Africa currently has over a

hundred port facilities essential

to support trade relations between

the continent and the world.

Security Imperatives for International Trade & Transportation

IMO 2021

MSC 98/23/Add.1

Objectives and Expectations of Regulatory Compliance

4

In Africa’s evolving global trade and

transportation environment, government and

industry leaders must be aware of and

responsive to the following global concerns:

• Risk mitigation in the face of credible

terrorist, criminal & cyber threats;

• Regulatory compliance and the risk of

negative operational, financial, and

reputational impacts;

• Legal liability and tort exposure in the event

of an incident;

• Trading partner expectations of mandated

security due diligence programs are in place

and operating effectively.

Introduction to WCAPS

17

Mission: At WCAPS, we believe global issues demand a variety of perspectives. That’s why we created a platform devoted to women of color that cultivates a strong voice and network for its members while encouraging dialogue and strategies for engaging in policy discussions on an international scale.

Vision: To advance the leadership and professional development of women of color in the fields of international peace, security, and conflict transformation.

•International Reach

•Ghana and Nigeria Chapters

Importance of Security Training for Africa’s Trade & Transportation

18

• Accelerated digitization

• Major hacks during the COVID-19 increased digital usage: Uganda’s telecoms and banking sectors and South Africa’s second major hospital operator

• Sounding the alarm: Central Bank of Nigeria, cyber response organizations in Tunisia, Ivory Coast, Morocco, and Kenya

• Lack of public security strategy across Africa

Industry Sectors & Potential Markets for Security Training

19

Industry Sectors Actors Applicability Source

Government and law enforcement agencies

Federal Road Safety Corp; National

Agency for the Prohibition of Trafficking

in Persons; Lagos State Police

Command; Rivers State Police

Command; State Security Service

Terrorist organizations, such as Boko Horam, have

hacked government infrastructure. Unfortunately, the

continent suffers from poor cyber security resilience,

making them increasingly vulnerable to these major

hacks.

Trade & Transportation West Africa Trade Facilitation (TFWA)

Women play a minimal role in trade and transportation;

the continents informal sector accounts for 85 percent of

the economic activity of the continent; women account

for near 90 percent of the labor force of the informal

sector.

Engineering & Design Many Universities on the continent

There is a significant engineering skills gap. In 2017,

Kenya had an estimated 2,100 certified engineers, while

there is a need for an estimated 6,000 engineers needed

to serve the growing population of 45M

Banking & FinanceNetwork of banking institutions across

the continent

The increase of cyber security attacks have seen African

banks as primary targets. In 2016, the major hack that

happened in Liberia, let to the half of the country cut off

from bank transactions.

Insurance CompaniesThe increase in cyber security attacks across the

continent, comes amid an increase in professionals

working from home due to COVID-19 lockdowns.

Employees are not properly trained to recognize

phishing and other cyber security threats sent to their

emails.

Opportunities for Partnerships

• Partnership with USAID via the West Africa Trade Facilitation (TFWA)

• WCAPS can work directly with the International Maritime Organization and develop a fellowship for women in Africa via our Ghana and Nigeria chapters, and the African Continent Working Group

• Work with the African Union to develop a network across the continent to forge strategic training partnerships with sub-regional organizations such as: the AMU, ECOWAS, IGAD, ECAS, SADC, EAC, COMESA, and CEN-SAD
