    Section 25. Voters Education

    The Commission together with and in support ofaccredited citizens arms shall carry out a

    continuing and systematic campaign through

    newspapers of general circulation, radio andother media forms, as well as through seminars,symposia, fora and other non-traditional means

    to educate the public and fully inform the

    electorate about the automated election systemand inculcate values on honest, peaceful and

    orderly elections.

    peaceful, and credible elections.

    partial implementation in the ARMM provinces of the sameautomated system in the 1998 National and Local Elections

    halted nationwide implementation of a centralized automatedcounting system for the 2004 NLE

    the pilot test of a fully automated election system in the 2008 ARMMElections

    For the coming 2010 elections, theCOMELEC is set to conduct the countrys first

    nationwide fully automated electionsfromcounting of votes to transmission and

    canvassing of election results.

    transmission of election results, and other

    On the other hand, PCOS refers to atechnology wherein an optical ballotscanner, into which optical scan paper

    ballots marked by hand by the voter areinserted to be counted.
