    1 GENERAL 1.1 Scope

    The scope of this specification is the description of the paint system (Including preparation, painting work and the inspection of paint) for piping, equipment, steel structures, supports, tanks, machinery, to be carried out for AL AMMARA 4 x 125MW 9E Gas Turbines Power Plant.

    2 CODE AND STANDARDS Materials, manufacturing, inspection and testing shall comply with the latest edition of the following Standards or equivalent internationally recognized Standards:

    3 PAINTING PROCEDURE 3.1 General

    The scope of these prescriptions is to establish materials and workmanship such as to ensure a first quality and homogeneous work. Such prescriptions are summarized on a general painting schedule. The Contractor shall forward to EMPLOYER its own painting schedule, made on the basis of the prescription of the present chapter. The Contractor schedule shall include description of each part with relevant shop and site painting treatments and an affidavit of compliance, stating that all materials and work will comply, or have complied, with the applicable requirements of these Specifications. Parts to be painted, with relevant painting prescriptions, are indicated in the painting schedule. The prescriptions shall be applied to all minor parts which are included in the Supply even if not mentioned in the schedule. Surface of stainless steel, copper and copper alloys, rubber, glass and surfaces to be embedded in concrete need not be painted, unless otherwise specified. Any part of the Supply that shall have to undergo a special painting, will be specifically mentioned in the various Sections of the Technical Specifications. Painting will be carried out in accordance with the instructions and recommendations of the paint manufacturers, as approved by EMPLOYER. Any equipment that is not likely to be damaged during erection shall be finish painted at the shop, while it shall be primed and top coated only, whenever the erection shall be deemed to damage the paint. Such equipment shall be finish-painted (or intermediate and finish-painted) at site by the Contractor, after erection has been completed. Shop painting shall be protected against damages during transport by wooden pads or other suitable means. Nevertheless, the Contractor shall furnish the paint for any touch up that will be required after the erection has been completed. The paints to be supplied for the site painting shall not be less than one hundred and twenty percent (120%) of the estimated required quantity.

    3.1.1 Surface to be painted Steel structure & supports

    All uninstalled carbon & low alloy piping & fittings and including painting of

    identification marks.

    All un-insulated equipment like columns, vessel, storage, tanks.

    3.1.2 Surface not to be painted Stainless steel, copper, bronze, brass, aluminum or glass surfaces, plastic or

    coated materials.

    Insulated surface of equipment, pipes except color coding wherever required.

    3.2 Surface Preparation All surfaces required to be painted, either at the shop or at site, shall be thoroughly cleaned so as to remove, even where access is difficult, any dirt and foreign matter and to obtain a smooth and dry surface. In the preparation of metal surfaces, all welds, beads, blisters and any defect shall be smooth ground and pits and dents compound filled to obtain a clean and smooth surface. Ferrous metals shall have all rust, dust and scale removed by sand-blasting. Oily and greasy surfaces shall be cleaned using suitable solvents and dried with compressed air blows. In any case the state of surfaces shall be in accordance with the SSPC Standards requirements. Non ferrous metals and galvanized steel shall be thoroughly cleaned by solvent, by washing and/or brushing. All metallic machined surfaces and surfaces not required to be painted shall be covered with a protective coating of wax or oil. Unassembled pins and bolts shall be oiled and wrapped with moisture resistant paper or protected by other suitable means. The interior surfaces of piping, valves and other parts that have to undergo hydraulic tests shall be painted before such test, unless otherwise specified. All the protective coatings shall be effective against salt air in the case of transport by sea and shall be easily removable, if required.

    3.3 Paints and Painting Equipments The paints and the paint products shall be a standard type of well-known manufacturer, and a reference list of past performances in similar power plants shall be submitted to EMPLOYER by the Contractor. All paints used shall be produced by the same manufacturer where possible and the Contractor shall however be responsible for the choice of compatible coatings. Painting equipment shall conform to paint manufacturers recommendations. Materials shall be delivered to the site in the manufacturer sealed container, bearing the manufacturer labels indicating type and grade of content.

