Project Summary
• To establish an Independent Brokerage Service to support the extension of Direct Payments and the development and use of Individual Budgets.
• The project will be run by a coalition of vol/com sector partners acting together as a consortium with a lead body [Age Concern Barnsley] to build capacity of vol/com sector organisations and local communities to develop & deliver flexible and accessible brokerage services.
• IBS will support vol/com sector partners with the recruitment, training, registration and accreditation of Brokers. With this support vol/com sector organisations (members of the consortium) will develop and manage Brokerage Services.

What does this mean to providers and what do we need to think about for the future?
1. How do providers develop our existing services and supports that both self funded and people with individual budgets and personal budgets would want, to embrace self directed support.
2. How do providers develop new services and supports that both self funded and people with individual budgets and personal budgets would want.

Challenges and OpportunitiesChallenges
As things stand at the moment we in effect have one commissioner. As personalisation develops we will be dealing with several hundred individuals who will be purchasing/commissioning their own services as customers in the market place.
We need to develop unit costings for all of our services – A menu and tariff of what is available.
We need to manage a mixed economy of block contracts and individual budgets and work through the transition.

Challenges and Opportunities cont’
Challenges
We need to think about how we ensure payment of invoices from individuals who are self funding.
We need to think about quality control.

Will Commissioners commission in new ways?
Will providers like us be more transparent in how we charge for our services?
Will Social services change their ways of working?
Will families and carers want to take on new roles and responsibilities?
Will we all be willing to share our power, listen to each other, and work together so everyone has the opportunity to experience self directed support?

Visions of Possibility:
1. ACB could develop a role for community facilitators, who would support individuals to get out and about in their local community.
2. ACB could further develop the shopping service using volunteers to support people to do their own shopping, support the persons independence.

Together we are better
Research, reflect and reshape.
All work together to find solutions
Not giving up when faced with challenges
Support people in the way they want to be supported
Form meaningful partnerships
Ongoing Openness and honesty
Remain Resolute
Map the local community
Always remember - people are experts by experience
Test new ideas
Information is the key, find effective ways of sharing it
Open peoples minds, change peoples hearts
Never lose sight of the vision to shift the power
It’s your turn to put the Blue Sky thinking into action……
