F12202 Members are reminded that Principle No 7 of the Principles for the Operation of Committees states that: “The Senate/Academic Board/faculties monitor and regularly review their own performance and operation and that of their committees and committee structure.” By R110/07 Academic Council resolved that a review of the performance and operation of Council and its committees take place annually. A review of the five Board of Studies’ performance in 2012 was conducted in December 2012 by the Institutional Research Unit (IRU). PART 2 – ITEM(S) FOR DECISION TO BE DEALT WITH EN BLOC 3. ITEMS FROM THE BOARD OF STUDIES FOR BACHELOR OF ARTS: At its meeting held on 4th June 2013, the Board of Studies for the Bachelor of Arts resolved to progress the following items to the next level of approval: 3.1. Honours specialisation in History – REF F31417 The Board will note that the University Policy on honours award states the following: “The minimum standard for admission to the Bachelor of Arts, Bachelor of Commerce, Bachelor of Design or Bachelor of Science end-on honours degree courses is an average mark of at least 65% in the Level 3 units of the major relating to the proposed disciplinary field of the honours course, or equivalent. By R21/13 the Board of Studies for the Bachelor of Arts resolved to recommend to the Board of Coursework Studies that the minimum standard for admission to the History honours specialisation be amended from 65% to 70%. If agreed, the Chair recommends that the Board of Coursework Studies recommend to the Academic Council that the minimum standard for admission to the History honours specialisation be set at 70% effective 2014.

3.2. New option offered within Archaeology Major – Ref F29278, F51897 By R22/13, the Board of Studies for the Bachelor of Arts resolved to recommend to the Board of Coursework Studies that ARCY2005 Rock Art Field Unit be offered as a Level 2 option within the Archaeology major. Attached (Attachment B) are the following for the Board’s consideration: • Proposed new unit sequence • Extract from minutes of a meeting of the Board of Studies for Bachelor of Arts held on 4th June
2013. Further to the feedback provided by the Board of Studies (Bachelor of Arts), the Faculty of Arts has confirmed that the ARCY2005 Rock Art Field Unit be excluded as a prerequisite for the following units offered as options within the Archaeology major: HIST3001 Making History, CLAN3005 Roman Archaeology and CLAN3008 Roman Britain. The prerequisites for these options will read as follows: • Prerequisite for HIST3001 Making History: a Level 2 History unit or both Level 1 units and any Level
2 unit in the Archaeology major, except ARCY2005 Rock Art Field Unit • Prerequisite for CLAN3005 Roman Archaeology and CLAN3008 Roman Britain: Any level 2 CLAN
OR ARCY unit, except ARCY2005 Rock Art Field Unit.
Members will note that the detailed unit proposal for ARCY2005 Rock Art Field Unit will be made available on request from the Executive Officer. 3.3. History of Art Major – Ref F29647 By R27/13, the Board of Studies for the Bachelor of Arts resolved to recommend to the Board of Coursework Studies that the following new units be offered in group B at the corresponding Levels within the History of Art major: VISA2274 Introduction to Museum and Curatorial Studies, VISA2275 Italian Renaissance Art and Architecture, VISA2283 Rome and VISA3371The Northern Renaissance. Attached (Attachment C) are the following for the Board’s consideration: • Extract from minutes of a meeting of the Board of Studies for Bachelor of Arts held on 4th June 2013 • Proposed new unit sequence for the History of Art major. Members will note that the detailed unit proposals for the new units will be made available on request from the Executive Officer. By R3/13, the Board of Studies for the Bachelor of Science resolved to recommend to the Board of Coursework Studies that the following changes to the sequence of units within the Pharmacology major (without altering its approved structure of 2+2+4) be approved:

• that there be only one core (SCIE1106 Molecular Biology of the Cell) at Level 1; • that CHEM1004 Biological Chemistry be listed as Level 1 option; and • that CHEM1002 Chemistry – Structure and Reactivity (currently offered within the Chemistry and
the Biochemistry and Molecular Biology majors) be introduced as a second option within the Pharmacology major.

