Section 1: Establishment of the GWHS
For hosting the websites of :•National Government Agencies (NGAs)•Government Financial Institutions (GFIs)•Government-Owned or Controlled Corporations
(GOCCs)•State Universities and Colleges (SUCs)•Inter-agency collaborations, programs and projects

Section 2: Responsibilities of theImplementing Agencies
–Content Coverage: NDSCG and OP-PCDSPO–Technical Assistance: DOST-ICT Office

Section 3: Responsibilities of hostedagencies–Produce and regularly update the contents of theirwebsites, subject to the UWCP and its implementingrules;
–Develop online services offered through theirwebsites, subject to prevailing policies, rules andregulations of the government; and
–Employ a webmaster duly designated by the Head ofAgency

Section 4: Migration of ExistingWebsite–Complete migration within one year from theeffectivity of this AO
–Content compliant with the UWCP within 180 daysfrom its issuance
–Websites that have been defaced or renderedinaccessible by unauthorized parties within the last 6months shall be given priority

Section 5: Government IP Exchangeand Data Peering
–The DOST-ICTO shall establish a GovernmentInternet Protocol (IP) Exchange (G/IPX) facility.

Section 6: Cost of Operating theFacilities and Services of the GWHS
–The DOST-ICTO shall include in its annualappropriations the amounts necessary for thepersonnel services and its maintenance and otheroperating expenses.

Section 7: Use of the ElectronicGovernment Fund (e-Gov Fund)
–The DOST-ICTO is hereby authorized to set aside aWebsite Migration Fund to be sourced from e-GovFund, subject to existing laws, rules and regulation.

–The NDSCG shall submit reports, annually and/or asoften as maybe required by the President, relative tothe implementation of the provisions of this AO.

Section 9: Repealing Clause
– All issuances, orders, rules and regulations or partsthereof which are inconsistent with the provisions ofthis AO are hereby repealed, amended or modifiedaccordingly.

Section 10: Separability Clause
– Should any provision of this AO be declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.

– This AO shall take effect immediately– DONE, in the City of Manila, this 12th day of July, in the year of our Lord, Two Thousand and Thirteen.

1) Migrating to the web hosting service of the DOST-ICT Office
2) Delineating the responsibilities of agencies covered with respect to GWHS
3) Compliance with technical guidelines issued as part of this Memorandum Circular
4) Schedule and order of priority for migration to GWHS

a) The ICT Office shall establish, administer, operate and maintain the GWHS to ensure the government's Internet presence 24 hours a day, seven days a week (24/7)
b) Guidelines on the co-location of agency equipment shall be developed

a) CMS for use under the GWHS shall be identified by the ICT Office; Agencies may use their custom platforms, subject to a qualifying process
b) CMS shall conform with the general guidelines of the Government Website Template
c) The ICT Office shall provide training and instructional materials on the use of the identified CMS

Facilitate the creation and / or migration of agency websites and content build-up by providing templates based on mature web content management systems platforms

– Agencies who have undergone the orientation will proceed in the content management trainings. This will be held for 5 days in the months of March to July for agencies’ content managers. Initial topics for discussion will include:
