    CHAPTER 3

    ADMISSION OF STUDENTS IN INSTITUTIONS

    3.1 These rules shall be applicable to the admission of candidates in Secondary

    and Higher Secondary School Certificate/Intermediate classes.

    3.2 Admissions in Schools

    a. Admission in SSC Part-I shall commence immediately after the declaration ofthe result of Middle Standard Examination conducted by the concerned Institution/Directorate or Embassy and shall remain open upto the 31st August of the yearwithout late fee. After this period, late admission would be made with the specialpermission of the Chairman on payment of requisite fee upto 30 days or as may befixed/notified by the Board. The academic session at SSC level shall however startw.e.f. 15 August of a Calendar year.

    b. Admission in Class IX/X on transfer basis from Board to Board or institutionto institution will be made within forty five days of the withdrawal from previousInstitution, subject to eligibility determined by the Board.

    c. A candidate who appears in SSC Part-I examination as a private student, iseligible to seek admission in SSC Part-II in the same group or subjects.

    d. (1) A student who has completed the course but does not appear in SSC-Iexamination or having appeared has passed/failed/absent in the examination,shall be eligible to join the class in which he/she was studying, not later than20 (twenty) days to the re-opening of the institution after summer vacations or

    after the declaration of the examination results whichever is later. However heshall invariably apply through institution for cancellation of previous result bythe prescribe dates notified in the relevant cancellation form at respectivelevels to the date of re-admission by sending the original result card. Suchcandidates shall not be eligible for:

    (a) Scholarships;

    (b) determination of Position in a Board Examination;

    (c) improvement of Result;

    (d) a certificate that they have passed the examination in singleattempt (i.e. their result cards would indicate that they have passed the

    examination in multiple attempts).

    (2) The candidate who has appeared in SSC Part-I examination conductedby any other Board shall not be eligible for re-admission in the same class.

    (3) The students of other Boards whose results (SSC-I) differs with theFederal Boards Scheme of Studies in any aspect shall be admitted in SSC-IIand shall have to appear in both the parts of examination at SSC level inaccordance with the prevailing Federal Boards Scheme of Studies.

    (4) Foreign Nationals or Pakistanis who have studied under British /American or similar system of education and have obtained equivalentcertificates of SSC-I may seek their admission at SSC-II but shall have toappear in both the parts of SSC Examination in accordance with the prevailingScheme of Studies of Federal Board.

    3.3 Admission in Colleges/Higher Secondary Schools:

    a. Admission in HSSC Part-I shall commence immediately after the declarationof SSC result and shall remain open upto the 31st August of the year without latefee. The admission shall thereafter be made with the permission of the Chairman onpayment of requisite fee notified by the Board from time to time for next thirtydays. The academic session at HSSC level shall start from 15th August of thecalendar year.

    b. Admission of a candidate, who passes the Secondary School CertificateExamination in Supplementary Examination or whose result is declared after the

    publication of result gazette of SSC Annual or Supplementary Examination, will bemade by the head of institution within 20 (twenty) days of the declaration of resultor re-opening of institutions after summer vacations whichever is later.

    c. A candidate who appears in HSSC Part-I exam as a private student, is eligibleto seek admission in HSSC Part-II in the same group or subjects.

    d. Admission in Class XI/XII on transfer basis from Board to Board orinstitution to institution will be made within forty five days of the withdrawl fromprevious Institution, subject to eligibility determined by the Board.

    e. The student who qualifies an examination or is studying in any other stream of

    study, and desirous of admission in HSSC-I/HSSC-II will be made within 45 daysof the declaration of result or leaving previous institution subject to production ofequivalence certificate issued by the IBCC, Islamabad, Pakistan. However no suchadmission will be made after the last date of submission of admission form withnormal fee.

    f. (1) A student who has completed the course, but does not appear in HSSC-Iexamination or having appeared has passed/failed/absent in the examination,shall be eligible to join the class in which he/she was studying, not later than20 (twenty) days to the re-opening of the institution after summer vacations orafter the declaration of the examination results whichever is later. Howeverhe/she shall invariably apply through institution for cancellation of previousresult by the prescribed dates, notified in the relevant cancellation form atrespective levels to the date of admission by sending the original result card.Such candidates shall not be eligible for:

    (a) Scholarships;

    (b) determination of position in a Board examination;

    (c) improvement of result;

    (d) a certificate that they have passed the examination in single

    attempt (i.e. their result cards would indicate that they have passed theexamination in multiple attempts).

