■ The European Commission and the Euro-
pean Investment Bank (EIB) have
launched an initiative to help regional
authorities invest in renewable energy and
energy efficiency initiatives. The European
Local Energy Assistance (ELENA) facility will
provide technical assistance that will allow

■ Siliken has reached an agreement with
Alerion Cleanpower of Italy to install 14
MW of solar PV panels in the Italian town of

North America ■ REpower Systems AG has signed a framework
contract with EDF Energies Nouvelles and

■ Phoenix Solar AG is in the process of
preparing its entry into the US market. The
Supervisory Board has approved a proposal
for the founding of a wholly owned subsidiary
located in California. Phoenix Solar is due to

■ A 20 MW solar facility in the province of
Ontario will expand to 80 MW to become the
largest solar photovoltaic (PV) energy facility
in North America. Enbridge Inc and First
Solar Inc will expand the Sarnia Solar Project
from 20 MW to 80 MW, with total system cost

■ The US Department of Energy (DoE) has
selected 19 integrated biorefinery projects to
receive up to US$564 million to accelerate the
construction and operation of pilot, demon-

■ The government of Canada will invest C$146
million to support 19 clean and renewable
energy projects which include solar, wind,

as well as integrated community energy

■ First Solar Inc has acquired a portion of
Edison Mission Group’s (EMG) solar project

■ The US Department of Energy (DoE) will,
through its National Renewable Energy
Laboratory (NREL), invest up to US$12 million
in four companies to support the development

■ A consortium of Korean companies will invest
C$7 billion to generate 2500 MW of wind
energy and solar power in the province of
Ontario, in a move that will create 16,000 jobs.
Led by Samsung C&T Corp and the Korea
Electric Power Corp (KEPCO), the wind
energy and solar electric projects will treble
the province’s capacity of renewable energy
resources. It is the single-largest investment
in renewable energy in the province and is
due to Ontario’s recent enactment of the
Green Energy Act that guarantees C$0.80/kWh

■ The California Public Utilities Commission
(CPUC) has established a California Solar Initi-
ative (CSI) Thermal Program to promote the
installation of solar water heating systems

■ The Governor of New York has requested
100 MW of solar electric capacity for the
state, increasing current solar levels by 500%.
Facilities will be installed primarily at schools,
public universities and colleges, state and

■ ACCIONA is the first company to register
a wind energy facility inthe USA under the
requirements of the Voluntary Carbon Standard
(VCS). The123 MW, US$252 million, Red Hills
facility has 82 ACCIONA 1.5 MW turbines.It is
the first wind energy project developed and
installed by ACCIONA in Oklahoma, which has

■ GE Energy Financial Services lends US$50
million to Indonesia’s largest geothermal
power producer. The loan is to Magma
Nusantara Ltd, a subsidiary of Star Energy,
a privately-held Indonesian energy developer,
for the 200 MW Wayang Windu geothermal
plant, 200 km southeast of Jakarta. http://

Pulse Tidal, a tidal power developer based in Sheffield, England, is receiving a €8 million grant from the EU’s technology
research and development fund (Framework Programme 7) to enable Pulse Tidal to begin work immediately on developing
its first fully commercial tidal energy generator. Pulse Tidal has developed a system whereby tidal streams move horizontal
blades up and down to drive a generator. Its 100 kW test rig in the Humber estuary currently feeds power into a chemicals
company on the banks of the river. The 1 MW commercial tidal power generator will be commissioned in 2012, Pulse Tidal says.

■ The European Investment Bank (EIB)
will lend €40 million to promote renewable
energy and energy effi ciency projects across
South Africa. The loan package to FirstRand
Bank is the fi rst dedicated energy effi ciency
loan in South Africa made by the EIB. http://

■ Avantis Energy, the Hong Kong/German wind
turbine maker will deliver 80 sets of its AV 928
2.5 MW wind turbines to Hanoi-based Thanh
Tung Group. The wind turbines will be installed
in Mau Son, close to the Vietnamese-Chinese
border, commencing mid-2010. Starting with
30-50 MW per year, Mau Son could be Viet-
nam’s largest wind farm project with a value in

■ A solar thermal plant for warm water supply
and central heating on Palestinian territory
went into operation near Beit Jala at the begin-
ning of December. The solar thermal plant
was realised by MAN Ferrostaal AG and the

framework of the dena Solar Roofs Programme
for Foreign Market Development with support
of the German Federal Ministry of

■ A ‘fund of funds’ sponsored by the Euro-
pean Commission will invest €12.5 million
into a renewable energy fund for Asia. The
Global Energy Effi ciency & Renewable
Energy Fund (GEEREF), supported by the
European Union, Germany and Norway,
made the commitment to Berkeley
Energy’s Renewable Energy Asia Fund
(REAF). GEEREF has been joined by fi ve
other emerging market institutional inves-
tors (BIO, CDC, Calvert, DEG and FMO),
committing to REAF’s fi rst closing of €51m.
REAF will target India and the rest of Asia,
where there are “tremendous opportunities
for renewable energy investment,” the group

■ PLG Power Ltd, a Mumbai based manufacturer
of crystalline solar photovoltaic (PV) modules
and provider of solar PV power plants, plans to
set up an aggregate of 60 MW solar PV power
plants in India. The grid connected power
plants are expected to go online in Gujarat,
Rajasthan and West Bengal in 2010, and repre-
sent an investment of around US$200 million.

■ Phoenix Solar AG has founded a subsidiary,
Phoenix Solar LLC, in Muscat, Oman together
with Silver Circle Overseas LLC. Phoenix
Solar holds 70% and Silver Circle Overseas, its

Solar LLC. The subsidiary’s aim is to realise
solar power projects in Oman and in the Gulf

Row ■ Siemens Energy will supply 28 of its SWT-2.3-
101 wind turbines to Meridian Energy for
the Te Uku wind power project near Hamilton,
New Zealand. The 64 MW project will see the
fi rst installation of the wind turbines in the
Asia-Pacifi c region. The 64 MW wind farm is
scheduled to come on line in 2011. http://

■ Clipper Windpower Inc is exporting 27 of its
2.5 MW wind turbines to Mexico, backed by a
US$80.66 million direct loan from the Export-
Import Bank of the United States (Ex-Im
Bank). It is the fi rst export of Clipper’s wind
technology outside of the United States, the
fi rst Ex-Im Bank project fi nancing for a wind
power transaction, and the fi rst large US wind
technology sale in Latin America, Clipper says.

■ The Paralana geothermal energy project
in South Australia has seen the successful
completion of the Paralana 2 geothermal well
at a depth of 3725 m. The project is on track
in its bid to create Australia’s fi rst commercial
geothermal energy plant delivering power by

■ The Inter-American Development Bank
(IADB) has approved US$102 million in
partial financing for two wind facilities in

Riverstone Holdings LLC’s most recent renewable
energy fund has completed its previously announced
acquisition of offshore wind services company Seajacks
International, for a total cash consideration of US$207
million. Seajacks is now wholly-owned by Riverstone
and the management team. Seajacks currently owns
and operates two self-propelled offshore wind jack up
vessels out of Great Yarmouth in the UK: the Seajacks
Kraken and Seajacks Leviathan. Both vessels are purpose
built for installing offshore wind turbines, as well as
being able to perform a number of niche operations for
the North Sea oil and gas industry. Riverstone plans to
grow Seajacks into a leading European offshore wind
service business, with an operational base in the UK.
The initial focus will be on expanding the current fleet
of offshore installation vessels to service the rapidly
expanding market for offshore wind turbine installation
and maintenance. Riverstone says it expects to devote
a substantial amount of new capital for this purpose.
