PROJECT AERODYNAMIC

1. Authorization for Renewal

USSR NSC 10/2/5 Country Program, approved in principle by theDCI on 30 January 1953.

2. Objective and Necessity

The purpose of Project AERODYNAMIC is to provide for the exploita-tion and expansion of the Anti-Soviet Ukrainian resistance movementfor cold war and hot war purposes. Such groups as the UkrainianSupreme Council of Liberation (UHVR), its military adjunct, the Ukrain-ian Insurgent Army (UPA), the Organization of Ukrainian Nationalists(OUN), all in the Ukraine, the Foreign Representation of the SupremeCouncil of Liberation (ZPUHVR) in Western Europe and the United States,and other Ukrainian organizations such as the Foreign Sections of theOrganization of Ukrainian Nationalists (ZchOUN), etc., will be utilized.

3. Proposal

It is proposed that the PP portion of Project AERODYNAMIC be re-newed for Fiscal Year 1953 at an estimated cost of $95,900.00 so asto continue the use of the above mentioned organizations to achievethe following tasks:

a. Financial assistance to the ZPUHVR in its role as theonly representative organization officially recognized bythe Ukrainian Resistance inside the Ukraine as its spokes-man abroad.

b. To provide support through air drop operations whichwould enable the resistance to expand its organizationand potential for PP type clandestine activities.

c. To provide supplies and communications equipment forburial to be used in the event that mass action isrequired.

d. To develop covert capabilities for sabotage, guerrillawarfare, etc.

e. To maintain adequate communications between both theResistance Movement and independent agent teams in theUkraine with CIA bases outside the Iron Curtain. Thiswould include air support operations, overland couriers,W/T, secret wri 9r, °the/7- means.

f. To train and infiltrate agents for extension of bothPP and Fl clandestine activities within the Ukraine.

g. To establish operational support facilities in theUkrainian SSR through use of the Resistance Movement andthe independent non-political agents, i.e., to obtaindocumentation, safe houses, transit facilities, etc.,for agent operations directed at areas of the USSR beyondthe borders of the Ukraine.

h. To bring out of the Ukraine, documents, certain keyResistance and independent agent personnel.

i. To penetrate the Soviet Military Forces, SecurityServices, etc., in the Ukrainian SSR and elsewhere inthe Soviet Union.

j. Develop Evasion and Escape networks for wartime use.

k. To train personnel in the proper techniques andmethods to be used in political and psychological war-fare against the Soviet regime both in cold and hot warsituations.

1. To organize an Ukrainian Information Bureau under theZPUBVR to further unification efforts so that, under C.I.A.control, the Ukrainian emigration will take a stand againstthe USSR which would be more consistent with AmericanForeign Policy. To further develop this Ukrainian Informa-tion Center in order to keep emigration groups informed ofthe activities of the Ukrainian Resistance Movement in theUkrainian SSR and to advance U. S. psychological warfareagainst the USSR in general, and the Ukrainian SSR inparticular.

m. To continue material and financial assistance to theunderground for preparation and distribution of psychologi-cal warfare pamphlets, posters, etc., in the Ukrainian SSR.

n. To continue subsidization of the ZPUHUR Ukrainianlanguage newspaper Suchasna Ukraina as an additional toolin our attempt to unify the major Ukrainian groups and asan organ for anti-Soviet propaganda.

(The establishment of a "Black" radio transmitter as outlinedin Project AERODYNAlaC/PBCRUET, 6 September 1951, is not con-templated as a task for AERODYNAMIC during FY 1953 because ofoperational and technical difficulties).

4. Background and Current Status

a. To date, the project has been successful and has producedresults. The large amount of material brought out of theUkraine in 1950 has been of great informational and operationalvalue. W/T contact was established in the Spring of 1951 andhas continued up to the 1952 regular winter cut-off season.The existing W/T links will be strengthened to further the Fl-PP mission in the Ukrainian SSR and to solidify the assets inthe underground.

b. At the present time, the ZchOUN is collaborating opera-tionally with BROADWAY in an attempt to contact the headqunrtersof the UHVR-UPA-OUN complex in the Ukraine. The ZPUHVR is theonly representative organization officially recognized by theunderground for:

(1) Negotiations with foreign powers

(2) Coordination of activities in support of "homeland"resistance.

Details of the latest decisions arrived at by the undergroundheadquarters re ZPUHVR-ZchOUN relationship, will be forth-coming in the Spring-Summer of 1953. At that time, it islogical to expect that the ZchOUN will be instructed tochannel through the ZPUHVR any activities it may undertakein an attempt to contact or to support the resistance move-ment- in the Ukraine. This would require the subordinationof ZchOUN operational cadres to ZPUHVR control. In such anevent, BROADWAY interests would undoubtedly revive the issueof joint CIA-BE operations directed at exploitation of theUkrainian Resistance Movement. It is the studied opinion ofthe AERODYNAMIC case officers that BIS attempts to share con-trol of the AERODYNAMIC operation be resisted most vigorously.This view is based upon the experience gained by ease officersduring previous attempts to coordinate operations into theUkraine with the BIS and upon the knowledge of ZPURVR's attitudere B13 participation in AERODYNAMIC operations.

c. The subsidized Ukrainian newspaper Suchasna Ukraine hasestablished a high reputation within the Ukrainian emigrationwhich includes factions both friendly and inimical to ZPUBVR.It can be stated that the newspaper is a decided success andthat C. I. A. should continue to subsidize it. Many of thearticles printed in the paper have been reprinted by other news-papers and periodicals. In each case the original source wasacknowledged. As is being done at the present time, the fieldCase Officer will continue to forward a monthly financialreport, as well as his running assessment of the newspaper'seffectiveness. coordinated with the Budget and Fiscal Office, 15 January 1953.

d. During Fiscal Year 1953 it is planned to conduct a censusin the Western Hemisphere and Europe to determine the numberand geographical locations of qualified Ukrainian youths whowould be potential applicants for a political cadre school.The cadre school would be organized in cooperation with ZPUHVR.

