    In 1972 the U.S. Postalbuilt a bulk-mail distril:center on the land andsculpture was moved t isalvage yard.

    In the m id-1970 s, the stawas "rescued" by a firespector who engaged h sBoy Scout troop to cleancentury's worth of grime off the Edmonia Lewissculpture. With no awareness ofwhat they had found and hoping to make the statue look aspresentable as possible, the Boy Scouts applied a fresh coatof paint to the marble surface of the Lewis masterpiece. In1987 the sculpture was donated to the Forest Park hs tor ica lSociety. Two years later the president of the society was ableto identify the work. In 1994 the s culpture was given to theSmithsonian's National M useum of A merican Art at whicha two-year, $30,000 restoration has just been com pleted.

    Undoubtedly, racial attitudes played a role in guardin g theobscurity of Edmonia L ewis and her w ork. Around the turnof the century so -called scientific racism had solidly "estab-li sh ed the inferior abilities of colored peoples. This includ-ed art as well as traditional academic endeavors. The worksof black artists were not noticed nor did they app ear in aca-demic lectures. Museum curators were bound by similarracial attitudes. White art historians had no room in their re-search for the work of a black artist. Edmonia Lewis wasforgotten long before she had passed on. There are noknown records of her death or burial.

    In a previous issue of J BH E," we reported that for thefirst time the 1990 census collected data on the educa-tional attainment of foreign-born U.S. residents. Most de-mographers were surprised to read the results. Of all for-eign-born U.S. residents, those who cam e from Africa hadthe highest level of educational attainment. Nearly 9 0 per-cent of African-born U.S . residents over the age of 25 arehlgh school graduates. More than 47 percent of African-born U.S. residents have completed college. In compari-son, only 23 percent of U.S. residents born in the UnitedKingdom and 38 percent of U.S. residents born in Asia(including China and Japan) are college graduates. In ad-dition, African-born U.S. residents are more likely thanforeign-born U.S. residents from all other areas of theglobe to hold graduate degrees. More than 22 percent ofall African-born U.S. residents hold a graduate degree and4 percent hold a Ph.D. Only 2.7 percent of U.S. residentsfrom all of Asia and 2 percent of all immigrants fromJapan hold a doctorate.     Before we unconditionally celebrate the intellectual su-periority of black Africans, there are several points to co n-sider. The census data did not include information on therace of the African-born immigrants to this country.     Africa, Namibia, and Zimbabwe. Research conducted atI the Urban Institute in Washington suggests that in fact at, least 40 percent of all immigrants from Africa to the Unit-

    ed States are whites. Also, U.S . immigration laws, whichI favor people who have relatives already living in thisI country, have the effect of ensuring that very few black

    Africans are allowed to become permanent residents herein the U.S.A.We must also take into account that a large number ofblack Africans who com e to the United States do so understudent visas to study at U.S. colleges and universities.Black Africans who com e to the U.S. to further their edu-cation often belong to rather affluent and highly educatedfamilies in their nations on the African continent. In theearly and mid-1980s more than 40,000 black Africanswere studying at U.S. institutions of h gh er education withmost coming from the nation of Nigeria. At that time,Nigeria was awash with oil revenues and could easily fi -nance the education of its best and brightest students atelite American universities. Today, about 20,000 blackAfrican students are studying here but K enya has replacedNigeria as the most common country of origin. Many ofthese black college students end up staying on in the Unit-ed States after graduation. African students who secureteaching positions after gaining their graduate degree may

    apply for legal alien status. Others who study !iere meetand marry U.S. citizens and are permitted to apply forU.S. citizenship. In turn, these new foreign-born U .S. citi-zens are often able to secure immigration rights for otherfamily members from A frica.

    It appears then that the veIy h g h educational attainmentof African-born U.S. residents is profoundly influenced bytwo facts. First, nearly one half of all African-born U.S. res-idents are rather wealthy white former residents of white-controlled African colonies. Second, for black Africanswho reside here, many com e to t h s country for the expresspurpose of gaining a college degree. Those who stay on willnecessarily be college educated. In short, the African-bornblacks who are in this country are a hgh ly elite group.

    The argument that the census results prove nothing be-cause w ht es born in South Africa are present in the pool ofthe black people being counted tends to be refuted by cen-sus data from Great Britain. Black Africans in the UnitedKingdom are now the most highly educated members ofBritish society. According to British census, more than 26percent of adult black Africans in the United K ingdom holdacademic qualifications higher than " A or college levelscompared with only 13.4 percent for white adults in theU.K. In short, blacks in the U.K. with African origins areoutperform ing British whites by a ratio of two to one.

    Probably the most striking fact to turn up in the U.K. ,census is that in college qualifications black Africans inthe U.K . now rank ahead of the U.K.-resident Chinese, anethnic group that typically stands at or near the academictop in m ost Western countries.
