7:00 p.m.
The Cherokee County Board of Education called its regular meeting to order at 7:00 p.m. on Thursday, March 15, 2018 in the School Board Auditorium at the Dr. Frank R. Petruzielo Educational Services Facility, 1205 Bluffs Parkway, Canton, Georgia. Present were: School Board Chair Kyla Cromer; Vice-Chair Mike Chapman; Members John Harmon, Clark Menard, Patsy Jordan, Kelly Poole and Robert Rechsteiner; Superintendent Dr. Brian V. Hightower; and, Attorney Tom Roach. Call to Order The call to order by Kyla Cromer was followed by the
Pledge of Allegiance to the Flag of the United States of America, led by Johnston ES students John Allen Graham and Kendall Graham.
A brief inspiration was provided by Clark Menard.
Approval of Agenda On a motion by Mike Chapman seconded by Kelly
Poole and carried, the Board unanimously adopted the Superintendent’s recommended agenda (7-0 vote).
Minutes for Approval On a motion by Clark Menard seconded by Robert
Rechsteiner and carried, the Board approved the minutes from the February 15, 2018 School Board Meeting (7-0 vote).
Consent Agenda Following identification of those agenda items, Board
Members and members of the public indicated they would like considered separately, a motion was made by Robert Rechsteiner, seconded by Kelly Poole and carried, to approve the Consent Agenda, for the remaining items - identified by asterisks (7-0 vote).

School Board Recognition of Woodstock High School Principal Mark Smith as the Georgia Library Media Association's Distinguished Administrator of the Year
Woodstock HS Principal Mark Smith's dedication to his school's media center recently earned him the Media/Library Association's Administrator of the Year Award! On March 9, he was surprised with the award by students, administrators, media specialists and his family in the Woodstock HS media center.
Woodstock HS Media Specialists Jennifer Cogdill and Kimberly George nominated Principal Mark Smith for the award, the first one ever given by the GLMA!
GLMA implemented the award to recognize those administrators, outside the library profession who, through individual leadership and sustained effort, have made worthy contributions to the operations of effective school library services and to advancing the role of the school library in the educational program. In addition, it recognizes the responsible and influential role of those administrators that aid in developing successful school library programs.

Sponsored by ITEEA and Goodheart-Willcox, The Teacher Excellence Award is one of the highest honors given to technology and engineering education classroom teachers and is presented in recognition of their outstanding contributions to the profession and their students.
Nominees are vetted by a committee that choses the applicants at the elementary, middle and high school level who each best exemplifies excellence in teaching by utilizing activities/instruction that meet or exceed accepted state/national technology and engineering standards.
Honorees “serve as models for their colleagues and who could form a leadership core to affect change in the field,” according to the Association, and receive access to professional development and educational networks.
Ms. Bailey will be officially awarded her honor at the Association's 80th annual conference to be held in Atlanta later this month.

Recognition of Cherokee County School District Counselors of the Year
School Board Recognition of Cherokee County School District Counselors of the Year
In recognition of a very talented and dedicated group of employees, the Cherokee County School District initiated a Counselor of the Year program beginning in the 2010-11 School Year. A Counselor of the Year is selected for each Innovation Zone, and a panel of retired educators select the CCSD Counselor of the Year from this pool. Recipients are selected for: inspiring students of all backgrounds and abilities to be productive; earning the respect and admiration of students, parents and colleagues; and demonstrating leadership, advocacy and collaboration in their work. The 2017-18 CCSD Counselor of the Year is Rod Metcalf of the Woodstock Zone. He was hired as school counselor for Woodstock Middle School in August of 1996. He now will represent CCSD in the Georgia Counselor of the Year competition. The 2017-18 Innovation Zone Counselors of the Year are: Cherokee Zone: Mable Ferry of Hasty ES Fine Arts Academy; Creekview Zone: Allison Landreth of Macedonia ES; Etowah Zone: Donna Ratliff of E.T. Booth MS; Sequoyah Zone: Lori Waycaster of Indian Knoll ES; and River Ridge Zone: Madonna Mezzanotte of Little River ES.

