shown in his report which is on file at the Rochester-Olmsted Planning Department. Mr. Lochridge opened for public comment. No one came forward. Ms. Blair-Hoeft asked what a transit signal priority system involved. Mr. Bryan Law explained that the idea is that it doesn’t override a signal like emergency vehicle but extends a green light a little longer for busses. Mr. Wojcik moved to add ABC Transit Bus project and Rochester Public Transit Projects to TIP Year 2017. Mr. Bilderback seconded the motion. The motion carried unanimously. 2. Adjust Out-Years of ROCOG Federal Funding Projects

Mr. Pesch provided a PowerPoint presentation discussing the existing and proposed funding by projects for years 2018 & 2019 that are funded by ROCOG-ATP federal funds, and explained that the request is to move two projects between years. Mr. Wojcik moved to approve the switching of project years. Ms. Blair-Hoeft seconded the motion. Mr. Johnson asked the purpose behind the changes. Ms. Baker explained that as the planning/studies work for DMC continue, other projects need to wait until they can be designed to fit in with the overall DMC transportation plans. This is the case with the 2nd Street project near St. Marys.

The motion carried unanimously. 3. 2021 ROCOG Federal Funding Projects

Mr. Pesch described the two projects that would use STBG funding in year 2021:

1. Construct Members Parkway Extension and Public Street $2,070,000 2. Planning Services for Transit Oriented Development $300,000.

Mr. Pesch stated that TTAC recommended approval with mixed discussion. Ms. Baker clarified that there were no concerns raised about Members Parkway. There was extended conversation regarding Planning Services. She explained that MPOs around the country use these funds for this purpose. Mr. Pesch discussed ATP Federal Distribution of funds. Mr. Wojcik asked what the approximate cost would be for the Members Parkway project. Ms. Bieniek responded $2.7million. Mr. Pesch explained that though the Comprehensive Plan is not adopted, the ATP funds for planning needed to be assigned and reserved. The Transit mode is a major feature of the new Rochester Comp Plan, and transit oriented development is a primary supporter of higher level transit such as Bus Rapid Transit. Mr. Pesch discussed federal funding eligibility and gave examples of federal funding use. He further gave examples of MPOs using Planning funds. Discussion ensued regarding the Rochester Comprehensive Plan and DMC Planning driving the need for TOD planning. Ms. Baker provided a handout showing examples of small area planning for transit. She explained that the Comprehensive Plan encourages redevelopment and supports higher density residential lifestyles and expanded choices as requested by the community. Mr. Campion indicated that the requested dollar amount was not staggering. He stated that there is good reason to spend money on small area plans for transit. Mr. Wojcik stated that there cannot be good transit without good density. Therefore, planning is needed for both. Mr. Laures stated that he had mixed feelings. He asked what the ATP recommended with regard to this request as he thought they would review prior to ROCOG. Ms. Baker explained that ROCOG needed to review and provide input prior to going to ATP. She stated that federal policy allows for many uses of funds. One question for the ATP is whether ROCOG will be granted the flexibility on how to use the funds.

Mr. Laures stated that further policy discussion needed to occur at ROCOG for the use of these funds. Historically, funds have always been used for construction. He indicated that townships have been struggling to find resources. For example, 90 percent of expense for maintaining a township road is paid by property taxes. Mr. Vettel expressed concern with not being able to find funding for a park and ride to get busses from Pine Island to Rochester. Mr. Wojcik discussed the need to plan ahead with planning studies and not exclusively try to maintain roadways with projects each year. Mr. Johnson expressed concern of falling farther behind if maintenance doesn’t occur. Mr. Schimmel questioned if there is a way to spread the allocation to different areas and not just in Rochester. There was discussion ending with asking to see what the current policy is on selecting projects for ROCOG federal funding. Mr. Pesch said that one of the initiatives for this year is the update of this 3-year-old policy and creating one or more slates of projects for such funding. One slate that is interim, and one that comes out of the next long range plan update. This will involve coordination by staff between TTAC and ROCOG. Mr. Wojcik brought up further discussion of TOD. Ms. Baker explained that this small allocation of federal funding would probably support one small area plan due to limited funds and would then result in that plan along with a template for department staff to use to develop additional area plans, with or without consultants. This would also be applied to work along the primary transit service corridors. There was a discussion of the “permanence” of projects selected for year 2021. Mr. Pesch explained the process of requesting ATP funds, and the need to show projects in each year which declares projects but also reserves the money. ROCOG can always decide later on different projects or moving projects from year to year as was done today in another agenda item. Projects are chosen 4 years out, so there is ample time for adjustments. He said that when projects are adjusted, the procedure is that ROCOG makes/recommends a change and then staff take it to the ATP for approval. Mr. Wojcik moved to use $2,370,000 in Surface Transportation Block Grant funding to fund the Members Parkway Extension/new Public Street, and Planning Consulting Services in the following amounts:

1) $2,070,000 to fund Members Parkway Extension/new Public Street in Rochester. The local match would be split between the City of Rochester and Olmsted County.

