  • A BRIEF NOTE ON THE ACHIEVEMENTS OF THE GOVERNMENT DURING 2018An update on the achievements in various sectors during 2018 in given below:e-Governance : As an e-Governance initiative, web-service and/or database level integration for different departments were

    completed with Rapid Application Development (RAD) platform for Ease of Doing Business (EoDB) application.West Bengal ranks number 1 for completing all necessary EoDB norms for the Online Single Window Portal(Silpa Sathi) for EoDB.

    The mission mode project ‘e-District’ launched 102 online services. 23 Districts and 16 Departments have goneonline. More than 50 lakh online service transactions have already taken place through this portal in 2018. Civilconstruction for setting up physical expansion of State Data Centre (SDC) is going on in the 2nd floor SDCexpansion area for hosting applications of departments/offices.

    Administrative Reforms : West Bengal Gr.D Recruitment Board has selected 5379 candidates and recommended for appointment in

    vacant Group ‘D’ posts in different Departments and offices of the State Government. This is likely to bridgethe gap in a substantive way.

    A scheme for construction of Administrative Building for Mal Sub-Divisional Officer at Mal in the District ofJalpaiguri at an estimated cost of Rs. 15.95 crore has been taken up.

    Construction of Administrative Building for SDO Chanchal & other Departmental Offices at Chanchal, Maldawith projected cost of Rs. 11.00 crore has been administratively approved.

    In accordance with the provisions of the Lokpal and Lokayuktas Act, 2013, the West Bengal Lokayukta(Amendment) Act, 2018 has been enacted and a former Judge of Kolkata High Court has been appointed asWest Bengal Lokayukta.

    Health & Family Welfare : The State of West Bengal has been recognized by GoI as the Best State in the country in family planning. The State has the largest network of sick critical care new born units in the country with 307 SNSUs and 68

    SNCUs. West Bengal has the largest network of free diagnostic facilities in government hospitals in the country. 92

    diagnostic facilities and 34 dialysis units are in operational. 27.65 lakh patients have availed free diagnosticservices so far. Annual expenditure of about Rs. 100 crore was incurred on free diagnostic services.

    53.31 lakh families have enrolled under the ‘Swasthya Sathi’ health-insurance scheme of the State Governmentcovering more than 2.5 crore individuals.

    Over 98% HIV testing of pregnant women has been done against the registered ANC cases, being one of thehighest in the country.

    573 posts of GDMO, 1045 posts of Specialists and 4799 posts of nursing personnel have been created for Superspeciality hospitals in 2018. Recruitment was completed for 1125 posts of Medical Officers and 659 posts ofNursing Personnel.

    3 Tertiary Cancer Care Centres and 14 trauma care facilities have been set up. 11 new Blood Banks have alsobeen sanctioned.

    Finance : State’s Own Tax Revenue has increased by 19% from Rs. 45,466.46 Cr. in 2016-17 to Rs. 54,062.02 Cr. in

    2017-18. State’s Capital Expenditure has increased by more than 70% from Rs. 11,336.43 Cr. in 2016-17 to Rs. 19,368.07

    Cr. in 2017-18. Sectoral expenditure in physical infrastructure, social and agriculture and allied activities has increased by 16%

    from Rs. 47,961.40 Cr. in 2016-17 to Rs. 55,439.76 Cr. in 2017-18. Debt/GSDP ratio has been reduced from 38.41% in 2016-17 to 35.63% in 2017-18. Revenue Deficit/GSDP has

    also been reduced significantly from 1.83% in 2016-17 to 0.96% in 2017-18.

  • E-Abgari portal of Excise Directorate West Bengal has won the Government of India’s National e-GovernanceAward and is being adopted as the Best Practice in the country.Industry, Commerce & Enterprises Successfully hosted Bengal Global Business Summit 2018 in participation of 350 delegates from 32 countries.

    Total business proposal received in the summit was Rs 2,19,925 Crore. Rejuvenation of Milan Mela Gound commences with an estimated project cost of Rs.282 Crore. Export Policy of the Government of West Bengal was published. Advertisement seeking expression of interests from the investors has been done for 130 acre of land of Haringhata

    Industrial Park. Online services of registration of Societies with office of the Registrar of Firms and Societies and Non-Trading