Common Sense, a national nonprofit organization focused on educating students and parents about digital media safety, honors educators and schools for preparing students to avoid online dangers such as plagiarism, loss of privacy and cyberbullying.
The school as a whole previously has been named a Common Sense Certified School by the organization, and its certification recently was renewed for a second year.

Sarah Oburu, a freshman at Etowah High School, has been selected for the Academy's Class of 2018.
Only 100 high school students from across the country are selected annually for the program, which includes a four-day conference at Walt Disney World.
The conference includes interactive career sessions focusing on field including animation, culinary arts, entertainment, entrepreneurship, journalism, medicine and zoology, and the opportunity to develop their networking and interviewing skills.

School Board Recognition of Cherokee High School Speech and Debate Team Members as 2018 National Speech and Debate Tournament Qualifiers
Three Cherokee High School Speech and Debate Team members recently qualified at the regional and State championships and are now headed to compete at the 2018 National Speech and Debate tournament in Ft. Lauderdale, Fla. from June 17 to 22.
The Speech and Debate Team is coached by teacher Jamie Wills, who was named the 2018 Georgia North Mountain District Coach of the Year, and led the team to be recognized as a Leslie Watkins School of Excellence for its success in qualifying students for State competition.
Junior John Peterson won third place in Congressional Debate at the regional Georgia North Mountain District meet and will compete in this category at Nationals. He also won third place overall at the State competition for Lincoln Douglas Debate.
Juniors Anne Greer and Sean Howell were selected at the regional event to compete in the World Schools Debate at Nationals, and both won top speaker awards at the State event. Anne also was recognized as one of the top eight Lincoln Douglas Debaters in Georgia.

Recognition of CCSD Region and State Technology Fair Winners
School Board Recognition of CCSD Region and State Technology Fair Winners
More than 200 students put their tech skills to the test at the region technology competition held February 3 at River Ridge HS. The competition was organized and led by Canton ES STEM Academy Assistant Principal Valerie Lowery and Little River ES Assistant Principal Laura Akers. The Georgia Educational Technology Fair includes 16 categories of competition for students in grades 3-12, with five bands of grade levels within each category (grades 3-4, 5-6, etc.).
Forty-six CCSD students won first place in their respective categories at the region level of the Georgia Educational Technology Fair, earning a spot at the state competition that was recently held in Macon at Middle Georgia State University. Six students placed first, second of third at the State competition.

Two Sequoyah High School Automotive Technology SkillsUSA Team members placed at State competition, with one named State Champion! Senior Spencer Mann was named the State Champion for Automotive Service Technology at the Georgia SkillsUSA statewide competition and now is headed to the National competition in June in Louisville, Ky. For the contest, students proceeded through 10 challenges that tested their knowledge of skill areas and proper procedures. The scenarios presented as part of the challenge were a surprise to the students. The students were judged by trainers from BMW, Subaru, Honda, and Mercedes Benz. Sophomore Jacob Allred finished third in the Power Service Technology contest, which tests students' knowledge of small engine technology through 10 stations of challenges, with judging by Honda and Briggs & Stratton trainers.

Recognition of Creekview High School and Woodstock High School Students for Georgia 4-H Achievements
School Board Recognition of Creekview High School and Woodstock High School Students for Georgia 4-H Achievements
The 4-H District Project Achievement Public Speaking Competition, a contest for 7th-12th grades, is designed to teach subject mastery and prepare students for their future. At the recent competition, there were 4-H'ers from 39 different counties who attended to compete with their 4-H projects. There were 33 middle and high school participants from Cherokee County. CCSD took home six first-place wins, seven second-place wins and four third-place wins.
Creekview HS senior Lukas Freeman and Creekview HS sophomore Sam Tidd will be advancing to the State competition in Atlanta this summer.
Woodstock HS Freshman Chandler Stevenson was elected to the 2018-19 Northwest District 4-H Board of Directors. He will be representing 33 counties in the Northwest District at various events throughout the year. Some of his main responsibilities will include: assisting in planning 4-H events such as Northwest District Junior/Senior Project Achievement, State Council and Senior Conference. This is one of the highest leadership positions that a 4-H'er can receive in Georgia 4-H.