F31971, F32142, F32024, F32041 The Board will note that BIOL1130 Frontiers in Biology had been approved as a Level 1 core unit within the Microbiology and Immunology major. By R13/13, the Board of Studies for the Bachelor of Science resolved to recommend to the Board of Coursework Studies that the following changes to the sequence of units within the Microbiology and Immunology major (without altering its approved structure of 2+2+4) be approved: • that there be only one core (SCIE1106 Molecular Biology of the Cell) at Level 1; • that BIOL1130 Frontiers in Biology be listed as Level 1 option; • that ANHB1101 Human Biology I: Becoming Human and ANHB1102 Human Biology II: Being

By R20/13, the Board of Studies for the Bachelor of Science resolved to recommend to the Board of Coursework Studies that students be permitted to choose one of the following pairs of complementary units at Level 1 within the Biomedical Science double major: • Pair 1: SCOM1101 Introduction to Scientific Practices and CHEM1004 Biological Chemistry or • Pair 2: SCOM1101 Introduction to Scientific Practices and CHEM1002 Chemistry – Structure and
Reactivity. BACHELOR OF ARTS: AMENDMENT TO STRUCTURE OF HISTORY MAJOR – Ref F29288 At its meeting held on 4th June 2013, the Board of Studies for the Bachelor of Arts considered a proposal from the Faculty of Arts to amend the History major as follows: a) Amendment to the structure of the major (from a 2+2+4 to a 2+3+3); b) Additional changes, as follows, arising from the proposed change to the structure of the major:
(i) that the status of the following units be changed from core to option: Level 1 units: HIST1001 Old Worlds and New Empires and HIST1002 The Modern
World), Level 2 unit: HIST2007 Thinking History, which focused on historical theory or
‘historiography’) and Level 3 unit: HIST3001 Making History, which focused on historical research
method; (ii) that two additional units, one of which is new and to be introduced from 2015, be included
as options within the History major (HIST1901 Environmental History – an existing unattached elective and HIST2014 The City in History as a new option for offering from 2015).
c) Proposed changes to prerequisite for HIST2013 Medieval and Early Modern Women, which has been offered as an option within the History major.
The Board will note that the University Policy on Undergraduate Degree Courses states that “proposals for principled exceptions to the standard major structure (2+2+4)…must be supported by sound academic justification.” Further, the University Policy on Changes to Approved Majors states that the Board may “consider changes to the approved structure in the following limited circumstances: (a) following a comprehensive review of the performance of the major; (b) the need to meet accreditation requirements; or (c) as a result of national or international benchmarking exercise”. Following extensive discussions at both its meetings held in May and June 2013, the Board of Studies for the Bachelor of Arts resolved by R26/13 to recommend to the Board of Coursework Studies that the following be approved effective from 2014, subject to addressing the Board’s feedback relating to outcome statements for the units offered within the History major: • that the structure of the History major be amended from a 2+2+4 sequence to a 2+3+3 sequence; • that the status of the following units offered within the History major be amended from core to
option: HIST1001 Old Worlds and New Empires and HIST1002 The Modern World, HIST2007 Thinking History, which focused on historical theory or ‘historiography’ and HIST3001 Making History;
• that the following existing unit be offered as a Level 1 option within the History major: HIST1901 Environmental History;
• that HIST2014 The City in History be offered as a new* Level 2 option within the History major from 2015
• that the prerequisites for HIST2013 Medieval and Early Modern Women be broadened to read, “Any level 1 history unit or GEND1902 Reading Bodies.

SCIENCE – CHANGE FROM 108 CREDIT POINTS TO 96 CREDIT POINTS COURSE FROM 2015 – Ref F24862
By R53/11, Academic Council resolved to approve that the Master of Nursing Science (MNursSc) be permitted to continue with its current 108 credit points (comprising 4.5 semester of study) in 2012 and beyond until 2014. The change was essentially to enable the course to continue to offer more extensive clinical placements and adhere to the 150 hours framework required of all 6 point units. Attached (Attachment H1-H5) for members’ consideration is a proposal by the Faculty of Medicine, Dentistry and Health Science for restructuring the Master of Nursing Science from 108 credit points to 96 credit points effective from 2015. Members are advised that printing of the full documentation (Attachment Hh1-Hh35), which has been prepared for accreditation and includes appendices C – I, is optional. If agreed, the Chair recommends that the Board of Coursework Studies recommend to the Academic Council that the proposed restructure of the Master of Nursing Science (96 credit points) be approved for offering from 2015. 7. ALIGNMENT OF POSTGRADUATE COURSEWORK COURSES OFFERED BY THE FACULTY
OF LAW
Members are advised that all postgraduate coursework courses at UWA have been classified as follows for ease of reference:

