II ESTABLISHMENT : 1. Dr. S. Shakir Hussain, IRS continued as Chief Executive Officer, HCoI (appointed on
1st July, 2010). 2. Ms.Roohi Khan, S.A.S., was appointed as Dy. Chief Executive Officer, Haj Committee of
India on 11.05.2011 vide Ministry of External Affairs letter No.M(Haj)-1181/09/2006 dated 27th April, 2011.
3. One year’s extension to Mr. M. A. Khan, Personnel Officer, HCoI, Mumbai w.e.f.
1st September, 2011 to 31st August, 2012 was granted vide Ministry of External Affairs letter No.M(Haj)-1181/13/2007 dated 27th April, 2011.
4. The post of Accounts Officer remained vacant and was held as additional charge by
Mr. M. A. Khan, Personnel Officer during the FY 11-12. 5. In order to invite better qualified officers on deputation basis to HCOI the posts of
Personnel Officer and Accounts Officer have been upgraded and re-designated as Deputy Chief Executive Officer (Admn) and Deputy Chief Executive Officer (Accounts) vide Ministry of External Affairs letter No.M(Haj)1181/2/2012 dated 9th February, 2012.
6. Accordingly the existing post of Deputy Chief Executive Officer, HCoI has been
re-designated as Deputy Chief Executive Officer (Operations) vide Ministry of External Affairs letter No.M(Haj)/1181/2/2012 dated 9th February, 2012.
7. The list of the employees of Haj Committee of India is enclosed herewith at Annexure-I. MEETING OF D.P.C. 8. The meeting of Departmental Promotion Committee (DPC) was held on Wednesday, the
18th January, 2012 at 02.30 p.m. at Ashok Hotel, New Delhi for considering the Promotions / Appointments against the available vacancies in the Establishment of Haj Committee of India and to take decision on other Establishment and administration related matters.
HAJ ACTIVITIES DURING F.Y 2011-2012
The activities during Financial Year 2011-2012 were partly related to Haj-2011 (between the period 01.04.2011 to 12.12.2011) and Haj-2012 (between the period 13.12.2011 to 31.03.2012).

HAJ-2011 III. MEETINGS 1. Out of Four (4) meetings of the Haj Committee of India held during 2011-2012, two (2)
meetings were held for Haj-2011 on the dates indicated below under the provisions of Section10(1) of the Haj Committee Act (No.35 of 2002).

IV. HAJ APPLICATION FORMS FOR HAJ- 2011 1. The Haj Application forms for Haj 1432 (H) – 2011 (A.D.) were distributed among 30
States / Union Territory Haj Committees. For the convenience of Haj Pilgrims, the Haj Application Form was also displayed on the website of Haj Committee of India. The Pilgrims were given the facility to down-load the same and submit it after filling it up properly. In orderto simplify the procedures and reduce paper work of the Hajis two form system has been scrapped and one single Form was used for Haj – 2011.
2. Till Haj 2010 – pilgrims without passport were also allowed to apply which used to result in cancellations for want of Passport at the last minute. For Haj 2011 Application Forms were accepted either with photo copy of passport or copy of Regional Passport Office receipt. This is also introduced as an intermediary step to the final goal of Haj applications to be accepted only along with Passport from haj 2012 onwards.
3. Attaching Photo copy of cancelled blank cheque along with Haj Application Form to enable faster processing of refund, if any, through RTGS (Optional) introduced
4. It was decided to give Reserved Category Status to :-
i) Those Pilgrims who continuously applied for the last three years i.e. 2008, 2009 & 2010 unsuccessfully. (Charts attached as Annexure-II).
ii) The Pilgrims whose status was PNR for Haj-2010
iii) Those Pilgrims who have paid the Haj amount but could not proceed for want of
Visas.
iv) The applicants above 70 years of age alongwith one companion. Statements showing the number of Pilgrims of 70 years age & above proceeded for Haj-2011 are marked as Annexure – III & IV).

V. DISTRIBUTION OF QUOTA 1. The applications were received by the State Haj Committees from 16.03.2011 to
30.04.2011. Totally 3,02,616 Haj Application Forms were received. The initial quota allotted to the Haj Committee of India of 1,04,000 was distributed among the various States. The additional quota of 10,000 was allotted to Haj Committee of India by the Ministry of External Affairs which was also distributed among the States which received excess applications over the quota. Further, 2,500 seats were allotted to HCOI by the MEA which was also distributed among the various States.The MEA allotted 1,500 seats to J&K SHC and 239 seats to Lakshadweep SHC out of its discretionary quota. The charts allocating the quotas are marked as Annexure-V & VI.
VI. QURRAH (DRAW OF LOTS) 1. Qurrah (draw of lots) was conducted from 14.05.2011 to 27.05.2011 across the various
State Haj Committees as requested by various State Haj Committees.
One Qurrah, one wait list : For and upto Haj-2010 draw of lots was conducted as and when required. A small waiting list of 2 – 3% was drawn. Draw of lots held at the first stage only was widely publicized and subsequent selections could not reach Pilgrims. Hence, all the pilgrims who applied for haj 2011 were subjected to draw of lots only once and the remaining Haj applicants are kept on the waiting list drawn state-wise by computerized draw of lots (Qurrah). The list of selected and wait listed pilgrims was put up on the website of HCOI for the sake of transparency. Waiting list was confirmed as per WL number generated by computer system against cancellation and additional quota released.
2. All the selected Pilgrims in qurrah for Haj 1432 (H) – 2011 (A.D.) were asked to make
payment of Rs.31,000/- towards advance foreign exchange and Miscellaneous Dues in Haj Committee of India’s Current Account No.31136268352 maintained with State Bank of India through Core Banking system using the unique bank reference number. Pilgrims were asked to submit one copy of Pay-in-Slip directly to Haj Committee of India before 15th June, 2011.
3. The amount of Rs.1,000/- was charged from the Pilgrims of Haj 1432 (H) – 2011 (A.D.)
towards Miscellaneous Dues with the following break-up:-