One of the School Board's Major System Priorities is increasing parental and community involvement through public engagement policies and practices that treat parents, businesses, community-based organizations and agencies, local institutions of higher learning and other public entities as true partners in the educational process.
Accordingly, the Partnership Agreement with Waste Management of Metro Atlanta, Inc. specifies one $5,000 scholarship will be awarded to a graduating senior from a CCSD high school each year; the designated school will rotate annually, and the Class of 2018 school is Cherokee High School. Applications were solicited by CCSD and forwarded to the Pine Bluff Community Advisory Board for consideration. A subcommittee of this group, consisting of community, Waste Management and CCSD representatives, reviewed and scored the applications based on the criteria specified by Waste Management, Inc. Haley received the highest ranking and was selected to receive the 2018 scholarship in the amount of $5,000. This year is the 11th anniversary of the Waste Management/Pine Bluff Landfill Scholarship!

PARTNERSHIP AGREEMENT
BETWEEN
THE CHEROKEE COUNTY BOARD OF EDUCATION
AND
BETHESDA COMMUNITY CLINIC
This agreement entered into on this 19th day of April, 2012 19th day of April, 2018 by and between the Cherokee County Board of Education, hereinafter referred to as the “School Board” and Bethesda Community Clinic, hereinafter referred to as BCC.
WHEREAS, the School Board’s mission is to enable all students to become contributing citizens who can communicate effectively, gather and use information, make responsible decisions and adapt to the challenges of the future educate the emerging generation through learning environments designed to increase the performance of all students; and,
WHEREAS, one of the School Board’s Major System Priorities is to increase parental and community involvement through public engagement policies and practices that treat parents, businesses, community-based organizations and agencies, local institutions of higher learning and other public entities as true partners in the educational process; and,
WHEREAS, BCC’s mission is to demonstrate the compassion of Christ by providing quality healthcare to those in need, to be a healthcare home for people in need of affordable care, and a solution for our growing county’s burdened healthcare system; and,
WHEREAS, BCC is a non-profit community health care provider located in Holly Springs, Georgia; and,
WHEREAS, BCC is a primary care provider offering free medical care for citizens of Cherokee County. Additionally, BCC offers low-cost healthcare services for those who are uninsured or underinsured in Cherokee County; and,
WHEREAS, BCC is working with other agencies in Cherokee County to engage the community and assist in providing care to patients in need.
Now, therefore in consideration of the covenants and conditions set forth herein the parties agree as follows:
ARTICLE I
The parties agree that the foregoing recitals are true and correct and incorporated herein by reference.
ARTICLE II
The School Board will:
1. Promote BCC programs and events through existing communication channels, as permitted by School Board policy.
2. Provide referrals to BCC when applicable. 3. Explore/pursue joint grant and professional development opportunities in both
parties’ best interest.
ARTICLE III
BCC will:
1. See patients, referred by the School Board to BCC for services, in a fashion consistent with BCC’s vision and consistent with BCC’s methods of providing services.
2. Explore/pursue joint grant and professional development opportunities in both parties’ best interest.
3. Accept all children/interested participants for participation within its programs without regard to their gender, race, political affiliation, age, national origin or handicapping condition or any other discrimination recognized and prohibited by State or Federal Law. Children/participants with handicaps must be provided all necessary levels of supervision and must be included within the activities of the partnering organization. As a result of this partnership agreement, BCC must adhere to all local, State or Federal laws regarding education.
4. Agree to hold harmless and indemnify the School District against any claims,
demands, losses or damages, including reasonable attorney’s fees, which may arise as a result of this contract.
ARTICLE IV The term of this contract is April 19, 2012 through April 19, 2013 April 19, 2018
through April 19, 2019. This contract shall automatically renew for additional terms not
to exceed five years unless either party notifies the other at least 60 days prior to renewal date.
ARTICLE V
This contract may be terminated by either party upon thirty (30) days written notice to the other party with or without cause. All notice of this contract shall be given to the Superintendent of Cherokee County Schools at 110 Academy Street PO Box 789, Canton, Georgia 30114, and to the Executive Director of Bethesda Community Clinic at 107 Mountain Brook Dr., Suite 100, Canton, GA 30115. General Fund For the month ending March 31, 2018, the ninth month of the 2017-18 Fiscal Year, the School District’s Operating Account (General Fund) has received $293,384,503 in revenue (year-to-date) consisting of state funds of $124,398,595 (60% of budget), $153,762,490 local taxes (95% of budgeted amount), and other funds of $15,223,418 (86% of budget). All operating expenditures of $267,402,963 (70% of budget) are within the Board of Education’s approved 2017-18 budget. Capital Outlay The Capital Outlay Fund balance of $0 as of March 31, 2018 reflects proceeds of bond sales for capital outlay purposes less refundings of bonds, bond issuance costs, and capital outlay expenses paid from fiscal year 2010 to March 31, 2018. The next bond issuance is scheduled for early May, 2018, at which time proceeds will be reflected in the Capital Outlay Fund. Current SPLOST For Fiscal Year 2017-18, the Cherokee County School District received $2,610,220 in March 2018, for the month of February 2018, the 2nd month of 60 monthly sales tax collections for the 2018-2022 SPLOST. Collections received were above projections (detail included) for the month by $40,709 and above cumulative projections by $512,080. Excess SPLOST collections are added to the Debt Service fund balance as a safeguard against future negative economic conditions, assuring the School District can meet future bond payments.

