About the AgencyThe Mississippi Bend Area Education Agency is one of nine area education agencies in the state. They were created by the 1974 Iowa Legislature to ensure all children have equal educational opportunities. AEAs serve as intermediate units providing educational services to local schools.More than 50,000 students in public and approved non-public schools in 153 buildings are served by the Mississippi Bend Area Education Agency. This area includes all of Clinton, Scott and Muscatine counties, as well as parts of Cedar, Jackson and Louisa counties.

The MissionThe Mission of the Mississippi Bend Area Education Agency is to improve teaching and learning for all students through active partnerships and assertive leadership in a climate of mutual respect.

Agency GoalsIncrease the percentage of low socioeconomic, individualized education programs, and minority students achieving reading proficiency in grades 3-8, and 11. Increase the percentage of low socioeconomic, individualized education programs, and minority students achieving math proficiency in grades 3-8, and 11. Increase the percentage of low socioeconomic, individualized education programs, and minority students achieving science proficiency in grades 5, 8, and 11.

Delivery of Services StrategiesDevelop a cross-platform delivery system to provide effective, efficient, and timely services targeted to meet building level student learning, professional development, and system support needs. Focus special education resources (student, professional development, system services) to address U.S. Department of Education IDEA Performance Indicators for students with disabilities. Deliver research-based reading, mathematics, and science strategies to improve performance (student, professional development, and system services).

Reporting of DataTo ensure information is reported consistently throughout this publication, the data reflects the number of days a service was provided to every student/participant.

The Mississippi Bend AEA provides data-based opportunities designed to anticipate and respond to the professional development needs of Teachers, Administrators and Support Staff. These opportunities help individuals within schools to develop skills, beliefs, and knowledge to improve student learning.

Professional Development Mississippi Bend Area Education Agency

PROFESSIONAL DEVELOPMENT Assistive Technology Team

provides assessment of individuals with disabilities and information related to the purchase, lease or other means of obtaining assistive technology and training.

Autism Resource/Challenging Behavior Team (AR/CBT) of the Mississippi Bend Area Education Agency provides technical assistance in the design and implementation of educational programming and supports for children with Individual Education Plans (IEP) or Individual Family Service Plans (IFSP) per request of the Educational Team. The AR/CBT also offers parents, school districts and Area Education Agency staff training and informational resources to address the unique learning needs of children with Autism Spectrum Disorders or children with learning styles consistent with Autism Spectrum Disorder or children with challenging behaviors.

Counselor Academy provides the foundation for counselors to effectively plan, implement, and evaluate comprehensive school counseling services. Counselors develop comprehensive developmental guidance and counseling programs for their schools based on national and state standards and research based best practices.

Leadership-On-Going offers stand alone classes and workshops focused on specific leadership topics and skill sets.

Non-Violent Crisis Prevention training is provided to local school districts to assist with the management of violent and potentially violent students.

u Principals’ Leadership/Data Team Development is a program of professional development experiences designed for principals to network with colleagues to build professional knowledge, skills and expertise and discuss current issues.

u Professional Development provides assistance to districts and schools that will support proven educational practices, align with school goals, incorporate adult learning theory and support improved teaching.

u School Bus Driver Training assists local school districts in meeting Department of Education training mandates by providing both the initial School Transportation Operator’s Program (STOP), annual in-services, seminars, and related conferences.

u Staff Development Courses/ Workshops provide adult learning opportunities including individual development and organizational development for continuous improvement in performance for everyone who affects student learning.

Superintendents’ Professional Development is a program of on-going staff development for executive leaders that includes seminars, retreats and related conferences that focus on the Superintendent’s role as the district’s educational leader in improving instructional practice and student achievement.

u Teacher/Administrator Licensure Center provides needed information to districts regarding licensure procedures and questions. It provides services that enable teachers and administrators to renew their license.

EFFECTIVENESS DATA

u ACCESS Program provides vocational training to high school students with disabilities.

u Audiological Services for infants, preschoolers and school-age children involves hearing screening, testing and consultation regarding the educational programs and technology needed by children with hearing loss.

Conflict Resolution involves AEA staff who work with local school district personnel, parents and children to address concerns about the development of children.

u Driver Education, a State of Iowa approved program for schools. After school, as well as summer, programs are offered at various district sites.

u Early Childhood Education and Support Services provide districts and schools assistance in the development, implementation and evaluation of early childhood programs and special education services to children age 3 to 5 who have disabilities.

u Home School Assistance Program offers assistance and a supervising teacher to parents/guardians who choose to teach their children at home.

Home Schooling provides assessment/testing for schools and facilitates the basis for ALL Iowa AEA testing.

u Orientation and Mobility Services provide evaluations, consultations and direct services related to the mobility of students with visual impairments.

u Physical Therapy provides evaluations, consultations and therapy to students so they may access and participate in their educational program and activities of daily living.

Reading Recovery Program is intensive intervention for first graders who are at risk of not learning to read and write.

School Psychology Services provide evaluation, intervention, counseling and consultation services to preschool and school-age children, teachers, administrators and families.

u School Social Work Services provide evaluation, intervention, counseling and consultation services to preschool and school-age children, teachers, administrators and families.

u Speech and Language Services are provided to address the communication problems experienced by preschool and school-age children. Parent and teacher training is also provided.

u Student Activities and Events include College for Kids, Computer Camp, Kid University, Math Bee, and Youth Senate.

Independent Evaluation is provided when parents disagree with the results of an evaluation or when the IEP team determines additional information is needed.

u Itinerant Hearing Services provide instructional services to students with hearing loss who remain in their home schools and receive instruction from an itinerant teacher.

u Itinerant Vision Services provide instructional services to students with vision loss who remain in their home schools and receive instruction from an itinerant teacher.

