Public comments: none Board member comments: Judi Hayward asked if the G-NECI program intent was to create jobs. Alice Laird and Jim Rada noted that the application for the federal stimulus funding calls for an estimate of jobs created. An estimated two jobs will be created by stimulus spending in Garfield County. State Climate Action Plan Committee: Keith Lambert Keith is one of 30 Colorado residents named to the Governor’s Climate Change Advisory Panel, which held its first meeting on June 22. Harris Sherman, director of the Colorado Department f Natural Resources, recruited Keith. We should take this as a positive statement about what the Garfield-NECI and this region are doing about climate and energy issues. “My appointment is a feather in cap of this region at large, because of what’s going on here and what we are all doing.” Program updates Residential programs: Heather McGregor 100% Rebate Home Energy Audit and Insulation Contest: all 12 winners have had their energy audit done, insulation projects are in the works and will be complete by fall. ENERGY STAR New Homes:

• G-NECI is co-sponsoring a free training series in Rifle, using two Habitat for Humanity homes under construction by Savage Land Co. June 16 session drew 30 people. Follow-up trainings in energy efficient techniques and materials to be held at building sites.

• Roaring Fork Access is making a film about an ENERGY STAR certified new home being built at Blue Creek. Film to be offered to community TV stations, Internet.

• G-NECI is coordinating with Colorado Mountain College on workforce training courses. G-NECI is giving two $400 scholarships to Garfield County residents — Charles Cady and Mandy Owensby — to attend the Building Performance Institute training course to be held at CMC Aspen this month. Another BPI course will be offered this fall in Rifle.

Website: • Clean Energy for Homes pages with customized information on rebates and incentives

for the 11 different utility configurations in the county. Check it out at www.GarfieldCleanEnergy.org.

• New website beta site previewed. Design and functionality well-received by board. Board offered ideas for reaching customers at stores like Lowe’s who might be buying insulation materials, to inform them of rebate offers. GEO is working on this concept too. Greening Government: Janine Rose, Ed Green, Alice Laird

• Rifle Library: 21,000 sq. ft. building in parking lot of Rifle City Hall, new parking structure at present library site, close 1 block of 2nd Street for a pedestrian plaza. Using Jeff Dickinson as advisor on LEED certification and green building.

• Parachute Library: will be a remodel, not sure if LEED Gold is cost-effective, will use green materials.

• Garfield Co. Sheriff’s Office: Building has been conceptually designed, with optional energy features of variable air volume system, enhanced insulation, solar hot water and

solar electric. VAV is embedded in base price, other options add about $200K, with overall 18-year payback.

• Performance Contracting: Dan Richardson of SGM is working with GEO and Trident as a local rep; shooting for meeting on July 24 to discuss joint approach.

• Online energy tracking: still working on pilot in Carbondale; using historical data, interval meters, building manager training; buildings could perform far better; will have data in September based on summer conservation measures; opportunity to save as much as 40% of current energy usage.

Commercial programs: Dan Richardson See attached memo on Commercial Audit and Retrofit Demonstration projects. Renewable energy: Alice Laird G-NECI received two bids for RE inventory. Now negotiating with bidders to split the work. Team 1, Land + Shelter, Sunsense & SGM, will work on Carbondale, Rifle and Library District. Team 2, Sol Energy & Rockwell Financial, will work on Silt, Parachute and Garfield County, plus identifying 10 best sites in the county for solar PV on buildings owned by others. Financing: Joani Matranga GEO and CORE are co-organizing a meeting on July 20 in Eagle for counties that plan to place a 1350 financing question on the November 2009 ballot (Pitkin, Eagle, Summit, Gunnison). Work is also underway to prepare a bill for the 2010 session to create a statewide bonding program using sources such as federal Qualified Energy Conservation Bonds or Colorado Housing Finance Authority. Local governments will still probably need a ballot question to tap this funding. Energy Accounting and Advanced Energy Management:

GNECI Pilot Project in Carbondale Background The GNECI grant proposal included energy accounting software for GNECI partners to maximize energy savings and over time, create a verifiable record of measureable results from the grant. Energy accounting software provides a system to record, analyze and report energy consumption and costs on a regular basis, an essential first step in managing energy costs. In 2008 the Governor’s Energy Office selected EnergyCAP as the State’s energy accounting software, and is encouraging local governments to use EnergyCAP. As the GNEC initiative took off, there were a number of implementation questions that needed more exact answers before we could purchase the software and put it to use as proposed in the grant: what exactly would it cost for use county‐wide, would it be a useful tool for all partners, what would training and ongoing use involve, how would we maximize results, and so forth.

