Mental Health Research Showcase 2006

Registration FeesThe second Mental Health Research Showcase continues the tradition as a major learning opportunity to explore research, leading practice and innovation in advancing mental health. It aims to promote mental health research, bridge the gaps among research, practice and policy, and encourage research utilization to continually improve services and outcomes for affected individuals and their families. This fall’s conference is only the second of its kind.

There is clearly an interest in and demand for collaborative learning opportunities in the field of mental health. The 2005 Showcase, which also took place in Banff, was a sold-out event with a full poster session. Evaluation results showed that participants were extremely pleased with the program, the networking, and most of all, the collaborative approach to learning and information exchange between researchers, service providers, consumers, policy makers, and others with a keen interest in advancing mental health and mental health research.

Who Will AttendThe Showcase is designed to benefit a mixed audience. Researchers, designers and implementers of mental health services from across Canada will attend, including:• Service providers• Academics• Policy makers• Community agency representatives• Consumers• Funding agency representatives• And others with an interest in mental health service

delivery, research and/or policy.

Space is limited to the first 400 registrants. The conference sold out in 2005 – register early!

Talking About Talking About Mental IllnessJane Pauley, Author and Television Personality, Former NBC Dateline Co-host

A familiar presence on NBC for over twenty-seven years, Jane Pauley is one of the most recognizable newswomen in america. She is former anchor of NBC‘s Today Show, Nightly News and Dateline, and is now host of her own daytime talkfest, The Jane Pauley Show. She is engaging the country with the same charm, wit and insight that made her one of the country‘s most favorite broadcast journalists. Ms. Pauley may have interviewed politicians, rock stars and world leaders, and even married sassy Doonesbury cartoonist Garry Trudeau, but she remained the next-door neighbor you always wish you‘d had.

In 2001, Ms. Pauley spent nearly three weeks in a hospital for treatment of bipolar disorder, which she revealed in her 2004 autobiography, Skywriting: A Life Out of the Blue. The illness was triggered by a rare reaction to prescription drugs: steroids being taken for a stubborn case of hives. With later drug therapies, including more steroids and an antidepressant, her moods swings intensified, from sheer exhaustion to boundless energy. She entered New York Hospital in the spring under an assumed name during a leave of absence from Dateline. Today, Ms. Pauley is off steroids and free of mood swings, thanks to lithium.

Pauley was the 2005 recipient of the William Styron Award, which is presented to a public figure who has spoken out about his or her mental health challenges and recovery.

The CIHR Institute of Aboriginal Peoples’ Health (IAPH) supports research addressing the health concerns of First Nations, Inuit and Métis. This presentation will feature innovative mental health and addictions research conducted within Aboriginal communities in Canada and indigenous communities abroad. The aim of the research is to balance the pursuit of scientific excellence while meeting Aboriginal communities’ priorities and supporting research capacity development for the next generation of advanced Aboriginal health research scientists.

Increasing Aboriginal Mental Health Human Resources: Developing Initiatives in Providing Mental Health ServicesCornelia Wieman, Co-Director and Assistant Professor, Indigenous Health Research Development Program, Department of Public Health Sciences, Faculty of Medicine, University of Toronto

There has been a long-standing need to increase the Aboriginal mental health workforce, and there is a significant shortage of Aboriginal mental health professionals. Recent initiatives in Ontario, including research projects, are directed at increasing Aboriginal mental health human resources. Both quantitative and qualitative research findings will be presented. The implications for improved evidence-based mental health service delivery and health human resource policy development will be discussed.

Advancing the Practice of Youth Suicide Prevention: Beyond Knowledge TransferJennifer White, Assistant Professor, School of Child and Youth Care, University of Victoria

Youth suicide is the second leading cause of death among Canadian youth aged 15-24. Many young people consider suicide or engage in non-fatal suicidal behaviour each year. This session will provide a review of promising approaches in the prevention of youth suicide and will introduce a framework for conceptualizing a comprehensive response to this complex, multi-dimensional problem. Local strategies that reflect sensitivity to context and which value the unique contributions of researchers, practitioners and local citizens are favoured over the one-way transmission of expert knowledge.