exchange amount using the bank reference number according to their accommodation Category through Core Banking system individually.

VII. BUILDING SELECTION WORK FOR HAJ-2011 The following Members of the Haj Committee of India visited Saudi Arabia as Members of
the Building Selection Committee for supervision of the hiring of accommodation for the Pilgrims of Haj 1432 (H) - 2011 (AD).

** Due to non-availability of Members to proceed as B.S.C. Members and it was
necessary to continue the work of hiring of accommodation, hence, Prof. A.K. Abdul Hammed Bushara, Smt. Afroz Begum, Syed Imam Haider Zaidi & Mr. Mohammed Elyas Urf Sonu Babu Members, HCoI were requested to repeat their visit to Saudi Arabia.
VIII. QURRAH FOR ACCOMMODATION CATEGORY 1. CGI, Jeddah informed that approximately 52,000 units in GREEN-RAS will be achieved
against the requirement of 60,649 units in GREEN-RAS. Therefore, around 8,649 pilgrims will be downgraded to AZIZIA-RAS. The matter was placed before the emergency meeting of the Haj Committee of India held on 11.07.2011 and it was decided to send a HCOI team consisting of Mr. Shahnawaz Husain, M.P., Mr.Maulana Mehmood Madni, M.P. and Mr. Hasan Ahmed, Vice-Chairman and Dr. S. Shakir Husain, CEO as Member Secretary to review the accommodation scenario in Makkah Mukarramah on 18.7.11. The matter was discussed and reviewed with CGI, Jeddah and looking in to the market scenario it was finally decided that only 52,000 units would be available under Green Category.

As the availability of Green units was limited to 52,000 for Haj 2011, for the first time in Indian Haj Management, the available units were distributed in a fair and transparent manner by computerized draw of lots. Accordingly, it was decided to hold the State-wise qurrah for the Provisionally Selected Pilgrims who opted GREEN-RAS Category. The Committee also decided that the pilgrims under 70 years & above who opted GREEN-RAS will not be down-graded. It was decided not to down-grade the applications of the State / Union Territory Haj Committees which received very less number of applications opting GREEN-RAS Category. After deduction of the above mentioned numbers of pilgrims from their respective State / Union Territory Haj Committees Category quota, the State-wise qurrah was held on 28-07-2011 for 51,647 units of GREEN-RAS. The selected covers were allotted GREEN-RAS and remaining Covers of GREEN-RAS Category (non-selected covers in qurrah) were allotted AZIZIYA-RAS and the downgraded pilgrims were informed through SMS and State Haj Committees and charged accordingly. Pilgrims were quite happy to be informed of such downgradation of accommodation well in advance. Unlike in the past, this year there was no last minute downgradation.
2. The quota for the Haj Committee of India was 1,25,000, against which the accommodation
was required to be made. The exemption was only for the Pilgrims staying under Rubat as well as exemption Category.
3. The C.G.I., Jeddah could, however, hire the accommodation as under:-

IX. MADINA RENTING DELEGATION FOR HAJ-2011 1. The following two members of HCoI were deputed to be the members of Madinah Renting
Delegation for Haj – 2011 and attend the meeting scheduled to be held on 19th July, 2011:- i) Mr.Hasan Ahmed, M.L.A. Vice-Chairperson, HCoI ; ii) Mr. A. Aboobucker, Vice-Chairperson, HCoI.
2. Dr. S. Shakir Hussain, IRS, Chief Executive Officer, HCoI accompanied the delegation (as Secretary) and visited Saudi Arabia.
3. The negotiations with the Contractors / Groups were held on 19th July, 2011 & the
contracts were finalized in respect of the accommodation of the Pilgrims of Haj 1432 (H) – 2011 (A.D.).
4. In Madinah Munawwarah there was a uniform Category of accommodation at the rate of
Saudi Arabian Riyals.500/- per unit.