To answer these questions CLEER teamed up with NET, New Energy Technology, a firm based in Grand Junction that has thorough knowledge of energy accounting software, including EnergyCAP. NET also has an impressive record of success in helping building energy users achieve dramatic energy savings. This track record includes EPA Energy Star Partner of the Year winners, Gresham‐Barlow School District in Oregon (reduced energy use over 45%) and JC Penney Corporation (over 1,000 stores in 49 states). NET is part of CLEER’s overall team of contractors that responded to Garfield County’s RFP for GNECI implementation.

NET proposed a pro‐bono pilot in Carbondale so we could fully understand how the energy accounting software works, build on the town’s existing spreadsheets to track energy use, and learn how to create a community‐wide multi‐sector approach to maximize energy savings. Advanced Energy Management A key lesson learned to date is that energy accounting software is only useful if it is part of an overall energy management system. The stair‐step diagram (below) describes the fundamentals of Advanced Energy Management which the pilot project is based on, starting with the cornerstone: Information Systems.

Work and results to date Over the past 4‐months, New Energy Technology (NET) has worked closely with the Town, RE‐1 School District, Alpine Bank, a church, and CLEER to build the data and communication infrastructure. Though the focus has been on data collection, organization and validation to create a solid foundation for ongoing tracking, early results from initial trainings include:

1. Crystal River Elementary School: Reduced its energy use by 26% in June and 48% in July compared to last summer’s energy use, saving over $9,000.

2. Roaring Fork High School: Reduced its energy use by 26% in June and 40% in July compared to last summer’s energy use, saving over $6,600.

3. Alpine Bank – Carbondale Branch: Completed an ENERGY STAR audit conducted by Schmueser, Gordon, Meyer (SGM) and NET. If the building passes, it will become the first commercial building in Carbondale to be ENERGY STAR Certified and can display the bronze plaque (Building Label) for all of its customers to see.

Next steps

NET is in the final stages of completing a historical energy accounting database for the following Phase I buildings: (Town facilities involve building a 4‐year database)

NET has created a Carbondale Energy Center website that interfaces with EnergyCAP and can be accessed by both facilities managers and the public to track energy use, highlight success stories, and share building performance. We’ve learned that unless EnergyCAP is connected to a more user‐friendly Energy Center website its use will be limited to only those with significant time and expertise. The Energy Center component and use of EPA Energy Star ratings is key to optimizing energy saving results. NET will be conducting trainings for facilities managers for each participating entity in the coming weeks to start fully using the energy accounting database to generate energy savings. When Phase I buildings are fully operational on the system and on the road to saving 20%, we will launch Phase II. Phase II will bring us up to 50 participating buildings. At the September 9th GNECI advisory board meeting Charley Haupt, NET president will present key characteristics and findings of the pilot project and we will discuss next steps for making energy accounting software and overall advanced energy management tools available to additional partners on a phased approach.

To: GNECI Advisory Board From: Jeff Dickinson, CLEER point person for greening government facilities Date: September 5, 2009 RE: Performance Contracting RFP for Energy Service Companies _________________________________________________________________________________ A work group has been meeting to develop a Request for Proposal to jointly select an Energy Service Company (ESCO) that can provide energy efficiency performance contracting for all participating GNECI partners. The work group includes representatives from partner governments as well as Dan Richardson and John Canfield of Trident Energy, Joani Matranga from the Governor’s Energy Office, and CLEER staff. The purpose of this joint approach is to create a critical mass of facilities that can benefit from performance contracting, thereby maximizing the energy savings in the region and ensuring that governments with smaller facilities can also receive energy services. Attached please find the RFP for selecting an ESCO to work with GNECI communities and an overall timeline. The Attachment A referred to in the RFP is fairly large spreadsheet containing member facilities data, and is not included in this packet. Attachment A is not yet complete, and will need additional information from some partner governments before it will be included with the RFP. We are currently working to fill in some of the missing pieces of information. At the September 9 GNECI meeting we are asking the advisory board to:

• Approve the RFP so that it may be sent to a pre-approved list of Energy Service Companies developed by the Governor’s Energy Office.

