WRITTEN QUESTIONS AND ANSWERS (GROUP 2 OF 2)
PROJECT: 600 Zone Water Storage Tank
CONTRACT: WTR.00007
To: Prospective Bidders of Record
Date: May 10, 2016
The questions listed below are those that have been received via email at
[email protected] requesting clarifications to the Bidding Documents. The
corresponding answers are for information only and do not change the Bidding Documents for
the aforementioned Project. See addenda for any changes to the Bidding Documents associated
with these questions and answers.
Q1. Please advice if the farm owner will have any requirements related to his
livestock/horses. I.e. will that pasture still be active as we build the new access road?
During its use? If so, I assume gate(s) will have to be installed at the property line (cul-
de-sac) as well as the picket fence line near the house. Will any special "cross-overs"
have to be built for the horses to transverse over the gravel access road, from the pasture
to the stables (i.e. any concern of gravel rock size vs hooves?). Any need to 'fence off'
the road as it passes thru the pasture?
A1. See changes to the Bidding Documents per Addendum No. 2. A new
proposed fence and gate configuration has been added to the Contract,
Bidder is responsible for implementing these proposed changes.
Q2. Has the slope/grade of the planned access road been determined to be acceptable to
heavily loaded concrete trucks and/or the watermain contractor's equipment?
A2. No changes will be made to the Bidding Documents in reference to this
item. However, the section of the access road where the slope is greater than
10% may be widened to help minimize the challenges associated with the
grade.
Q3. The Tank Painting Spec 09-97-13 page 4 request a five (5) year warranty. This is
greatly in excess of the norm, which is one year. As we have no control over how the
County will operate the tank during that period (i.e. CP system, chlorine concentrations,
etc.) please consider reducing this duration considerably, otherwise we will have to
include contingency monies (perhaps as large as the value of a complete repaint) in our
Base Bid price.
2 of 7
A3. See changes to the Bidding Documents per Addendum No. 2. No change to
the referenced specification has been made, instead the changes can be
found within the Supplementary Conditions.
Q4. I did not see any mention (or format) for a Maintenance Bond. If a formal Maintenance
Bond is required, most Sureties will charge in excess of $ 50,000 for that longer than
usual 5 year warranty period (at a minimum).
A4. Per the Contract Documents, the Performance Bond covers the entire
warranty period.
Q5. We also see that your General Terms (Article 5.01) state that the Performance Bond is
to also remain in effect for that same time 5 year period. Does Loudoun Water typically
hold Performance Bond(s) instead for warranty issues/purposes, in lieu of a formal
Maintenance Bond? Either way, issuance of any Bond(s) over the industry's traditional
one year period will increase the base cost of the tank (in addition to the addition of
'contingency funds' referenced below). So again, please review / reconsider the length
of the Special Guarantee period. It is our opinion that if the tank's paint is going to fail,
it will usually happen in the first year.
A5. Per the General Conditions, Performance Bonds shall remain in effect until
one year after the date when final payment becomes due or until completion
of the correction period specified in Part 14.07 of the General Conditions.
See changes made to the Bidding Documents (Supplementary Conditions)
per Addendum No. 2 regarding the Performance Bond.
Q6. Lastly, and regardless of the final warranty period, what is the criteria for the
determination of a warranty claim? I.e. how much of a paint failure should we assume
will cause Loudoun Water to invoke the Repair requirements stated in Coatings' Spec
09-97-13 item 2.03? I.e. to require us to re-mobilize a paint crew, drain the tank, etc.?
A qualitative reply (such as "one percent (1%) of the tank's surface area") would be
appreciated here, so that we can evaluate the risks and price it accordingly).
A6. Warranty claims would be evaluated on a case by case basis, depending on
the nature of the defect.
Q7. What permits will the Contractor need to obtain for this project? What is their cost?
Any other licenses or fees that the Contractor must pay for?
A7. Owner has obtained or will obtain all permits listed within Section 00800,
Part SC-6.08. Contractor is responsible for any other permit(s) that are
required to perform the Work and not otherwise included within the
Contract Documents.
Q8. Is there any 3rd party inspection (I.e. TIC, KLM, AEC etc.) on engineering construction
or painting? If so, who will it be and on what portion of work? (Footnote - rumor is that
designer CH2M is not going to be the CM, but that Hazen Sawyer will be? Full time
onsite?)
3 of 7
A8. Any third party inspection services will be provided as part of the Owners
construction administration contract with the Engineer. The Owner intends
to use Hazen and Sawyer for those services although this contract has yet to
be approved.
Q9. Section 40 27 00-5, Part 1.04.A - Item requires RT, UT, PT or MT of 10% of pipe
welds. Exceeds AWWA and will add cost to project
A9. See changes to the Bidding Documents per Addendum No. 2.
Q10. Section 40 27 00-4, Part 1.03.A.2.a - Item requires Mill certificates for fittings and
piping - those usually just come with "Certified Test Report" (CTR's) - is that
acceptable?