5. The Renting Delegation of Haj Committee of India negotiated that 60% of the Pilgrims should be accommodated in and around Markazia and 40% Pilgrims would stay within 850 meters from Haram. It was decided that in case the Pilgrims are not accommodated in accordance with above then the Mission would levy a penalty up to SR.150/- per Pilgrim, for the number by which such shortfall has taken place.
6. The contracts for Madinah Munawwarah accommodation were allotted to the following

X. ORIENTATION / TRAINING OF PILGRIMS FOR HAJ-2011 1. Haj Committee of India conducted zone-wise Orientation/ Training of Trainers Camp to
impart Training to the Trainers, (who got selected district-wise by the respective State / Union Territory Haj Committees), one for every three hundred Pilgrims. These selected Trainers have been imparted useful training about important rituals and are explained about logistics of Haj journey. Besides, they have also been made aware of certain Do’s and Don’ts, which a Haj Pilgrim is required to follow during the entire course of Haj journey.
2. The brief details of Orientation/Training of Trainers Programme held at Delhi, Chennai,
Mumbai & Kolkata are at Annexure-VII. Camp at Delhi: 3. The programme was inaugurated by Hon’ble Smt. Mohsina Kidwai, M.P. & Chairperson,
Haj Committee of India. Janab Hasan Ahmad, M.L.A. & Vice-Chairperson, Haj Committee of India, Smt. Afroz Begum, Janab Syed Imam Haider Zaidi & Janab Mohammed Elyas Urf Sonu Babu, Members, Haj Committee of India also participated in the Orientation / Training Programme.
4. Maulana Mohammed Arshad Qasmi attended the Programme as Trainer from Uttar
Pradesh State. He delivered a brief lecture on Haj Pilgrimage and impact of Haj on a Muslim in the light of Holy Qur’an & Sunnah.
5. Dr. S. Shakir Husain, IRS, Chief Executive Officer, Haj Committee of India and Mr. Faiz
Ahmed Kidwai, IAS, Consul General of India to the Kingdom of Saudi Arabia gave Powerpoint Presentations to the Trainers.

Camp at Chennai:
6. The proceedings started with the recitation of Holy Qur’an by Maulana (Qari) Mohammed
Qasim Ansari Saheb. He later on delivered a lecture on Haj Pilgrimage with the religious point of view, Preparation for Haj, Rituals of Haj and impact of Haj on a Muslim in the light of Holy Qur’an &Sunnah.
7. Thiru T. K. M. Chinnayya, Hon’ble Minister for Backward Classes, Environment & Wakfs,
Government of Tamil Nadu expressed his views.Janab A. Aboobucker, Chairperson Tamil Nadu State Haj Committee & Vice-Chairperson, Haj Committee of India chaired the proceedings. Janab K. Alauddin, IAS, Member & Executive Officer, Tamil Nadu State Haj Committee delivered the Welcome Speech.
8. Dr. S. Shakir Husain, IRS, Chief Executive Officer, Haj Committee of India and Mr.Faiz
Ahmed Kidwai, IAS, Consul General of India to the Kingdom of Saudi Arabia imparted training through Powerpoint Presentation to the Trainers and valuable guidance for the Pilgrims.
Camp at Mumbai: 9. The accommodation arrangements to the trainers was made at Haj House, 7-A, M. R. A. Marg (Palton Road), Mumbai. The programme held on 16th June, 2011. 10. The proceedings started with the recitation of Holy Qur’an by Maulana Rehmatullah. 11. Janab Arif (Naseem) Khan, Hon’ble Minister for Textile, Minorities Development & Auqaf,
Government of Maharashtra was the Chief Guest. The programme was inaugurated by Hon’ble Janab Ebrahim Shaikh (Bhaijaan), Member, Haj Committee of India. Maulana Abu Zafar Hissan Nadvi delivered a specific lecture on various aspect of Haj Pilgrimage and impact of Haj on a Muslim in the light of Holy Qur’an &Sunnah.
12. Dr. S. Shakir Husain, IRS, Chief Executive Officer, Haj Committee of India and Mr.Faiz
Ahmed Kidwai, IAS, Consul General of India to the Kingdom of Saudi Arabia imparted training through Powerpoint Presentation to the Trainers and valuable guidance for the Pilgrims.
13. The Programme concluded with vote of thanks to the chair.
Camp at Kolkata: 14. Janab Javed Ahmed Khan, Hon’ble MIC Fire & Emergency Services, Disaster Mgt. & Civil
Defence Deptt. Govt. of West Bengal and Janab Firhar Hakim, Hon’ble MIC, Mpl. Affairs & Urban Development Deptt., Govt. of West Bengal expressed their views. Smt. Afroz Begum, Member, Haj Committee of India, presided over the proceedings. Janab Qari Fazlur Rehman, delivered the lecture on Haj, the Supreme Tenet of Islam.