    3.4 Application of Paint General Standards The prime coat shall be applied immediately following blasting and cleaning, before any condensation might occur on the prepared surface. No paints shall be applied over dust, grease, oil or other incompatible matter. No paints shall be applied during rainy or foggy weather, when the air

    temperature is below 10C or above 40C or when the surface temperature is below 5C or above 50C, and when air relative humidity is over 80% or air temperature is less than 2.5C above the dew-point. Paints shall not be applied even if the above conditions are forecast to prevail within one day from scheduled paint application. Enclosures and heating shall be provided as necessary to prevent dust circulation, to achieve required temperature and to protect the finished surfaces. The time schedule for successive coats of paint shall be such as to allow the first coat to dry hard and to be in required state to receive the second coat. The color of successive coats of paint must be different to allow easy identification of the sequence of painting, for control purposes. The paint film must adhere perfectly to the painted surface. The Contractor shall pay particular care in applying the prescribed paint thickness even where access is difficult or over corners and edges. To comply with the prescriptions, additional coats shall be applied by brush or by spray until a satisfactory result is achieved. Coating shall be applied in a workmanlike manner, so that the finished surfaces shall appear free from drops, waves, laps, bubbles, brush marks or other defects.

    3.5 Zinc Plating

    The zinc protective coat shall be applied by bath of electrolytic process. It shall be adherent, smooth and free from discontinuity and imperfections, such as bubbles, porosity, cracks or other irregularities that may affect the soundness of the protective layer. The plating thickness shall correspond to a minimum rate of 600 g/m. The adhesiveness of the protective layer shall be such as no to be removable during normal handling, transport and assembly operations. After immersion in the molten zinc bath the protected surfaces shall not be submitted to any process of scraping or wiping that may reduce the uniformity of the thickness of the protective coat. Items plated by electrolytic process shall be dehydrogenated after plating.

    3.5.1 Repair of galvanized surfaces Zinc based solder repair of galvanizing is the preferred method for field repair and shall be used wherever possible. However, inorganic zinc, 3 mils dry film

    thickness compound may be in the field as a substitute.

    3.6 Colors The Contractor shall comply with the requirements of the EMPLOYER as far as identification colors are concerned. EMPLOYER shall entrust, after the award of the Contract, a complete list of colors for the equipment not covered by the EMPLOYERs requirements. The Contractor shall submit for approval to EMPLOYER painted samples, 150 x 300 mm.

    3.7 Shop Painting All parts shall be provided with a priming coat in the shop subsequent coats may only be applied on to carefully cleaned basic coats. All parts like openings & hollow parts have to be closed or the parts have to be packed with suitable protection prior to transport.

    3.8 Site Painting After the erection or assembly of structures & equipment at site damaged & defective shop coats shall be touched up with new same type of paint as used for the shop coats. The work shall include removal of the damaged paint work, surface preparation of all exposed area & application of paint. Site welds must be treated as soon as possible after welding. During application of paint at site care must be taken to protect building, floors, structures, electrical, equipment including motors, valve stems, glass, moving parts, bearing, couplings, shafts, lubrication points & other sensitive parts.

    3.9 Touch-Up Painting The Contractor shall touch up all destroyed or damaged surfaces before painting. Touch-up painting shall be with brush or airless spray after SSPC-SP3 cleaning. If the touch up area is wide and blasting operation is possible, spray coating method shall be applied after re-blasting. The Contractor shall provide sufficient quantity of touch-up paint of the same types and colors as applied for shop painting. The Supplier shall provide not less than 5% of total paint quantity, unless otherwise specified. 1) Bare steel surface where the surface rusts

    a) Areas where surface temperature is below 93, and coated with

    inorganic zinc rich primer. Surface preparation : SSPC-SP2 or SP3 Touch-up : Finish coating accordance with

    Painting System after primer coating with epoxy mastic aluminum 100 DFT.

    b) Areas where surface temperature is between 93 ~ 399, and coated

    with inorganic zinc primer. Surface preparation : SSPC-SP3 Touch-up : Finish coating in accordance with

    Painting System after primer coating with inorganic zinc rich primer 75 DFT.

    c) Areas where surface temperature is between 400 ~ 600, and coated

    with silicone. Surface preparation : SSPC-SP3 Primer and finish coats : Silicone more than 50 DFT.

    d) Areas coated with coal tar epoxy, polyamide epoxy, amine adduct epoxy, phenolic epoxy. Primer and finish coatings shall be in accordance with Painting System. But, in case of the paint which requires the time interval for repainting. Existing film shall be overlapped with touch-up painting after re-blasting, sand papering, or sand sweeping.

    2) Damage areas of primer, intermediate, top-coats where the steel surface

    does not rust.

    Surface preparation : SSPC-SP1 Touch-up : Finish coating in accordance with the

    Painting System, sufficient to re-establish the specified dry film thickness.

