Administrative Milestones Behind the successful operations of the Agency is the diligent and steadfast administrative support team. Support personnel are essential in the overall administrative management of the entire agency operation which includes general management and supervision, legislative and liaison services, human resource development, financial and administrative services, planning, preparation of reports, communication, and coordinating meetings among others--important jobs that hold the agency together. Support personnel are essential in the overall administrative management of the entire agency operation which includes general management and supervision, legislative and liaison services, human resource development, financial and administrative services, planning, preparation of reports, communication, and coordinating meetings among others--important jobs that hold the agency together.

Following are the significant administrative milestones of the Agency:

Administrative and Human Resource Development

To augment its workforce, the Agency has recruited a total of 12 additional personnel for the year 2011 making the total manpower strength of the agency to 1,312 of which 887 are males and 425 are females.

In order to bring the professionalism of the Agency another notch higher, the Agency sent personnel to various local and international trainings.

For the year, 577 personnel were sent to 49 local trainings and 61 personnel were sent to 33 international trainings.

Celebrating PDEA’s 9th Anniversary

The Philippine Drug Enforcement Agency celebrated its 9th founding anniversary in the last week of July 2011.

The weeklong celebration opened with a symbolic wreath-laying ceremony before the Honor Wall to commemorate the heroic deeds of PDEA Agents who died in the line of duty.

During the week various activities were also conducted in the national head office and the regional offices which include the following:

• Medical-dental missions;• Tree planting activities;• Sports activities;• Shootfest; and• other community outreach projects.

On July 29, 2011, the big day in the national head office, a thanksgiving mass was celebrated early in the morning followed by the formal program held at the PDEA Gymnasium. The event was attended by more than 300 guests from different government agencies, local government units, private sectors and foreign counterparts.

Vice-President Jejomar C. Binay graced the celebration and urged all stakeholders to act on educating people and the society on the real harm drugs do. He also encouraged the Agency to collaborate with various sectors and develop a much more creative and definitive solution against the drug menace.

During the program, the Agency launched the PDEA-SMART Text Hotline. This initiative intends to open an easy channel of communication and allows concerned citizens to report drug-related information to the Agency through SMS.

The Agency also awarded cash rewards to informants under the Private Eye Reward System during the program. This auspicious day was capped with an anniversary happy hour attended by the employees.

Simple Christmas Celebration

In celebration of the Yuletide Season, as part of the Filipino culture, the Agency held a simple Christmas Celebration on December 20, 2011. This is a simultaneous celebration in the national head office and the regional offices.

In the national office, a Christmas Mass opened the celebration followed by various activities for children and a raffle of various items. Each service rendered a simple presentation just for fun. The Christmas lunch was held in the respective offices shared by the personnel and their families.

Bundles of joy composed of noche buena goods were also distributed to all personnel.

Employees’ Happy Hour

Realizing that the Agency’s work is stressful, a mechanism wherein stress and pressures are relieved is being conducted monthly – the employees’ happy hour.

This activity is a monthly after-office gathering of personnel over prepared food, drinks and music inside the compound. Offices take turns in organizing the monthly activity. All personnel are encouraged to attend this de-stressing activity and join in singing and fun games.

The employees’ happy hour does not only relieved stress and pressure, it also enhanced camaraderie among the personnel who do not have time to really unwind together with fellow personnel, especially those coming from other offices.

Strengthening Integrity and Anti-Corrupt Measures

The President has repeatedly pronounced that corrupt personalities in the system will spoil the efforts of the government. Law enforcement history in the Philippines has it – people shun away from law enforcers because of the reputation of abuse and corruption.

Corrupt people in the Agency affect the appreciation of the public and discourage the much needed support of stakeholders. An anti-drug agency like PDEA critically needs the support of the people, specifically in terms of community drug-related information as well as fund support.

The Agency has since worked on cleansing its ranks to maintain its image of integrity and regain the support of the stakeholders. This is such a painful process as it went as far as conducting operations against its own people that resulted in administrative sanctions including dismissal.

For the year, 107 personnel were charged administratively; 4 of them were dismissed from the service.

Annual General Inspection - To promote good governance, the Agency has crafted the “Annual General Inspection and Operational Readiness, Security, Test and Evaluation (AGI-ORSITE)” as a tool to evaluate the performance and the judicious use of resources of the Regional Offices. The mechanism is undergoing validation and will be ready for implementation in the year 2012.