• Approve the overall timeline. • Direct the work group to select a single ESCO to serve to region and bring the

recommendation to the GNECI advisory board for approval at the November meeting.

After an ESCO has been selected, individual contracts between jurisdictions and the ESCO will be developed. Once we have more information regarding the energy audits of partner facilities and potential energy efficiency investments we will also be asking the GNECI advisory board to determine the most effective use of the $237,000 currently listed for audit/retrofit buy-downs in the Greening Government category.

Garfield New Energy Communities Initiative

REQUEST FOR PROPOSAL 9/5/09

ENERGY PERFORMANCE CONTRACTING GENERAL INFORMATION The Garfield New Energy Community Initiative (G-NECI) seeks qualified Energy Service Companies (ESCO) to provide Performance Contracting Services to multiple jurisdictions within Garfield County, Colorado. To be eligible for consideration, the ESCO must be pre-qualified and registered with the State of Colorado Governor's Energy Office Performance Contracting program. (GEO/EPC). Please see http://www.colorado.gov/energy/index.php?/commercial/pre-approved-energy-service-companies/ for eligible firms. The G-NECI includes the following partnering local governments: Garfield County, Garfield County Library District, Town of Parachute, City of Rifle, Town of Silt, Town of New Castle, City of Glenwood Springs, Town of Carbondale, and the Roaring Fork Transportation Authority. All of the G-NECI partners are participating in this RFP and collectively seeking the services of one ESCO, except for the City of Glenwood Springs, which should not be included in the proposal. It is the intent of the program to select one ESCO for all of the partners, and to have each of the partners sign an individual contract for Performance Contracting. The goal of the project is to evaluate facilities for energy efficiency upgrades, provide a comprehensive energy audit of all listed buildings, report and make recommendations for possible energy efficiency upgrades, and to assist and/or provide financing for the proposed energy projects. The selected energy service company will also be expected to provide project management and implementation, track short term gains and project long term results of the collective project. DUE DATE Proposals are due no later than 2:00 p.m. on Oct. 21, 2009, and should be returned in electronic form to Matt Anderson, Garfield County senior contracts administrator, at [email protected] and to Jim Rada, Garfield County environmental health manager, at [email protected]. PRE-BID CONFERENCE and TOURS A pre-bid conference will be held on Monday, Sept. 21, 2009, from 8:30 to 10:30 a.m. at a venue in Garfield County to be announced at a later date. Following the conference, tours of the partner buildings will be held on Monday, Sept. 21, Tuesday, Sept. 22, and Wednesday, Sept. 23, 2009. Attendance at the pre-bid conference and tours is not mandatory; however the G-NECI partners encourage interested firms to have representatives attend to become familiar with the facilities, sub-systems and current state of energy usage. CONTACT and QUERIES Questions regarding this Request for Proposal should be emailed to: [email protected] ; answers will be responded to by email, and also posted at Garfieldcleanenergy.org. The final date for questions will be Sep. 28, 2009. SELECTION PROCESS After the proposal due date, the G-NECI Performance Contracting Work Group will meet to review all proposals submitted by the Oct. 14 deadline and select a short list of candidates. The G-NECI Performance Contracting Work Group will conduct interviews with representatives of the firms on the short list on Tuesday, Oct. 30, or Monday, Nov. 2, or Tuesday, Nov. 3, 2009. On Wednesday, Nov. 11, the G-NECI Performance Contracting Work Group will make a presentation to the G-NECI Advisory Board on the RFP process and make a recommendation for its preferred energy services vendor. On Monday, Nov. 16, the G-NECI Advisory Board will present its recommendation to the Garfield Board of County Commissioners for final approval. The G-NECI Performance Contracting Work Group reserves the right to accept any proposal, in whole or in part, and to reject any or all proposals if it be deemed in the best interest of the G-NECI partners to do so. AWARD After final approval by the Garfield Board of County Commissioners, the selected ESCO will negotiate and finalize a Technical Energy Audit Agreement with each G-NECI partner, abiding by the information and price quotes provided in the ESCO’s proposal. FACILITIES INFORMATION The G-NECI partners have a variety of unique facilities with varying uses that need to be analyzed to determine the appropriateness for inclusion in the Performance Contracting proposal.