15. Janab Faiz Ahmed Kidwai, (IAS), Consul General of India to the Kingdom of Saudi Arabia
addressed the audience and imparted useful Training about Rituals & Logistics of Haj Pilgrimage, Do’s & Don’ts for Haj Pilgrims during their stay in the Kingdom of Saudi Arabia and various arrangements made by the Consulate General of India in the Kingdom of Saudi Arabia. Janab Qari Fazlur Rehman delivered the lecture on Haj, the Supreme Tenet of Islam.
16. Four (4) Orientation Camps conducted and compered by Dy. Chief Executive Officer,
Ms.Roohi Khan. To conclude, Orientation / Training of Trainers Programme at 4 different places have been completed successfully, wherein 282 Trainers participated. The Trainer thus trained imparted Training to the intending pilgrims of Haj 2011 at District level, to make the pilgrims well-versed with the logistic and rituals before proceeding for Haj.
XI. PROCESSING OF INTERNATIONAL PASSPORTS 1. On receipt of International Passports in Passport Section, entry has been made in
Interactive Haj Pilgrim Management System (IHPMS). Generate barcode sticker, Embarkation Point-wise coloured stickers and pasted on the front side of International Passport, after photo scanning, ‘MOFA’ obtained and sticker pasted on Passport then forwarded to Royal Consulate General of Saudi Arabia Mumbai for endorsement of Haj Visa. After receiving from visa endorsement thoroughly checked the visa details and photograph printed on visa page. Entered all details of visa number and other in IHPMS (online system), prepared Identity Card, Information Card (Yellow Card), Embarkation / Disembarkation Card and covered the International Passport. After attaching all relevant documents the Passport was handed-over to the concerned State Haj Committees who were handling the Embarkation Points well in advance before commencement of Haj charter flights.
2. All the Passports from the Non-Reporters and cancellation, after visa endorsement, were
collected in the office of Haj Committee of India on daily basis. This facilitated the office of HCoI to obtain the visa till the last date of closure of the visa. All the cancellations were submitted by 4th November, 2011 to Saudi Arabian Consulate, Mumbai.
3. Extra Passport delivered in the office of HCoI timely by the applicants through Post, were
dispatched to their respective State Haj Committees and the list was also published on the website for their convenience in order to avoid any problem to be faced by the Pilgrims.
XII. (A) COMPUTERIZATION OF DATA 1. Haj Committee of India has used web-based Software for on-line Application Forms entry
at various State Haj Committees, Qurrah Management, Flight Allotment, flight booking for the Pilgrims and pasting of stickers of the allotted accommodation on the passport by generating the bar-codes at Twenty-one Embarkation Points, apart from booking of Pilgrims from Headquarters at Mumbai. All these jobs were undertaken by Haj Committee of India on web based centralized solution during Haj-1432(H)-2011(AD).

2. Through VPN connectivity the data was linked with C.G.I., Jeddah.
3. This year also the data was transferred to SBI for generating the Bank Reference Number against each cover for payment through Core Banking system. Bank Reference Number incorporate in HCoI’s records and accordingly Pilgrims were informed their Bank Reference Number for remittance of payment.
(B) SELECTION OF PILGRIMS AND WAITING-LIST CONFIRMATION 4. For Haj-2011, the pilgrims who got selected in qurrah / without qurrah were ear-marked as
“PROVISIONALLY SELECTED”. The selection of pilgrims by qurrah / without qurrah was purely provisional. The provisionally selected pilgrims were confirmed after submission of passport and bank Pay-in-slip.
5. All non-selected covers in qurrah of the State / Union Territories which received Haj
Applications in excess of their quota, were kept on waiting list. The confirmation of wait-list was held against additional quota and cancellations on recommendation of State Haj Committee. Wait-listed Pilgrims were also given confirmed status as per the Cancellations received from time to time and around 20,346 wait-listed Pilgrims were confirmed and were informed to the respective State / Union Territory Haj Committees (statements enclosed at Annexure-VIII, IX & X).
6. During Haj-2011, 1,24,901(+152 infants) Pilgrims proceeded from various Embarkation
Points. The charts indicating Embarkation-wise pilgrims proceeded during last three (3) years are enclosed as Annexure-XI & XII.
(C) Bulk SMS System
7. HCoI has for the first time started using Bulk SMS system as supplementary means of
communication in addition to form channels of communication adopted in State Haj Committee for the convenience of the intending Haj Pilgrims often, such as Confirmation of their provisional selection, Confirmation of seats and flight dates, upliftment of Waiting-list and refund cases, down-gradation of accommodation, payment of 1st& 2nd instalment etc. is passed on to the intending Haj Pilgrims. This system was introduced for providing information / alerts to the pilgrims.
XIII. STANDARDIZATION OF BAGGAGE 1. The Pilgrims are repeatedly requested to travel on Haj Charter flights with standardized
baggage viz., Two suitcases of standard size and One hand-bag. However, not much head-way has been made so far. The Pilgrims carried excess baggage which is odd-shaped making it difficult to pass through X-Ray machines and to fit in the ear-marked space in the aircraft.