7.1. REQUEST FOR EXTENSION OF TRANSITIONAL ARRANGEMENTS – Ref F37139, F5509,
F28100, F3025, F5511, F5504, F2583, F5506, F18759 By R116/11 Academic Council approved the Faculty of Law’s case for seeking exemption, as a transitional arrangement, for allowing Level 1 – Level 3 undergraduate units to be used towards the following postgraduate coursework courses until end of 2012: Graduate Diploma in Law (20320), Graduate Diploma in Energy Law (20370), Graduate Diploma in commercial and resources law (20360), Graduate Diploma in Criminal Justice (20310), Master of Laws (20500), Master of Commercial and Resources Law (20560), Master of Criminal Justice (20510), and Executive Master of Public Administration (20590).

These courses are classified as category 2 courses which basically refer to non-aligned courses that are currently offered under approved transitional arrangements. Attached (Attachment I) for the Board’s consideration is a request from the Faculty of Law for an extension of the transitional arrangements for courses in category 2 and a request for a transitional arrangement for the course in category 3. If agreed, the Chair recommends that the Board of Coursework Studies recommend to the Academic Council that the transitional arrangement for the following courses be extended until January 2015: Graduate Diploma in Law (20320), Graduate Diploma in Energy Law (20370), Graduate Diploma in commercial and resources law (20360), Graduate Diploma in Criminal Justice (20310), Master of Laws (20500), Master of Commercial and Resources Law (20560), Master of Criminal Justice (20510), and Executive Master of Public Administration (20590). 7.2. REQUEST FOR TRANSITIONAL ARRANGEMENT FOR THE GRADUATE DIPLOMA IN
LEGAL PRACTICE – Ref F37139, F5508 The Board will note that the Graduate Diploma in Legal Practice has been classified as a category 3 course which does not align with the requirements of New Courses and no transitional arrangement has been sought until now. Attached (Attachment J) for the Board’s consideration is a request from the Faculty of Law for a transitional arrangement for the Graduate Diploma in Legal Practice which includes undergraduate units. If agreed, the Chair recommends that the Board of Coursework Studies recommend to the Academic Council that the proposed transitional arrangement for including undergraduate units in the the Graduate Diploma in Legal Practice be approved until end of 2015.
PART 3 – ITEMS FOR DISCUSSION AND DECISION
8. FACULTY OF LAW: REQUEST FOR EXEMPTIONS FOR MASTER’S COURSES IN LAW – Ref F5504
The Board is reminded that the following specifications have been approved for a 48 credit points master’s degree course:
Required volume of learning Prior study / professional experience 1 year (48 credit points) • 3-years Bachelor’s pass degree plus at least two years of
professional experience (with demonstrable learning competencies); or
• 3-years Bachelor’s pass degree plus Graduate Diploma; or • 4-years or more Bachelor’s pass degree plus at least two
years of professional experience (with demonstrable learning competencies)
Attached (Attachment K) for the Board’s consideration is a request from the Faculty of Law which seeks exemption, based on national/international best practice, for offering a 48 credit points Master of Laws following completion of a 3 years bachelor’s pass degree. For discussion.
9. PROPOSED AMENDMENT TO UNDERGRADUATE DEGREE COURSE RULE 15 – Ref F36453
By way of background, Rule 15 of the Undergraduate Degree Course Rules for the Bachelor of Philosophy (Hons), which was approved by Academic Council by R132/12, includes the following:
“(1) Subject to (2) to (4) inclusive, to make satisfactory progress in a calendar year a student must achieve at least a credit pass in all units in which they remain enrolled after the final date for withdrawal without academic penalty.