    Corporations has commenced and 7325 applications have been received.School Education : 45 new Primary Schools and 87 new Upper-Primary Schools have been set up in the State. 152 no. of new set up School Buildings have been constructed. 126 no. of Schools have been upgraded from Junior High to High/High to Higher Secondary levels. Construction of 18 no. of Model School Buildings and 10 no. of BRGF School Buildings have been completed. Construction of 10 no. of BRGF School Buildings has been completed. 54 English Medium Schools have been sanctioned. Nearly 1,400 Schools have been brought under solar power. 4676 no. of Higher Secondary teachers have been appointed. School Bags have been supplied to more than 57 lakh students. 1375 Dining Halls for Mid-Day Meal have been completed. About 700 more are under construction. 113.39 lakh students have been provided with Cooked Mid-Day Meal.Higher Education : The new campus of Maulana Abul Kalam Azad University of Technology (MAKAUT) at Haringhata, Nadia

    has been commissioned. Academic activities in the 2 (two) Govt. aided colleges, namely, Ghoshpukur College at Phansidewa, Darjeeling

    and Birsa Munda College at Hatighisha, Darjeeling have been started.Roads and Bridges : More than 40.05 km roads have been widened & strengthened up to 2 lane with paved shoulder (10 m width). More than 237.73 km roads have been widened & strengthened up to 2 lane (7 m width). More than 108.22 km roads have been widened & strengthened up to Intermediate lane (5.50 m width). More than 955.97 kms of State roads have been strengthened and improved. 5 nos. of bridges have been reconstructed / newly constructed.Transport : Motor vehicle revenue of Rs.1220 crore has been collected in 2018-19 (till September, 2018) which is 11%

    higher than that in the previous year. Under GATIDHARA scheme, number of beneficiaries (unemployed youth) in 2018-19 (upto September, 2018)

    is 4690. Towards greater road safety, ‘Safe Drive Save Life’ campaign has been observed throughout the State. Number

    of accidents has reduced from 11158 in 2017(January to September) to 9706 in 2018 (January to September).15wrecker vans and 22 trauma care ambulances have been provided to different agencies and traffic signalshave been installed at different roads throughout the state.

    Unsafe ‘Bhutbhuties’ have been replaced by well designed, mechanized boats under “Jaladhara” scheme.Construction of 131 nos. of Jaladhara vessels is under process.

    e-Governance and Intelligent Transport Services like ‘Pathadisha’ App, GPS & CCTV in new STU buses,online ticket booking system, well-designed website, e-Vahan, etc. have been introduced.

    Jetty/ferryghat at Shyamnagar in North 24 Parganas and Telenipara in Hoogly have been constructed. Re-construction of Jetty/ferryghat at Katwa in PurbaBardhaman, Panihati and Jagaddal in North 24 Parganas,NabadwipBaralghat and SantipurBarobazar in Nadia, Howrah Jetty No. II and Nazirgunge in Howrah,Commissionerate jetty Kolkata etc.have been done. In 2018-19(upto September), funds have been sanctionedfor further construction of 31 jetty/ferryghats and repair/reconstruction of 14 jetty/ferryghats.

  • Transport Department has also obtained approval for World Bank assisted Intermodal Logistics and PassengerTransport Project which includes besides secondary infrastructure development on National Waterways-1between Tribeni and Haldia, construction of 56 new passenger jetties, 8 LCT jetties with Roro vessels and 320passenger vessels involving a project cost of Rs. 1021cr.

    Agriculture : 100 per cent waiver of land revenue and mutation fee for agricultural lands. Along with Krishak Bandhu, ‘Dhan Din Cheque Nin’ scheme has been introduced to ensure minimum support

    prices to the farmers eliminating the vicious circle of the middlemen. An additional special fund of Rs. 100 crore has been created to prevent distress sale of other crops by farmers.

    The minimum support price for paddy during 2018-19 Kharif season has been increased from Rs. l550/- perquintal to Rs. 1750/- per quintal.

    66 lakh farmer families affected by natural calamities have been expeditiously paid crop rehabilitation relief tothe tune of Rs. 2415 crore from the State Fund.

    Agricultural pension has been increased from Rs. 750/- to Rs. 1000/- per month and the number of beneficiarieshas increased from the present 66 thousand to 1 lakh.

    The average annual income of farmers has increased by three times due to various measures taken by theState Government in agricultural sector.

    It is indeed a matter of pride that West Bengal has bagged the Krishi Karman Award for production of foodgrains and several crops in demand for five consecutive years now.

    The coverage of Bangla Fasal Bima Yojana had gone up to 45 lakh farmers with the State bearing the farmers’share of premium in full.