A10. Yes, Owner will accept a CTR for this submittal.
Q11. Section 40 27 00-4, Part 1.03.B 1 to 6 - Informational Submittals- calls for (1) Mill
Certs for fitting and bolts and (2-6) more data than standard "Certified Test Report"
(CTR's). Potential for higher supplier costs if CTR's are not enough.
A11. See changes to the Bidding Documents per Addendum No. 2.
Q12. Section 40 27 00-5, Part 1.05.A - Item requires flange protectors - necessary?
A12. Bidders shall meet all requirements that are called out within the Contract
Documents.
Q13. Section 40 27 00-8, Part 2.07.A - Specs instructs us to mark each pipe length with its
diameter and class, manufacturers I.D. and serial number, location number and date of
manufacture and code markings. Our standard is a PC Mark only, which refers back to
this data elsewhere. Please consider deleting to save costs.
A13. See changes to the Bidding Documents per Addendum No. 2.
Q14. Section 40 27 00-8, Part 2.08 - Item calls for prime and finish coats (on piping) in the
shop. We normally blast and prime in the shop, and then finish coat in the field - OK?
A14. See changes to the Bidding Documents per Addendum No. 2.
Q15. Section 40 27 00-17, Part 3.14 - Calls for "Certified Welding Inspector (CWI) to be
present onsite for all field welding (i.e. the entire job). This is not typical and will add
cost if enforced.
A15. See changes to the Bidding Documents per Addendum No. 2.
Q16. Section 33 16 19-5, Part 1.05.B.2.a - Spec requires a Welding Data (Shop & Field)
Weld Map with weld reference called out and to have WPS and NDE numbers in the
tail of welding symbols. This is excessive and will add $$ to estimate

A16. See changes to the Bidding Documents per Addendum No. 2.
Q17. Section 33 16 19-5, Part 1.05.B.3.d - Do we need Charpy V-notch test for the shell
plates or just for the WPS's??
A17. Charpy V-notch specimens shall be taken from the weld metal and from the
heat-affected zone of the WPS qualification test plates or from duplicate
test plates.
Q18. Section 33 16 19-8, Part 2.2.A - Calls for "Certified Welding Inspector (CWI) to be
present for all shop welding. Available if required.
A18. The CWI does not need to be onsite for all shop welding, however, they do
need to visually inspect 100% of the welds (during or after the weld is
made), as called for in Part 2.02. Inspection shall be provided at suitable
intervals, as called for in the Contract Documents. See changes to the
Bidding Documents per Addendum No. 2.
Q19. Section 33 16 19-9, Part 2.3.C - Item calls for anchor bolts as A193 with A194-2H
(Heavy) nuts. We will Use A36 for anchor bolts with A307 heavy hex nuts
A19. Refer to Addendum No. 1, Section D Part 4 – Specification – Item No. 5.G.
Q20. Section 33 16 19-11, Part 2.3.O - Mentions a Condensate Pan - that terminology is from
a CET spec as a WSO's shaft platform is the condensate ceiling (with drain to
overflow). FYI Only
A20. Information noted.
Q21. Section 33 16 19-11, Part 2.03.Q - What is the size of the Personnel Door (aluminum
door and frame). WSD standard door is 36" x 84' and mfgd of steel plate
A21. See changes to the Bidding Documents per Addendum No. 2. A 36” x 84”
door would be acceptable.
Q22. Section 33 16 19-11, Part 2.3.L - Requires a painters rail on underside of roof whereas
our standard is painters couplings only - Please advise.
A22. Painters’ rail shall be provided, and assumed for bidding purposes, as
required by the Contract Documents. Contractor may submit alternative
for Owner and Engineer review and approval during construction.
Q23. Section 33 16 19-14, Part 3.05.B - Calls for "Certified Welding Inspector (CWI) to be
present for all field welding. See above also.
A23. See changes to the Bidding Documents per Addendum No. 2.

Q24. Section 33 16 19-14, Part 3.05.C - Inspection requirements are in excess of AWWA -
i.e. (C.3) Roof MT or PT @ 10%, (4.b) shell to floor (is this ball to knuckle?) @ 100%
MT or PT, (C.5) floor opening (is this access tube & man hole in cone?) 100% MT or
PT, (C.6) Accessories & attachments 10% MT.
A24. Testing shall be provided as required by the Contract Document. Testing is
being required to provide coverage for welds that specifically excluded
under Section 11.4.1.2 of AWWA D100. See changes to the Bidding
Documents per Addendum No. 2.
Q25. Section 09 97 13-4, Part 1.06 - Paint warranty is listed as 5 years - see previously
submitted request to reduce duration
A25. See responses to questions 3 through 5 of this Q&A list.