(2) A student must normally achieve a weighted average mark of at least 80 calculated as an average of the student’s best six unit results in each of their first two academic years, subject to (3), and a weighted average mark of at least 75 for the student’s best six unit results in their third academic year.”
Rule 15(2) of the Undergraduate Degree Course Rules for the Bachelor of Philosophy (Hons) is in line with Council’s approval (by R233/11 and R132/12) of the following:
• “to make satisfactory progress, the level of achievement to be attained by students in the first or second academic years of the BPhil(Hons) course is a WAM of at least 80 in six out of eight units undertaken;
• to make satisfactory progress, the level of achievement to be attained by students in the third academic year of the BPhil(Hons) course is a WAM of at least 75 in six out of eight units undertaken; and
• to be eligible to apply to transfer to the BPhil(Hons) on completion of Level 1 units to the value of 48 points, the level of achievement to be attained is a WAM of at least 80 in six out of eight units undertaken”.
At its meeting of March 2013, the Board of Coursework Studies considered a proposal, as recommended by the Board of Studies for the Bachelor of Philosophy (Hons), which suggested that Rule 15 of the Undergraduate Degree Course Rules be amended by deleting Rule 15(1). The proposal from the Board of Studies arose from recommendations of the Academic Progress Review sub-Committee for the BPhil (Hons) which had expressed the view that the introduction of a credit grade in Rule 15(1) as the primary criterion for progression was in conflict with Rule 15(2) in which the criterion was a WAM from the best six out of eight results. In addition, the sub-Committee had been concerned that it was possible under the current rules for a student to be excluded from the BPhil(Hons) course on the basis of having a mark below 60 in a single unit.
In providing its feedback on the proposed amendment, the Board of Coursework Studies “expressed a concern that the proposed deletion of Rule 15(1) would set a minimum threshold that might be too high. Further, the proposed deletion of Rule 15(1) might imply that it would be acceptable for students to fail in the two units which did not count towards the calculation of the WAM.”
Further to the Board’s feedback, the then Academic Coordinator for the Bachelor of Philosophy (Hons) provided a response which suggested that according to Rule 15(1) a student who satisfies Rule 15(2) by achieving a WAM of 80 calculated as an average of the student’s best six unit results, but obtains only a pass in another unit will fail to make satisfactory progress. Consequently, this may result in the student’s exclusion from the course.
At its meeting held on 24 April 2013, the Steering Committee of Academic Council agreed that the documentation provided by the Coordinator was insufficient for Council to make any informed decision. Further, it was agreed that the rationale provided for deleting Rule 15(1) was not sound. Rule 15(1) could still remain as the minimum requirement that students must meet to make satisfactory progress and Rule 15(2) should be viewed as an additional requirement. Therefore, the steering Committee was not convinced that Rules 15(1) and 15(2) were contradicting each other.
Further, the Chair of the Academic Council Steering Committee queried the rationale for setting a WAM of 80 for the first two years and a WAM of 75 for the third year. It was suggested that this be reviewed with a view to developing a simple satisfactory progress rule. The Steering Committee agreed that a small working party convened by the Dean of Coursework Studies and comprising the following members be set up to review Rule 15 of the Undergraduate Degree Course Rules for the Bachelor of Philosophy (Hons) and make a recommendation to the Academic Council via the Board of Studies for the Bachelor of Philosophy (Hons) and the Board of Coursework Studies: Prof Cara MacNish – as nominee of the Chair of Academic Board and Mr Jon Stubbs – as nominee of the Registrar.
At its meeting of June 2013, the Board of Studies for the Bachelor of Philosophy (Hons) considered the report presented by the working party, and agreed with its recommendation that rule 15 should be amended to require students maintain a course weighted average mark of at least 75. BROADENING UNITS – Ref F28106, F36524 Broadening Units “are offered in one or more areas of knowledge that do not include the area of knowledge in which a student’s degree-specific major is offered”. Section 4 of the University Policy on Undergraduate Degree Courses specifically relates to broadening units, and clause 4.1 states the following:
“4.1 Subject to 4.6, a student is required to complete at least four broadening units with at least one unit from ‘Category A’ and the remainder chosen from either ‘Category A’ or ‘Category B’. 4.1.1 ‘Category A’ comprises units approved by the Board of Coursework Studies that have as their main focus some aspects of the globalised and culturally diverse environment in which graduates will be living and working. 4.1.2 ‘Category B’ comprises potentially all other units that faculties are willing to offer to students from across the University, and that are approved for this purpose by the Board of Coursework Studies, provided that the student meets any prerequisites attached to the unit.”
10.1. Clarifying principles relating to ‘permissible substitutes’ for ‘Category A’ broadening
units – Ref F36524 Clause 4.6 of the University Policy on Undergraduate Degree Courses states the following:
“4.6 Permissible substitutes for ‘Category A’ broadening units are – (a) An approved Study Abroad / Student Exchange program for credit; or (b) A LOTE unit except if it forms part of the disciplinary field of the student’s degree-
specific major.” Further to its discussion at its meeting of March 2013 (Attachment M), the following clarifications relating to clause 4.6 are provided for the Board’s consideration: Clarification relating to LOTE and units undertaken as part of a Study Abroad / Student Exchange program: (i) A LOTE unit undertaken as part of an approved Study Abroad / Student Exchange program receives
credit for meeting requirements of a ‘Category A’ broadening unit even if it is in the disciplinary area of the student’s degree-specific major.
(ii) All broadening requirements can be met by completing, as part of an approved Study Abroad / Student Exchange program, units within the disciplinary area of the student’s degree-specific major.
Further to the above clarification it is proposed that: (iii) students undertaking any of the language majors as a degree-specific major cannot count a LOTE
unit in another language as a ‘permissible substitute’ for ‘Category A’ broadening unit, except if taken as part of an approved Study Abroad / Student Exchange program.