2. Having due regard to the Pilgrims sentiments and according due consideration to the
matter, the Pilgrims are allowed to carry 55 Kgs. of baggage, on Haj Charter Flights, in both phases as under:-
1 Checked-in Baggage 45 kgs. 2 Hand Baggage 10 Kgs. 3 One ZamZam Can 10 Litres
TOTAL 65 Kgs. XIV. EMBARKATION POINTS During Haj-2011, State Haj Committees were involved in a more systematic manner with
the bifurcation of duties between Haj Committee of India and the State Haj Committees through written orders which has streamlined the process.
XV. (A) OPERATION OF HAJ CHARTER FLIGHTS 1. As per the communication No.M(Haj)-1183/7/2011 dated 8th November, 2011 received
from Administrative Officer (Haj), Ministry of External Affairs, Government of India, the 1,25,000 Pilgrims of Haj 1432 (H) – 2011 (A.D.) deposited enhanced subsidized air fare of Rs.16,000/- each.
2. The Haj Charter operations for up-lifting the Pilgrims from India to the Kingdom of Saudi
Arabia for Haj 1432 (H) – 2011 (A.D.) was assigned by Ministry of Civil Aviation to Saudi Arabian Airlines, National Air Service (NAS). Air-India were offered to airlift the Pilgrims of J&K on Srinagar-Delhi sector and for airlifting those Pilgrims onwards to DELHI-JEDDAH sector the job was assigned to NAS Air.
3. The job of operating the Haj Charter flights from Aurangabad, Bhopal, Indore, Ranchi,
Srinagar (via Delhi), Patna (via Delhi), Guwahati and Mangalore Embarkation Points was assigned to National Air Service (NAS) Airlines during Haj - 2011. Since the Saudi Arabian Airlines could not provide the sufficient number of aircrafts, the balance left-over 1,593+3 Pilgrims of Delhi Embarkation Point were airlifted by NAS Air.

4. The Haj Charter flights were operated by Saudi Arabian Airlines from Ahmedabad,
Bangalore, Calicut, Chennai, Delhi, Hyderabad, Kolkata, Lucknow, Varanasi, Jaipur, Nagpur, Goa (via Mumbai) and Mumbai.

Mangalore were carried to Madinah Munawwarah directly and returned from Jeddah. 6. The Pilgrims from Ahmedabad, Bangalore, Chennai, Goa, Kolkata, Mumbai, Nagpur,
Aurangabad, Bhopal and Indore Embarkation Points were carried to Jeddah directly and were brought back from Madinah Munawwarah.

7. The Pilgrims from Ranchi, Patna and Srinagar were carried to Jeddah and were brought
back from Jeddah due to which the Pilgrims of this sector were charged Rs.1,800/- extra per Pilgrim for the double-movement, i.e. the Pilgrims first proceeded to Jeddah and were carried to Madinah Munawwarah before Haj. Later they were carried to Makkah Mukarramah for performance of Haj Pilgrimage and then were carried to Jeddah. This movement was except for the Pilgrims of J&K.
8. Apart from this, in order to clear the Pilgrims confirmed under Additional Quota /
Government Quota at the late stage, the Pilgrims of additional five(5) flights of Lucknow Embarkation Points having capacity of 200 Pilgrims, were also carried to Jeddah and were brought back from Jeddah after charging an additional amount of Rs.1,800/-.
9. Similarly, the Pilgrims of Calicut Embarkation Point were also given confirmed status by
releasing seats under Additional Quota / Government Reserved Quota and those who were confirmed out of the wait-list, were airlifted to Jeddah in three flights having 200 capacity were charged Rs.1,800/- and the remaining Pilgrims were airlifted by Saudia in two aircrafts with 175 and 144 seats, to Jeddah and were transported to Madinah Munawwarah after Haj. These Pilgrims were brought back from Jeddah by charging an additional amount of Rs.1,300/- per head.
10. Also, 400 Pilgrims who were released seats under Additional quota / Government
Reserved Quota and were confirmed from Wait-list of Hyderabad Embarkation Point were transported in two aircrafts having capacity of 200 Pilgrims. Pilgrims of these flights were also carried to Madinah Munawwarah from Jeddah and they returned from Jeddah itself, were charged Rs.1,800/- per Pilgrim for double journey to Jeddah.
11. In all 94,816 Adult Pilgrims and 130 Infants were air-lifted by Saudi Arabian Airlines in 327
flights whereas National Air Service (NAS) Airlines airlifted 30,085 Adult Pilgrims and 23 Infants in 84 (Domestic flights) and 122 (International) flights calculating to 533 flights.
12. To sum-up 1,24,901 Adult Pilgrims and 153 Infants were air-lifted in 533 flights during Haj
1432 (H) – 2011 (A.D.).

ZamZam can of 10 litres wrapped in plastic bags. It was ensured that no single piece of luggage exceeds 25 Kilos. The agency started collecting all baggage at the buildings 24 hours before the departure of the flight. The Pilgrims were permitted to carry 10 Kilos of hand-bag with them. This proved fruitful for the Pilgrims of Haj-2011 and there was no complaint of any left-over baggage from any of the Embarkation Points in the country.