Juvenile Detention Education Program provides differentiated academic instruction to accommodate the varied needs of students placed in the Scott County Juvenile Detention Center by the courts.

u Music Therapy uses the structured music to improve the physical, social, communication, emotional, behavioral and cognitive development of children with disabilities.

u Occupational Therapy provides evaluations, consultations and therapy to students so they may access and participate in their educational program and activities of daily living.

STUDENT SERVICES

Direct Student ServicesThe Mississippi Bend Area Education Agency focuses on developing effective programs and services to support local district efforts to improve student performance. In order to help determine whether or not our programs make a difference, we gather effectiveness data based on counts, gained achievement scores and/or growth over a period of time, and score comparisons to baseline data. The data immediately following is effectiveness data to include all AEA-wide Community School District programs and services used for the 2012-2013 school year.

The Mississippi Bend AEA provides some services directly to students. Therapy, counseling, and enrichment activities support and enhance the learning process in order to improve student achievement.

The Mississippi Bend AEA provides a wide range of resources to support curriculum, student achievement and operations.

System Support

Compliance Monitoring is provided to each school district every five years to help assure that they are in compliance with the federal and state law, regulations and rules with regard to the provisions of special education for children with disabilities.

u Comprehensive School Improvement Support provides assistance for districts and schools designed to support components of plan development and implementation including goal setting and data analysis.

Computer Repair Services provides school districts with drop off and on-site service of Macintosh and PC computers and their peripherals.

u Consultation is provided to LEA staff to assist in programming for students having educational difficulties and for students with disabilities.

Content Area Teacher Networks are planning groups that meet to build professional development experiences for K-12 teachers focusing on research, best practice and integration.

u Curriculum and School Improvement Network provides a networking opportunity for curriculum directors to build their capacity surrounding the research on the best “known” and emerging practices in education.

u Data Collection Program converts data into a user-friendly format to assist in making data-driven decisions that will improve student learning.

u Early Access is a multi-agency collaborative to provide services to children (birth through 2) with developmental delays and their families.

Early Childhood PBIS is designed to promote social and emotional competence in preschool aged children.

u Eastern Iowa MAP Consortium Mississippi Bend Area Education Agency and Grant Wood Area Education Agency jointly support the professional development needs of eastern Iowa school districts that have adopted the Northwest Evaluation Association MAP Assessments (reading, math, and science).

u Educational Consultant Services provide ongoing Special Education support to instructional programs.

English Language Learners-ELL is a program designed to support districts as they comply with state mandates and specific needs of the ELL population in their districts.

u Environmental Services Program assists local school districts with compliance programs in asbestos, OSHA, and other environmental and facility issues.

u Formative Assessment is a process used by teachers and students as part of instruction that provides feedback to adjust ongoing teaching and learning to improve students’ achievement of core content.

Guidance Counselor Academy provides staff development and support to Area Nine counselors.

Information Technology provides support to school districts in the areas of student accounting, e-rate, data collection, hardware and software purchases, infrastructure, wide/local network support and computer repair service.

u Iowa Core is designed to improve achievement of all students, preparing them for the world of work and lifelong learning. It identifies the essential content and instruction all students must experience.

u Iowa Educators Consortium (IEC) provides a voluntary purchasing program for K-12 schools by bringing all AEA statewide school purchasing programs under one legal umbrella and one fiscal management group.

Iowa Safe and Supportive Schools’ goal is to establish a statewide system to improve conditions for learning across Iowa’s schools.

Partnership Agreements is a commitment of effort, time and resources by the Mississippi Bend Area Education Agency that explicitly describes an AEA customization of services to a school or district.

u Perkins Consortia funds are used to support vocational and technical education programs that strengthen the academic, vocational, and technical skills of students through the integration of academics.

u Print & Production provides graphics, offset, high speed printing, color copies, and full service bindery.

Safe Routes to Schools is a statewide measurement system and programmatic interventions, developed by the Iowa Department of Education, to improve conditions for learning that will lead to improved safety and reduce substance use.

Learning Supports Survey is an on-line Learning Supports survey available to schools within the Area Nine region. The web-based survey is taken by students and measures students’ perception of their school environment, peer relations, bullying and respect.

u Legal Cooperative is a consortium of districts who collectively, contract legal services with a law firm that provides Level I (verbal consultation) and Level II (general legal services) at discounted prices.

u Math Programs primary initiatives are designed to improve the quality of classroom instruction and achievement.

u Media Services maintain and distribute K-12, Professional and curriculum resources in various formats to assist schools in the acquisition, application, and integration of media resources to support and enhance curriculum and instruction.

u Media Specialists’ Academy provides quality leadership and professional development for Local Education Agency media specialists.

Olweus Training provides research-based professional development to support school district efforts to reduce bullying.

u Parent-Educator Connection is designed to enhance relationships between parents of special education students and educators.

SYSTEM SUPPORT SERVICES

u School and Community Planning provides assistance in developing strategic responses to change and systemic planning for school improvement.

u School Technology provides technical support related to integrating technology within the classroom to improve instruction, diversify the curriculum and expand the capacity of students to learn.

Science Programs primary initiatives are designed to improve the quality of classroom instruction and achievement.

SW PBIS is a research-based, systems approach designed to create effective learning environments for school aged children.

SWVPP Management provides program management services and professional development.

u SWVPP Support provides consultation to school districts implementing Iowa’s Statewide Voluntary Preschool Program (SWVPP).

u Transition Services are provided to assist Individual Education Plan teams for planning post-secondary outcomes for students with disabilities.

Wide Area Network/Local Area Network supports school districts routers and servers that provide connection to the internet and other internal network needs.
