AEC is an integral part of the Saudi Economic Offset Program
that evolved to facilitate the transfer of advanced technology
to the Kingdom of Saudi Arabia. The Program’s objectives are
founded in industrial projects which contribute to the country’s
economic diversification, manpower development, economic
and strategic self-sufficiency, export expansion, investment
opportunities and technology transfer. A key aspect of the
Program is that it encourages and assists the development of
profitable joint ventures between foreign and Saudi companies.
AEC was formed in 1988 after undertaking extensive studies of
potential markets in the Kingdom and Gulf Cooperative Council
countries. Based in Riyadh, the company is owned by Saudi and
Gulf investors equally with the Boeing Industrial Technology
Group.
AEC designs, develops, manufactures, repairs, modifies and
provides logistics support for electronic products and systems
for industrial, military and civil customers throughout Saudi
Arabia and the Middle East. Products and systems include

communications, radar. Air Traffic Control, Command Control,
Communications and Intelligence, Information Security and
Encryption, Reconnaissance, and Electronic Warfare. Our
business interests are divided into four segments: Communica-
tions, Systems Integration, Integrated Logistic Support, and
Manufacturing. Communications consists of tactical and
Commercial radio manufacturing and communications systems
implementation, and the manufacturing and repair of telecom-
munications systems. Systems Integration includes definition
and development and turn-key implementation. Integrated
Logistics Support includes logistics support, technical services
and test and repair. The fourth business segment is electronic
manufacturing. Current projects include manufacturing printed
circuit boards, line replaceable units, and other products either
designed by AEC or built under license.

AEC’s selectivity in teaming with leading international com-
panies is designed to ensure technology transfer. Through joint
projects implementation, training, and licensed manufacturing,
AEC has approached the challenges of advanced technology
transfer in a number of different ways. One unique approach
comes through placing highly qualified AEC engineering
personnel into the engineering teams of our joint project
partners, where they participate in research and development,
design, integration, and factory test. In addition, advanced tech-

AEC’s organizational structure is divided between principal
and support functions. The principal functions are Projects,
Engineering, Operations and Business Operations. The Projects
department provides central program management for customer
projects. Additionally, it provides support to Marketing for
business and proposal development. Engineering provides
detailed technical expertise from concept to design. It includes
product design development, systems definition, systems
integration, field service, configuration management, technical
drawings and documentation, and technical support of proposal
generation. Operations provides the manufacturing processes
for all AEC products including assembly and test functions and
software development. It also performs test and repair for AEC
manufactured, and other manufacturers’ electronic products.
Business Operations is responsible for contracts, purchasing,
materials, and facilities functions.
Supporting these principal functions are Finance, Marketing,

AEC’s success can be measured by its growth. The present
facility includes some of the most sophisticated design, test, and
production equipment. Manufacture of the AEC321A Tactical
Radio and electrical assemblies for the MIA2 Main Battle Tank
are well underway.
Construction has begun on the new permanent facility at the
new Technology Park at the King Khaled International Airport
in Riyadh. This facility will house engineering and production
facilities for the high-speed production of electronic printed
circuit board assemblies and products. The expansion will en-
hance the company’s ability to expand and diversify its activities
and product base and provide the Kingdom with the most
modern electronics manufacturing available. The first phase of
construction, scheduled for completion in mid 1994, includes
11,000 square meters of production and office space.

AEC is meeting the demands of the world electronics market
by aggressively pursuing strategically chosen major customers.
Major customers and AEC’s involvement with them include:
• Ministry of Post, Telegraph and Telephone for repair of
Line Interface printed circuit boards.
• Boeing Company for support to the AWACS program.
• General Dynamics Land Systems for fabrication of
printed circuit boards, printed wiring assemblies and Line
Replaceable Units for the M1A2 tank, as well as providing the
radio and intercom system for the M1A2.
• Smiths Industries for production of the Position Naviga-
tion unit for the M1A2 tank, including printed circuit boards and
filter assemblies.
• The Royal Saudi Land Forces Signal Corps with the
direct sales and technical support of radios, accessories, and
installation kits.
• The Royal Saudi Air Force in the area of maintenance
and training for the AWACS aircraft.

• MOWAG of Switzerland for the supply of radios,

support, integration support and in-Kingdom installation.
• US Army CECOM in providing communications equip-
ment and services relative to all Saudi Foreign Military Sales
programs.
• McDonnell Douglas in the area of providing radios,
remote control units and interface units, and integration support
for the Apache helicopter.
• FMC Corporation in the area of direct sales of radios,
accessories, installation kits and technical support for the in-
tegration of AEC radios and intercom system in the Bradley
Infantry Fighting Vehicle.
AEC’s current electronic manufacturing capabilities include
Parts Preparation, Semi-Automatic Component Insertion, Wave
Soldering, Conformal Coating, In-Circuit and Functional
Testing, Line Replaceable Units Mechanical Assembly, Wire and
Cable Fabrication, Test and Repair, and Software Development.
AEC’s Tactical Communications program consists of the
manufacture, logistics support, and systems integration of the
AEC321A frequency hopping tactical radio and ancillary
systems. The manufacturing process is from component as-
sembly level and includes automatic testing and environmental
stress screening.

gration segment of tactical communications is currently involved
in several programs. The AEC321A is the system of choice for
the General Dynamics M1A2 Main Battle Tank, Bradley
Infantry Fighting Vehicle, MOWAG Piranha, and Apache
Helicopter being delivered to the Kingdom. Also, AEC designed
the integration of the AEC321A and BCC600 Series intercom
installation for the M1A2, MOWAG Piranha, and M88
Recovery Vehicle to optimize operator interface.
Manufacturing is focused on printed circuit board and Line
Replaceable Unit manufacturing for the M1A2 tank. In 1991, as
a manifestation of the Royal Saudi Land Force’s implementation
of Project Sword and the expansion of Saudi military capabil-
ity, a major contract was awarded to AEC by General Dynamics
Land Systems to build 21,000 PCB’s and 800 LRU components
for the M1A2. This contract led to AEC’s compliance and
certification to Military manufacturing quality standards –
45208A. Inclusively, all PCB’s manufactured at AEC meet
Mil Std 2000A, 45662A and 1686. As a result of this, AEC is a
qualified supplier to the United States Department of Defense

in the Kingdom of Saudi Arabia, represents a key milestone
in the development of the company’s capability and is a clear
indication of the high quality performance and dedication of the
AEC workforce.
As part of Manufacturing, the Test Engineering department has
developed the capability of designing and assembling test soft-
ware unique to the project requirement. For example, the
company has developed both the AEC 2000 test station and
compatible software.
The AEC 2000 is a combination of Hewlett Packard test mod-
ules and a custom interface package combined into an ICON
driven test station designed for testing PCB’s for the M1A2
program. Other customized equipment, such as a state of the art,
high-end functional in-circuit test station, and a power supply
and card test set are all part of the Test Engineering
department complement. In software development, Test Program

hardware fabrication and assembly, design, program design and

affords AEC the capability to deliver service after sales on
manufactured products, guaranteed service in Kingdom for the
M1A2 tank, and a significant reduction in repair time for
electronics.
To help AEC meet the demands of its expanding business base,
future electronic manufacturing capabilities will include flexible
manufacturing systems, automatic component insertion, surface
mount manufacturing systems, automatic component insertion,
surface mount technologies, and Computer Aided Design and
Computer Aided Manufacturing.
AEC’s Quality Assurance Program is designed with rigid inspec-
tion systems to reach zero defects. In all areas of AEC, quality
will continue to be the driving force. Quality in Engineering
