PURPOSE:

Determine advancement eligibility requirements Preparing necessary forms Order, custody, disposing of examinations Administering exams Changing rating Responsibilities and procedures related to

advancement NAVADMINS are issued to supplement the policies in

this manual.

NAVY ENLISTED ADVANCEMENT SYSTEM (NEAS) (Ch.1)

Adv to E2 and E3 is automatic without action Adv to E4-E7 take competitive exams that are

used as part of an FMS. FMS-Final Multiple Score-is based on

knowledge, performance and experience For E4-E6-Exam score, Evals, SIPG, awards,

PNA For E7-The FMS is the exam score and evals

Responsibilities:

CO/OIC-responsible for strict adherence to guidelines, procedures, policies of NEAS, including but not limited: administer exam to qualified candidates, security of exam materials, distribution of BIBS, dissemination of deadlines, designate a local ESO to administer the exam, forwarding of exams.

RESPONSIBILITIES Cont….

NETPDTC-Develop, publish and distribute exams, accountability of records, publish results, develop statistical data, publish BIBS, facilitates AEDC conferences with SME’s.

NPDC(Naval Pers Develop Command)-coordinates with COMUSFLTFORCOM and TYCOM’s to designate the best qualified SME’s.

COMUSFLTFORCOM and TYCOM SME rep’s- advice the SME’s command that accounting data and lodging will be provided 2 wks prior; comply with timelines in AEDC msg; direct unit CO’s to personally interview nominees of Chief, Senior, Master chief; Frocked Chiefs are discouraged.

GENERAL ELIGIBILITY REQUIREMENTSChecklist:

CO/OIC Recommendation- Is the most important advancement eligibility requirement

Time in Rate- E1-E2=9 mos; E3-E4=6 mos; E4-E5=12 mos; E5->E6->E7->E8->E9=36 mos

Path of Adv- The path from E1-E9 as stipulated in Manual Enlisted Manpower and Personnel Classification and Occupational Standards.

Special Requirements- Citizenship, Driver License, Physical requirements

Req’d Service Schools- Listed in REGA/CREO Evaluations- Refer to current NAVADMIN for computation cycle Medical/Disciplinary Status- Personnel will not be disqualified

for special medical or disciplinary status Physical Readiness-Must meet req’s per OPNAVINST 6110.1H

LDO/CWO selectees- Are ineligible for consideration to E7/E8/E9 selection boards

Trf to Fleet Reserve- E6/E7/E8 Are ineligible for consideration for selection boards unless the HYT request is HYT mandated.

Class “A” school- Undesignated personnel approved for “A” school are not auth to participate in any other rating exam

Class “A” school conversion- Personnel under instruction for conversion on scheduled date of exam are prohibited from taking ANY adv exam

TIR DATE EXAMPLE:

SR Bone came in the Navy July 12, 09, His Time in Rate is the first day of month he came in the Navy, Jul 1, 09.

SR Bone came in the Navy July 17, 09, His Time in Rate is the first day of the month the following month he came in the Navy, Aug 1, 09.

WAIVER OF TIR REQUIREMENTS

EP Sailors- CO/OIC may waive up to 1 yr of the

required TIR when they receive a Early Promote on their most recent observed periodic eval in their current paygrade.

CO’s can authorize the TIR waiver for up to 2 consecutive cycles covered by the most recent observed periodic eval.

LDO Purposes

E6 personnel who meet the requirements for the LDO program, have completed all requirements for E7, BUT do not meet the minimum E7 TIR requirements, are authorized to participate in the E7 examination for LDO provided they have served as an E6 for at least 1 year, computed from their TIR date for E6 to 1OCT of the year the LDO application is submitted.

LDO EXAMPLE

NC2 Jones is a selectee for NC1 from Sep 2007 cycle. Her TIR for E6 is 1 JAN 2008. She will complete 1 year as an E6 on 1 JAN 2009, and is eligible to participate in the Jan 2009 CPO exam for LDO purposes IF she is submitting a LDO application for 1 OCT 2009.