“The Board (BA) noted that VISA2283 Rome would involve teaching on-site in Rome for a period of two weeks. The Board agreed that proposed academic objectives and content of VISA2283 Rome does not have as its main focus some “aspects of the globalised and culturally diverse environment” and therefore, does not meet the requirements of a ‘Category A’ broadening unit. It also felt that the overseas experience for two weeks might be insufficient to brand VISA2283 Rome as a unit offered as part of an approved study abroad program for credit. However, the Board agreed to transmit its feedback to the Board of Coursework Studies for consideration of VISA2283 Rome as a ‘permissible substitute’ for satisfying the requirements for ‘Category A’ broadening units.”

The Board will note that Academic Board by R09/13 resolved to approve:
“That the University review, revise and develop its Cycle 2 (Masters) and Cycle 3 (PhD) programs during 2013, and begin to bring new programs to market in 2015”.
As a preliminary step towards establishing a process for reviewing Cycle II coursework courses, the Deputy Vice-Chancellor (Education) and Chair of the Board of Coursework Studies convened an informal meeting with the Faculty Deans who had raised a number of issues including the need to simplify postgraduate coursework rules. As a way forward, it was agreed that the Dean of Coursework Studies and the Executive Officer for the Board of Coursework Studies will review, in consultation with Deans and other relevant stakeholders, the key principles governing Cycle II coursework courses and structure of the named and generic degree master’s courses. 3. MODUS OPERANDI FOR THE BOARD OF STUDIES (BACHELOR OF DESIGN) – Ref F50125 In accordance with the Committee’s practice, the Chair briefly outlined the role of the Committee and the expectations of its members, which are guided by the following University policies and practices: • Principles for the Operation of Committees • Rules for the Operation of Committees • University Committee Members’ Code of Conduct • The Effective Committee Member It was noted that the “Information Package: A Handbook for Members of the Board of Studies” had been circulated to new members and had been made available on the web for reference by all members. The Chair noted that the Board of Studies (Bachelor of Design), as a standing committee of the Board of Coursework Studies, is subject to annual review by its members. Members had before them the review report from 2012, comprised by the Institutional Research Unit, and noted the following: • That the Board had performed reasonably well with regard to managing changes and expectations
as a result of the implementation of New Courses. • That the Board had played an important role in facilitating discussions and negotiations across
faculties with regard to new proposals. RESOLVED – 3/13 that the 2012 Survey Report be forwarded to the Board of Coursework Studies for information.

Introduction In December 2012/January 2013, members of the Boards of Study were asked to evaluate their board’s performance during the past year. This report presents the results of the survey of the 8 members of the Board of Studies (Bachelor of Design). Given the small number of respondents, caution is recommended when interpreting these results. Summary Responses to the online survey were received from 4 members of the Board of Studies (Bachelor of Design), a response rate of 50% (c.f. 55% for all boards of study combined). In this survey, the structured items requested a response on a 4-point scale. The percentage of responses in the top two categories of the scale is a simple measure of performance (the higher this percentage the better). Overall, members rated the performance of the Board of Studies (Bachelor of Design) very positively: across all 29 structured items, 111 of 113 responses received were in the top two categories, i.e., 98% of responses were in the top two categories (c.f. 93% for all boards of study combined). For an individual item, where there are less than 70% of responses in the top two categories it suggests a need for improvement on that item. In this survey of the Board of Studies (Bachelor of Design), there no such items: each item had 100% of responses in the top two categories. Detailed results, including respondents’ comments, are presented below. A copy of the survey form is attached.