    An amount of Rs. 2.15 crore from the state fund has been spent as ‘Crop Rehabilitation Relief’ scheme.Land : Land revenue of Rs.1051.31 Crore has been collected in 2018-19 (upto October 2018). 900 sheets of cadastral maps have been digitized and 900 sheets of the same have been updated. 1199 NGNB pattas and 1867.65 acres Agri pattas have been distributed upto October 2018. 23,89,253 nos. of Mutation cases have been disposed of upto October 2018. Inter Departmental Transfer of 798.70 acres of land has been completed. Rs. 33.5 Crore has been spent upto October 2018 for infrastructural development works at the refugee colonies.Urban Development : 941 schemes at an estimated cost of Rs.411.93 Crore have been approved under the Green City Mission in the

    Financial Year 2018-2019 (till 5 th December, 2018). An Office Building named “SUBHANNA” at Salt Lake, Dakhineswar Sky Walk at Temple Area and a

    Convention Centre at Digha have been constructed. 41 (forty one) Water Supply Projects with the capacity of 288.27 MGD for providing Safe Drinking Water to

    the citizen have been taken up. The Water Supply project of North Dum Dum Municipality has been commenced. Amendment of all four Municipal Acts have been made for allowing 10% exemption from property tax to

    senior citizens of 60 years & above or widow or deserted woman or a Physically Handicapped person, fullexemption from Property tax for land/building belonging to Government Health Care Organizations and upto90% exemption from Property tax in respect of well maintained water bodies.

    Food : 8.78 crore beneficiaries i.e 96% of the state population have been covered under Khadya Sathi Scheme. 7.38

    crore beneficiaries have been providing food grains @ Rs.2 per kg. Annual requirements of food grains havegone up to 51 lakh Metric Tonnes.

    During 2017-18, the Government has procured 32.23 lakh metric tonnes of paddy from 4.67 lakh farmers at aminimum support price.

    Annual requirements of rice for MDM & ICDS Scheme have gone up to 2.40 LMT and 0.80 LMT respectively,totaling to 3.20 LMT.

    Average 6000 nos. of SAM children are being provided food grains at free of cost in the scale of 5 kg Rice, 2.5kg Wheat and 1 kg Masur dal per beneficiary per month.

    Housing : Funds has been released for construction of 3,83,796 dwelling units under “Gitanjali” Housing Scheme for the

    people belonging to Economically Weaker Sections of the society till 14.11.2018, out of which, 3,44,578 dwelling

  • units are reported to have been completed. Construction of three Night Shelters one at J. N. M. Hospital, Kalyani, Nadia (100 Seats), one at North Bengal

    Medical College & Hospital (100 Seats) and another Suri District Hospital, Birbhum (100 Seats) for the PatientParties are in progress.

    Construction of WWH for Single Working Women at Malbazar, Jalpaiguri (61 Beded) has been completed.Three more Working Women Hostel at H. K. Seth road (76 beded), Kolkata, C. N. Roy Road (123 beded) andRegent Park (34 Beded) Campus will be completed during the financial year 2018-19.

    67 Pathasathis for the benefit of travelers especially for the women have been constructed. An Affordable Housing Scheme, “NIJASHREE” for the people belonging to LIG and MIG category has been

    taken up by the Government.Animal Resource Development : The annual egg production has been increased to 860.0 crore which is 13% higher than that in the last year.

    About 54.40 lakh chicks and ducklings have already been distributed among 5.44 lakh beneficiaries. The private AI Workers (Prani Bandhu, Prani Mitra and Prani Sebi) are getting an incentive of Rs.1500/- per

    month as per their eligibility w.e.f. April 2018.Backward Classes and Tribal Development : More than 10.46 lakh SC and 2.03 lakh ST students are being catered to for disbursement of the scholarship

    under Sikshasree. 1500 meritorious SC and ST students have been awarded Ambedkar Medha Purashkar @Rs.5000/- per student.

    Total 7,92,362 numbers of Caste certificates have been issued during this year. More than 11,000 candidates have been provided employment opportunities through skill development. Loans

    through Mahila Samriddhi Yojana etc have also been provided to more than 12,500 women beneficiaries. Traininghas been provided to 375 Tribal women groups for preparation of Sal-leaf-plates.

    Old Age Pension @ Rs. 1000/- per month is being provided to 1,49,327 tribal pensioners through their individualbank accounts.