If the survey determines that the establishment of such a schoolwere practicable, it is believed that such a school would beadvantageous to C. I. A. in that it would serve as a trainingcenter for Political Action agents, as well as a vehicle forspotting and initial assessment of agents for current opera-tions into the Ukrainian SSR in accordance with American Fland PP targets. (See Annex B for details re Cadre School).

e. A Soviet Study Group, under the auspices of the ZPUHVR, hasbeen organized for the purpose of supplying C.I.A. with political,economic, biographic and sociological information on the Ukrain-ian SSR and the Communist leadership, and to furnish plans forHeadquarters utilization in the fulfillment of the U.S. Intelli-gence and Psychological Warfare missions. (See Annex A fordetails).

Operational Outline

a. Security and Cover

(1) Staff

(a) Fl field personnel in Germany operate underDepartment of the Army civilian cover and representthemselves to the members of the resistance movementthere as being the American Intelligence Service.

(b) PP field personnel will adopt the same orsimilar cover, represent the same service, and inno way be differentiated from their Fl colleagues.

(c) In providing financial support for the activitiesenvisaged in this project, and particularly for thatportion involving subsidy of Ukrainian emigre personnelor organizations, the field personnel will advise theirUkrainian emigre contacts that the funds are beingsupplied by various private sources in the U. S. whoare interested in the Ukrainian National Movement.

(b) The cover of agents being infiltrated intothe Ukraine will vary with operational circumstancesand requirements.

(1) U.S. - either direct, clandestine, meetings betweenCase Officers and ZPUNVR personnel or use of courier forroutine matters.

(2) Germany - same as in 'paragraph b (1) above.

All AERODYNAMIC communications requirements are providedfor under the Fl portion of the project. The communica-tions annex for AERODYNAMIC was furnished by the Officeof Communications and approved with the Fl portion on 5November 1952.

ANNEX A

Soviet Study Group

A Soviet Study Group, under the auspices of ZPUHVR, has been organizedfor the purpose of supplying CIA with political, economic, biographic andsociological information on the Ukrainian SSR and the Communist leadershipand to furnish plans for Headquarters utilization in the fulfillment of theU.S. Intelligence and Psychological Warfare missions.

1. Tasks

a. To procure biographical information on the Communist partypersonnel in the Ukrsine,

b. To gather and collate positive political intelligence fromovert, semi-overt, and covert sources in the Ukrainian SSR andthe Ukrainian emigration.

c. To prepare on the basis of Soviet publications and personalexperiences, plans for psychological and political action.These plans will be submitted to Headquarters for evaluation.

d. To prepare propaganda materials in support of the Ukrainianunderground.

e. To prepare new infiltration, penetration and defectioninducement plans for Headquarters evaluation.

2. Clearance

Although members of the Group are unwitting of C.I.A. connection,covert security clearances for them will be requested in the event thatdirect C.I.A. control over the Group is desired at a future date.

3: Cover

A backstopped field cover has been established through the CoverDivision; a reputable firm of long standing is being used as the ostensiblelessee of the office space procured.

4. Timetable

The Group began functioning as of 15 October 1952. The period ofits existence is indefinite but its longevity is subject to the qualityof the work produced.

5. Other

Financial assistance in purchasing typewriters, desks, a safe, as wellas rental of office space, is to be given in order to centralize the Group'sactivity.

SECURITY INFORMATION

Cadre School

The following outline is submitted for consideration in the event theproposed survey indicates the practicability and the advantage to C. I. A.of the establishment of a Political Cadre School. The school will serveas a training center for Political Action agents as well as a vehicle forthe spotting and initial assessment of agents for operations into theUkrainian SSR in accordance with American Fl and PP targets.

1. Overt Goal - education for good citizenship and supplementaryeducation for those denied this opportunity in the past.

2. Covert Goal - training of a cadre for wartime use and screeningof potential recruits for current operations. It is expected, moreover,that the school graduates not recruited for operations will constitutea reserve that can be exploited directly in case of a hot war.

3. Cover

In order to meet security and legal requirements in post-con-tract Germany, overtly the school will figure as an extension functionof the Free Ukrainian University, a school of higher learning re-cognized by the Bavarian Government. Covertly, candidates for admis-tion will be screened from the point of view of agent potential by arepresentative of ZPUHVR, who will implement directives of the Americanauthorities.

4. Curriculum

The school will enroll youths on a non-party basis and willhave a curriculum emphasizing political and military indoctrination.

5. Timetable

A school term, enduring six months, will have 768 hours ofinstruction. The students, single men from 18 to 25 years of age,will be drawn from .a pool of over 600 Ukrainian youths in Europe,most of whom expressed readiness to enroll in the Labor ServiceCompany that did not materialize.

complexion, security being best served by an enrollment consonantwith the strength of, and currents in, the Ukrainian emigration.Student strength is envisioned between 30 to 40 students per team,security risks being inversely proportional to the percentage ofstudents who disappear into agent work.

7. Control

Control of the school will be achieved by ZPUOR throughthe placement of their representatives in key positions.

8. Administration

The administration and instructional staff.of the schoolwill be representative of the Ukrainian emigration, but hiddencontrol and recruitment functions will be in the hands of ZPUHVR.

9. Accountability

The ZPUHVR organization will be held accountable for allAmerican funds which may be put at their disposal. The techniqueof financing and accountability may be similar to that of the ZPUHVRnewspaper, Suchasna Ukraina.