Understanding Risk and Resiliency: A Child Development PerspectiveMargaret Clarke, Professor, Pediatrics and Psychiatry, University of Calgary; Division Head, Developmental Pediatrics, Calgary Health Region

This session will provide a brief overview of brain development research and its linkages to mental health disorders in children and youth. From Brain Research To Addict: What TranslatesMark Gold, Distinguished Professor and Chair, Departments of Psychiatry, Neuroscience, Anesthesiology, Community Health and Family Medicine Division of Addiction Medicine, McKnight Brain Institute, University of Florida

As the author of nearly 1,000 research publications, our speaker argues that the recent literature in the field of addictive disease suffers from a poor understanding as to what constitutes addictive disease. In this session, Dr. Gold will discuss the lack of evidence for short term, pharmacological treatments as cost-saving and quality-improving measures over the long term, since basic research has helped us understand that addiction involves brain change, and that loss of control, craving and relapse are central features. Dr. Gold will explore the basic research, the applications to human, and the limitations.

Drugs, Addiction, Behaviour, and the BrainBrian Kolb, Professor of Neuroscience, Canadian Centre for Behavioural Neuroscience, University of Lethbridge

This presentation will explore what psychoactive drugs do to the brain, address the question of why some people are addicted and others are not, consider how repeated exposure to psychoactive drugs alters later experience-dependent changes in the brain, and review how drugs differentially affect the brain at different ages.

Managing Concurrent Substance Abuse and Mental Illness in Alberta: Current EvolutionNady el-Guebaly, Professor and Head, Division of Addiction Psychiatry, University of Calgary

This presentation will review the programmatic evolution of a concurrent disorders program in Calgary from an Outpatient Clinic to the Addiction Centre to the Addiction Network and then the Addictions Program. Lessons learned include: a PAIR (Progressive And Integrative Recovery) model, the implications of patient placement criteria, the need for levels of care, and the integration of training, research and services. Current opportunities and challenges in developing a provincial network involving AADAC, AMHB and health regions and other community stakeholders will be outlined based on the Calgary experience.

Addiction and Mental Health Services in Canada: Challenges and OpportunitiesPatrick Smith, Senior Advisor, BC Mental Health and Addiction Services

This presentation will review a brief history of the fields of addictions and mental health in Canada and how these two systems of care have evolved in provinces and territories across the country. With an increased awareness of the needs of individuals with concurrent mental health and substance use issues, health services have struggled to provide seamless care for clients with multiple needs. There has been an increased focus across Canada on the need to more effectively integrate addictions expertise into the broader health system. This presentation will highlight some of these experiences in the provinces and territories and will explore some of the potential challenges and opportunities that exist in providing integrated care for clients and their families.

John Helzer, Professor of Psychiatry and Director, Health Behavior Research Center, University of Vermont

This presentation will review results of studies of an automated telephone system that can be used to prolong and amplify the impact of standard therapies like brief intervention for heavy drinking and CBT (Cognitive Behaviour Therapy) coping skills for alcohol dependence. This automated tool is also useful as a means of promoting self-directed treatment in busy primary care clinics or in remote geographical areas where specialty care is in short supply.

Using Behavioural Reinforcement with Adaptive Treatment Strategies to Improve Patient Attendance and Treatment Outcome in Patients with Opioid and Other Drug DependenceRobert K Brooner, Director, Addiction Treatment Services, Johns Hopkins Bayview Medical Center

In this presentation, Dr. Brooner will review the importance and efficacy of combination treatment approaches for managing patients with opioid and other substance use and psychiatric disorders (i.e., verbal, medication, and behavioural therapies), and will discuss the problems of poor patient adherence that threaten this and other therapeutic approaches. Data will be presented from studies employing combination treatment approaches that use an adaptive platform to match the amount of verbal and medication therapies to achieve and sustain good clinical response, and behavioural incentives to motivate patient attendance to scheduled services. Results from these studies show that the developed Motivated Stepped Care (MSC) treatment model is associated with excellent patient attendance and reduced drug use and other psychosocial problems.