Please refer to Exhibit A, a survey conducted in 2008 listing characteristics of the structures owned by each of the partners. This list may not be exhaustive and additional projects may be added by the partners. SELECTION CRITERIA The responding energy services companies will be evaluated on their written response to the descriptions below. 1.0 Management Approach 1.1 Project Management and Coordination Show the organizational chart (by name as available) for implementing and managing the proposed project, including the responsibilities of each individual shown and the lines of authority within the overall organization. Identify portions of the effort, if any, that are proposed to be subcontracted and provide the same information for subcontractor organizations and personnel. 1.2 Appropriate Market Sector Experience and Expertise Provide information that emphasizes ESCO’s experience and expertise in a wide variety of energy efficiency and renewable energy methods and measures. Provide case studies of similar work done for other local government clients, including specific projects and measures carried out, financing models and resulting energy savings. 1.3 Project Personnel and Staffing

1.3.1 Qualifications and Experience of Personnel Identify each individual who will have primary responsibility for each task and phase of a project under the Energy Performance Contract. Tasks and phases to address include technical analysis, engineering design, construction management, construction, training, post-construction measurement and verification, and other services. Name, title, intended role and responsibilities for the duration of the contract, educational background, specific qualifications related to role and responsibilities, past relevant experience, number of years of relevant experience, supervisory responsibilities if relevant, list of projects individual was associated with during the last five years including type of project and project cost shall be included. Provide resumes for personnel proposed for work under the energy performance contract in a clearly marked appendix to the company’s response to this RFP.

To: GNECI Advisory Board From: Mike Ogburn and Alice Laird, GNECI Sustainability Team Date: September 2, 2009 Re: Clean energy transportation options: fleet efficiency support for partner governments The GNECI grant deliverables include providing information to advance energy efficient transportation options, and providing technical assistance to interested partners to pursue clean energy transportation technologies. Operating an efficient fleet can save on capital and fuel expenses. Even for small towns this can be tens of thousands of dollars per year. The State of Colorado has targeted 25% petroleum reduction between 2006 and 2012 and is already halfway there: 11% as of August ‘09. Mike Ogbun, a member of our GNECI sustainability team, has developed an overview of measures local governments and companies can take to reduce oil use and save money. This information is being loaded on the GNECI website, and will also be turned into user-friendly brochures and outreach materials. In the course of conducting the research for this project, Mike has discovered that there may be significant opportunities for GNECI partners to save money and energy through a targeted approach to fleet efficiency. However, making a petroleum reduction strategy work is not easy, (especially while maintaining service levels expected of local governments) and must involve many facets to be successful, ranging from driver practices to vehicles to fuels. Moving from the research and writing phase to technical assistance phase, the sustainability team would like to expand its petroleum reduction efforts by offering vehicle-efficiency and alternative fuel expertise to G-NECI partners, with the goal of augmenting efforts underway and coordinating efforts for maximum impact. From tracking to vehicle acquisition plans, there are many steps that G-NECI partners can implement to deliver the same services to citizens and freeing up fuel budgets to be spent on local needs. Please let us know if your local government would like technical assistance in developing a program to increase fleet and fuel efficiency. We will be circulating a sign-up form at the advisory board meeting. Mike Ogburn has a BS and MS in mechanical engineering, and 13 years experience in clean vehicle technology, including three years with the mobility and vehicle efficiency team at Rocky Mountain Institute where he authored a comprehensive study demonstrating the technical path for 100% increase in mpg for heavy trucks. He was previously employed with Ford Motor Company in testing fuel cell systems and powertrain engineering for hybrid vehicles. Mr. Ogburn worked for Cummins Engine Co. and General Electric Aircraft Engines. He was the project manager for the hybrid electric vehicles team at Virginia Tech, which won six competition awards. He holds one U.S. patent and a second is pending.

The Roaring Fork Transportation Authority’s VelociRFTA project will be the nation’s first rural BRT system and holds great promise for funding under the Federal Transit Administration’s (FTA) Very Small Starts (VSS) Program. VSS funding, however, is not guaranteed.

With the advent of ARRA, RFTA has an opportunity to apply for $54.28 million in FTA funding under the Transportation Investment Generating Economic Recovery (TIGER) Grant program. A successful TIGER grant award would ensure more rapid delivery of the VelociRFTA system with additional funding for upgrading and expanding RFTA maintenance facilities.