2) $300,000 to fund consultant planning services to assist in implementation of the newly updated Rochester Comp Plan. The local match will be provided by the City of Rochester.

Mr. Campion seconded the motion. Mr. Blair-Hoeft expressed the importance of allocating money for planning. She said that Byron is interested in a renewed planning study to locate an interchange(s) on TH 14 and so far MnDOT is stating that they do not have such planning funds.

Ms. Baker stated that staff will be working during this calendar year on developing an updated policy on ROCOG/ATP funds, along with the development of draft projects for future years. The status of this work will be brought to the next meeting. Ms. Allis of MnDOT stated that there are there are 13 cities with population over 5,000 and 11 counties that try to receive funding out of the limited funding amount reserved for ATP–6 each year. Due to this limited amount of money, MnDOT struggles with the idea of using money for planning rather than construction. However, it is ultimately up to the ATP. Mr. Pesch stated that these ROCOG projects would be going before the ATP on March 10, 2017. The motion carried unanimously. 4. Dissolve BPAC as an advisory committee Mr. Wojcik moved to table dissolving BPAC as a ROCOG advisory committee until after the City of Rochester has fully created their new advisory committee. Mr. Campion seconded the motion. Discussion ensued regarding whether BPAC had been meeting on behalf of ROCOG. Motion passed. 5. Other Business

Mr. Lochridge indicated at the last meeting that members discussed the cost per mile for bicycle trails. They requested staff provide a more clearly defined answer. Mr. Pesch indicated that Mr. Flynn requested this information. Since he was not able to be at the meeting, he was planning on putting it on the next meeting agenda where Mr. Khan will provide requested information. C. ADJOURN:

Mr. Campion moved to adjourn the meeting. Mr. Bilderback seconded the motion. The meeting adjourned at 1:09 p.m.

RE: ROCOG-ATP Federal Funding Increases

This Spring MnDOT released the latest FAST Act ATP funding amounts on a per year basis. These dollars increase the yearly allocations for ROCOG projects in the years 2017 thru 2021. The total in new ROCOG federal dollars in this 5-year period is $1,431,249 created a new total of $11,601,129. Prelimi-narily, we are showing the increases generally in the projects that appear in each year, tho there are exceptions based on bike/ped project changes and a preliminary 2021 programming of funds previously known in advance. The ROCOG TIP is now being developed so we need to show the federal dollar increases as approved by ROCOG. This presents an early action related to the TIP which is now in draft form. Note that the ATP requires that the total federal dollar amounts per year must be programmed in that year. In other words, dollars cannot be carried over. The information below shows the dollar increases and programming for projects as of now for years 2017 thru 2021: The box below with the Blue border will be end result if new FAST Act dollars are approved as shown on the next page for years 2017 & 2018, and advance construction funding is approved as part of the 2017 TIP Amendment on the ROCOG agenda.

TO: ROCOG FROM: Dave Pesch Transportation Planning Coordinator DATE: June 30, 2017 RE: DRAFT 2018 – 2021 Transportation Improvement Program Projects Only Each year ROCOG is required under federal transportation regulations to prepare a 4 year Transportation Improvement Program (the “TIP”) that will program projects using federal funds within the ROCOG Planning Area (i.e. Olmsted County). It is similar in nature to capital improvement programs that are prepared by local jurisdictions, except that it focuses on projects that will be funded using dollars from the Federal Highway or Federal Transit Administrations. The projects in this year’s document include those proposed for implementation or receipt of federal funds during Fiscal Years 2018-2021. We start the process by first reviewing the projects and hearing any early comments from the public. The projects have previously been placed on the ROCOG Web Site for review by the public. Resolution No. 2017- _3__

A RESOLUTION DISSOLVING the ROCOG Bicycle- Pedestrian Advisory Committee

WHEREAS, on January 26, 2006 ROCOG approved the establishment of a Bicycle-Pedestrian Advisory Committee (BPAC) to advise ROCOG as the area Metropolitan Planning Organization; and WHEREAS, the recommendation to establishment a Bicycle-Pedestrian committee as a standing advi-sory committee was contained in the recently adopted (at the time, in 2005) 2035 ROCOG Long Range Transportation Plan to advise on long range bike and pedestrian planning; and WHEREAS, BPAC served to advise ROCOG during the preparation of the 2040 LRTP update and the 2040 LRTP Reaffirmation, and did also meet during non-long range plan update work time periods to dis-cuss a variety of current bike and pedestrian community issues; and WHEREAS, the City of Rochester has formed a new Pedestrian-Bicycle Advisory committee in 2017 to advise certain City of Rochester departments including the Consolidated Planning Dept that staffs ROCOG. NOW, THEREFORE, BE IT RESOLVED, that the Rochester-Olmsted Council of Governments dis-solves the Bicycle-Pedestrian Advisory Committee, and staff is directed to send a letter of appreciation to all current and past BPAC members for their service in their role advising staff and ROCOG over the past many years.