    Minority Development : West Bengal is the No.1 State in providing scholarships to the students belonging to SC, ST and minority

    communities and in providing loans for start-ups to minority youth. Over 1 crore 71 lakh scholarships, involving approximately Rs. 4,221 crore, have been distributed amongst the

    students from minority communities. New Aliah University campuses have come into being in New Town and Park Circus. Almost 8 lakh people have been granted financial assistance worth Rs.1300 crore for self-employment.This

    figure is the highest as compared to the rest of the country. 97% of those belonging to the minority have been enlisted under the OBC category, and 17% of seats have

    been reserved for OBCs for higher education and Government jobs. 528 new Karmatirthas are being built.Women & Child Development and Social Welfare : Annual family income ceiling of Rs. 1,20,000/- has been waived for the ‘Kanyashree’ beneficiaries. Out of the

    total enrolled beneficiaries of 5,22,213 girls, 5,10,363 have received benefits of the scheme. Under ‘Rupashree’ Prakalpa, 1,83,354 nos. of applications have been received out of which 1,46,425 cases

    have been sanctioned. An amount of Rs. 326,91,25,000/- has been spent so far. A total number of 2,38,822 persons with disabilities have been benefitted under ‘Manabik Pension Scheme’.Correctional Services : Phase-I of new Baruipur Central Correctional Home has been completed at a cost of Rs. 55.15 crore. The 1st phase of construction of proposed 02 (two) storied building with 03 (three) storied foundation for

    accommodation of Officers of Jhargram Special Correctional Home has been completed.Fisheries : Fish production increased significantly to 17.42 lakh MT. 290 lakh fish seed and 6640 MT of fish feed have

    been distributed at financial outlay of Rs.26.56 crore till date. 15221 nos. of water-bodies with water area of 1590 hectares under Jal Dhara Jal Bhara brought under pisciculture

    with fund involvement of Rs. 12.15 crore. 18500 Tribal Fishermen have been given Input Assistance for pisiciculture with financial involvement of Rs.4.12

    crore.

  • Three Cold Storages at (i) Gangarampur, Dakshin Dinajpur (200 MT: 217.00 lakh, Bolpur, Birbhum (150 MT:201.00 lakh) and Kakdwip Fishing Harbour, South 24 Pgs. (150 MT: 183.00 lakh); have been completed.

    Two Ice Plants at Kakdwip Fishing Harbour, South 24 Pgs. (100 MT: 511.00 lakh) and Frasergunj FishingHarbour at South 24 Pgs. (100 MT: 511.00 lakh) have been completed.

    ‘Ekushe Annapurna’ scheme for providing compact fish meal at Rs. 21/- via eco-friendly vehicles (kiosk) at 25designated locations under Kolkata Municipal Corporation and Bidhannagar Municipal Corporation for accessto nutritious lunch for commoners.

    Food Processing and Horticulture : 3450 ha area expansion programme has been taken up under fruit crops in Paschimanchal districts. 790 ha area expansion programme has been taken up under fruit crops in North Bengal districts as special

    North Bengal Development programme. Expansion of Cinchona Plantation in 88.76 acres, Ipecac Plantation in 13.20 acres and Rubber Plantation by 45

    acres has been achieved. Cultivation of Cardamom in 50.38 acres, Kiwi in 5 acres and Coffee in 25.10 acres has been done. Cultivation of Coffee in 63 villages under Kalimpong District covering 1232 farmers in collaboration with the

    Gorkhaland Territorial Administration covering an area of 346 acres.Irrigation & Waterways : Improvement of flood protective embankments including anti-erosion work for a total length of 138 km has

    successfully been completed Re-sectioning of rivers and drainage channels for a length of 136 km has been completed. Two projects viz. “Rehabilitation and Rejuvenation of 57 Medium & Minor irrigation schemes in the State with

    an aim to stabilise irrigation potential in 18,200 acre of area” and “Replacement of 373 old and dilapidatedbridges across irrigation channels and canals” have been taken up by the Government under special infrastructurefunding.

    Information Technology : 2 (two) IT Parks at Malda and Siliguri (Ph-III), have been completed and become operational. 32 companies

    are occupying spaces in these Parks. Allotment of land at Sonarpur Hardware Park has been started online on first-come-first-serve basis. One IT

    company has been allotted land in Sonarpur Hardware Park for setting up their IT project on this land.Power : In Rural Electrification sector 45 Nos. of villages, 2,910 Nos. of BPL & 57,434 Nos. of APL Household have

    been energized and two new 33/11 KV Substation have been constructed. 31,426 nos. of New STW Pump connection has been given, 43 nos. (570 MVA) of new 33/11 KV Substation

    has been constructed and capacity of existing 33/11 KV sub-stations has been augmented. 35 MW power is generated from Solar Power projects at Charrah, Purulia, Santaldihi, Khemasuli & Salboni

    and Roof-top Solar Power Plant project. 2 nos. (640 MVA) of new 220 KV GIS & 6 nos. (600 MVA) new 132/33 KV GIS have been constructed and

    capacity of 46 nos. (1749.85 MVA) of different EHT substation has been augmented.Development & Planning : West Bengal holds the 3rd position (from top) in terms of utilization of MPLADS fund recommended by Hon’ble

    Member of Parliament, Rajya Sabha. (as on 31 st October, 2018) with 101.25% expenditure. A document on State Vision, Mission, Short and Long Term Perspective Plan and its Alignment with UNSDGs

    2030 has been prepared.Drinking Water : 104 nos. of rural piped water supply schemes have been commissioned in 2018 benefitting a total population of

    20.12 lakh. 1,950 nos. of hand pump tube wells & rig-bored tube wells have been sunk in different districts ofWest Bengal during 2018.

    3,54,843 water samples of different piped water supply schemes or spot sources have been tested throughwater testing laboratories or field test kits.

    Micro, Small and Medium Enterprises : Rs. 20, 287 crore Bank Credit has been provided to MSMEs till September 2018. Mega Leather Cluster project of Rs.540 crore at Bantala is being developed with a host of facilities including

    CETPs, Leather Footwear Park, Testing, Design & Training Centre, STP, CFC etc. The project has potential to

  • generate additional employment about 2 lakh people. Three Mega Carpet Clusters are being developed in Malda, Uttar Dinajpur and Purba Medinipur districts with

    a slew of interventions in order to facilitate production of larger quantity of export quality handmade carpets.4000 carper weavers will be benefited.

    Focus towards development of industrial infrastructure resulted in setting up 5 govt. industrial parks in districtsof Bankura, Murshidabad, Kalimpong & Dakshin Dinajpur and two govt. approved private parks in DakhinDinajpur & South 24 Pgs covering 174 acres land altogether.

    The largest Hosiery Park in India is being developed on 120 acres of land at Jagadishpur in Howrah with activegovt. support. More than 1 lakh employment is expected.

    Disaster Management : During the period from 2011-12 to 18-19 (till 12.12.18), 228 Flood Shelters with an expenditure of about Rs. 82

    crore, 243 Relief Go-downs at a cost of Rs. 29 crore and 93 Multipurpose Cyclone Shelter under NCRMP-II& PMNRF with financial involvement of about Rs. 695 crore have been completed.

    Agricultural Marketing : SUFAL BANGLA, a direct marketing initiative is serving about one lakh consumer families daily through 105

    retail outlets and generating employment for about 250 people on daily basis. Under AMAR FASAL AMAR GARI, proposal worth Rs. 6.20 crores for distribution of van rickshaw to 6138

    nos of beneficiaries has been taken up. 346 nos of projects having total estimated cost of 155.43 Crores have been taken up for creation and maintenance

    of marketing infrastructures through West Bengal State Agricultural Marketing Board.Judicial Administration : Foundation stone for a new campus of the Hon’ble Calcutta High Court was laid by the Hon’ble Chief Minister

    at Rajarhat. Work has already been started. 46 posts per Court have been created in the new districts of Kalimpong, Alipurduar, Asansol and Jhargram.

    Another 25 posts created for the Hon’ble High Court at Calcutta. During the year 2018, 52 State Bills have been drafted of which 34 Bills have so far been published while 25

    State Acts have been printed and published. Ten Central Acts have been translated into Bengali, out of which, five have been approved by the Ministry of

    Law and Justice, Government of India. Public Prosecutors of few districts have been trained and important Law Books (set) have been distributed to

    the Public Prosecutors of few districts.Rural Development : In the field of 100 days work, the state of West Bengal received 7 (seven) National Award as the best performing

    state in the country. In Rural Housing, 3.48 lakh new houses have been completed in 2017-18. Murshidabad and South 24-Parganas

    districts won national award for highest performing in the country. For improving rural connectivity, 3213 km of all-weather roads have been completed in 2017-18 under ‘Banglar

    Gramin Sadak Yojana’ to connect 1981 habitations. Till March 2018, 5.41 lakh all women self-help groups could be brought in the ambit of Anandadhara programme. By building 64.85 lakh household toilets, sanitation coverage in rural West Bengal has increased from 55% to

    99%.Social Welfare : Under ‘Samabyathi’ scheme, 1.75 lakh families in the rural areas of West Bengal have received one-time

    financial assistance of Rs.2000/- during 2017-18 for bearing the expenditure of last rites and other incidentalcharges with financial involvement of Rs.35.07 crore.

    Consumer Protection : Siliguri and Asansol Circuit Bench of State Consumer Disputes Redressal Commission have started functioning

    w.e.f. 22-06-2018 and 09-07-2018 respectively. Jhargram District Forum started functioning w.e.f. 28-09-2018.