The following are initiatives intended to strengthen the integrity of the Agency:

Publication of the brochure on Administrative Disciplinary Proceedings Before the IAS, PDEA - The Internal Affairs Service came up with the brochure outlining briefly the administrative disciplinary proceedings of the Agency. This is for the information and instruction of all PDEA personnel and the public in general to promote transparency and non-discrimination.

Orientation on PDEA Code of Conduct – To instil the agency’s code of conduct to every PDEA personnel, the Internal Affairs Service team headed by Atty. Gil Pabilona and other IAS lawyers, visited the different regional offices to conduct orientation on the PDEA Code of Conduct.

Corruption Prevention Action Plan (CPAP) - One of the CPAP mechanisms of the Agency that is being developed is the Performance Measurement Tool on Corruption Prevention for the PDEA Regional Offices.

This tool is designed to measure corruption prevention activities in the regional offices of PDEA. Furthermore, this will guide, assist and give direction to improve delivery of public service and accomplishments.

CPAP initiative has already underwent testing and validation and hopefully will be implemented in the First Quarter of 2012.

Moral Renewal Action Plan (MRAP) - Pursuant to Administrative Order No. 255 series of 2009 which mandated all government agencies to adopt and implement a Moral Renewal Program in their respective offices, the PDEA conscientiously implements programs and activities related thereto.

The Agency submits to the framework of AO 255 that promotes values formation and ethical behavior for government officers and employees. Strengthening of people’s values is a viable way to help achieve zero corruption in the government service.

For the year 2011, various practical MRAP related initiatives were conducted in the national and regional offices of the Agency:

• Command Group and Service Directors attended the orientation seminar for sensitivity on the HIV/AIDS problem in the country

Gender and Development

The Philippine Drug Enforcement Agency adheres to the equality of women and men, living to its core value of respect for human dignity. It is under this premise that the Agency actively carries out the programs, projects and activities concerning gender and development.

The year 2011 has been an auspicious year for GAD-related activities in the Agency. The following activities and projects throughout the country were supported:

Capacity Building and Safety:

1. Participation in Systematic Training on Effective Parenting (STEP) intended for deeper understanding of parental responsibilities.

2. Female and male agents were sent to the Five-day Combat Trauma Medicine Training Course at Ngilay Firing Range, Tambler, General Santos City.

3. Provision of safety gadgets to personnel (chemists and operatives) to safeguard their health in handling laboratory work and in conducting inventory of seized items in clandestine laboratories.

4. Participation in the Training-Seminar on Autism as part of the 15th National Autism Consciousness Week observance.

Periodic and continuous marksmanship training for all PDEA operatives.

5. Marksmanship training for all female and male personnel to improve shooting skill which is necessary in law enforcement work.

6. Female and male personnel in the Regional Offices attended the Supervisory Development Course in partnership with the Civil Service Commission.

7. The Agency recruited and trained new

drug enforcement officers composed of 32% females and 68% males. The new drug enforcement officers are undergoing training for 6 months at the PDEA Academy.

Special Project:

1. Launching of Project EVE in CAR

In line with the celebration of Women’s Month in the Cordillera Administrative Region (CAR), PDEA CAR Circle of Women launched the “PROJECT EVE” (EMPOWERMENT THRU VIBRANT ENVIRONMENTALISM).

PROJECT EVE focuses on cleanliness, re-greening and beautification activities.

Health and Fitness:

1. Physical fitness (cardio, aerobics, taebo) sessions for all personnel in the Regional Offices were held every Thursday in order to de-stress and maintain a healthy body.

2. Various sports activities that promote health and well-being initiated by the Regional Offices.

Sensitivity:

1. As a manifestation of respect and appreciation to women, the Agency observed the Celebration of Mother’s Day.

2. In celebration of the International Women’s Day, female personnel of the Agency were given small tokens of appreciation.

HIV/AIDS Prevention Program

Pursuant to the provisions of RA 8504, otherwise known as the Philippine AIDS Prevention and Control Act of 1998, the Philippine Drug Enforcement Agency conducted various activities on HIV/AIDS prevention.

Realizing the rising problem on HIV/AIDS, PDEA conducted a trainer’s training (TOT) on HIV/AIDS Prevention and Advocacy in partnership with the Philippine National AIDS Council (PNAC). This was held on October 5-7, 2011 in Bohol. Twenty personnel from the Regional and National Offices successfully finished the course.

Furthermore, the Agency conducted a series of seminar-workshops on HIV/AIDS prevention to orient all PDEA employees.

