INTRODUCTION

In November 2011, the Los Angeles Water Board adopted non-regulatory administrative updates to Chapter 2 of the Water Quality Control Plan for the Los Angeles Region (Basin Plan). This update included:

i. Revisions to all surface water, groundwater, and coastal features maps based on higher resolution geographical information;

ii. Revisions to the beneficial use tables to reconcile them with the higher resolution maps,

and to reflect reach name changes that have occurred as a result of total maximum daily loads or other Basin Plan amendments; and

iii. Incorporation of previously adopted Basin Plan amendments to the region’s municipal

and recreational beneficial uses as contained in Los Angeles Water Board Resolution No. R98-018, Los Angeles Water Board Resolution No. R03-010, and State Water Resources Control Board Resolution No. 2005-0015.

The 2011 revisions to the beneficial use tables included changes to the existing hydrologic unit codes (HUCs) for the Los Angeles Region’s waterbodies. Prior to the update, the Basin Plan classified water body segments by 8-digit HUCs that identified waterbodies at four levels – region, sub-region, hydrologic basin, and hydrologic sub-basin. This was based on the CalWater 2.2.1 dataset. This hydrologic classification system was replaced by a more precise one that added two additional layers of hierarchy – watershed and sub-watershed, resulting in 12-digit HUCs. This new system was based on the National Hydrography Dataset (NHD). The NHD dataset has been updated since the Board’s HUC revisions were made in 2011, thereby warranting additional revisions to the HUCs for certain waterbody segments/reaches in the beneficial use and tributary tables of Chapter 2 of the Basin Plan. Other proposed revisions include clarifications/corrections to waterbody reach descriptions in the beneficial use tables, and corrections and additions to information in the tributary tables for Chapter 2 of the Basin Plan. Details of these proposed revisions are presented in the sections below.

A. PROPOSED REVISIONS TO THE BENEFICIAL USE TABLES The proposed revisions to the beneficial use tables in Chapter 2 of the Basin Plan include updates to the HUCs at the hydrologic sub-basin or sub-watershed level; i.e., HUC12. The HUC12 updates reflect the changes of HUC12 and its subsequent designations to the water body boundaries in NHDPlus Version 2 (2012), which includes better source data, improved production methods, and additional components to enhance utility. New watershed boundary dataset (WBD) numbers were assigned to each of the affected waterbodies. Most of the changes of HUC12 occurred in the coastal areas, particularly in the Santa Monica Bay Hydrologic Unit and the San Gabriel Hydrologic Unit. The HUC12 updates are in accordance with the Federal Standards and Procedures for the National Watershed Boundary Dataset, fourth edition (2013). Additionally, proposed revisions to the beneficial use tables in Chapter 2 include updates to some of the waterbodies within the region. These proposed revisions are made to clarify and/or correct previous waterbody reach descriptions.

For Calleguas Creek Reach 9B, change “Camarillo Rd” to “Camarillo Drain” as Camarillo Drain

was mistakenly identified as Camarillo Rd previously.

Split “West Fork San Gabriel River (above Bear Creek)” into two sections to reflect the changes

in HUC12:

o “West Fork San Gabriel River (Bear Creek to Cogswell Reservoir)”, “180701060205”.

o “West Fork San Gabriel River (Above Cogswell Reservoir)”, “180701060202”.

The beneficial use designations remain the same for both sections.

II. REVISIONS TO TABLE 2-1A: BENEFICIAL USES OF INLAND SURFACE WATERS (PAGE 2-16 TO 2-25)

Change the table heading to “Table 2-1a. Recreational Beneficial Uses of Inland Surface Waters” to

clarify that this table is specifically for recreational beneficial uses.

B. PROPOSED REVISIONS TO THE TRIBUTARY TABLES

Proposed revisions to the tributary tables for Chapter 2 of the Basin Plan include updates to the hydrologic unit codes (HUCs). As previously stated, the HUC12 updates reflect the changes of HUC12 and its subsequent designations to the water body boundaries in NHDPlus Version 2 (2012), which includes better source data, improved production methods, and additional components to enhance utility. New watershed boundary dataset (WBD) numbers were assigned to each of the affected waterbodies. The HUC12 updates are in accordance with the Federal Standards and Procedures for the National Watershed Boundary Dataset, fourth edition (2013). Additionally, proposed revisions to the tributary tables include corrections and additions to assigned

tributaries of various waterbodies within the Los Angeles Region. These proposed revisions are made

to correct inadvertent errors and omissions.
