Requirements for Use of Vehicle License Plates and License Plate Information

Dealer's License Plates: Instead of registering a vehicle that the dealer owns, operates, or permits to be operated on a public street or highway in the state of Texas, the dealer may apply for, receive, and attach metal dealer's license plates to the vehicle if it is the type of vehicle that the dealer sells and for which the dealer has been issued a GDN. These metal plates expire on the same day as the dealer's GDN; the full fee must be paid regardless of the date they were applied for. *** Dealers applying for additional license plates must meet the Texas Administrative Code, Title 43 §215.139 plate rule. Manufacturer's License Plates: Instead of registering a new vehicle that a manufacturer intends to test on a public street or highway or to loan to a consumer during warranty repair to a consumer's vehicle, the manufacturer may apply for, receive, and attach manufacturer's license plates to the vehicle. Commercial motor vehicles with manufacturer's license plates attached may not carry a load. These plates may only be used for the above noted purposes. These metal plates expire the same day as the license, and the full fee must be paid regardless of the date they were applied for. Converter's License Plates: Instead of registering a vehicle that a converter operates or permits to be operated on a public street or highway, the converter may apply for, receive, and attach metal converter's license plates to the vehicle if it is the type of vehicle that the converter is engaged in the business of assembling or modifying. These metal plates expire on the same day as the converter's license; the full fee must be paid regardless of the date they were applied for.

Each day of operation shall constitute a separate offense within the meaning of this Act. A finding of willful violation may result in triple the fine otherwise due.

Q: What is "proof of sales"? A: Proof of sales may consist of a copy of the most recently filed Vehicle Inventory Tax Statements (VIT), filed monthly with the proper county tax office in the county of the dealership's location, or Vehicle Inventory Tax Declaration. These copies should be stamped "Received" by the tax authority. NOTE: Any franchised dealer's renewal license application that indicates sales of more than 200 units shall be considered proof of sales of more than 200 units, and no additional proof is required. Wholesale sales will be included in the number of sales to qualify for additional plates. Q: I am a utility trailer, semi-trailer or a wholesale dealer, so I don't have a VIT/proof of sales document as described above that I can submit. A: In this case, proof of sales documentation may consist of: sales reports, the front and back of title documents, copies of sales contracts, or a bill of sale. Wholesale dealers will have to show proof of at least five vehicles sold. Q: If I want more plates than I qualify for with proof of sales, how can I make my request? A: If plates are needed over and above the amounts listed in Tables 1 and 2 and the proof of sales do not qualify you for the additional plates, a dealer may apply for a waiver of the metal plate allocation restrictions. You should submit the waiver request letter along with your license renewal application or plate application. Rules for waivers: • A request for waiver must be in writing and specifically state why the additional plates are necessary to the continuation of the applicant's business. • A request for waiver must indicate proof of business necessity for additional plates, e.g., initial inventory purchase, number of people employed, etc. • Proof of sales, as defined above, MUST accompany the request if applicant had a previous license. • Wholesale dealers may not request a waiver.

Once a waiver is granted authorizing a certain number of plates, the authorization under that waiver is good for four (4) years. Waivers issued by the director or the director's designee shall be reported to the Board.

Number of Metal Dealer Plates Allowed with License RenewalsDealers are limited on the number of metal dealer license plates allowed. After the first license term, you are allowed to request an increase to your metal dealer plate inventory. The number of plates allowed on Table 1 is what you may request without submitting additional documentation. If you need more plates than listed in Table 1, please read the bottom sections for information on your options.

*NOTE: The numbers listed are the maximum number of plates allowed upon renewal. This includes any plates already issued to you. For example, if you are a franchised motor vehicle dealer and you received five plates when you first received your license, then you may receive up to 25 additional plates upon renewal for a total of 30. If you are a franchised motor vehicle dealer and you did not receive any plates when you first received your license, then you may receive up to 30 license plates upon renewal.

Q: If I want more plates at renewal time than listed above, how many am I eligible for? A: At your renewal, if you wish to request more plates than listed above, you may submit a VIT document or other proof of sales with your renewal application. *You must repeat this at every renewal to keep plates over the amount allowed in Table 1. Upon approval, you will receive the number of plates listed in Table 2.