The seminar-workshop includes participative activities such as games, role playing/skit, and other group dynamics. The following are the training scope:

1. HIV/AIDS Rationale and Introduction;2. RA 8504, otherwise known as “The Philippine

AIDS Prevention and Control Act of 1998”;3. Gender, Sex and Sexuality;4. Basic STI, HIV and AIDS;5. Impact of HIV and AIDS; and6. National Response and Challenges to its

Implementation.

Below are the series of HIV/AIDS Orientation Seminar-Workshop conducted in the Agency for the year 2011:

As an expression of support to the World AIDS Day, all PDEA employees were encouraged to wear a red ribbon, an international symbol for AIDS awareness on December 1 - 2, 2011.

To institutionalize the initiatives on HIV/AIDS, the Agency has approved its HIV and AIDS Prevention and Control Policy and Program. This aims to strengthen and support employees living with HIV/AIDS through proper counseling, provision of equal employment benefits and incentives, and conducting advocacy programs that further promote prevention of HIV/AIDS infection. At the same time, this policy desires to uplift the morale of each woman and man of the Agency living with HIV/AIDS.

The PDEA Academy

The PDEA Academy is the recruitment unit and training facility of the Agency for drug enforcement officers (DEOs). The Academy upholds the highest standard in the recruitment, selection and training of DEOs.

For the DEOBC Class 2011-05, the Academy received and processed around 6,500 applicants, of which only 1,200 passed the Qualifying Examination.

From this number only 292 qualified for the final selection process which includes battery of neuropsychological tests, medical and physical fitness tests. Of the 292 qualified applicants, only 199 made it to the DEOBC Class 2011-05 training.

The DEOBC is a six-month basic training course for PDEA drug enforcers held at the PDEA Academy. The training encompasses:

1. Concurrent legal studies, orientation on the laws and provisions of the International Human Rights Convention;

2. Anti-drug intelligence;3. Anti-drug investigation;4. Anti-drug prosecution;5. Preventive education and community

involvement;6. Marksmanship;7. Self-defense techniques; and8. Technical writing.

The DEOBC Class 2011-05 will take their actual duties as full-fledged drug enforcement officers in February 2012.

Logistics Management

To improve the efficiency of logistics management of the Agency, various procedures were implemented in 2011 related to inspection of properties, distribution, disposal, acquisition and other procurement and supply management related processes.

Other significant accomplishments under logistics are:

• 100% construction completion of PDEA Basketball court

• 100% construction of PDEA Multipurpose center funded by DDB

• Acquisition of 15 units E machine laptop computers for the Regional Offices

• Acquistion of Cal .38 for all prison guards• Construction of vehicle shed at the PDEA

Fiscal Management

For the period, the General Appropriations Act of 2011 (RA 10147) allocated a total amount of P496,422,000.00 as the Agency’s Budget: P256,504,000.00 for Personal Services (PS); P235,542,000.00 for Maintenance and Other Operating Expenses (MOOE); and P4,376,000.00 for Capital Outlays (CO).

The P256,504,000.00 fund was allocated for the salaries and other benefits and P23,463,000.00 under the Automatic Appropriations for the Retirement and Life Insurance Premium (RLIP) of PDEA Plantilla Personnel.

An additional P153,778,054.00 was released under the Miscellaneous Personnel Benefits Fund (MPBF) to cover the additional requirements for PS.

On Maintenance and Other Operating Expenses, the approved allocation was fully released to support the various administrative and operational requirements of the Agency nationwide.

An additional P30,000,000.00 was released under the Contingent Fund of the President of the Philippines to support the Government’s National Anti-Drug Program of Action and the five Key Result Areas of the President.

The approved allocation for Capital Outlay was released in full for the procurement of various military and police, and communication equipment needed by the Agency. An additional P2,000,000.00 was also released under the Continuing Appropriations initiated by Hon. Antonio F. Trillanes IV for the construction of PDEA Regional Office 2 (Brgy. Carig, Tuguegarao, Cagayan).

The PDEA takes pride in the recognition given by the Philippine Narcotic Enforcement Officers Association (PNEOA) for the outstanding contribution of the Agency in the prevention and control campaign against illicit drug trafficking in order to save the Filipino youth from the evils of drug abuse. Five PDEA agents, who lost their lives in the line of duty, were also given Posthumous Award.

The PNEOA aims to bring together law enforcers from government agencies and civilian volunteers in combating illegal drug trade and to foster cooperation and reduce, if not eliminate, the number of drug offenders in the county.

Every year, the PNEOA recognizes the efforts of dedicated men and women involved in the fight against drugs. For the year 2011, the awarding ceremony was held on October 10, 2011 at The Penthouse, Midas Hotel in Pasay City. The PDEA Director General received the award in behalf of the agency.