Sale of 2018 General Obligation Bonds for Voter-Approved SPLOST Purposes
School Board Consideration of Superintendent's Recommendation for Financial Consultants to Prepare, Price and Tentatively Market the Sale of General Obligation Bonds for Voter-Approved SPLOST Purposes
The Board is requested to approve and authorize its managing underwriter, Citigroup Global Markets Inc., to prepare, price and tentatively market up to $42,500,000 in General Obligation Bonds, in accordance with voter approval of the Ed SPLOST Referendum on November 8, 2016. Proceeds are to be used for voter approved capital outlay projects, including turf installation, Boston ES parent drive, major repairs/renovations, Mill Creek MS addition, technology equipment and infrastructure and security upgrades. At the May 3, 2018 School Board Meeting, Citigroup Global Markets, Inc. will present to the Board the pricing results of these bonds and request that the Board adopt the Series 2018 Bond Resolution and sign the Bond Purchase Agreement for the purpose of funding the Board-approved projects. Proceeds from the sale of these bonds will be subsequently transferred to an escrow account held at Regions Bank in the School District's name and used to pay for ongoing capital outlay projects over the next 18 months.

Special Lease Agreements
School Board Consideration of Superintendent's Recommendation for Approval of Special Lease Agreements
Pursuant to the School Board's Community Use of System Facilities Policy (KG), special lease agreements applicable to non-school allied groups (users applying for extended use of school facilities who are required to pay rental fees) and for-profit summer camps, summer recreational leagues and/or any activities where Cherokee County School District employees are compensated, must be recommended by the Principal to the Superintendent for consideration of approval by the School Board prior to use of the facility. Extended use is defined as an event involving two or more consecutive days or for recurring activities. Attached is a synopsis of detail of the special lease agreements, which adhere to the guidelines stipulated for such use and which have been approved by the Principal and Superintendent.