To demonstrate critical community support, RFTA is seeking letters from key stakeholders and regional organizations.

At the September 9 GNECI advisory board meeting we will be asking approval to submit a letter from GNECI signed by GNECI advisory board chair Michael Hassig in support of RFTA’s TIGER application, highlighting the clean energy benefits of Bus Rapid Transit.

The TIGER grant application deadline is September 15.

Commercial Energy Programs and Services: CARD Commercial Audit & Retrofit Demonstration project

Program uses $70,000 local match from City of Glenwood Springs. o $16,000 to be used for audits, performed by Schmueser Gordon Meyer (engineering firm

is a member of the CLEER professional team) o $54,000 distributed to participating businesses to pay for 50 to 75 percent of efficiency

upgrades. o Businesses will get an implementation plan and budget as part of the audit; they can then

select contractors to make the upgrades. o All audits will be complete by the end of September. Energy efficiency upgrades to be

wrapped up by early December.

Selection committee chose 6 businesses to participate in the program from 9 applicants. Selection criteria:

o Diverse cross section of business o High potential to demonstrate energy savings o Ability to pay a share of upgrade costs this year o Willingness to participate in CARD case study

Participating businesses and audit status:

o Active Communications – Audit done Aug. 20 o Lavender Swing Bed and Breakfast – Audit done Aug. 25 o The Pit Stop (Automotive services) – Audit done Sept. 2 o Glenwood Sewing Center - Audit done Sept. 4 o Juicy Lucy’s Steakhouse – Site audit date still being confirmed o Good Health Natural Grocers – Site audit date still being confirmed

SourceGas, the natural gas utility in Glenwood Springs, is involved and SGM will facilitate the

SourceGas rebate process on behalf of the businesses. Utility rebate will be focused on improvements related to heating.

Each participant gets an 11x17 window placard advertising the program, copies of a CARD

informational brochure and a brochure stand. Glenwood Springs Post Independent is notified of audit dates – we hope to get coverage of at least one.

After this demonstration project is complete we will follow up with lessons learned and next steps for demonstrations in other partner communities, and next steps overall on setting up the longer term program. The Energy Efficiency and Conservation Block Grant submitted this summer includes additional funding for audits and retrofits, and the Governor’s Energy Office also intends to offer additional funding to assist small businesses with energy improvements. This demonstration program will help shape these future programs.

Residential Energy Programs and Services: Lighting Campaign and CF Light Bulb Giveaway

Program for countywide and Glenwood Springs lighting campaign uses $40,000 local match from Glenwood Springs and $9,000 local match from Garfield County. $11,000 in DOLA funds is also budgeted for a lighting campaign.

o Lighting campaign planning team agreed to make $49,000 wholesale purchase of CF bulbs, 60 and 75 watt equivalents, manufactured by GE.

o Glenwood Electric solicited informal bids from six companies. Low bidder, All-Phase Electric, selected, will provide pair of GE bulbs for $3.76.

o First order for half the total budget, 13,000 bulbs on 6 pallets, arrived at the Glenwood MOC on Aug. 26 and Sept. 1. Cost of first half, $24,440.

Xcel Energy and Holy Cross Energy will also participate. o Xcel Energy is providing 120 bulbs for Parachute event. We can reapply to get more

bulbs for other events or distribution. o Holy Cross Energy will provide bulbs and possibly staff presence at Parachute event and

participate in ongoing program. Distribution plan

o Two bulbs, one 15-w and one 20-w, will be given to any Garfield County resident. o Driver’s license, library card or utility bill is sufficient ID o 80 percent of bulbs allocated for giveaway in Glenwood Springs, 20% in remainder of

county; county-wide share supplemented by bulbs from Xcel and Holy Cross. o Bulbs to be given away at Parachute Music in the Park event on Sept. 18 and Glenwood

Tuesday Market on Sept. 22 and 29. o Bulbs may be distributed at additional community events county-wide – currently

confirming whether we can secure booths. We welcome input on additional opportunities for distribution and volunteers to help at community events.

o Additional bulbs distributed through town halls and/or libraries in the six towns. o Media advertising and earned media in September to promote the giveaway.

