Economic Development Advisory Board
November 2, 2016
The Economic Development Advisory Board (“EDAB”) met in a regularly scheduled meeting. The meeting came to order at 8:30 a.m. at the Lake Shore Hospital Authority Building. Committee Members Present:
Bucky Nash, Terry Dicks, Stephen Douglas, Wendell Johnson, Glenn Owens, Gus Rentz and Scott Ward.
Committee Members Absent:
Jeff Simmons and Marc Vann Others Present: EBAD Director Glenn Hunter and County Attorney Joel Foreman Minutes MOTION and second to approve the EDAB minutes of October 5, 2016. The motion carried unanimously. Financial Reports MOTION and second to accept the Financial Reports for the month ending August 2016. The motion carried unanimously. The report is attached to the original minutes. Old Business Business Incentive Program Guidelines Director Hunter gave an update on the newly formed committee meeting that took place October 11, 2016. He presented the plan that the committee worked on. He asked this Board for suggestions and comments.
Discussion ensued. Strategic Plan Director Hunter gave a brief overview of the current plan. He requested the Chairman to appoint a committee to work toward updating this plan. He would like the confidentiality of projects be defined in this plan.
Chairman Nash appointed himself, Director Hunter, Board Member Terry Dicks, Board Member Stephen Douglas and City Manager Wendell Johnson to a committee for the development of an updated Columbia County Strategic Plan. New Business None. Next Meeting
The next meeting will be held on December 7, 2016 at 8:30 a.m. Adjournment There being no further business, the meeting adjourned at 9:40 a.m.

INDUSTRIAL INCENTIVE SCORE CARD
PROJECT CRITERIA POINTS TARGET INDUSTRY Companies that are listed as a targeted industry within the Columbia County 2.0 Strategic Plan 2014-2018 (Top 10 Targeted Industry Sectors)
CAPITAL INVESTMENT Points shall be awarded based on Capital Investment of 2.5M-2.9M 1.0 new construction costs (excludes real property acquisition) 3M-4.9M 2.0 5M-9.9M 3.0 10M and Up 4.0
SIZE OF FACILITY ADDITION Points shall be awarded based upon the size of the facility addition or the new construction square footage 20,000 - 30,000 SQ FT 1.0 30,001- 40,000 SQ FT 2.0 40,001 -and up 3.0
NEW EMPLOYMENT Points shall be awarded based on new full-time equivalent jobs 20 FTE 1.0 to be created in Columbia County 21 – 30 FTE 2.0 31 - 50 FTE 3.0 51 or more FTE 4.0
WAGE RATES Points shall be awarded for wages paid above the County’s average wage rate 115% TO 119.9% 2.0 120% TO 124.9% 3.0 125% PLUS 4.0 Financial Incentives derived through the accumulation of points based on the criteria above shall be considered to receive the following incentives:

COLUMBIA COUNTY STRATEGIC PLAN 2017-2022
INTRODUCTION This strategic plan is a result of the Enterprise Florida (EFI)/Florida Department of Economic Opportunity (DEO) Next Level grant program. The grant was received in Q1 of FY 2013-14 and was completed in Q4. R developmentesearch, stakeholder meetings/workshops, economicadvisory board leadership and city and county government support have contributed to this plan for economic development in Columbia County (originally 2014-2018).
COLUMBIA COUNTY: THE GATEWAY TO FLORIDA Urban access with a rural quality of life are important characteristics to the businesses andresidents sea or a of Columbia County. Whether your products travel by truck, rail, air,combination – Columbia County has the infrastructure to serve you. Interstates 10 and 75 along with US Highways 90, 41, 441 and State Road 100 comprise the highway network. The county also has access to two Class 1 railroads owned by CSX and Norfolk Southern, and a municipal general aviation/industrial air park with an 8,000-foot runway.
The JAXPORT foreign trade zone (FTZ) in nearby Jacksonville, FL extends to Columbia County and is an attractive asset of the McCallum-Sweeney certified 2600-acre North Florida Mega Industrial Park. This Weyerhaueser development offers:
-2,622 acres designated as a Mixed-Use District with approval for up to 8 million square feet of industrial use, 100,000 square feet of commercial use, and 300 dwelling units
-Proximity to a strategic regional intermodal transportation network including Class I rail,interstate highways, international and general aviation airports, and deep water port access
-Geographical reach to southeastern US markets including special site designations, surveys and studies:

Workforce development is top of mind for our county staff, elected officials, educational system and business leaders. The Columbia County school system operates an active Global Logistics Academy with full articulation into Florida Gateway College where students can achieve Logistics & Transportation Specialist certification and Supply Chain Management AS degree, as well as an Aviation Academy.