    (2) The candidate who has appeared in HSSC Part-I examination conductedby any other Board shall not be eligible for re-admission in the same class.

    (3) The students of other Boards whose results (HSSC-I) differs with theFederal Boards Scheme of Studies in any aspect shall be admitted in HSSC-IIand shall have to appear in both the parts of examination at HSSC level inaccordance with the prevailing Federal Boards Scheme of Studies.

    (4) Foreign National or Pakistanis who have studied under British /American or similar system of education and have obtained equivalentcertificates of HSSC-I may seek their admission at HSSC-II but shall have toappear in both the parts of HSSC Examination in accordance with theprevailing Scheme of Studies of Federal Board.

    It is hereby notified for the general information of all concerned that the HigherSecondary School Certificate (HSSC) Annual Examination, 2010 of the Federal Board ofIntermediate and Secondary Education, Islamabad, will commence from Wednesday , the28th April, 2010.

    2. The schedule for receipt of Admission Forms along with admission fee in the BoardsOffice is as under:-

    a) The Institutions may open a foreign currency account in Pakistan and remit feethrough that account.

    b) Payment may be made through Bank Draft in favour of Controller of Examinations(Conduct), Federal Board of Intermediate & Secondary Education, Islamabad encashableat Islamabad. In case the said option is not feasible, the Institution(s)/Candidate(s) willpay US$ 20/- in excess on each bank draft encashable from USA, on account ofcollection charges.

    c) The amount may be remitted through T.T. for credit to FBISE Account No.50002-0at the Habib Bank Limited, FBISE Branch, H-8/4, Islamabad (Pakistan).

    4. The details of fee should be specified in the covering letter and following informationmust be provided on the backside of Bank Draft:-

    5. FOR COMPARTMENT CASES. The candidates who intend to reappear in anynumber of paper(s) of HSSC Part-I or II after having failed, they would pay full fee oftheir respective part of examination.

    6. DOCUMENTS TO BE ATTACHED WITH ADMISSION FORM. An attestedphotocopy of registration card issued at HSSC level and result card of SSC examinationmust be attached with the Admission Form, if the candidate is appearing in HSSC Part-Ionly or HSSC Part-I & II together as a fresh. An attested photocopy of HSSC Part-IResult Card must be attached, if he/she is appearing in HSSC Part-II examination. Thecandidates who appear as regular in HSSC Part-I from one college and appear in HSSCPart-II from another college must provide an attested copy of the College LeavingCertificate, along with admission form. Those candidates who have passed their HSSCPart-I examination from any other Board, they should submit their Original Marks

    Sheets/ Result Cards with Admission Form along with Original Result VerificationLetter issued by the concerned Board. The candidates taking Pakistani Culture/UrduSalees/English Advance etc must attach an attested photocopy of permission letter issuedby the Federal Board with their Admission Forms. Permission for change ofgroup/subject(s) cancellation of Ist years results letter may also be attached (ifapplicable). The candidates who passed their Secondary School Certificate from acountry other than Pakistan must attach an attested photocopy of Equivalence Certificateissued by the IBCC along with their Admission Forms.

    7. Change of subject(s)/group will not be allowed under any circumstances aftersubmission of Admission Form to the Boards Office.

    8. Private candidates residing in the territorial jurisdiction of FBISE may also apply toappear in the examination of the Federal Board. However, they shall not be allowed tooffer any subject/group of subject(s) not offered by the affiliated institution(s).

    9. The failure candidate(s) of HSSC Supplementary Examination, 2009 may alsosubmit their Admission Forms according to the above mentioned schedule. However,those candidates whose result will be declared late by the Federal Board, may submittheir Admission Forms with normal fee within 15 days from the date of declaration of theresult, but before commencement of the examination, positively.

    10.Admission Forms must be completed in all respect. An unattested photograph is to bepasted on prescribed place at page 1 of the admission form whereas the photograph to beaffixed at page 2 must be cross attested by the head of concerned institution himself.

    11.The candidate(s) who wish to improve their grade/marks should fill in the AdmissionForm(s) alongwith improvement application form(s). The Form can be obtained from theBoards Office on payment of US$ 01/-. The Admission Forms are also available fordownload at FBISE website (www.fbise.edu.pk) but the cost of Admission Form i.e. US

    $ 01/- will have to be remitted alongwith Admission Fee.

    12. All the Heads of affiliated institutions are requested to ensure that the particulars ofcandidates on the admission forms are recorded on the basis of registration.