14. As per MoU, there was a clause to open sub-office by Saudi Arabian Airlines and NAS Air both at Indian Haj Mission, Makkah Mukarramah and at Madinah Munawwarah having full-fledged Computer connectivity for mutual transfer of flights of deserving Pilgrims. However, during Haj – 2011, Saudia fulfilled the requirement as mentioned in clause by making mutual transfers whereas NAS Air did not follow the clause of MoU fully.
15. During Phase-II i.e. in the return journey, the flights for Guwahati, Patna and J&K
Embarkation Points were delayed for more than 24 Hours, due to which the relatives of Pilgrims were mentally disturbed and put to hardship.
16. While the operation at Mumbai Embarkation Point was handled by the Haj Committee of
India itself, the respective State Haj Committees handled the operation at other twenty Embarkation Points.
17. Sixteen (16) staff members including the Chief Executive Officer were also deputed to
Saudi Arabia for Haj Duty, as per approval of Ministry of External Affairs letter No.M(Haj)-1181/7/2011 dated 07.10.2011.
(B) CITY CHECK-IN 18. In order to facilitate the Pilgrims, City Check-in system was introduced this year by
entering into an agreement between Consul General of India, Jeddah, G.S.A. Saudi Arabian Airlines and NAS Air with Mohsin M. A. Al Amoudi Trading & Cont. Est. As per agreement the said agency provided the services such as collected, transported and delivered the Pilgrim’s baggage from their respective buildings at Makkah Mukarramah and Madinah Munawwarah for each flight at City Centre Check in at Old Airport or KAIA in Jeddah and Madinah Haj Terminal for Madinah in co-ordination with CGI and Airlines.
XVI. REMITTANCE Change in schedule of Remittance to CGI 1. As per the action plan, the HCOI had to make remittances to CGI, Jeddah in the peak Haj
season in the months of Sep, Oct, Nov 2011.The Haj Committee of India follows the Spot rate process and remits the amount. The HCOI had calculated the charges to be paid by each Haji @ Rs.12.1935 per SAR and communicated to all Hajis. The chart showing the amount collected from the Pilgrims for each category in Saudi Riyals & Indian Rupees (1SAR=Rs.12.1935) during Haj-2011 is attached as Annexure-XIII.
2. This year due to the volatile forex market, the SAR rate was zooming beyond Rs.12.1935
per SAR. Sensing the trend the entire remittance to CGI was effected on 13.9.11 @12.5500. The SAR rate in the months of September/Oct/Nov crossed Rs.13.50 per SAR. The decision to remit early saved each Haji of extra charges of around Rs.12,000/-. If HCOI had to bear the high remittance cost without passing on to the Hajis it would have been in the range of around Rs 120 Crore..

XVII. SELECTION OF BANK AND FIXATION OF EXCHANGE RATES As per established practice, the Pilgrims were issued Saudi Arabian Riyal in cash at the
Embarkation Points, prior to the boarding of flight. Irrespective of the Category, the Pilgrims of all the Categories were issued SAR.2,100/- per Pilgrim. Haj Committee of India in its meeting held on 05.07.2011 selected the IndusInd bank through tender process for disbursement of Saudi Riyals to the Pilgrims of Haj 1432 (H) – 2011. The rate of Saudi Riyal was fixed at Rs.12.1935 per Saudi Arabian Riyal. The assignment was carried out by the IndusInd Bank successfully resulting in over all satisfaction of the Pilgrims.
XVIII. ACCIDENT COMPENSATION SCHEME 1. The Accident Compensation Scheme started from Haj 1424 (H) – 2004, and the same was
continued during Haj 1432 (H) – 2011. In addition to awards of compensation for death cases, occurring on account of accidents, the repatriation of ailing Pilgrims / Stretcher cases to India was also covered under the Scheme during Haj 1432 (H) – 2011. The Group Accident Compensation envisages compensation for: i) Death due to Accident/Fire/Stampede/Subversive Activity. ii) Personal Accident – Permanent Total / Partial Disablement. iii) Loss of Cash. iii) Loss of Baggage & iv) Repatriation of Wheel Chair/Stretcher cases of ailing Pilgrims back to India.
2. The Compensation cover commences with the landing of Pilgrim in the Kingdom of Saudi Arabia and ceases to operate, once the Pilgrim leaves the Kingdom. The period of coverage is 45 days.
3. The maximum compensation cover under each Section was as under:
(A) Death due to Accident / Fire / Stampede / Subversive Activity i) Pilgrims from 15 years upto 60 yrs. Rs. 3,00,000/- ii) Pilgrims from 60-65 yrs. Rs. 2,00,000/- iii) Pilgrims above 65 yrs. Rs. 1,00,000/- iv) Children up to 15yrs. Rs. 1,00,000/-

DEATHS & BIRTHS DURING HAJ-2011: It has been noticed that during Haj-2011, 211 deaths have taken place. The Consulate
General of India, Jeddah have also reported about Nine (9) births which took place during Haj-2011. (Statement showing the details of deaths and births of last three years are at Annexure - XIV & XV).

HAJ-2012 During Financial Year 2011-2012, the activities partly covered for Haj-2012 between the period 17.12.2011 to 31.03.2012. XX. MEETINGS 1. Out of Four (4) meetings of the Haj Committee of India held during 2011-2012, Two (2)
meetings were held for Haj-2012 on the dates indicated below under the provisions of Section10(1) of the Haj Committee Act (No.35 of 2002).

