    ".3 All information re$ardin$ an applicant%s criminal convictions is to be

    re$arded as hi$hly confidential. owever, it may be necessary for theeffective dischar$e of the process for information to be disclosed torelevant parties within the instittion.

    ".4 #he procedre relates to all applications, both UCAS and non!UCAS, tothose stdents who have had an a$reed leave of absence in ecess oftwo years, and to those stdents who have had an na$reed leave ofabsence of a year or more.

    ".- #he procedre seeks to identify those stdents who cold pose a risk tothe University commnity. A formal 2d$ement will need to be made

    on all stdents with a conviction which reslted in a cstodialsentence, and those stdents with repeat convictions whichdemonstrate a pattern of offendin$. 0articlar attention will be paid tocrimes of violence and crimes a$ainst the person, theft, dr$!relatedcrime and seal offences. /ceptional decisions may always be madeto identify a stdent as posin$ a potential risk and reqirin$ frtherconsideration by the University even tho$h the stdent%s convictionmay fall otside these cate$ories listed.

    %# Process

    (.1 Application forms are received by the Admissions +ffice. #he relevantsection of the form is checked.

    (." 5f an applicant declares no criminal conviction, the applicationproceeds as normal.

    (.( 5f the applicant does not complete this section of the form, theirapplication is fla$$ed. 5t then proceeds thro$h the normal academicdecision!makin$ process. 5f it is decided to make an offer of a place theapplicant is sent a copy of letter 6A!C657 &Appendi 1' askin$ themfor frther information and informin$ them that their applicationcannot be responded to ntil this information is received. 5f there isno response to this reqest, the application will be re2ected.

    (.3 Any application where a conviction is declared, either initially, or as areslt of step ( above, is fla$$ed. #he application then proceedsthro$h the normal academic decision!makin$ process. 5f it is decidedto make an offer of a place the applicant is sent a copy of letter 6A!C65 &Appendi "', askin$ them for frther information with re$ardto their convictions, and informin$ them that their application cannot

    be responded to ntil this is received. etter 6A!C65 also sets ot

    the principles nder which this process operates, addresses the isse ofspent convictions, and assres the applicant of confidentiality.

    (.4 5f, on the basis of the evidence retrned, the Admissons ana$erdetermines that the conviction is spent nder the provisions of the6ehabilitation of +ffenders Act &19:3', or that it does not constitte arisk as defined in ".-, and that there is no other eceptional reason for

    passin$ the case to the Applications 6eview 0anel, then the applicationprocess is proceeded with as normal.

    (.- 5f the conviction is deemed to constitte a potential risk as defined in".- above, or if it shold be deemed necessary for any eceptionalreason by the Admissions ana$er, then the application is passed tothe University%s Applications 6eview 0anel.

    #he Applications 6eview 0anel is constitted as follows;

    Assistant irector, Academic 5nformation Services &Chair'

    University Secretary or his nomineeirector, Stdent 6ecritment and 7siness 0artnerships &Admissions'

    Admissions ana$er &Secretary'

    (.: #he applicant may be asked to indicate sorces for relevantinformation &e.$. probation or social worker reports, medical evidenceetc.' bt the responsibility for a 2d$ement on the evidence to bereqested and the process of reqestin$ that information both lie withthe University. #he applicant will not be invited to attend the meetin$of the $rop, and therefore all evidence mst be identified in advance.

    (.8 #he 0anel will consider each application based pon the principlesotlined in this docment. #he reasonin$ for all decisions will beminted. 5f a conviction is spent it will be disre$arded nlesscompletion of the corse involves nspervised contact with

    vlnerable persons or $ives an atomatic ri$ht to practice anyprofession eempted nder the 6ehabilitation of +ffenders Act.

    (.9 #he 0anel will make a decision, which may be to allow the applicationto proceed, to refse the application of any individal or in eceptionalcircmstances to lay down sch conditions as it thinks fit for theadmission of an individal.

    (.1< 5f a decision is taken to proceed with an application, this will beforwarded to the Applications Unit so that an offer will be made,accompanied if necessary by a letter 6A!C65C6 &Appendi ('detailin$ possible implications for ftre professsional stats &see 3

    below'. 5f a decision is taken not to proceed with an application, thiswill be forwarded to the Applications Unit for a re2ection decision to bemade.

    (.11 5n certain cases where a decision to refse an application is made an

    appeal can be made to the )ice!Chancellor via a written sbmission tothe Secretary of the Applications 6eview 0anel within 13 days of the