    4 PAINTING MATERIALS 4.1 General

    Painting materials shall be in accordance with the paint manufacturer list specified for each painting system. Other equivalent or higher qualified painting materials may be used after EMPLOYER's approval. In this case full details of paint materials, product data sheets, painting applications and material safety data sheets shall be submitted for EMPLOYER's approval. Considering the materials and the service temperature range, paints shall not be affected chemical or physical damage. After drying, paints shall not absorb chloride or halides. The standard paint materials shall not contain ingredients of lead, zinc, copper or those chemical compounds since they may cause embrittlement during welding or elevated temperature operation. The requirements of major painting material are as follows: 1) Inorganic zinc primer

    The Inorganic zinc primer shall be of the self curing, two components type

    with minimum 85% of zinc content of dry film, and meet the following;

    - Heat resistant temperature : Up to 399

    - Dry film thickness : 75 per 1 coat

    2) High build epoxy

    The high build epoxy shall be of the polyamide cured epoxy type, 100 DFT per 1 coat, and have no restriction of interval between coats.

    3) Modified silicone (heat resistance temperature : Over 399)

    The modified silicone shall be of the air drying type and meet the following;

    - Heat resistant temperature : Over 399 - Color : Aluminum - Dry film thickness : 30 per 1 coat

    4) Polyurethane

    The polyurethane shall be of the quick drying, aliphatic polyester polyurethane and have 40 DFT per 1 coat, and coated on epoxy type paint.

    5) Acrylic silicone

    The acrylic silicone shall be of the air drying type with minimum 230 C heat resistance temperature and 30 DFT per 1 coat.

    6) Amine adduct epoxy

    The amine adduct epoxy shall be epoxy amine adduct type, paint for inside wall of tank, and total 300 DFT (100 per 1 coat)

    7) Silicone primer

    The silicone primer shall be of the air drying, aluminum pigments with minimum 600 C heat resistance temperature and 25 DFT per 1 coat.

    8) Phenolic epoxy

    The phenolic epoxy shall be finish coat paint for outside wall of acid and alkali tank, and 125 DFT per 1 coat.

    9) Polyamide epoxy

    The polyamide epoxy shall have minimum 93 C of heat resistance temperature and 100 ~ 150 DFT per 1 coat.

    10) Epoxy mastic aluminum

    The epoxy mastic shall be aluminum pigmented with adequate adhesion, applied after specified surface preparation and 125 ~ 175 DFT per 1 coat.

    11) Silicone finish

    The silicone finish shall be pure silicone with aluminum pigments and have a maximum 600 C of heat resistance temperature and 20 ~ 25 DFT per 1 coat.

    NOTE : Above dry film thickness of paint materials will be revised according to selected paint manufacturer.

    4.2 Material Supply The paints and the paint products shall be a standard type of past performance in similar power plants shall be submitted to EMPLOYER.

    5 TESTS AND INSPECTION The following inspections & tests shall be performed during & on completion of application paint system: 1) Check of the material adopted;

    2) Check of the sand-blasted surfaces;

    3) Measurements of the thickness of the various paint coats and of the total

    paint coat, by means of a suitable meter.

    Should the measured Dry Film Thickness (DFT) be less than the specified, the Contractor shall apply additional paint to the coat inspected or shall increase the thickness of succeeding coat, as applicable, to assure the specified total dry film thickness. The guarantee period of the paintwork shall be five years, beginning from acceptance of the paintwork itself. After this period the rusting level of coated surfaces shall correspond to the Re O level, in accordance with the Rusting European Standard or equivalent. During this period it shall remain the responsibility of the Contractor to repair or replace at its own expenses all paintwork showing defects such as peeling, wrinkles, bubbles, flakes of rust, etc. where it may be shown that the deterioration arises from poor quality paint, insufficient cleaning of the surface before painting, incorrect choice of paint for the service required or incorrect application of paint itself to the surface. Gradual fading of strong colors will be tolerated. The guarantee shall not cover any damage due to accidental causes.

    6 STORAGE OF PAINTING MATERIALS Unless material manufacturer's recommendations are more restrictive, storage temperature of materials for work of this section of the specification shall not exceed 350C or less than 50C The products must be used within the time stated by the manufacturer.

    The products will be stored in isolated locals, especially prepared for this

    purpose, conforming to regulation of classified installations on the storage of

    inflammable liquids & dangerous products.