Outstanding assistance from Glenwood Electric on this project, and new opportunity for a direct partnership with Xcel Energy and Holy Cross Energy.

Ongoing education woven into the distribution will cover potential energy and cost savings through lighting efficiency, payback time periods, lighting as a simple step every household and business can take.

100% rebate contest o 190 applicants, 12 winners (2 in each GarCo zip code) get a free home energy audit and

Special offer for propane and all-electric customers. o $300 standard rebate from GEO, plus $150 kicker from Garfield County, for potential

total rebate of $450.

Energy Star New Homes

Energy Star new homes training conducted in Rifle August 20th - 37 people attended the second Habitat for Humanity/ ENERGY STAR training at the Garfield County Health and Human Services Building, Rifle. Lauren Martindale planned and executed event. Lauren provides ongoing information to architects and builders to encourage new homes to meet Energy Star standards.

Clean Energy Financing

Effort underway by state leaders to develop legislation to increase clean energy financing opportunities, including possible amendments to 1350 legislation to allow for multiple counties to join together (currently not allowed under current legislation) or new legislation to create a statewide financing mechanism similar to Boulder County’s Climate Smart loan program.

Bill was introduced too late in the session this last spring to have a chance; this time a group is starting much earlier to create legislation that would have a solid chance.

State legislation could alleviate the need for 64 Colorado counties to hold 64 separate votes to create 1350-type financing.

GNECI could help in a variety of ways: o Colorado Counties currently involved in effort; GNECI members active in CML could

ask CML to become involved. o GNECI, as a partnership among Garfield County jurisdictions, can provide input as

legislation develops and let decision makers know that western slope towns are interested.

GNECI clean energy financing work group will be meeting later this month to stay on top of

emerging opportunities, including potential additional GEO financing. The amount of capital that could be provided through GEO, state legislation or clean energy

financing districts is far greater than the original near-term concept proposed in the GNECI grant so we are in a bit of a holding pattern regarding a locally-based clean energy financing fund. We will be connecting with the Manaus Fund to confer on what is the best way to tap the original $250,000 pledge for a clean energy financing fund, given the potential scale of ongoing efforts.

Clean Energy Transportation and energy efficient community design

GNECI is organizing a region-wide bike/walk/alternative transportation week for schools in

partnership with CDOT, RFTA, Glenwood Springs and City of Aspen transportation departments. Cathy Tuttle (CLEER/GNECI) is connecting with all schools in Garfield County, K-8 to participate in the effort. This regional effort will involve 21 schools. This regional effort will lay the groundwork for a Safe Routes grant application to CDOT/FHWA in December.

Mike Ogburn has developed a draft overall guide to reducing oil use by local governments and companies in the region. Information will be available via the web and

brochures, and Mike will be working with each local government to develop a fleet efficiency plan and practices.

Clark Anderson/Sonoran Institute is conducting code reviews to provide a report to participating government on what they can do to encourage more efficient land use patterns that support varied transportation options. Sonoran Institute’s work on this topic is part of the in-kind local match and is provided pro-bono to the project.

Renewable Energy

Lauren Martindale is managing the work of two consultant teams to identify potential sites for demonstration renewable energy systems for those partner jurisdictions requesting assistance in project development. We will be handing out a status chart and timeline of the renewable energy projects at Wednesday’s meeting.

A workshop on renewable energy for educators will be held in October for teachers in all Garfield County schools. We are working in partnership with Solar Energy International which usually holds the workshop in the summer to create a targeted workshop specifically designed for teachers in our region. The workshop will include a full packet of teaching materials. We are working to promote the workshop through the three school districts, and teachers can receive credits from Mesa State College for the workshop.

Garfield Solar Homes tour, Saturday October 3 in partnership with Cool Communities/Sierra Club and other community groups.

Community events held in August:

Hosted G-NECI booth at New Castle Burning Mountain Festival on July 18, Silt Hey Day on Aug. 1 and Rifle Air Fair on Aug. 14-15. Used two helpers who were trained in advance on utility rebate offerings. Distributed literature on local programs, utility brochures. Raffled off 2 Kill-A-Watts at Rifle Air Fair.

Worked with volunteer George Austin-Martin to create lighting energy use display that compares a CF bulb and an incandescent bulb. This proved to be a popular draw at the Rifle Air Fair and will be very helpful at the lighting campaign booths.
