Air Force Chief of Staff (CoS) delegates management responsibility for Joint Test (HAFMD 1-52) to HAF/TE:
Air Force Director of Test and Evaluation (AF/TE) delegates execution responsibility for Air Force participation in Joint Testing (AFI 99-106) to AFJO:

Primary reason … a major budget cut starting in FY13 Director of DOT&E issued a 43% cut to the JT&E program
This reduces total program budget from $44M to $26M
Secondary reason … Sponsors want faster tested solutions Test sponsors want JT results sooner (max 2 years vice 3 years)
Current JT Projects are all “cold start” projects: This drives 8-9 mo. delay before military/gov’t personnel arrive, unfeasible for new 2-yr JT model
Only way to get down to 2-yr model is a ‘ready cadre’ of test personnel. Therefore, the “Joint Test Unit” (JTU) concept was created
Good News: USAF and Army already meet the “JTU” concept
The Air Force and Army have already been running joint tests at “permanent” locations for well over 10 years
DOT&E’s JT&E Program is Being Re-structured Starting in FY13

Joint Tests (JTs) (Chartered for a max of 2 years)
OSD (DOT&E) will fund up to $3M per/yr (up to $6M max)
Resource-sponsored by Service(s), COCOM(s), and DOD Agencies
Joint Test Director (mil O-5/6 or GS-14/15) funded/provided by sponsor
Test team must be based at a designated “Joint Test Unit” location
Joint Feasibility Studies (JFS) (5-6 months each)
OSD (DOT&E) will fund up to $500K for each of these
Thorough review of technical feasibility issues for each JT proposal
Quick Reaction Tests (QRTs) (Chartered for max of 12 months)
OSD (DOT&E) will fund up to $1M (typically $700-900K)
Resource sponsored by Service(s), COCOM(s), and DoD Agencies
Led by a Military O-4/5 or GS-14