    7 SAFETY Painting materials to be used for primer and intermediate, finish coating shall be the product of the same manufacturer. In special cases, other paints can be used after EMPLOYER approval through testing. All painting materials shall be delivered to the field in a sealed containers with testing repairs. All paint containers shall be labeled to show product name and mark of manufacturer. Surface preparation, painting working conditions and painting materials shall be in accordance with the latest product data sheet published by the paint manufacturer in addition to the requirements in this specification. Painting shall be performed with the application of safe working methods considering the health and safety of workers and other personnel. As painting materials include solvent and other chemical constituents, all prudent precautions shall be taken to ensure the safety of personnel during storage, handling, painting and drying. Most paints contain flammable liquids and are thus a fire hazard. Equipment, lighters, etc., creating a spark or flame shall be kept away from working area. No smoking will be allowed in working areas. All electric equipment shall be spark free. Food preparation and eating place shall be separate from painting area. When indoor coating is required, ventilation shall be provided to prevent workers from inhaling vapors of solvent, dust and paints. Fan(s) shall be set up at lower section of work area and ventilator shall be set up at upper section of work area. Worker shall wear safety mask and face protector. Footholder (or scaffold) shall be set up to insure worker safety and shall be checked regularly. Safety net shall be provided to protect worker. Worker must wear face goggles during painting. When handling painting materials for a long time, worker shall wear gloves,

    protection cloth, face protector, food mask and goggles to prevent toxic effects. Protective creams and lotions are often used on hands, arms and face. If worker's skin is stained with paint, clean the skin with adequate solvent and soap. Adequate firefighting equipment shall be installed to protect against a fire in paint storage place.

    8 PAINTING SYSTEM SPECIFICATION 8.1 Painting System

    The painting procedure, the number of coats to be used and the thickness of the applied layers shall be in compliance with the following requirements, unless otherwise specified in the Technical Specifications.

    9.2 Piping Color Code 9.2.1 General

    Piping materials shall be identified and color coded in accordance with ANSI A13.1. All electrical conduit shall be identified using acceptable industry practice. The product color code system shall consist of the following;

    - A colored band around pipe to indicate classification of product. Black lettering and black directional arrow indicate flow direction between colored bands to identify the specific product within the general classification. The painting color of manual valve shall be under the manufacturers standard.

    4 PAINTING MATERIALS4.1 GeneralPainting materials shall be in accordance with the paint manufacturer list specified for each painting system.     7) Silicone primerThe silicone primer shall be of the air drying, aluminum pigments with minimum 600 C heat resistance temperature and 25 DFT per 1 coat.

    8) Phenolic epoxyThe phenolic epoxy shall be finish coat paint for outside wall of acid and alkali tank, and 125 DFT per 1 coat.

    9) Polyamide epoxyThe polyamide epoxy shall have minimum 93 C of heat resistance temperature and 100 ~ 150 DFT per 1 coat.

    10) Epoxy mastic aluminumThe epoxy mastic shall be aluminum pigmented with adequate adhesion, applied after specified surface preparation and 125 ~ 175 DFT per 1 coat.

    11) Silicone finishThe silicone finish shall be pure silicone with aluminum pigments and have amaximum 600 C of heat resistance temperature and 20 ~ 25 DFT per 1 coat.NOTE : Above dry film thickness of paint materials will be revised according to selected paint manufacturer.

    6 STORAGE OF PAINTING MATERIALSUnless material manufacturer's recommendations are more restrictive, storage temperature of materials for work of this section of the specification shall not exceed 350 C or less than 50 C The products must be used within the time stated by the manufacturer. The products will be stored in isolated locals, especially prepared for this purpose, conforming to regulation of classified installations on the storage of inflammable liquids & dangerous products.

    7 SAFETYPainting materials to be used for primer and intermediate, finish coating shall be the product of the same manufacturer. In special cases, other paints can be used after EMPLOYER approval through testing.All painting materials shall be delivered to the field in a sealed containers with testing repairs. All paint containers shall be labeled to show product name and mark of manufacturer.Surface preparation, painting working conditions and painting materials shall be in accordance with the latest product data sheet published by the paint manufacturer in addition to the requirements in this specification.Painting shall be performed with the application of safe working methods considering the health and safety of workers and other personnel.As painting materials include solvent and other chemical constituents, all prudentprecautions shall be taken to ensure the safety of personnel during storage, handling, painting and drying.Most paints contain flammable liquids and are thus a fire hazard.