I cannot really remember an 'induction' as such. The members - and Kabilan and Ian Reid - have always been very
helpful in providing orientation and guidance.
I arranged a hand-over with the person i was replacing which was very useful and at my first meeting I was introduced and made very welcome by the Chair and other members.

While this wasn't necessarily a formal conversation, the EO and chair were supportive in explaining the processes and
norms.

There have been times when one or two members have tried to push the Board towards issues outside its proper scope, and/or have introduced intra-faculty debates. The Chair and Deputy Chair have managed these difficulties well, ensuring that the Board maintains a university-wide perspective.

Although I joined the (I) BOS in early 2011 and we did not meet during 2012, I felt that I was able to contribute to
appropriate issues in a meaningful way.

Hard to answer these questions because there were very few meetings of this Board in 2012, and even matters dealt with by circulation were not numerous.

Again, difficult to give a collective answer because not much business needed to be transacted and the skills etc. of
members were variable anyway.

With the absence of Kate Hislop, the majority of our business has been processed via e-mail in 2012. The comments here refer mostly to the short period of time Kate was Chair of our board. BoS (Design) business has been relatively sparse in 2012 and while e-mail is often an inefficient way of conducting consultation, I believe considering the small volume of issues, it was preferable than a series of meetings to resolve only one or two issues at a time.
So few meetings in 2012 make it somewhat difficult to evaluate the performance of the Board.

EXTRACT FROM THE MINUTES OF THE BACHELOR OF SCIENCE BOARD OF STUDIES MEETING HELD ON TUESDAY, 20 MAY 2013 AT 10AM IN THE CHANCELLOR’S ROOM
2. MODUS OPERANDI FOR THE BOARD OF STUDIES (BACHELOR OF SCIENCE) – Ref F50115 In accordance with the Committee’s practice, the Chair briefly outlined the role of the Committee and the expectations of its members, which are guided by the following University policies and practices: • Principles for the Operation of Committees • Rules for the Operation of Committees • University Committee Members’ Code of Conduct • The Effective Committee Member It was noted that the “Information Package: A Handbook for Members of the Board of Studies” had been circulated to new members and had been made available on the web for reference by all members. The Chair noted that the Board of Studies (Bachelor of Science), as a standing committee of the Board of Coursework Studies, is subject to annual review by its members. Members had before them the review report from 2012, comprised by the Institutional Research Unit. Members noted that one of the comments stated that “there are too many committees and too many layers”. Members were informed that the annual change process and the fast track change request process had been introduced to expedite and streamline curriculum approval process. It was noted that the Committee structures would be reviewed by the Deputy Vice-Chancellor (Education) in the future and the Board would be updated on any developments.
RESOLVED – 2/13 that the 2012 Survey Report would be forwarded to the Board of Coursework Studies for its information.

Introduction In December 2012/January 2013, members of the Boards of Study were asked to evaluate their board’s performance during the past year. This report presents the results of the survey of the 10 members of the Board of Studies (Bachelor of Science). Given the small number of respondents, caution is recommended when interpreting these results. Summary Responses to the online survey were received from 5 members of the Board of Studies (Bachelor of Science), a response rate of 50% (c.f. 55% for all boards of study combined). In this survey, the structured items requested a response on a 4-point scale. The percentage of responses in the top two categories of the scale is a simple measure of performance (the higher this percentage the better). Overall, members rated the performance of the Board of Studies (Bachelor of Science) very positively: across all 29 structured items, 131 of 144 responses received were in the top two categories, i.e., 91% of responses were in the top two categories (c.f. 93% for all boards of study combined). For an individual item, where there are less than 70% of responses in the top two categories it suggests a need for improvement on that item. In this survey of the Board of Studies (Bachelor of Science), there was 1 such item.
