FINANCIAL AUDIT: We achieved a Comprehensive Annual Financial Report with zero findings and the audit was conducted 100% remotely.
Significant Accomplishments
Pandemic Response- COVID Relief Subcommittee distributed $114 million in CARES allocation to local units of government, small business, and non-profit organizations.

Communication and Transparency: Live web dashboards, social media posts, media releases, videos and strategic outreach to the diverse community in multiple languages.
Response to Social Unrest: All-staff town hall to discuss sentiments, fears, struggles and questions, and relevant County policies and practices.

Indigent Defense:
Through the new Indigent Defense programs, in the first year, there were 2258 felony cases with an assigned attorney from the 70 in the portfolio.

Agricultural Preservation: Received a $200,000 grant award from the Michigan Department of Agricultural and Rural Development for conservation easements.

Behavioral Health: Partnering with key stakeholders to implement the County’s first behavior health crisis system and approved a contract with TDR Solutions to implement the recommendations, with $110,000 of partner contributions

Ready by Five Early Childhood Millage: Mobilized the Ready by Five Millage Review Committee and helped First Steps Kent implement virtual programming during the pandemic.

Organizational Structure Improvements: Reorganized the roles and responsibilities in the County Administrator’s Office to enhance operations and to increase our support for the Board and all stakeholders
A Look Ahead
Legislative Advocacy: Following two work sessions to discuss
issues and priorities, staff and the County’s lobbyists are preparing
to support the Board of Commissioners’ advocacy at the
state and federal levels of governments during 2021.
Succession Planning: In 2021, Kent County plans to
incorporate leadership competencies as part of a
strategic succession plan for top level roles.

Building Projects: Construct North County Campus (Sheriff North Sub-Station and North
County Health Clinic), Parks Offices replacement, and begin planning
process for Fleet Services replacement
Millage Planning:Prepare for a trouble free, successful renewal of the
Senior Millage and Veteran Millage in 2022

Budgeting & Finance: Execute CARES $ / Rescue Plan funding
allocations, tracking, monitoring, reporting, etc.
County Phone System: Replace the County’s legacy phone
system with a modern, integrated Unified
Communications platform

Growth by Chance or by Choice:Following two productive work
sessions, the County will develop a strategy to engage stakeholders in
discussions about Transfer of Development Rights and other tools to increase affordable housing and
preserve farmland and agribusiness.
Broadband Subcommittee: The Administrator’s Office will assist the Board’s Broadband Subcommittee to increase the availability across
the County.
A Look Ahead
Operational Excellence and Inclusion: Efforts to support innovation, data analysis and
performance excellence will continue as Kent County continues to set a high standard for
effective local government operations. Establishment of Chief Inclusion Officer will l continue our commitment to leveraging the
talents and potential of our diverse workforce and ensuring equitable services to
our entire community.
Transition to a New Administrator: The County Administrator’s Office will welcome
and support the new Administrator/Controller. Teamwork and
collaboration between the Administrator’s Office and the rest of the county
government will continue as we build on past successes and take on new challenges.
