1. Open Competition – open competition in all sectors will be supported by new licensing regime. International Gateway will be liberalized by October 2009

ADOC has a plan to link with Department of Open & Distance Learning (DODL) at Unitech to establish e-Learning centers

DODL has 29 sub-centers all over PNG, mostly in mining townships

Have money but limited options for education and learning

Either assist DODL to deliver materials and its programs online