Q26. Drawing Sheet 30 - Drawing shows roof handrail layout as only 12' in diameter - circle
instead needs to be 20'ø minimum in order to fit vent, mh, and large 60"ø access tube
inside it. Confirm also that handrail is to be first galvanized and then painted (extra
cost)
A26. Per General Sheet Note 5 on Sheet 30, actual tank dimension may vary,
which shall impact diameter of the roof handrail layout. Regarding
painting of galvanized steel, see changes made in Addendum No. 1.
Q27. Drawing Sheet 31 - Drawing shows a Louver in the vestibule - what is the material or
manufacturer and model number
A27. Contractor shall install a backdraft damper, as shown in the Contract
Documents, and in accordance with Section 23 01 00, Part 2.13. No louver
shall be installed. See the changes to the Bidding Documents as per
Addendum No. 2.
Q28. Regarding the PAX mixer - Standard detail is to run cable up access tube (above TCL)
and into tank with a coupling. Details show cable through the roof with a junction box
(by PAX) and a NEMA 4 enclosure. The NEMA enclosure will cost more so can we
use our details instead?
A28. Bidders shall meet all requirements that are called out within the Contract
Documents.
Q29. Drawing Sheet 30 calls for 4"ø condensate drain (run over to overflow) - industry
standard is a more economical 2"ø
A29. Bidders shall meet all requirements that are called out within the Contract
Documents.
Q30. There appears to be a 12” valve at tie-in point at Stone School Lane? Can you confirm
whether this is a gate or butterfly valve?
6 of 7
A30. See Watermain-A Profile on Sheet C09 for the fitting sequence. Per
Loudoun Water’s Engineering Design Manual (Appendix G – Approved
Materials List, Section 3) all valves 12” and below shall be gate valves, and
valves 16” and above shall be butterfly valves.
Q31. Detail W-2 on Sheet C-04 calls for 2” threaded ductile iron pipe. This is not readily
available. Can we provide galvanized or SS pipe instead?
A31. Bidders shall meet all requirements that are called out within the Contract
Documents.
Q32. Per note 4 on drawing C07, the plans call for all joints to be bonded per LW standard
details. Are there any anodes or test stations required for the buried water main?
A32. See changes to the Bidding Documents per Addendum No. 2.
Q33. Bio-retention Outlet on C07 calls for 24.72’ of RCP but the Profile on C09 calls for
PVC. Please confirm outlet piping material.
A33. See changes to the Bidding Documents per Addendum No. 2.
Q34. Road Cross Sections on C02 do not show thickness of stone required. Please clarify.
A34. See changes to the Bidding Documents per Addendum No. 2.
Q35. Drawing C13 seems to want permanent seeding over the entire site. Are we required to
make lawn for the entire field? Is the intent to mow this routinely as a lawn or more
like a pasture? And how long are we responsible for watering/maintaining it?
A35. Per the Erosion and Sediment Control Narrative in Sheet C14, all areas
disturbed by construction shall be stabilized with permanent seeding
immediately after finish grading. Per Note 14 of Sheet C22, maintenance
shall begin immediately after each plant and lawn area is installed and shall
continue until 90 days after final acceptance of the last section.
Q36. Section 09 97 13-3, Part 1.04.A.1 - states "Painting operations shall be accomplished by
skilled craftsmen and licensed by the Commonwealth of Virginia to perform painting
work". While we are a "Class A" general contractor in the State of VA, we are not
familiar with the need for any other / special "painters license". Please provide details
and/or confirm need.
A36. See changes to the Bidding Documents per Addendum No. 2.
Q37. Now that the tank's overhead truck door size was reduced in size down to 10' x 10', does
the "vestibule" shown on the dwgs still need to be 14' wide or can that be reduced as
well? We recently designed a tank that had a 10 x 10 OH door which we then put into
a 12'-8" wide vestibule (with a std 36" x 80" personnel door on the side) and the
customer seemed to like that. Please advise this would be acceptable.
7 of 7
A37. A 12’-8” wide vestibule would be acceptable.
Q38. Section 01-66-00 Asset Management - this seems to require excessive tool tracking
efforts. Please consider deleting this section as we are not working within an operating
Loudoun 'plant' where tracking small tools like this might be more important.
A38. This Asset Management section will remain. See changes to the Bidding
Documents per Addendum No. 2, for clarifications on the requirements of
this section.
Q39. Section 01-32-00 Schedule - similarly, this section seems more set up for a complex
pump station or WWTP project. Please advise whether we can ignore this section, and
provide more simplistic / standard bar charts, since there are not many phases to this
project?
A39. Bidders shall meet all requirements that are called out within the Contract
Documents.
Q40. SC 6.02 states we are to pay $ 100/hr for all Loudoun inspection work outside of
normal M-F working hours. If weekend work periods are pre-scheduled with
Engineer/Inspector (such as when good weather / weekend periods are forecast during
the painting phase) would the overtime fee still be charged?
A40. Pre-scheduled work shall still meet the requirements that are stated in the
Contract Documents.