2. A meeting of Haj committee of India and Chairpersons of all State Haj committees was
held on 19.01.2012 in New Delhi to review the Haj-2011 and plan for Haj-2012. The major decisions taken were as under:-
i) Only valid International Passport holders can apply for Haj-2012 onwards. ii) Instead of imparting training at Four (4) places, it was decided to conduct Master
Trainer’s Training at Mumbai intensively. iii) It was decided to prepare a Haji Friendly Coloured Haj Manual / Haj Guide.
3. A meeting with the Executive Officers of State Haj Committees was held on 06.02.2012 to
discuss the various administrative issues related to execution of Action plan for Haj-2012. XXI. HAJ REVIEW MEETING FOR HAJ-2012 AT JEDDAH 1. The Haj review meeting was held on 28th January, 2012 at Jeddah, Kingdom of Saudi
Arabia to review the conduct and execution of Haj 1432 (H) – 2011 (AD) and to plan for Haj 1433 (H) – 2012. The following Members of Haj Committee of India participated in the meeting:
i) Smt. Mohsina Kidwai, M.P. Chairperson, Haj Committee of India; ii) Mr. A. Aboobucker, Vice-Chairperson, Haj Committee of India; iii) Dr. S. Shakir Hussain, IRS, Chief Executive Officer, Haj Committee of
India also accompanied the delegation. 2. The Government of India was represented by Mr. Sanjay Singh, IFS, Secretary (East),
Ministry of External Affairs, Mr. A.R.Ghanashyam, Joint Secretary (Gulf & Haj), Ministry of External Affairs, Mr. Hamidali Rao, Indian Ambassador to Saudi Arabia and Mr. Faiz Ahmed Kidwai, Consul General of India at Jeddah. Mr. Nasir Ali, Director, Ministry of Civil Aviation also attended the meeting.

The Haj Agreement was signed on 14.03.2012. The KSA allotted a total of 1,70,000 Haj

XXIV HAJ APPLICATION FORMS FOR HAJ 2012 1. The Haj Application forms for Haj 1433 (H) – 2012 (A.D.) were distributed among 30
States / Union Territory Haj Committees. For the convenience of Haj Pilgrims, the Haj Application Form was also displayed on the website of Haj Committee of India. The Pilgrims were given the facility to down-load the same and submit it after filling it up properly. In order to simplify the procedures and reduce paper work of the Hajis one single form was used for Haj – 2012 also (as per Haj 2011).
2. Till Haj 2010 – pilgrims without passport were also allowed to apply which used to result in
cancellations for want of Passport at the last minute. For Haj 2011 Application Forms were accepted either with photo copy of passport or copy of Regional Passport Office receipt which was introduced as an intermediary step to the final goal of Haj applications to be accepted along with Passport from Haj 2012 onwards.
3. Attaching Photo copy of cancelled blank cheque along with Haj Application Form to enable faster processing of refund, if any, through RTGS (Optional) was introduced. 4. In order to ensure that only healthy pilgrims proceed for Haj, from Haj 2012 onwards, two
step medical screening is introduced, one at the application stage (on the reverse of Haj application) and another check-up of selected pilgrims at the Embarkation stage. Every applicant should fill in the medical history, get examined and obtain Medical Screening and Fitness Certificate from a registered Medical Practitioner preferably Government Doctor on the reverse of Haj Application.
5. It was decided to give Reserved Category Status to :-
i) The applicants above 70 years of age along with one companion
ii) Fourth time applicants who continuously applied for the last three years i.e. 2009,2010 & 2011 unsuccessfully.
6. It was decided by the Haj Committee of India, keeping in view the ever increasing
number of Haj Applications every year in general and particularly under Reserved Categories, that from Haj 2012 onwards the reserved Category status shall be given only to :- i) the applicants (including companions) who have not performed Haj in their entire
life time either through Haj Committee of India or private tour operator or any other means.
ii) In case Reserved Category Haj Applications are received more than the allotted
quota of the state then qurrah (draw of lots) will be conducted among the Reserved Categories.
iii) The Reserved Category applicants shall submit an affidavit.

XXV. HAJ ANNOUNCEMENT – 2012 Announcement for Haj 1433 (H) – 2012 (AD) was made on 1st March, 2012 and only
Passport holders were requested to apply for Haj-2012 and submit their Haj Applications and deposit Rs.200/- per application towards non-refundable processing fees in the Haj Committee of India’s Current Bank Account No.32175017712 through Core Banking system available across various branches of State Bank of India to the respective State Haj Committees before 16th April, 2012.
XXVI. ORIENTATION & TRAINING
(A) Revamping of the training and orientation system of the pilgrims i) Haj Committee of India in view of the feedback received from various quarters took
decision to give more focused Orientation and training to the Haj Pilgrims. A well trained Haji will be in a better position to perform the Haj journey. It is needless to say that without training about logistics/rituals the whole exercise shall be of no use. It is in this perspective that certain norms have been designed by deviating from the earlier procedure and practice for Orientation / Training.
ii) The training henceforth shall have following three levels:

(B) Training of Master Trainers at HCOI, Mumbai for two days.
Master Trainers: Instead of imparting training to the trainers at 4 Zones, it has been decided to impart training to all Master Trainers selected by State/U.T. Haj Committees at Haj Committee of India headquarters at Mumbai for two (2) days.One Master Trainer for State / U.T. having Quota of 200 or less Pilgrims and Two Master Trainers for all other State / U.T. Haj Committees having Quota of more than 200 Pilgrims. After getting training at Mumbai the Master Trainers shall conduct Orientation / Training to the District Trainers of their respective State/U.T in coordination with the SHC/UTHC at respective State Capitals.
(C) Training of District Trainers at respective State/U.T. Haj Committee Number of District Trainers: The second level of training is of District Trainers at
the State capitals under the guidance and supervision of State Haj Committees and Master Trainers. The State/U.T. Haj Committees shall select DTs keeping in view the general norm of One DT per 200 pilgrims. After getting training at State Capitals, the District Trainers shall conduct Orientation / Training to the pilgrims allotted to them in the districts and talukas at suitable places in coordination with the SHC/UTHC and MT.

(D) Training of Pilgrims at District level/ Taluka Level i) The SHC/UTHC may give the list of selected Pilgrims to be trained by each DT.
The responsibility & jurisdiction of each DT to be defined clearly. The SHC should give wide publicity regarding the date, time and venue of trainings to be conducted in each district and also the name & mobile numbers of DTs also to be informed. SHC shall render all possible assistance to the DTs in organizing the training camps at district /Taluka levels in all matters. The district-wise information should also be sent to HCOI to be placed on the website. The SHC may take the help of local NGOs etc. in organizing such trainings, if required.
ii) Certificates to the Master Trainers & District Trainers: The system of issuing
training certificates (which used to be misused for applying for KhadimulHujjaj) at the end of the training day itself is scrapped. The State EOs shall evaluate the performance of the MTs/DTs based on the training reports submitted by them and on the feedback received. The Certificates to the Master Trainers and district trainers shall only be issued by the HCOI after they actually train the pilgrims and submit a report along with attendance sheet of pilgrims, photographs of Haji training camps based on the recommendations of State EOs.
(E) Haj Guide and Trainers’ CD
A well-trained Haji will perform Haj better than an untrained Haji. No single book was available which covered all aspects comprehensively to train and guide the Hajis. To fill this vacuum, one Haji friendly, coloured pictorial guide to act as common syllabus country-wide was prepared alongwith a CD with video links to be used by trainers for training the Hajis at the field level.

For Haj-2012, a decision was taken to depute a team consisting of at-least three members

XXVIII IAS & Allied Services (Coaching & Guidance Cell)
Progress Report 1. Vide letter No.M(HAJ)/1181/5/09 dated 20th April, 2009 the Government of India, Ministry
of External Affairs, approved the establishment of the IAS & Allied Services Coaching & Guidance Cell. Subsequent to this, the post of Director was advertised and after following the due process of Law, Prof. S.A.M. Hashmi was appointed as Director w.e.f. 1st August, 2009. The formal inauguration of the Cell was held on 26th December, 2009. The full-fledged coaching started from January, 2010. The first Prelim Examination was held in May, 2010. The result was not encouraging.
2. The candidates appeared again in June, 2011. The following two (2) candidates passed their Prelim and Main Examination also: i) Salman Taj Patil ii) Ansari Shakeel Mehmood
Both of them were called for Personal Interview. They performed well. However, only Salman Taj Patil’s name was recommended to the Government for appointment by the UPSC as per their notification dated 4th May, 2012. Mr. Salman Taj Patil got the rank 466 out of 910 students selected. It is likely that he may be absorbed in IRS. He is a son of an agriculturist from a village Auj of Solapur District in Maharashtra. Both his parents do not have much education. Mr. Salman had done BE (IT) and MBA (Finance). His age is 28 years.
3. The current batch of 32 candidates preparing well with the inputs from Synergy Study
Point of Pune. The current batch will appear for Preliminary Examination on 20th May, 2012. Meanwhile some of the candidates, who while studying here have appeared for other competitive examinations and joined the Government or Semi Government Services. There are as under: i) Shaikh Mazhar Ali: He joined as Depot Manager in Andhra Pradesh State Road
Transport Corporation. This is a senior position. ii) Aasar Mahal Javed: He joined as Assistant Central Intelligence Officer (IB),
Maharashtra circle. iii) Kelam Wajid Ali: He joined as Assistant Veterinary Officer, Jammu & Kashmir. iv) Khan Mohammad Imtiyaz: He joined the Food Corporation of India.
4. There are some other candidates who have appeared for various State Public Service
Commission Examination or other competitive Examination also. Their results are awaited.

XXIX. MAHNAMA HAJ MAGAZINE 1. The publication of Mahnama Haj Magazine completed its five years and after the huge
demand from the people in general and intending Haj Pilgrims in particular and completion of registration formalities, the Committee in its first Board meeting held on 22nd April, 2011, arrived at a decision to increase the cost of Rs.5/- to Rs.10/- per magazine.
2. During the period from April, 2011 to March, 2012, 5,500 copies per month of Haj
Magazine were printed. 3. Apart from monthly issues, a Special Haj Baitullah Number was also published in