This presentation will explore the challenges in coordinating mental health and addiction treatment services in a comprehensive center.

There has been considerable research and advocacy focused on improving insurance coverage for mental disorders to make it “on par” with coverage for all other health conditions and for services such as psychotherapy as well as medication and inpatient treatment. A recent major study of health insurance for federal employees demonstrated that insurance parity could be implemented along with managed care with a reduction in out-of-pocket spending and no adverse impact on total spending or quality. The presentation places this economic policy research in the context of the broader field of mental health research and links it to issues of concern in Canadian health policy.

Behavioural health was the first sector of health care to apply innovative approaches to match a patient’s complex and differing needs for care with different levels of care. Using a structured approach to patient placement, it has improved system efficiency and ensured that appropriate treatment is delivered. Embedding this approach into a quality improvement process is necessary to stimulate innovation in the delivery of mental health services. The result will be continued improvement in the quality and efficiency of care delivered.

COMMUNITY TREATMENT ORDERS: PROS AND CONSCommunity Treatment Orders (CTO) are orders for treatment in the community. British Columbia, Saskatchewan, Manitoba, Ontario and Nova Scotia have introduced CTO legislation with varying conditions attached. Conditions are often in place in the areas of: consent, who initiates the order, duration and appeals. Some assume that the patient is incompetent for the order to be issued, most require a treatment plan as part of the order.

Panelists will present their diverse experience, opinions and research on the issues surrounding CTOs.

Registration Policies1. Registration fees must be paid in full before being

admitted to the Showcase. If there is an outstanding balance on your account when you arrive at the Showcase, you will be asked for a credit card or cheque to settle your account.

2. Advance registrations will be accepted up until October 20, 2006. After October 20, 2006, registrations will only be accepted on-site.

3. Notice of cancellation must be in writing. A $60 cancellation fee will apply for Showcase registrations cancelled up to October 20, 2006. After this date, no refunds will be issued. No refunds will be issued for dinner tickets.

4. Substitutions may be made up until October 20, 2006 or on-site and must be made in writing. Individuals substituting must provide a completed registration form.

5. VISA and MasterCard are accepted credit cards. Your statement will read “Buksa Assoc. (780) 436-0983 Edm.”

6. Make cheques payable to “BUKSA Associates Inc.”7. A confirmation notice of your registration will be

sent to you within ten working days of receipt of your registration.

8. Receipts will be sent to you if your registration is received by October 6, 2006. Receipts for registrations received after this date will be included in your delegate package at the Showcase.

9. In the event of an NSF (non-sufficient funds) cheque, the individual or organization will be charged a $15 service fee.

Accommodation Policies1. All guest room reservations at the Rimrock Resort

Hotel must be made through the Showcase Secretariat.

2. A room block and special rates have been secured at The Rimrock Resort Hotel for Showcase delegates.

3. Guest room reservations are made on a first-come first-served basis, subject to availability.

4. Reservations must be received by September 28, 2006 and are based on availability. After this time, reservations will be subject to general availability at the prevailing corporate rate. Reservations must be guaranteed with a one-night deposit. Deposits are refundable if cancellation is received prior to October 18, 2006.

5. Showcase rates are offered three days before and three days after the meeting dates of October 28, 2006 to November 1, 2006, subject to availability.

6. Overnight self-parking is subject to a daily charge of $8 per vehicle. Valet parking is subject to a daily charge of $15 per vehicle.

7. All room rates are subject to a 4% provincial tourism levy and the 6% Goods and Service Tax (GST).

8. Triple and quadruple accommodation is available at an additional cost of $32 CAD per person, per day. The Rimrock Resort Hotel allows a maximum of four (4) adults per guest room. Children under the age of 18 years, sharing a room with their parent/guardian(s) stay at no charge.

9. Check-in time is 4:00 pm. Check-out time is 12:00 pm. You may check in earlier depending on occupancy levels and availability of “ready” rooms.
